FAQs: Pension Reform Act of 2013 Pension Reform - Update The Public Employee Pension Reform Act (PEPRA) of 2012 was signed by the governor on September 12, 2012, and will become law on January 1, 2013. Preliminary information regarding Pension Reform was released to CSU employees, and Systemwide Human Resources is diligently working with CalPERS on the interpretation and impact of AB 340 as it pertains to CSU employees.
