Jones is an associate professor of history at the University of Houston, Texas. In 1972 the news of the Tuskegee Study was publicized as a PHS scandal. Jones began his research into this event (‘Acknowledgments’). The first chapters provide an overview of the history of society and syphilis. The concept of “Social Darwinism” provided an excuse and self-serving reason for policies. This “experiment” reminded people of those Nazi “scientists” who invented ideas to torture people. Was the higher rate of disease for blacks due to a racial defect or poverty? They did not compare by income groups (p.38). [Do scientists have unconscious biases?] White planters were concerned with the health of their workers for the production of cotton (p.55). A healthy field hand was more productive (p.67). The poorer the area, the more likely there was disease (pellagra, syphilis). This policy of non-treatment was not publicized (p.77). Chapter 6 tells how Macon County was cut off from the treatment program by “PHS officers”. This occurred after a loss of funds in 1932 (Chapter 7). Cardiovascular damage exceeded neurological damage (p.93). The American medical profession was free of lay control (p.95). The physicians deliberately hid their decision of nontreatment (p.100). It was presented as a unique opportunity (p.102). Health officials demanded some treatment for those involved (p.112). Page 127 lists the fraudulent letter. Their interest was in the autopsies of these test subjects (p.137)! A new Surgeon General sought to eradicate venereal disease (p.162). But those in the study were excluded! The new treatment reduced the therapy period from one year to a week. Proper medical care was forbidden (p.163)! They were also denied penicillin (p.164). An earlier Oslo Study also only examined subjects. Alabama’s public health law required reporting and treatment of venereal disease and tuberculosis - communicable diseases (p.178). In time there were changes in personnel and the Tuskegee Study was stopped (p.203). The story broke on July 25, 1972, the same day the story about a Vice-Presidential candidate’s past depression came out (p.204). There was a hearing in 1973 (p.213). A lawyer brought a suit against the PHS. There was a cash settlement. Was there really any scientific reason for this study (p.220)?
