Polity Intergovernmental Group of Experts on Consumer Protection Law and Policy Second Session of the Intergovernmental Group of Experts on Consumer Protection Law and Policy at Geneva was attended by the Minister of State of Consumer Affairs, Food & Public Distribution. Additional information The Intergovernmental Group of Experts (IGE) on Consumer Protection Law and Policy is a standing body established under the United Nations Guidelines for Consumer Protection (UNGCP) to monitor the application and implementation of the guidelines, provide a forum for consultations, produce research and studies, provide technical assistance etc.  The United Nations Guidelines for Consumer Protection are a valuable set of principles for setting out the main characteristics of effective consumer protection legislation, enforcement institutions and redress systems and for assisting interested Member States in formulating and enforcing domestic and regional laws that are suitable to their own economic and social and environmental circumstances.  The guidelines were issued by United Nations Conference on Trade and Development (UNCTAD).

Presidential Election, 2017 – Right to vote or not to vote Election Commission of India (ECI) has issued a clarification regarding the right to vote (of MPs and MLAs) in the Presidential election Press Note statement The voting at election to the Office of President of India is not compulsory, like the voting at elections to the House of the People and State Legislatures where also there is no compulsion to vote.  The ‘electoral right’ of a voter is defined in section 171A(b) of the Indian Penal code to ‘mean the right of a person to stand, or not to stand as, or to withdraw from being, a candidate or to vote or refrain from voting at election’.  Thus, every elector at the Presidential election has the freedom of making a choice to vote for any of the candidates or not to vote at the election, as per his free will and choice. This will equally apply to the political parties.  However, the political parties cannot issue any direction or whip to their members to vote in a particular manner or not to vote at the election leaving them with no choice, as that would tantamount to the offence of undue influence within the meaning of section 171C of the IPC.  As per the observations of the Hon’ble Supreme Court in the cases of kuldip Nayar v Union of India and Kihoto Hollohan v. members of the State Legislative Assemblies are a non-legislative activity and not a proceeding within the State Legislature. And so, an elector would not attract the penal provisions of the Tenth Schedule for having voted out of free will (and against party whip) at the Rajya Sabha election. In the same vein, the election to the Office of the president is held by an electoral college which consists of elected members of both House of Parliament and elected members of the State Legislative Assemblies (Article 54 of the Constitution). The electors of this electoral college vote at the Presidential election as member or the said electoral college and the voting at such election is outside the House concerned and not a part of the proceeding of the House. Accordingly, in the Commission’s opinion, the voting or not voting as per his/her own free will at the Presidential election will not come within the ambit of disqualification under the Tenth Schedule to the Constitution of India.

Jammu and Kashmir joins GST Jammu and Kashmir became the last and final state to join GST. Additional information The President of India has promulgated today two ordinances, namely, the Central Goods and Services Tax (Extension to Jammu and Kashmir) Ordinance, 2017 and the Integrated Goods and Services Tax (Extension to Jammu and Kashmir) Ordinance, 2017 extending the domain of Central GST Act and the Integrated GST Act to the State of Jammu and Kashmir, with effect from 8th July, 2017.  Earlier, the Goods and Services Tax was launched in the country from the midnight of 1st July, 2017. However, because of the special provisions applicable to the State of Jammu and Kashmir extra steps had to be taken before the State could join the GST fold.  On 6th July 2017, the State of Jammu and Kashmir had taken the first step towards adopting the GST regime with the President of India giving assent to the Constitution (Application to Jammu and Kashmir) Amendment Order, 2017.  Resultantly, the One Hundred and First Amendment Act, 2016 to the Constitution of India that paved the way for introduction of GST in the country, became applicable to the State of Jammu and Kashmir also.  Following this, on 7th July, 2017, the Jammu and Kashmir Goods and Services Tax Bill, 2017 was passed by the State Legislature, empowering the State to levy State GST on intra-state supplies with effect from 8th July, 2017.  Concomitantly, the President of India has promulgated two ordinances extending the domain of Central GST Act and the Integrated GST Act to the State of Jammu and Kashmir, with effect from 8th July, 2017.  With this, the State of Jammu and Kashmir has become part of the GST regime, making GST truly a “ one nation, one tax” regime. Ram Nath Kovind elected as the 14th President of India Ram Nath Kovind, former Governor of Bihar, has been elected as the 14th President of India. Additional information The manner of election of President is provided in Article 55 of the Constitution.  The President is indirectly elected by an electoral college, comprising of elected members of the Parliament of India (both houses) and the Legislative Assemblies of each of India's states and Union territories of Delhi and Puducherry  The nominated members of Lok Sabha, Rajya Sabha and Legislative Assemblies as well as all members of Legislative Councils in states, do not vote in the Presidential election.  The election of the President is held in accordance with the system of proportional representation by means of the single transferable vote and the voting at the election is by secret ballot.

Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill 2017 Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill 2017 was unanimously passed by Rajya Sabha. It was earlier passed by Lok Sabha in March. About the Bill The Bill aims to establish a legal framework for consolidation of related laws to replace the age old archaic laws with modern Indian legislation and to confer admiralty jurisdiction on all High Courts of the coastal states of the country.  The Bill provides for prioritization of maritime claims and maritime liens while providing protection to owners, charterers, operators, crew members and seafarers at the same time.  As per the Bill, High Courts of all the coastal states shall exercise admiralty jurisdiction over maritime claims which include several aspects not limited to goods imported and chattel but also other claims such as payment of wages of seamen, loss of life etc.  The Bill also provides for protection against wrongful and unjustified arrest and has provision for transfer of cases from one High Court to other High Court.

National Medical Commission Bill which was drafted by a four- member committee, headed by vice chairman of NITI Aayog, to examine all options for reforms in the Medical Council of India (MCI) and suggest a way forward. The draft bill seeks to replace Medical Council of India with a new body, National Medical Commission, to steer medical education in the country. The draft bill provides the composition, terms of reference and functions of the commission. The draft also establishes a Medical Advisory Council, consisting of representation from the states and Union Territories, to advice the commission.

Amendment to the AMASR Act, 2010 About AMASR Act  The Ancient Monuments and Archaeological Sites and Remains Act provides for the preservation of ancient and historical monuments and archaeological sites and remains of national importance, for the regulation of archaeological excavations and for the protection of sculptures, carvings and other like objects. It was passed in 1958.  The proposal for amendment of the AMASR Act, 2010 has been approved by the Cabinet and the pertaining Bill has been moved to Lok Sabha.  The proposal is to allow public works or projects essential for public in prohibited area within 100 meter from protected monument but not having substantial impact on preservation, safety, security or access to the monument or its immediate surrounding including visual ambiance.  When draft amendments were put up on ASI website concerns from the public regarding indiscriminate constructions, vibrations due to construction, gradual erosion of sanctity of protected monument, and others were received.  The Government of India has assured that only public works, essential for public safety or security of public at large will be allowed, that too if no reasonable possibility of any other viable alternative for such construction beyond the limit of prohibited area is available.

Indian Institute of Information Technology Public Private Partnership Bill 2017 Indian Institute of Information Technology Public Private Partnership Bill 2017 was passed by the Parliament. The Guiding Principle is to provide autonomy to the Institutes but at the same time maintain a fine balance between autonomy and accountability of the IIITs in PPP mode. Funding pattern of IIITs is Centre: State: Industry Partner in the ratio of 50:35:15 (for NER, 57.5:35:7.5). State Government, in addition, provides land. The industry partner is expected to contribute towards research labs and projects, internship, faculty chairs etc. from time to time.

Insurance Schemes for unorganized sector persons/people living below the poverty line Aam Aadmi Bima Yojana (AABY)  It caters to unorganised sector persons under 48 various vocational groups such Beedi Workers, Brick Kiln Workers, Rickshaw Pullers/Auto Drivers etc.  The scheme provides insurance cover of Rs.30,000 on natural death, Rs.75,000 on death due to accident, Rs.37,500 for partial permanent disability due to accident and Rs.75,000 for total permanent disability due to accident, to such persons in the age group of 18 to 59 years for a premium of Rs.200, of which Rs.100 is paid by Government of India and the balance Rs.100 is paid by State Governments/Nodal agencies/ individuals, as the case may be.  As part of Pradhan Mantri Jan Dhan Yojana (PMJDY), all the people in the age group of 18 to 59 years who opened Jan Dhan accounts between 15.08.2014 to 31.01.2015 were covered under free life insurance of Rs. 30,000. The premium is borne by the Central Government.

Pradhan Mantri Jeevan Jyoti Bima Yojana  It is available to people between 18 and 50 years of age with bank accounts.  It has an annual premium of ₹330.  The amount will be automatically debited from the account.  In case of death due to any cause, the payment to the nominee will be ₹2 lakhs.  The Service tax is exempted on PMJJBY.

Pradhan Mantri Suraksha Bima Yojana (PMSBY)  It is a government-backed accident insurance scheme in India.  PMSBY is available to people between 18 and 70 years of age with bank accounts.  It has an annual premium of ₹12 exclusive of taxes.  The amount will be automatically debited from the account.  The accident insurance scheme will have one year cover from June 1 to May 31. Rashtriya Swasthya Bima Yojana  It is a government-run health insurance programme for the Indian poor.  The scheme aims to provide health insurance coverage to the unrecognised sector workers belonging to the BPL category and their family members shall be beneficiaries under this scheme.  It provides for cashless insurance for hospitalisation in public as well as private hospitals.  This enables them to receive inpatient medical care of up to ₹30,000 per family per year in any of the empanelled hospitals. Major Port Authorities Bill The Ministry of State for Shipping and Road Transport & Highways has approved the draft Major Port Authorities (MPAs) Bill, 2016 to replace the existing Major Port Trusts Act (MPTA), 1963 to empower the 12 major ports to perform with greater efficiency on account of full autonomy in decision making. Salient features of the Bill The bill repeals the Major Port Trusts Act, 1963 and replaces it with the new legislation.  It constitutes a Board of Port Authority for each major port in the place of the Board of Trustees.  The Bill frames rules: o To enable the Board of Port Authority to use its property, assets and funds in such manner and for such purposes as it may deem fit for the benefit of the major ports o To make regulations for the purposes of operation, development and planning of the major ports. o To empower the Board of Port Authority to raise loans and issue securities for the purposes of the capital expenditure and working capital requirements of such port authority. o To constitute an Adjudicatory Board for adjudication of disputes among major ports, Public Private Partnership concessionaries and captive users.  The bill will help boost private investment in port sector and enable faster dispute resolution.

Sub-Mission on Agricultural Mechanisation (SMAM) Ministry of Agriculture and Farmers Welfare started the Sub-Mission on Agricultural Mechanisation in the year 2014-15 with an objective to promote agricultural mechanisation among small and marginal farmers and in the areas where the level of mechanisation is very low. SMAM not only includes the traditional component of training, testing, demonstration of agricultural machinery and procurement subsidy but also includes-Farm Machinery Banks for Custom Hiring, Hi-Tech High Productive Equipments Centres etc. Establishment of Farm Machinery Banks and High-Tech Hub for custom hiring services are supported with financial assistance @40% of the project cost under SMAM. During the current year 2017-18, the allocation for SMAM has been increased more than two times as compared to the previous year. It has been observed that Madhya Pradesh, Orissa, Tamil Nadu, Maharashtra, Himachal Pradesh, Chhattisgarh, Andhra Pradesh, Telangana etc. have achieved good progress in the field of agricultural mechanisation by utilising the allocated fund.

Union Agriculture Ministry reviews the working of Soil Health Card and eNAM scheme  In a meeting of of the State Ministers in-charge of Agricultural Marketing and Agriculture Ministers from different states, the progress of two flagship schemes National Agricultural Markets (E-Names) and Soil Health Card was reviewed. About Soil Health Card (SHC) scheme Soil Health Card (SHC) Scheme is a flagship scheme of the Government to promote the use of fertilisers based on analysis of Soil Health and enable farmers to get maximum yields at lower cost with minimum damage to the ecosystem.  The central Government launched this scheme in February 2015 to provide SHC to more than 12 crore farmers once every 2 years.  Under the scheme, the government plans to issue soil cards to farmers which will carry crop-wise recommendations of nutrients and fertilisers required for the individual farms to help farmers to improve productivity through judicious use of inputs.  All soil samples are to be tested in various soil testing labs across the country. Thereafter the experts will analyse the strength and weaknesses (micro-nutrients deficiency) of the soil and suggest measures to deal with it.  The result and suggestion will be displayed in the cards. Comprehensive testing of soil samples on 12 parameters including the status of micronutrients is being carried out for each and every soil sample under the scheme. So far 9 crore soil health cards have been distributed to farmers.

About e-National Agriculture Market (e-NAM)  



e-NAM is the electronic trading platform for the National Agriculture Market. It networks the existing APMC (Agriculture Produce Marketing Committee) mandis to create a unified national market for agricultural commodities. The NAM Portal provides a single window service for all APMC related information and services. This includes commodity arrivals & prices, buy & sell trade offers etc. NAM creates a unified market through online trading platform, both, at State and National level and promotes uniformity, streamlining of procedures across the integrated markets, removes information asymmetry between buyers and sellers and promotes real time price discovery.

ISARC The Union Cabinet has approved the establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi. Additional information The Centre will help in utilizing the rich biodiversity of India to develop special rice varieties.  This will help India to achieve higher per hectare yields and improved nutritional contents. India's food and nutritional security issues will also be addressed.  The Centre will support in adopting value chain based production system in the country. This will reduce wastage, add value and generate higher income for the farmers.







National Livestock Mission Department of Animal Husbandry, Dairying and Fisheries is implementing National Livestock Mission for sustainable development of Livestock Sector, especially for poultry, goats, sheep, pig, pack animals, etc. The mission provides assistance to improve availability of quality feed and fodder, risk mitigation and extension, skill development and training for livestock sector including cattle and buffaloes. Neem Coated Urea (NCU):  This scheme is being promoted to regulate use of urea, enhance availability of nitrogen to the crop and reduce cost of fertilizer application.  NCU slows down the release of fertilizer and makes it available to the crop in an effective manner.  The entire quantity of domestically manufactured and imported urea is now neem coated.  The expected saving is 10% of urea consumption, thereby resulting in reduced cost of cultivation and improved soil health management. Paramparagat Krishi Vikas Yojana (PKVY):  Paramparagat Krishi Vikas Yojana (PKVY) is being implemented with a view to promote organic farming in the country.  This will improve soil health and organic matter content and increase net income of the farmer so as to realise premium prices.  Under this scheme, an area of 5 lakh acre is targeted to be covered though 10,000 clusters of 50 acre each, from the year 2015-16 to 2017-18. Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) :  Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is being implemented to expand cultivated area with assured irrigation, reduce wastage of water and improve water use efficiency.  PMKSY not only focuses on creating sources for assured irrigation, but also creating protective irrigation by harnessing rain water at micro level through ‘Jal Sanchay’ and ‘Jal Sinchan’.  Micro irrigation is also incentivized through subsidy to ensure ‘Per drop-More crop’.

Pradhan Mantri Fasal Bima Yojana (PMFBY)/ Restructured Weather Based Crop Insurance Scheme (RWBCIS):  Pradhan Mantri Fasal Bima Yojana (PMFBY) & Restructured Weather Based Crop Insurance Scheme (RWBCIS) were launched from Kharif 2016 to provide comprehensive crop insurance coverage from pre-sowing to post harvest losses against non-preventable natural risks.  These schemes are only risk mitigation tools available to farmers at extremely low premium rates payable by farmers at 2% for Kharif crops, 1.5% for Rabi Crop and 5% for annual commercial/horticultural crops.  The balance of actuarial premium is shared by the Central and State Governments on 50 : 50 basis.  The schemes are voluntary for States and available in areas and crops that are notified by the State Governments.  Further, the schemes are compulsory for loanee farmers and voluntary for non-loanee farmers.

Presently, loan is available to farmers at an interest rate of 7% per annum, which gets reduced to 4% on prompt repayment. Further, under Interest Subvention Scheme 2016-17, in order to provide relief to the farmers on occurrence of natural calamities, the interest subvention of 2% shall continue to be available to banks for the first year on the restructured amount. In order to discourage distress sale by farmers and to encourage them to store their produce in warehouses against negotiable warehouse receipts, the benefit of interest subvention will be available to small and marginal farmers having Kisan Credit Card for a further period of upto six months post harvest on the same rate as available to crop loan.

NERAMAC North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC) was set up to support farmers/producers of north east getting remunerative prices for their produce and thereby bridge the gap between the farmers and the market. It also aims to enhance the agricultural, procurement, processing and marketing infrastructure of the Northeastern Region of India. NERAMAC has engaged with some Self-Help Groups and farmers groups to serve as an aggregator and provide marketing support to them. It has also undertaken marketing of processed items sourced from local entrepreneurs. Presently it is under the administrative control of the Ministry of Development of North Eastern Region

Kisan SAMPADA Yojana (KSY) Government of India has approved a new Central Sector Scheme – Kisan SAMPADA Yojana (KSY) (also known as SAMPADA Yojana) for the period upto 2019-20 to be implemented by Ministry of Food Processing Industries (MoFPI). About KSY The objective of KSY is to supplement agriculture, modernize processing and decrease agri-waste.  KSY is an umbrella scheme incorporating ongoing schemes of the Ministry like Mega Food Parks, Integrated Cold Chain and Value Addition Infrastructure, Food Safety and Quality Assurance Infrastructure, etc. and also new schemes like Infrastructure for Agro-processing Clusters, Creation of Backward and Forward Linkages etc.  It aims at development of modern infrastructure to encourage entrepreneurs to set up food processing units based on cluster approach, provide effective and seamless backward and forward integration for processed food industry by plugging gaps in supply chain and creation of processing and preservation capacities and modernization/ expansion of existing food processing units. It will not only provide a big boost to the growth of food processing sector in the country but also help in providing better prices to farmers and is a big step towards doubling of farmers’ income. It will create huge employment opportunities especially in the rural areas. Under KSY, a new Scheme for Creation of Backward and Forward Linkages has been approved. The objective of the scheme is to provide effective and seamless backward and forward integration for processed food industry by plugging the gaps in supply chain in terms of availability of raw material and linkages with the market. The scheme will enable linking of farmers to processors and the market thereby ensuring remunerative prices for their produce.

Biotech Kisan programme Under the Biotech Kisan, eight Biotech Kisan hub’s have been recommended to be setup in seven agro-climatic zones. These Biotech Kisan hub’s will understand problems of farmers related to water, soil, seed and marketing and provide solutions with validated technologies. The programme is expected to create strong scientists-farmers interactive platform. Under the programme thematic farmer fellowship as well as fellowships to women farmers (Mahila Kisan Biotech Fellowship) will be awarded.

Cattle Genomics programme The cattle genomics programme is being implemented by National Institute of Animal Biotechnology The main objective is to predict breeding values of animal, using DNA level information with performance record, more accurately and identify genetic worth of animal (elite animal) at an early age. The ability to select elite breeding animal at an early age will help in enhancing productivity at farmer’s level in future. Programme is currently in research mode.

National Dairy Development Board (NDDB) The National Dairy Development Board (NDDB) was created in 1965, by an Act of Parliament. It was created to promote, finance and support producer-owned and controlled organisations. Jute-ICARE Improved Cultivation and Advanced Retting Exercise for Jute (Jute – ICARE) was launched in 2015 to popularize/introduce some of the better agronomic practices and recently developed microbial-assisted retting among farmers in a few blocks in West Bengal and Assam on pilot basis. The improved agronomic practices include: line sowing of jute using seed drill, weed management in jute by wheel hoeing/nail weeder instead of hand weeding for reducing the cost of weeding and distribution of quality certified seeds at 50% subsidy. Central Research Institute for Research in Jute and Allied Fibres (CRIJAF) developed a microbial consortium called SONA, to enhance the quantity of fibre yield by 20% as well as its quality in terms of grade by at least 1 ½ grades. Also, under the project, regular SMSes are sent in regional languages on improved practices in jute cultivation, to registered farmers.

Codex Alimentarius Commission and Codex Standards Codex Alimentarius Commission (CAC)  Codex, jointly formed by the World Health Organisation (WHO) and the Food and Agriculture Organisation (FAO), is a collection of internationally recognized standards, codes of practice, guidelines, and other recommendations relating to foods, food production, and food safety.  CAC maintains and develops the texts of Codex.  It was in 2013 that the need for Codex standards for spices and herbs became a matter of concern, owing to the increased level of issues in spice trade. With the approval of the Central government, Spices Board India submitted to CAC a proposal for such an exclusive committee for spices and culinary herbs. The 36th session of CAC, which met in Rome from July 1-5, 2013, deliberated on this proposal from India, and later approved it. This led to creation of Codex Committee on Spices and Culinary Herbs (CCSCH) with India as the host country and Spices Board as the Secretariat.  Codex Alimentarius Commission (CAC) met in Geneva for its 40th session during July 17-22 and adopted three Codex standards for black, white and green pepper, cumin and thyme.  This would facilitate evolving a common standardization process for the global trade and availability of above spices.

 

Implementation of Bio-Fuel Scheme National Policy on Biofuels was announced in the year 2009 for the development of Biofuels. The Government, is implementing the Ethanol Blended Petrol (EBP) Programme under which, Oil Marketing Companies sell ethanol blended petrol with percentage of ethanol up to 10% as per BIS specifications, depending upon its availability. In order to improve the availability of ethanol, the Government in 2014, introduced the administered price mechanism for procurement of ethanol under EBP Programme. The Government also allowed procurement of ethanol produced from cellulosic and lignocellulosic feedstock, including petrochemical route. The Government has permitted the direct sale of Biodiesel (B-100) for blending with High Speed Diesel to all consumers, in accordance with the specified blending limits and the standards specified by the Bureau of Indian Standards.

Defense QRSAM Defence Research and Development Organisation (DRDO) developed Quick Reaction Surface to Air Missile (QRSAM) was successfully flight tested from ITR Chandipur, off the Odisha Coast About QRSAM The missile is indigenously developed by DRDO.  It has the capability to engage multiple targets.  The missile has a strike range of 25 km to 30 km.  Designed to be a quick reaction missile, it involves an all-weather weapon system capable of tracking and firing.

Malabar Naval exercise Malabar Naval exercise was conducted in Bay of Bengal Additional information The Malabar series of exercises was initiated in 1992.  Initially, it was conducted jointly by the navies of India and USA. In 2015, Japan became the third (permanent) partner of the exercise.  The primary aim of this exercise is to increase interoperability amongst the three navies as well as develop common understanding and procedures for maritime security operations.  Countries like Australia and Singapore have also participated in the exercise, in the past.

About GAGAN The Indian Space Research Organization (ISRO) and Airports Authority of India (AAI) have implemented the GPS Aided Geo Augmented Navigation-GAGAN project as a Satellite Based Augmentation System (SBAS) for the Indian Airspace.  The objective of GAGAN is to establish, deploy and certify satellite based augmentation system for safety-of-life civil aviation applications in India  The system is inter-operable with other international SBAS systems like US-WAAS, European EGNOS, and Japanese MSAS etc.  GAGAN GEO footprint extends from Africa to Australia and has expansion capability for seamless navigation services across the region.  GAGAN provides the additional accuracy, availability, and integrity necessary for all phases of flight, from enroute through approach for all qualified airports within the GAGAN service volume. GAGAN though primarily meant for aviation, will provide benefits beyond aviation to many other user segments such as intelligent transportation, maritime, highways, railways etc.

Defence Procurement Procedure (DPP) 2016 A partial version of the ninth version of the Defence Procurement Procedure (DPP) was released by the Ministry of Defence (MoD) in March 2016. It was formulated on the recommendations of Dhirendra Singh Committee that was formed to look into Defence Procurement Procedure 2013 The DPP 2016 replaced the Defence Procurement Procedure 2013 (DPP 2013) and came into force on 1 April 2016. DPP 2013 had 5 procurement categories (in decreasing order of preference)Buy(Indian), Buy & Make (Indian), Make, Buy & Make, Buy (Global). To provide a greater thrust to the ‘Make in India’ initiative in defence production, DPP2016 has introduced a new procurement category, Buy (Indian–Indigenously Designed, Developed and Manufactured), or ‘Buy (Indian – IDDM)’. It replaces ‘Buy (Indian)’ as the most preferred category in the hierarchy of six procurement categories. This category refers to procurement from Indian vendors of products that are indigenously designed, developed and manufactured and have at least 40 per cent indigenous content. If the product is not designed and developed indigenously, it will have to have 60 per cent indigenous content.

It aims to do that by engaging R&D institutes, academia, industry including MSMEs, start-ups and even individual innovators and provide them award based grant/ funding to carry out innovative development, which has good potential for future commercialization. The Scheme is proposed to be implemented through Defence Innovation Organisation (DIO).

Defence Innovation Organisation (DIO) DIO is a ‘not for profit’ company registered under section 8 of the Companies Act.  DIO has been registered with Bengaluru as its headquarters.  The DIO is funded by two Defence Public Sector Undertakings (DPSUs), namely Hindustan Aeronautics Limited (HAL) and Bharat Electronics Limited (BEL).  The maximum corpus fund raised by HAL and BEL for DIO shall be Rs. 100 crore, Rs. 50 crore each from HAL and BEL.

Naval Offshore Patrol Vessels (NOPVs) Reliance Defence and Engineering Limited (RDEL) today launched the first two Naval Offshore Patrol Vessels (NOPVs) at their shipyard in Pipavav, Gujarat. Additional information The two NOPVs launched are named ‘Shachi’ and ‘Shruti’  The ships are part of a five ship project being constructed for the Indian Navy.  The primary role of NOPVs is to undertake surveillance of the country’s vast Exclusive Economic Zone (EEZ) besides operational tasks such as anti-piracy patrols, fleet support operations etc.  The NOPVs would increase the ocean surveillance and patrolling capabilities of the Indian Navy.

National Institutional Ranking Framework (NIRF) The National Institutional Ranking Framework (NIRF) was approved by the Ministry of Human Resource Development and was launched in September 2015.  This framework outlines a methodology to rank institutions across the country.  The methodology draws from the overall recommendations broad understanding arrived at by a Core Committee set up by the ministry, to identify the broad parameters for ranking various universities and institutions.  The parameters broadly cover “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.  The institutes are ranked annually and so far two lists have been released- one each in 2016 and 2017. National Academic Depository (NAD) The NAD would be operationalised by NSDL Database Management Limited (NDML) and CDSL Ventures, Limited (CVL). NAD is a Digital Depository of Academic Awards on the pattern of Securities Depository. Academic institutions grant and issue Awards such as Convocation certificates, Mark sheets, Transfer certificates, etc. Such Awards will be held in electronic form NAD System which will be available online 24x7. Academic institutions would be responsible for the authenticity of data digitally uploaded by them into the system. NAD will provide digital or a printed copy of the academic award with security features to the students or other authorized users. Requests for access to academic awards, for example, from potential employers, and academic institutions would be only on the basis of consent of the student. NAD shall maintain the authenticity, integrity and confidentiality of its database.

TKDL contains Indian traditional medicine knowledge available in public domain and pertains to classical/ traditional books related to Ayurveda, Unani and Siddha in a digitized format. It is also available in five international languages (English, French, German, Spanish and Japanese). Council of Scientific & Industrial Research (CSIR) is the implementation agency of the TKDL Project.

National Eligibility cum Entrance Test (NEET) Section 10D of Indian Medical Council Act, 1956 prescribes conducting of a uniform entrance examination namely National Eligibility cum Entrance Test (NEET) for admission to all medical educational institutions at undergraduate and post-graduate level. The private medical educational institutions have a management quota which is decided by way of signing Memorandum of Understanding (MoU) between the respective State and the Institution. Admission to management quote is also through NEET and common counselling. It is conducted by Central board of Secondary Education (CBSE) NEET has replaced the All India Pre Medical Test (AIPMT) and all individual MBBS exams conducted by states or colleges.

Pradhan Mantri Gram Sadak Yojana (PMGSY) The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in 2000 by Govt. of India to provide connectivity to unconnected Habitations as part of a poverty reduction strategy. The PMGSY is under the authority of the Ministry of Rural Development. It is a 100% Centrally Sponsored Scheme. 50% of the Cess on High Speed Diesel (HSD) is earmarked for this Programme. The primary objective of the PMGSY is to provide Connectivity, by way of an Allweather Road to the eligible unconnected Habitations in the rural areas, in such a way that all Unconnected Habitations with a population of 1000 persons and above are covered in three years (2000-2003) and all Unconnected Habitations with a population of 500 persons and above by the end of the Tenth Plan Period (2007). The PMGSY will permit the Upgradation (to prescribed standards) of the existing roads in those Districts where all the eligible Habitations of the designated population size have been provided all-weather road connectivity. However, it must be noted that Upgradation is not central to the Programme and cannot exceed 20% of the State’s allocation as long as eligible Unconnected Habitations in the State still exist. The Sub-Group of Chief Ministers on Rationalization of Centrally Sponsored Schemes has recommended in its report that fund sharing pattern of PMGSY should be in the ratio of 60:40 between the Centre and States for all States except for 8 North Eastern and 3 Himalayan States for which it will be 90:10.

Sovereign Gold Bond scheme Sovereign Gold Bond scheme was announced in Union Budget 2015-16. The scheme aims at reducing the demand for physical gold by shifting a part of the estimated 300 tons of physical bars and coins purchased every year for Investment into gold bonds. Since most of the demand for gold in India is met through imports, this scheme will, ultimately help in maintaining the country's Current Account Deficit within sustainable limits. The salient features of the scheme are: o Sovereign Gold Bonds are issued on payment of rupees and denominated in grams of gold. o Bonds are issued on behalf of the Government of India by the RBI. Thus, the Bonds have a sovereign guarantee. o The bonds are restricted for sale to resident Indian entities. o The Bonds are issued in denominations of one gram of gold and in multiples thereof. Minimum investment in the Bond is one gram with a maximum buying limit of 500 grams per person per fiscal year o The Government issues bonds with a rate of interest which is decided by the Government. o Though the tenor of the bond is 8 years, early encashment/redemption of the bond is allowed after fifth year from the date of issue on coupon payment dates.. o Bonds can be used as collateral for loans. o Bonds can be easily sold and traded on exchanges to allow early exits for investors o On maturity, the redemption will be in rupee amount only. The rate of interest on the bonds will be calculated on the value of the gold at the time of investment. The principal amount of investment, which is denominated in grams of gold, will be redeemed at the price of gold at that time. Jigyasa Jigyasa, a student- scientist connect programme was officially launched in the national capital today. About the programme Council of Scientific and Industrial Research (CSIR), has joined hands with Kendriya Vidyalaya Sangathan (KVS) to implement this programme.  The focus is on connecting school students and scientists so as to extend student’s classroom learning with that of a very well planned research laboratory based learning.  The program will also enable the students and teachers to practically live the theoretical concepts taught in science by visiting CSIR laboratories and by participating in miniscience projects.  The model of engagement includes: Student Residential Programmes, Scientists as Teachers and Teachers as Scientists, Lab specific activities / Onsite Experiments, Visits of Scientists to Schools/Outreach Programmes etc.

Nai Udaan scheme Ministry of Minority Affairs is implementing the scheme Nai Udaan It is a scheme for Support to Minority Students for preparation of Main Examination, who clear Prelims conducted by Union Public Service Commission, Staff Selection Commission, State Public Service Commissions etc. The objective of the Scheme is to provide financial support to the minority candidates clearing prelims conducted by Union Public Service Commission, Staff Selection Commission and State Public Service Commissions to adequately equip them to compete for appointment to Civil Services in the Union and the State Governments and to increase the representation of the minority in the Civil Services.

Pradhan Mantri Awaas Yojana Pradhan Mantri Awas Yojana is an initiative of Government of India in which affordable housing will be provided to the poor. The scheme is targeted at Economically Weaker sections and Lower Income Groups. For urban areas, the scheme has four components viz., In-situ Slum Redevelopment with private sector participation using land as resource, Affordable Housing through Credit Linked Subsidy, Affordable Housing in Partnership with private and public sector and Beneficiary led house construction/enhancement. Under this scheme, the government provides financial assistance to the beneficiaries for construction of houses. The houses are allotted in the name of the woman or jointly between husband and wife. The construction of the houses is the sole responsibility of the beneficiary and engagement of contractors is strictly prohibited. SWAYAM scheme President of India launched the SWAYAM portal Additional information SWAYAM is a programme initiated by Government of India and designed to achieve the three cardinal principles of Education Policy viz., access, equity and quality.  The objective of this effort is to take the best teaching learning resources to all, including the most disadvantaged. Garib Nawaz Skill Development Centres The Minister of State for Minority Affairs (Independent Charge) & Parliamentary Affairs inaugurated the first Gharib Nawaz Skill Development Centre in Hyderabad. Additional information The government has planned to set up 'Garib Nawaz' skill development centres in 100 districts of the country to offer employment-oriented training to the youth from minority communities.  Besides providing various job-oriented skill development courses, these centres will also offer certificate course in Goods and Services Tax accounting/programming and other related subjects.  Minority Affairs Ministry has launched Gharib Nawaz Skill Development Training for Minorities for providing short term job oriented skill development course for youths belonging to minority communities.  These short term courses include certificate course in health services, mobile & laptop repairing, computer hardware & networking, courses in house keeping etc.

 

UJALA scheme Unnat Jyoti By Affordable LED’s for All (UJALA) scheme is part of the Government of India’s efforts to spread the message of energy efficiency in the country. The scheme aims to: o Promote efficient use of energy at the residential level o Enhance the awareness of consumers about the efficacy of using energy efficient appliances o Aggregate demand to reduce the high initial costs thus facilitating higher uptake of LED lights by residential users. Every domestic household having a metered connection from their respective Electricity Distribution Company is eligible to get the LED bulbs under the UJALA Scheme. The consumer can purchase the LED on EMI payment (monthly/bimonthly installments in electricity bill) or on upfront payment by paying the full amount. The UJALA scheme is implemented by the Energy Efficiency Services Limited (EESL), a joint venture of PSUs under the Union Ministry of Power.

About the portal AirSewa web portal and mobile app was launched in November 2016 to make air travel convenient and hassle-free.  Users can check live flight status for all inbound and outbound flights in a single click. Information regarding weather conditions and services for some selected airports is also available on this portal.  The portal includes a mechanism for grievance redressal, back office operations for grievance handling, flight status/schedule information, airport Information and FAQs.  Timely and satisfactory grievance redressal was an important priority as users had to approach several stakeholders to get their grievances redressed. AirSewa is a one-stop solution for grievance redressal as passengers can now register any grievance on the mobile app or web portal.  The portal has helped make the grievance redressal system responsive, transparent, accountable and efficient by using technology. Users can now track the status and response through reference number provided. There are stipulated timelines in place to address the issue.

Mission Parivar Vikas Union Minister of Health and Family Welfare launched ‘Mission Parivar Vikas’ on World Population Day. About the Mission Under the mission, specific targeted initiatives shall be taken for population stabilisation through better services delivery.  Mission Parivar Vikas is a new initiative conceived by the Ministry with a strategic focus on improving access through provision of services, promotional schemes, commodity security, capacity building, enabling environment and intensive monitoring.  Mission Parivar Vikas will focus on 146 high fertility districts in 7 states with high Total Fertility Rate.

A web based system of communication between private hospitals and railway authorities has been developed wherein identity of the beneficiary shall be established using biometrics stored in Aadhar (UIDAI) server, eligibility shall be determined using Railway Data Base and emergency shall be verified by Railway Medical Officer based on private hospital’s clinical report.  The whole system is online and even the bill processing shall be online. At present the scheme has been rolled out in four metro cities of Delhi, Mumbai, Kolkata and Chennai

Ujjwala Yojana Pradhan Mantri Ujjwala Yojana (PMUY) aims to safeguard the health of women & children by providing them with a clean cooking fuel – LPG, so that they don’t have to compromise their health in smoky kitchens or wander in unsafe areas collecting firewood. It was launched by the Prime Minister on May 1st, 2016 in Ballia, Uttar Pradesh. Under this scheme, 5 Cr LPG connections will be provided to BPL families with a support of Rs.1600 per connection in the next 3 years. Ensuring women’s empowerment, especially in rural India, the connections will be issued in the name of women of the households. Identification of the BPL families will be done through Socio Economic Caste Census Data. PMUY is likely to result in an additional employment of around 1 Lakh and provide business opportunity of at least Rs. 10,000 Cr. over the next 3 Years to the Indian Industry. Launch of this scheme will also provide a great boost to the ‘Make in India’ campaign as all the manufacturers of cylinders, gas stoves, regulators, and gas hose are domestic.

Pradhan Mantri Vaya Vandana Yojana (PMVVY) PMVVY is a Pension Scheme announced by the Government of India exclusivelyfor the senior citizens aged 60 years and above which is available from 4thMay, 2017 to 3rd May, 2018. Life Insurance Corporation (LIC) of India is the sole operator of the Scheme. A few major benefits of the scheme are: o Scheme provides an assured return of 8% p.a. payable monthly (equivalent to 8.30% p.a. effective) for 10 years. o Pension is payable at the end of each period, during the policy term of 10 years, as per the frequency chosen by the pensioner at the time of purchase. o The scheme is exempted from GST. o On survival of the pensioner to the end of the policy term of 10 years, Purchase price along with final pension installment shall be payable. Aajeevika Grameen Express Yojana (AGEY) The Ministry of Rural Development will launch a new sub-scheme under Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) which will be named as “Aajeevika Grameen Express Yojana (AGEY)”. About AGEY The main objectives of AGEY is to provide an alternative source of livelihoods to members of Self Help Groups (SHGs) under DAY-NRLM by facilitating them to operate public transport services in backward rural areas.  This will provide safe, affordable and community monitored rural transport services like e-rickshaws, 3 and 4 wheeler motorised transport vehicles to connect remote villages with key services and amenities.  The sub-scheme will be implemented in 250 blocks in the country on a pilot basis for a period of 3 years from 2017-18 to 2019-20.  The Community Based Organisation (CBO) will provide interest free loan from its own corpus to Self Help Group member for purchase of the vehicle.

Pradhan Mantri Matru Vandana Yojana (PMMVY) Draft guidelines for implementation of Pradhan Mantri Matru Vandana Yojana (PMMVY) have been prepared by the Women and Child Development Ministry. Additional information Pradhan Mantri Matritva Vandana Yojana (PMMVY), previously Indira Gandhi Matritva Sahyog Yojana (IGMSY), is a maternity benefit program run by the central government.  It is a conditional cash transfer scheme for pregnant and lactating women of 19 years of age or above for first two live births.  The PMMVY is Centrally Sponsored Scheme under which the cost sharing ratio between the Centre and the States & UTs with Legislature is 60:40, for North-Eastern States & three Himalayan States, it is 90:10 and 100% Central assistance for Union Territories without Legislature.  The draft guidelines inter-alia provide Aadhaar linkage, Direct Benefit Transfer of Rs. 5000 in beneficiary’s bank/post office account in three installments: at the stage of early registration of pregnancy, after six months of pregnancy on at least one antenatal check-up and registration of child birth, and first cycle of immunisation of the child. Ujwal Discom Assurance Yojana (UDAY) Ministry of Power launched Ujwal DISCOM Assurance Yojana (UDAY) on 5th November, 2015. UDAY provides for the financial turnaround and revival of Power Distribution companies (DISCOMs), and importantly also ensures a sustainable permanent solution to the problem. The objectives of the scheme are: o Financial Turnaround o Operational improvement o Reduction of cost of generation of power o Development of Renewable Energy o Energy efficiency & conservation For financial turnaround: o States will take over 75% of the DISCOM debt as on Sept 30, 2015 - 50% in FY 2015-16 and 25% in FY 2016-17. o States will issue non-SLR, to take over debt and transfer the proceeds to DISCOMs in a mix of grant, loan, equity. o Maturity period of bonds will be10-15 years. o Borrowing will not be included for calculating fiscal deficit of the State. o Balance 25% of debt to remain with the DISCOMs in the following manner:  Issued as State-backed DISCOM bonds, or  Re-priced by Banks/FIs at interest rate not more than bank base rate + 0.10% o States to take over future losses of DISCOMs as per trajectory in a graded manner [0% of loss of 14-15 & 15-16; 5% of 16-17; 10% of 17-18; 25% of 18-19 & 50% of 2019-20] o Balance losses to be financed through State bonds or DISCOM bonds backed by State Govt guarantee. Reduction in cost of power would be achieved through measures such as increased supply of cheaper domestic coal, coal linkage rationalization etc. Operational efficiency would be improved by measures like compulsory smart metering, upgradation of transformers, meters etc.

Mahatma Gandhi Pravasi Surakhsha Yojana The government of India has announced the closure of Mahatma Gandhi Pravasi Surakhsha Yojana. About MGPSY MGPSY is a Pension and Life Insurance fund scheme for the Overseas Indian workers having Emigration Check Required (ECR) passports.  The objective of MGPSY is to encourage and enable the overseas Indian workers by giving government contribution to save for their Return and Resettlement (R&R) and for their old age, and to obtain a Life Insurance cover against natural death.  The main attractions of MGPSY are: o Government contribution of Rs.1,000 per annum in line with Swavalamban platform for all MGPSY subscriber who save between Rs.1,000 and Rs.12,000 per year in NPS-Lite. o An additional government contribution of Rs.1,000 per annum by Ministry of Overseas Indian Affairs (MOIA) for the overseas Indian women workers who save between Rs.1,000 to Rs.12,000 per year in NPS-Lite. o A special government contribution of Rs.900 by MOIA towards Return and Resettlement (R&R) of the overseas Indian workers who save Rs.4,000 or more per annum. o Repatriation cover for medically unfit/premature termination of employment: Actual one-way economy class air fare to the nearest international airport in India. o Maternity benefit to women emigrants The scheme had to be closed as the subscription under the MGPSY was very low and no new subscription was received for more than a year.







Learn & Earn Scheme The scheme “Seekho aur Kamao (Learn and Earn)” is a placement linked skill development scheme, implemented by the Ministry of Minority Affairs through selected Project Implementing Agencies (PIAs) all over the country. The Government is encouraging the youth from the minority communities to take up employment based skills training and the Ministry has extended the scheme across the country. So far, the Ministry has sanctioned Rs. 460.10 crore to cover 2,17,454 number of minority youth under the scheme.

The ‘Women Scientist Scheme’ of the Department of Science and Technology, provides career opportunities which includes fellowship to unemployed women scientists and technologists, especially those who had a break in career, for pursuing research in frontier areas of Science and Engineering. There are three major components of Women Scientist Scheme namely, o Women Scientists Scheme-A (WOS-A) for conducting research in Basic & Applied Sciences, o Women Scientists Scheme-B (WOS-B) for S&T interventions for Societal Benefit and o Women Scientists Scheme-C (WOS-C) that enables them to become Intellectual Property Rights (IPRs) professional. The fellowship amount for M.Sc, M.Phil/M.Tech and Ph.D categories are Rs.30,000/-, Rs.40,000/- and Rs.55,000/- per month respectively. On an average, per year about 400 women scientists are awarded financial support under Women Scientist Scheme. The Women Scientists Scheme is not a centrally sponsored scheme.

Guidelines for promotion of Medical and Wellness Tourism Ministry of Tourism has released Guidelines for promotion of Medical and Wellness Tourism as Niche Tourism Product. As per the guidelines, Ministry of Tourism offers financial support to accredited Medical and Wellness Tourism Service Providers, Chambers of Commerce and other organisations as Marketing Development Assistance, for Publicity, organising workshop/events/seminars and for organising Wellness and Medical Tourism Promotion shows. The list of accredited hospitals searchable by Specialty, Procedure, Location and Language Capabilities is already available on the website of the Services Export Promotion Council (SEPC).

National Handloom Development Programme The National Handloom Development Programme (NHDP) is being implemented in the country. Additional information NHDP provides for comprehensive interventions for cluster development, marketing assistance, concessional credit etc.  Main components of NHDP are Concessional Credit, Handloom Marketing Assistance, and Block Level Clusters.  The weavers have been benefitted by waivers of overdue loans, availing loans at concessional rates, participation in exhibitions/fairs/craft melas for marketing handloom products, upgradation of looms and training to improve their earnings etc.

Mahila Coir Yojana Mahila Coir Yojana(MCY) is exclusively for empowering women in the country by giving training and distribution of coir processing equipments. It is being implemented by Coir Board. This is a 100% women oriented programme intended to provide self employment to the rural women artisans in coir producing regions. The scheme envisages distribution of motorized ratts/motorized traditional ratts and other coir processing equipments, which can be operated by women, at 75% subsidy after imparting training with a duration of 2 months subject to a maximum amount of Rs.7,500. During the training period, the women artisans are given stipend amounting to Rs.1000 per month.

Since then, it has made eight tours of the country, traveling about 1,53,000 km. Science Express Phase I to IV showcased cutting-edge research in Science and Technology being carried out worldwide. Phase V to VII was based on the theme of biodiversity and as ‘Science Express Biodiversity Special (SEBS)’, it showcased the rich biodiversity of India and its conservation measures. Conversion of sea water into drinking water The National Institute of Ocean Technology (NIOT), an autonomous body of the Ministry of Earth Sciences, has indigenously developed and demonstrated Low Temperature Thermal Desalination (LTTD) technology for conversion of sea water to drinking water. About LTTD The LTTD is a process under which the warm surface sea water is flash evaporated at low pressure and the vapour is condensed with cold deep sea water.  The LTTD technology does not require any chemical pre and post-treatment of seawater and thus the pollution problems are minimal and suitable for island territories.  Since no effluent treatment is required, it gives less operational maintenance problems compared to other desalination processes.  The LTTD technology is completely indigenous, robust and environment friendly.

   

Indian Nuclear Power programme India's three-stage nuclear power programme was formulated by Homi Bhabha in the 1950s to secure the country’s long term energy independence. The ultimate focus of the programme is on enabling the thorium reserves of India to be utilised in meeting the country's energy requirements. Thorium is particularly attractive for India, as it has only around 1–2% of the global uranium reserves, but one of the largest shares of global thorium reserves. India’ nuclear programme has three stages: o In the first stage of the programme, natural uranium fuelled pressurised heavy water reactors (PHWR) produce electricity while generating plutonium-239 as by-product. PHWRs was a natural choice for implementing the first stage because it had the most efficient reactor design in terms of uranium utilisation. o In the second stage, fast breeder reactors (FBRs) would use a mixed oxide (MOX) fuel made from plutonium-239, recovered by reprocessing spent fuel from the first stage, and natural uranium. In FBRs, plutonium-239 undergoes fission to produce energy, while the uranium-238 present in the mixed oxide fuel transmutes to additional plutonium-239. Thus, the Stage II FBRs are designed to "breed" more fuel than they consume. Once the inventory of plutonium-239 is built up thorium can be introduced as a blanket material in the reactor and transmuted to uranium-233 for use in the third stage. o A Stage III reactor or an Advanced nuclear power system involves a selfsustaining series of thorium-232-uranium-233 fuelled reactors. This would be a thermal breeder reactor, which in principle can be refueled – after its initial fuel charge – using only naturally occurring thorium.

Advanced Heavy Water Reactor (AHWR) Bhabha Atomic Research Centre (BARC) has developed a design for Advanced Heavy Water Reactor (AHWR) for utilisation of Thorium.  AHWR is a 300 MWe vertical pressure tube type, boiling light water cooled and heavy water moderated reactor, using uranium233–thorium MOX and plutonium–thorium MOX.  The reactor is designed and developed to achieve large-scale use of thorium for the generation of commercial nuclear power which is a part of India's three stage nuclear power programme.  Thus, AHWR is not only a stepping stone to the third stage but also expected to provide a platform for developing and testing technologies required for the third stage.

   

Mutation Breeding Mutation is a natural process and using irradiation only increases the rate of mutation inside target cells. Mutation breeding through nuclear radiation is mostly done using gamma rays or other ionizing radiations such as electron beam. The method neither renders the irradiated material radioactive nor does it involve insertion of foreign gene into the plant being improved. The plants are extensively tested for various parameters, including nutritional quality of the food, before they are released. Therefore, there is no health hazard to humans and animals that consume the food. BARC has developed several varieties of oilseeds, pulses, rice and jute using radiation induced mutagenesis along with cross breeding. These crops have been released and notified for commercial cultivation across the country. These crops have higher yield, seed size, improved agronomic and quality traits, early maturity and resistance to biotic and abiotic stresses. BARC is also involved in breeder seed multiplication of its released varieties in the case of crops such as ground nuts and pulses. Using mutation (and conventional) breeding, Department of Atomic Energy (DAE) has developed 42 new varieties of crops. These varieties include oilseeds (groundnut, mustard, soybean and sunflower), pulses (urdbean, mungbean, pigeonpea, cowpea), rice and jute.

About Sagar Vani  The ‘Sagar Vani’ is a software platform where various dissemination modes will be integrated on a single central server. The ‘Sagar Vani’ includes Multi Lingual SMS, Voice Call / Audio Advisory, Mobile Apps (User / Admin modules), Social Media (Facebook, Twitter, etc.), Email, GTS, Fax, Digital Display Boards, Radio / Television broadcast units, IVRS, Cloud Channels, etc.  The system also has facility to provide access to various stakeholders (NGOs, State Fishery Departments, Disaster Management Authorities, etc.).  With this system, the services will be disseminated in local languages using advanced artificial intelligence and machine learning capabilities.  This ‘Sagar Vani’ system compares with the most advanced countries’ services in terms of speed of delivery, omni channel capabilities and diverseness of services.









‘India Quake’ – An App for Earthquake Parameter Dissemination In the event of an earthquake NCS locates it using data from its network and disseminate earthquake parameters to all the concerned government departments and other stake holders through SMS, email and fax. However this causes some delay in dissemination and also restricts the number of recipients. To overcome this, a Mobile App has been developed by the NCS for automatic dissemination of earthquake parameter (location, time and magnitude) after the occurrence of earthquakes. The App will make information dissemination faster with no restrictions on the number of recipients. Any citizen can download this App and get the real time earthquake location information on his/her mobile. Other than scientific and administrative benefits of the App, it will help in reducing panic amongst people during an earthquake.

The Ministry of Earth Sciences has been implementing a major program on Ocean Observations System since 1996. The ocean observation system has been designed to acquire real-time, time series data on surface meteorological and upper oceanographic parameters from the seas around India including from the Indian Ocean Region. A wide range of ocean observation systems are deployed in different parts of the Indian Ocean for acquisition of specific ocean parameters on different spatial and temporal scales. The primary purpose of acquiring a suite of accurate measurements of ocean parameters is to cater research and a wide range of operational services including issue of issue of early warning to tsunami and storm surges. Besides, the information from the seas around India is extremely useful of oceanatmospheric modelling purposes and validation of satellite data. The ocean observing systems are primarily deployed, operated and maintained by four organizations viz., National Institute of Ocean Technology (NIOT), Chennai; National Institute of Oceanography (NIO), Goa; Indian National Centre for Ocean Information Services (INCOIS), Hyderabad and Survey of India, Dehradun. All the systems except Tide gauges and coastal Radar are deployed in the EEZ of India, outside jurisdiction of coastal states/UT of India.

Quality Council of India Quality Council of India (QCI) was set up in 1997 jointly by the Government of India and the Indian Industry represented by the three premier industry associations i.e. Associated Chambers of Commerce and Industry of India (ASSOCHAM), Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce and Industry (FICCI) Its aim was to establish and operate national accreditation structure and promote quality through National Quality Campaign. The Council has an equal representation of Government, Industry and other stakeholders. The Council is the apex level body responsible for formulating the strategy, general policy, constitution and monitoring of various components of QCI including the accreditation boards with objective to ensure transparent and credible accreditation system. The National SC/ST Hub is being implemented through the National Small Industries Corporation Ltd. (NSIC). The Hub is set up to provide professional support to SC/ST entrepreneurs to fulfill the obligations under the Central Government Public Procurement Policy for Micro and Small Enterprises Order 2012. The functions of Hub include collection, collation and dissemination of information regarding SC/ST enterprises and entrepreneurs, capacity building among existing and prospective SC/ST entrepreneurs through skill training and EDPs, etc.

International Association of Insurance Supervisors (IAIS) The Union Cabinet has given its ex-post facto approval for IRDAI's admission as a signatory to International Association of Insurance Supervisors (IAIS), Multilateral Memorandum of Understanding (MMoU). Additional information The International Association of Insurance Supervisors is a global framework for cooperation and information exchange between insurance supervisors.  International Association of Insurance Supervisors, Multilateral Memorandum of Understanding is a statement of its signatories’ intent to cooperate in the Field of information exchange as well as procedure for handling information requests.  In the absence of any bilateral agreements the IAIS, MMoU provides a formal basis for cooperation and information exchange between the Signatory Authorities regarding the supervision of insurance companies where cross-border aspects arise.  The scope of the IAIS MMoU is wider than the existing agreements as this agreement also provides for supervision of other regulated entities such as insurance intermediaries under Anti Money Laundering, (AML) and Combating the Finance of Terrorism (CFT).

Indian Community Welfare Fund (ICWF) The Union Cabinet has approved revision of the Indian Community Welfare Fund (ICWF) guidelines. About the Fund ICWF, set up in 2009, is aimed at assisting Overseas Indian nationals in times of distress and emergency in the most deserving cases on a means tested basis.  The revised guidelines being made broad-based seek to expand the scope of welfare measures that can be extended through the Fund.

The guidelines would cover three key areas namely Assisting Overseas Indian nationals in distress situations, Community Welfare activities and Improvement in Consular services. They are expected to provide Indian Missions and Posts abroad greater flexibility in swiftly addressing to requests for assistance by Overseas Indian nationals. Apart from assisting Indian nationals in distress abroad, ICWF has been a critical support in emergency evacuation of Indian nationals in conflict zones in Libya, Iraq, Yemen, etc.

Seismic zones of India Earthquake - prone areas of the country have been identified on the basis of scientific inputs relating to seismicity, earthquakes occurred in the past and tectonic setup of the region. Based on these inputs, Bureau of Indian Standards [IS 1893 (Part I):2002], has grouped the country into four seismic zones, viz. Zone II, III, IV and V. o Zone II - Low intensity zone. It comprises of the parts not covered by other zones. o Zone III - Moderate intensity zone. It comprises of Kerala, Goa, Lakshadweep islands, and remaining parts of Uttar Pradesh, Gujarat and West Bengal, parts of Punjab, Rajasthan, Madhya Pradesh, Bihar, Jharkhand, Chhattisgarh, Maharashtra, Orissa, Andhra Pradesh, Tamil Nadu and Karnataka. o Zone IV - Severe intensity zone. It covers parts of Jammu & Kashmir and Himachal Pradesh, Union Territory of Delhi, Sikkim, northern parts of Uttar Pradesh, Bihar and West Bengal, parts of Gujarat and small portions of Maharashtra near the west coast and Rajasthan. o Zone V - Very severe intensity zone. It comprises of entire northeastern India, remaining parts of Jammu and Kashmir, Himachal Pradesh, Uttaranchal, Rann of Kutch in Gujarat, parts of North Bihar and Andaman & Nicobar Islands. Betwa, a tributary of Yamuna, originates in the Vindhya Range. It flows through two states- Madhya Pradesh and Uttar Pradesh. Near half of its course lies over Malwa Plateau.

Additional information Ken-Betwa project is India’s first inter-State river interlinking project.  The project will irrigate India’s worst drought-affected and drought-prone Bundelkhand region.  A major environmental concern with respect to the project is the threat it poses to Panna National park, as some parts of the national park will be submerged due to it.





National Pharmaceutical Pricing Authority (NPPA) The National Pharmaceutical Pricing Authority was set up as an attached office (by an executive order) of the Department of Chemicals and Petrochemicals (now Department of Pharmaceuticals since July, 2008) on in August 1997. It has been entrusted inter-alia, with the following functions: o To implement and enforce the provisions of the Drugs Price Control Order (DPCO), 1995/2013 in accordance with the powers delegated to it. o To undertake and/or sponsor relevant studies in respect of pricing of drugs/formulations. o To monitor the availability of drugs, identify shortages, if any, and to take remedial steps. o To render advice to the Central Government on changes/revisions in the drug policy. o To render assistance to the Central Government in the parliamentary matters relating to the drug pricing.

The festival of tree plantation was started by Dr. K.M. Munshi, the then Union Minister for Agriculture and Food to create enthusiasm among masses for forest conservation and planting trees. The festival was simultaneously celebrated in other states in India. Van Mahotsav is usually observed in the first week of July every year and is celebrated on different days in different parts of India. The objective behind celebrating Van Mahotsav is to keep local people involved in plantation drives and spread environmental awareness. Programmes like screening of short films and documentaries, seminars and exhibition, painting and poster competitions are also organised to mark the occasion.

Avian influenza (H5N1) India declares itself free from Highly Pathogenic Avian Influenza (H5N1 and H5N8) About H5N1 H5N1 is a type of influenza virus that causes a highly infectious, severe respiratory disease in birds called avian influenza (or "bird flu").  Almost all cases of H5N1 infection in people have been associated with close contact with infected live or dead birds, or H5N1-contaminated environments.  Human cases of H5N1 avian influenza occur occasionally, but it is difficult to transmit the infection from person to person.  The symptoms of H5N1 infection may include fever and malaise, cough, sore throat, and muscle aches. Other early symptoms may include abdominal pain, chest pain and diarrhoea.  H5N1 infection in humans can cause severe disease and has a high mortality rate. If the H5N1 virus were to change and become easily transmissible from person to person while retaining its capacity to cause severe disease, the consequences for public health could be very serious.

National Strategic Plan for Malaria Elimination Union Minister of Health and Family Welfare launched the National Strategic Plan for Malaria Elimination (2017-22). Additional information According to the World Malaria Report 2016, India contributed 89% of the incidence of malaria in the South-East Asia region.  The plan is based on National Framework for Malaria Elimination (NFME), which outlined India’s commitment for eliminating malaria by 2030  The Strategic Plan gives year wise elimination targets in various parts of the country depending upon the endemicity of malaria in the next 5 years. The strategies involve strengthening malaria surveillance, establishing a mechanism for early detection and prevention of outbreaks of malaria, promoting the prevention of malaria by the use of Long Lasting Impregnated Nets (LLINs), effective indoor residual spray and augmenting the manpower and capacities for effective implementation for the next five years. The finances would be managed from government sources, international donors, and the corporate sector as part of companies’ corporate social responsibility.

Guideline for Haemoglobinopathies Ministry of Health and Family Welfare has prepared and issued comprehensive guideline for Haemoglobinopathies (Thalassemia, Sickle cell anemia and other variant anemia) for prevention and management of Haemoglobinopathies. Additional information The guidelines provide for screening of every pregnant woman during Antenatal care, pre-marital counseling at the college level and onetime screening for variant anemia for all children in class VIII.  There is no proposal to make carrier testing compulsory for relatives of thalassemia patients as it should be voluntary and not cause stigmatisation of the family.  Awareness programme on thalassemia are being conducted by several State Governments.

Regulating e-Pharmacy Business A sub-committee had been constituted by the Drugs Consultative Committee (DCC) to examine issues relating to online sale of drugs. The Sub-Committee has submitted its report to the Drugs Consultative Committee. Recommendations of the Committee Creation of a National Portal to act as the nodal platform for transacting and monitoring online sale of drugs.  Necessity of evolving a mechanism to register e-pharmacies.  Geographical restrictions for operation of e-pharmacies.  Existing licencees involved in retail sale of drugs could also register on the National Portal for carrying out online sale of drugs.  Certain categories of drugs viz. the Narcotic and Psychotropic drugs, tranquilizers, habit forming drugs and Schedule X drugs that are prone to being abused or misused be excluded from sale through e-pharmacies.

NAFCC is a flagship Scheme of Government of India, which provides 100 per cent grant to the State Governments for implementing climate change adaptation projects. The Scheme is designed to fulfill the objectives of National Action Plan on Climate Change (NAPCC) and to operationalize the State Action Plans on Climate Change (SAPCCs). The National Bank for Agriculture and Rural Development (NABARD) has been appointed as National Implementing Entity (NIE) responsible for implementation of adaptation projects under the (NAFCC). The projects address vulnerabilities in climate sensitive sectors like agriculture, animal husbandry, water, forests and coasts among others. The project outcomes are expected to increase resilience and adaptive capacity of vulnerable communities and ecosystems against climate change impacts.

Pharmacopoeia Commission for Indian Medicine and Homoeopathy The Government has established Pharmacopoeia Commission for Indian Medicine and Homoeopathy under the Ministry of AYUSH Additional information Prime mandate of the Pharmacopoeia Commission is to steer the work of developing quality standards of Ayurvedic, Siddha, Unani and Homoeopathic drugs and publish and revise Ayurvedic & other Pharmacopoeias, Formularies and regulatory compendia of these drugs.  National Medicinal Plants Board is established under the aegis of Ministry of AYUSH to coordinate and support cultivation, conservation, resource augmentation and sustainable development of medicinal plants for making available quality raw materials to the AYUSH drug industry.  Government has published Pharmacopoeias & Formularies containing standards of drugs and Good Manufacturing Practices are prescribed under the provisions of Drugs & Cosmetics Act, 1940 and Rules, 1945, both of which are mandatory for the industry to comply in the manufacturing of Ayurvedic, Siddha, Unani and Homoeopathic medicines.





Mission Indradhanush Ministry of Health and Family Welfare (MOHFW) has launched Mission Indradhanush on 25th December 2014 with the aim of expanding immunization coverage to all children across India by year 2020. In addition to this, vaccines for JE (Japanese Encephalitis) and Hib (Haemophilus influenzae type B) are also being provided in selected states.

Universal Immunization Programme (UIP) Universal Immunization Programme is a vaccination program launched by the Government of India in 1985.  Under UIP, Government of India is providing vaccination free of cost against ten vaccine preventable diseases i.e. Diphtheria, Pertussis, Tetanus, Polio, Measles, severe form of Childhood Tuberculosis, Hepatitis B and Meningitis & Pneumonia caused by Hemophilus Influenza type B across the country.  Japanese Encephalitis in JE endemic districts and Rotavirus diarrhoea in selected states.  In addition, four new vaccines are being introduced as part of UIP including Inactivated Polio Vaccine (IPV), Rotavirus vaccine, Measles, Rubella (MR) vaccine, and Adult Japanese Encephalitis (JE) vaccine.  Mission Indradhanush is a sub scheme under UIP.

Green Climate Fund The Green Climate Fund (GCF) is one of the operating entities under financial mechanism set up under the United Nations Framework Convention on Climate Change (UNFCCC) to provide support to developing countries in combating climate change, with resources to be generated from funding by developed country Parties and various other public and private sources. It supports both climate change adaptation and mitigation projects in developing countries. India has nominated a total of five direct access entities for accreditation by the GCFTwo of these from the public sector and three from the private sector. The public sector entities are NABARD and Small Industries Development Bank of India (SIDBI). The private sector entities nominated are YES Bank, IDFC Bank and IL&FS Environmental Services. NABARD is the first entity from India to be accredited as Direct Access Entity (DAE). SIDBI has also been accredited. The accredited entities need to proactively engage with GCF to take advantage of the available opportunities.

It envisages providing a larger package of assured comprehensive primary healthcare through the ‘Health and Wellness Centers’ It is a comprehensive package that will include care for major non-communicable diseases (NCDs), geriatric healthcare, mental health, palliative care and rehabilitative health care services. It proposes free diagnostics, free drugs and free emergency and essential healthcare services in all public hospitals in order to provide healthcare access and financial protection. It seeks to establish regular tracking of disability adjusted life years (DALY) Index as a measure of burden of disease and its major categories trends by 2022. It advocates development of mid-level service providers, public health cadre, nurse practitioners to improve availability of appropriate health human resource. Public health is a State subject, however, under National Health Mission, financialand technical support is provided to States/UTs to strengthen their healthcare systems including setting up of / upgradation of public health facilities

Non-Communicable Diseases  The National Health Policy (NHP), 2017 has recognized the growing burden on account of Non-Communicable Diseases (NCDs) and advocated the need to halt and reverse the growing incidence of chronic diseases.  Government of India is implementing National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) for interventions up to District level under the National Health Mission. Under NPCDCS, diagnosis and treatment facilities are provided through different levels of healthcare by setting up NCD Clinics in District Hospitals and Community Health Centres (CHCs).  For early diagnosis, a programme is initiated for “Population-based Screening of common NCDs viz. Diabetes, Hypertension and Common cancers (Oral, Breast, Cervical)” utilizing the services of the Frontline-workers and Health-workers under existing Primary Healthcare System.  Under strengthening of Tertiary Care for Cancer Centre (TCCC) Scheme, Government of India is assisting States to set up / establish State Cancer Institute (SCI) and Tertiary Care Cancer Centres (TCCCs) in different parts of the country.  Government of India has also supported implementation of the District Mental Health Programme (DMHP) in 339 districts of the country for detection, management and treatment of mental disorders/ illness at District Hospital level and in rural areas through outreach activities by the DMHP teams.

Additional information The policy aims to progressively build India’s capacity to respond comprehensively to rare diseases covering areas of: o Prevention, awareness generation, training of doctors, funding support for treatment on the parameters to be defined by a Central Technical cum Administrative Committee o Promotion of research and development for drugs for treatment of rare diseases and diagnostics at affordable prices o Measures for making the drugs for rare diseases more affordable, strengthening of laboratory networks, development of Centres of Excellence etc.  Funding mechanism as given in the National Policy for treatment of Rare Diseases in India is as under: o Setting up a corpus fund at Central level with the initial amount of Rs. 100 crore towards funding treatment of rare genetic diseases. o Similar corpus at State level and contribution of funds by the Centre towards the state corpus to the ratio of 60:40 out of the central pool.









Electronic Health Records MoHFW has notified Electronic Health Record (EHR) Standards Version 2016 for India in December 2016 with the intent to bring standardisation and homogeneity, interoperability in capture, storage, transmission, use etc. of healthcare information across various health IT systems. A scheme to set up an ‘Integrated Health Information Platform (IHIP) to create the Electronic Health Records (EHRs) of citizens and to be made available nationwide online for medical history, with the help of Health Information Exchange(s), has been approved and is being implemented. State/UTs have been advised and are already working on computerisation and implementation of hospital information system in their hospitals/health facility with support under National Health Mission. With the advent of the envisaged system of EHRs of citizens in an inter-operable manner pan-nation, online availability and accessibility would be ensured facilitating continuity of care, better affordability, better health outcome and better decision support system. This is expected to help in reducing expenditure on avoidable repetitive and similar diagnostic tests.

Under FPC, the capacities of parents-attendants are built in newborn care through a structured training programme (audio -visual module and a training guide). The staff at newborn care unit will provide continuous supervision and support. Provisions for infrastructure and logistics strengthening required for implementing FPC are ensured in the annual state Program Implementation Plan (PIP). The guidelines will be shared with the States for implementation.

Integrated Child Development Services Scheme (ICDS) Launched on 2nd October, 1975, the Integrated Child Development Services (ICDS) Scheme is one of the flagship programmes of the Government of India and represents one of the world’s largest and unique programmes for early childhood care and development. The beneficiaries under the Scheme are children in the age group of 0-6 years, pregnant women and lactating mothers. Objectives of the Scheme are: o to improve the nutritional and health status of children in the age-group 0-6 years; o to lay the foundation for proper psychological, physical and social development of the child; o to reduce the incidence of mortality, morbidity, malnutrition and school dropout; o to achieve effective co-ordination of policy and implementation amongst the various departments to promote child development; and o to enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education The ICDS Scheme offers a package of six services: o Supplementary Nutrition o Pre-school non-formal education o Nutrition & health education o Immunization o Health check-up and o Referral services These services are provided from Anganwadi centres established mainly in rural areas and staffed with frontline workers. In addition to fighting malnutrition and ill health, the programme is also intended to combat gender inequality by providing girls the same resources as boys.

History, and Art and Culture

Historic City of Ahmadabad on UNESCO’s World Heritage list “Historic City of Ahmadabad” has been added to UNESCO’s World Heritage list. Additional information This makes the walled city of Ahmedabad the first city in India and the third in Asia to be inscribed to the World Heritage List.  Founded in 15th century, the walled city of Ahmadabad, on the eastern bank of the Sabarmati river, presents a rich architectural heritage.  The urban structures of the historic city of Ahmedabad are distinctive due to their puras (neighbourhoods), pols (residential streets), and khadki (inner entrances to pols) largely made of timber.  The historic architecture reflects symbols and myths connected with its inhabitants. The urban fabric is made up of densely-packed traditional houses (pols) in gated traditional streets (puras) with characteristic features such as bird feeders, public wells and religious institutions.  It is a unique example of multi-religious and multicultural coexistence.  India now has overall 36 World Heritage Inscriptions with 28 Cultural, 07 Natural and 01 Mixed site.

Paika rebellion The rebellion, by the landed militia of Khurda called Paiks, took place in Odisha in 1817 The Paiks were the traditional landed militia of Odisha. They served as warriors and were charged with policing functions during peacetime. With the conquest of Odisha by the East India Company in 1803 and the dethronement of the Raja of Khurda began the fall of the power and prestige of the Paiks. They were also subjected to extortion and oppression at the hands of the company government and its servants. o A source of much consternation for the common people was the rise in prices of salt due to taxes imposed on it by the new government. o The company also abolished the system of cowrie currency that had existed in Odisha prior to its conquest and required that taxes be paid in silver. This caused much popular hardship and discontent. The endeavour of Project ‘Mausam’ is to position itself at two levels: at the macro level it aims to re-connect and re-establish communications between countries of the Indian Ocean world, which would lead to an enhanced understanding of cultural values and concerns; while at the micro level the focus is on understanding national cultures in their regional maritime milieu It also aims to promote research on themes related to the study of Maritime Routes. Main objective of the project is to inscribe places and sites identified under Project Mausam as trans-national nomination for inscription on UNESCO’s World Heritage List.

Protection and Preservation of Endangered Languages of India (SPPEL) The Government of India has initiated a Scheme known as “Protection and Preservation of Endangered Languages of India’ (SPPEL). Additional information It being implemented by Central Institute of Indian Languages (CIIL), Mysore.  This scheme aims at protection, preservation and documentation of all the mother tongues/languages of India which are spoken by less than 10,000 people.  Dialects being part of a language are covered under this programme. Swadesh Darshan Scheme  Under the Swadesh Darshan scheme, thirteen thematic circuits have been identified, for development namely: North-East India Circuit, Buddhist Circuit, Himalayan Circuit, Coastal Circuit, Krishna Circuit, Desert Circuit, Tribal Circuit, Eco Circuit, Wildlife Circuit, Rural Circuit, Spiritual Circuit, Ramayana Circuit and Heritage Circuit.  The scheme is to be implemented in mission mode.  Developing world-class infrastructure in the respective destinations/circuits is also one of the mission objectives of the schemes.  The scheme also looks to promote local arts, culture, handicrafts, cuisine, etc to generate livelihoods in the identified regions.

Hamari Dharohar scheme The Ministry of Minority Affairs formulated “Hamari Dharohar” scheme for preservation of rich heritage and culture of minority communities of India in 2014-15. The scheme aims to support curation of iconic exhibitions, calligraphy, research and development, etc. Under this scheme, the funding is project based and not the State/District-wise.

Scheme for financial assistance for digitization of Museum Collections Under the Scheme for Financial Assistance for Digitisation of Museum Collections, Museum collections are being digitised by various museums. The Government has so far provided financial assistance to 18 museums. The scheme aims at developing a National Database of all art objects and antiquities available with museums at various levels i.e. National level, State level and regional and local museums all across the country in order to provide enhanced accessibility to scholars, researchers and informed visitors.

Centenary Anniversary of Champaran Satyagrah The Government has decided to commemorate centenary of Champaran Satyagraha during April 2017 to April 2018. Champaran Satyagrah Champaran Satyagrah was the first successful civil disobedience movement of Gandhiji in India.  Under the British rule, many farmers in the Champaran district of Bihar were forced to grow indigo in their lands, against their wishes. To fight this, a money lender named Raj Kumar Shukla reached out to Gandhiji and requested him to come and help them.  Gandhiji came down to this district on April 10 of 1917 with a band of lawyers, including Dr Rajendra Prasad, to fight for the peasants’ rights.  Gandhi and his lawyers travelled across the district to different villages, meeting farmers and taking note of their sufferings and complaints against the forced indigo cultivation.  On April 15, he was given an ultimatum at Motihari by the commissioner to leave Champaran.  He refused to leave and was taken to jail. However, due to massive protests organized by the peasants’ against Gandhiji’s arrest, he was released by the British.  The struggle went on, the civil disobedience continued.  The protests and hunger strikes ultimately ended with the abolishing of the cultivation of Indigo, or as it was known then, the tinkathia system.  The landlords under the British government were made to sign an agreement that granted the farmers more control over what they wanted to grow on their own lands, among other benefits.

Action Plan gives a time bound map, not only for implementing TFA, but also for India’s initiatives for trade facilitation and Ease of Doing Business which goes beyond TFA. The National Action Plan aims to transform cross border clearance ecosystem through efficient, transparent, risk based, co-ordinated, digital, seamless and technology driven procedures which are supported by state-of-the-art sea ports, airports and land borders. The Action Plan lists out specific activities which would be carried out by all regulatory agencies like Customs, FSSAI, Drug Controller etc in a time bound manner. The main reason for non-ratification of ILO Conventions is due to certain restrictions imposed on the Government servants. As communicated by Department of Personnel & Training (DOPT), the ratification of these conventions would involve granting of certain rights that are prohibited under the statutory rules, for the Government employees like right to strike. India ratifies an ILO Convention only when the national laws are brought fully into conformity with the provisions of the Convention.

Minimum Alternate Tax (MAT) Minimum Alternate Tax (MAT) is a tax effectively introduced in India by the Finance Act of 1987, vide Section 115J of the Income Tax Act, 1961 (IT Act), to facilitate the taxation of ‘zero tax companies’ i.e., those companies which show zero or negligible income to avoid tax. Under MAT, such companies are made liable to pay to the government, by deeming a certain percentage of their book profit as taxable income. MAT is an attempt to reduce tax avoidance. It was introduced to contain the practices followed by certain companies to avoid the payment of income tax, even though they had the “ability to pay”. MAT is applied when the taxable income calculated as per the normal provisions in the IT Act is found to be less than 18.5% of the book profits. MAT is levied at the rate of 18.5% of the book profits. MAT is applicable to all corporate entities, whether public or private. However, it does not apply to any income accruing or arising to a company from life insurance business. Nor does it apply to shipping income liable to tonnage taxation.

Credit Guarantee Fund for Startups Government is formulating a Credit Guarantee Scheme for Startups (CGSS) with a corpus contribution of INR 2000 crores that will enable Startups to raise loans without any collateral for their business purposes. The proposed scheme will provide credit guarantee upto INR 500 lakhs per case inclusive of term loan, working capital or any other instrument of assistance extended by Member Lending Institutions (MLIs) to finance an eligible borrower i.e. a Startup recognized by Department of Industrial Policy and Promotion (DIPP). Member Lending Institutions (MLIs) under the scheme can be Scheduled Commercial Banks and Financial Institutions, RBI registered Non-Banking Financial Companies (NBFCs), SEBI registered AIFs, etc. MLIs may provide loans to up to any amount required by an eligible borrower. However, under the scheme the exposure for availing credit guarantee shall be limited to Rs.500 lakh per eligible borrower. Ministry of Labour and Employment has prepared a preliminary draft on Labour Code on Social Security 2017 by simplifying, amalgamating and rationalizing the relevant provisions of the 15 existing Central Labour Laws The above step was taken on the recommendation of the Second National Commission on Labour which suggested that the existing Labour Laws should be broadly grouped into four or five Labour Codes on functional basis. The provisions of the Code on Social Security 2017 are under consideration.

National Scheduled Tribes Finance and Development Corporation (NSTFDC) NSTFDC National Scheduled Tribes Finance and Development Corporation (NSTFDC), under the Ministry of Tribal Affairs, implements schemes for self-employment of Scheduled Tribes by providing concessional loan to individuals or groups of STs for undertaking Income Generation Activities. This financial assistance is extended through State Channelising Agencies and PSU Banks/ RRBs having refinance agreements with NSTFDC throughout India for eligible STs upto Double the Poverty Line limit. E-Portal for online sales of steel products in North East Union Steel Minister launched a dedicated e-portal for online sales of steel products in North Eastern Region of the country. Additional information The portal provides information regarding the different products available, their specifications, pricing, etc.  Delivery at the doorstep is one of the attractive features of this initiative.  The entire process is transparent and the interaction is enabled by a user-friendly interface.  Sale through the web is enquiry based system, where the registered buyer shall be sending the enquiry for its requirement of steel through the portal.

E-Patenting The Government has launched the system of issuing e-patent certificates after grant of patent. Additional information The patent certificate will be generated through an automated system after the patent is granted by the Controller and shall be transmitted to the applicant concerned on the email address recorded with the office.  The patent certificate shall also be made available along with status of the application concerned on the official website so that the same may be downloaded and printed, as desired by applicants.  The main advantages of the system are that it eliminates the delays in dispatch of patent certificates to the applicants concerned who can download and print certificates from the website, thus ushering in greater transparency. ZED Scheme for MSMEs The Government has launched a new scheme namely “Financial Support to MSMEs in ZED Certification Scheme”. The objective of the scheme for promotion of Zero Defect and Zero Effect (ZED) manufacturing amongst micro, small and medium enterprises (MSMEs) and ZED Assessment for their certification. This scheme aims to enable MSMEs for manufacturing of quality products and drive manufacturing with adoption of Zero Defect production processes and without impacting the environment. It seeks to develop an ecosystem for Zero Defect manufacturing in MSMEs. The MSMEs are provided financial assistance for the activities to be carried out for ZED certification i.e., Assessment / Rating, Additional rating for Defence angle, Gap Analysis, Handholding, Consultancy for improving the rating of MSMEs by Consultants and Re-Assessment / Re-Rating. Quality Council of India (QCI) has been appointed as the National Monitoring & Implementing Unit (NMIU) for implementation of ZED.

Infrastructure National Centre for Sustainable Coastal Management (NCSCM) The Ministry of Environment, Forest and Climate Change has established a National Centre for Sustainable Coastal Management (NCSCM) at Chennai. Jal Marg Vikas Project (JMVP) The Jal Marg Vikas Project (JMVP) is being implemented for capacity augmentation of National Waterway-1 (NW-1) between Haldia and Varanasi. The Project entails development of fairway with 3 meters depth between Varanasi and Haldia (Phase-I) covering a distance of 1380 km with target for completion in six years. The project includes development of fairway, multi-modal terminals, strengthening of open river navigation technique, conservancy works, modern River Information System (RIS), Digital Global Positioning System (DGPS), night navigation facilities etc. Inland Waterways Authority of India (IWAI), inter-alia, has been mandated with the responsibility to develop and maintain the National Waterways (NWs) for shipping and navigation purpose.

Rail Development Authority Government has approved formation of a Rail Development Authority (RDA) comprising Chairman and three Members. Ministry of Railways have sanctioned implementation of Dedicated Freight Corridors (DFCs), namely, Western DFC and Eastern DFC. Eastern Dedicated Freight Corridor (EDFC) The EDFC project involves the construction of a 1,839km-long freight line extending from Ludhiana in the Indian state of Punjab to Kolkata, the capital city of West Bengal.  The main objective of the project is to meet the growing demand for freight on the Eastern Corridor, which starts from Dankuni in West Bengal, and passes through the states of Jharkhand, Bihar, Uttar Pradesh (UP) and Haryana before finally ending at Ludhiana.  The project will ease congestion in the existing railway system, reduce travel time for passenger trains, and create additional rail transport and freight capacities.  Work on EDFC-1 commenced in March 2013, while the entire project is scheduled for completion in December 2019.  The project is being (partly) funded by World bank.

Western Dedicated Freight Corridor (WDFC) The Western Dedicated Freight Corridor covers a distance of 1504 km from JNPT to Dadri via Vadodara-Ahmedabad-Palanpur-Phulera-Rewari.  It passes through five states: Haryana, Rajasthan, Gujarat, Maharashtra and Uttar Pradesh.  The objectives of the project are the same: to ease congestion in the existing railway system, reduce travel time for passenger trains, and create additional rail transport and freight capacities.  The Western DFC is proposed to join Eastern Corridor at Dadri.  The project is being (partly) funded by Japan International Cooperation Agency (JICA).

Rashtriya Rail Sanraksha Kosh (RRSK) A Fund, namely, ‘Rashtriya Rail Sanraksha Kosh (RRSK)’ has been introduced in 20172018 for financing critical safety related works of the Railways. The Fund has been created with a corpus of Rs1 lakh crore over a period of five years. The fund will be utilised for track improvement, bridge rehabilitation, human resource development, improved safety work at level crossing etc.

Chennai Bengaluru Industrial Corridor The Chennai-Bangalore Industrial Corridor Project is an upcoming mega infrastructure project of the central government. The long-term vision of the Chennai-Bengaluru Industrial Corridor (CBIC) is to develop itself as a globally competitive manufacturing hub that promotes sustainable development by creating at least 22 million additional jobs in the next 20 years. It is expected to boost commerce between south India and east Asia by enabling quicker movement of goods from the industries to the Chennai and Ennore ports. The project is being executed with assistance from Japan International Cooperation Agency (JICA).

Modified Industrial Infrastructure Up-gradation Scheme (MIIUS) The Industrial Infrastructure Up-gradation Scheme (IIUS) was launched in 2003 as a Central Sector Scheme to enhance competitiveness of industry by providing quality infrastructure through a public private partnership in selected functional clusters. It was renamed (and modified) as Modified Industrial Infrastructure Up-gradation Scheme (MIIUS) in 2009. DIPP has been implementing MIIUS for establishment of common industrial infrastructure in industrial clusters in the country. Under the Scheme, projects have been undertaken to upgrade infrastructure in existing Industrial Parks/Estates/Areas. These projects on completion are likely to provide direct and indirect employment in the above clusters and also lead to growth of industries.

About IDA The IDA was set up on June 01, 2017 following the Prime Minister’s review meeting for the development of islands.  The IDA was conceived for the overall development of islands.  Ten islands — Smith, Ross, Aves, Long and Little Andaman in Andaman & Nicobar and Minicoy, Bangaram, Suheli, Cherium and Tinnakara in Lakshadweep — have been identified for development in the first phase.

Aarambh app The app has been launched for Performance Based Maintenance Contracting and Community Contracting for maintenance of rural roads. It aims at use of GIS based mapping for making road inventories, condition surveys, and producing cost estimates and other relevant data for preparation and monitoring of annual road maintenance plans. Its usage would greatly enhance the service delivery of the state level institutions in planning and implementing performance based rural roads maintenance contracts.

The proposal is aimed at upgrading technology, improving capability, infusing capital to buy necessary dredgers and equipments and instilling experienced professional management to optimize the operations of DCI.

Irradiated food is regulated in the country in accordance with the Atomic Energy (Radiation Processing of Food & Allied Products) Rules 2012 and Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011. Food can be irradiated only in a food irradiation plant, which is authorized by the Atomic Energy Regulatory Board and licensed by the competent Government Authority. The license to carry out food irradiation operation is given only after ascertaining the safety and security of the installation, its suitability to ensure proper process control, and availability of licensed operators. Under this scheme, the Ministry provides financial assistance in the form of grant-inaid @ 35% for general areas and @ 50% for North East States, Himalayan States, Integrated Tribal Development Project (ITDP) areas and Islands for storage and transport infrastructure. The scheme is primarily private sector driven and proposals under this scheme are invited through Expression of Interest (EOI).

Beijing declaration on education Beijing declaration on education was adopted in the 5th Meeting of BRICS Ministers of Education in Beijing, China. Additional information The focus was on education reforms, approaches to promoting equity in education and fostering quality education, strengthening BRICS collaboration in the field of education, and exchange of students and scholars.  The member states re-iterated their commitment to the UN Sustainable Development Goal 4 (SDG4)-Education 2030.  For ensuring coordinated and deeper cooperation among the member states, the meeting reiterated support for the BRICS Network University (NU) to collaborate in the fields of education, research and innovation.  The declaration emphasises to encourage more teachers and educational administrators to learn from experience of other countries in improving teacher quality and performance  The declaration also encouraged to expand the number of scholarship opportunities to students across BRICS Member States.

South Asia Subregional Economic Cooperation (SASEC) was formed in 2001 in response to the request of the four countries of South Asia – Bangladesh, Bhutan, India and Nepal – from ADB to assist in facilitating economic cooperation among them. Currently, there are seven members in SASEC: Bangladesh, Bhutan, India, Maldives, Myanmar, Nepal, and Sri Lanka. As a project-based partnership, the SASEC program has been helping realize regional prosperity by enhancing cross-border connectivity, facilitating faster and more efficient trade and promoting cross-border power trade. SASEC countries share a common vision of boosting intraregional trade and cooperation in South Asia, while also developing connectivity and trade with Southeast Asia through Myanmar, to the People’s Republic of China, and the global market.

Pant-Mirza Agreement Visits by nationals of India and Pakistan to mutually agreed list of religious shrines in each other’s country are facilitated under the ‘Bilateral Protocol on Visits to Religious Shrines’, also called Pant-Mirza agreement, signed in September 1974. Under the Protocol it is the obligation of the concerned country to make every effort to ensure that the places of worship in the agreed list of shrines under the Protocol are properly maintained and their sanctity preserved.

Air Freight corridor between India and Afghanistan The arrival of the cargo flight from Kabul to Delhi on 19th June 2017, marked the inauguration of the dedicated Air Freight Corridor between India and Afghanistan. The decision to establish an Air Freight Corridor between Afghanistan and India was taken in the meeting between Prime Minister of India and President of Afghanistan in September 2016 during the President's visit to India. The connectivity established through the Air Freight Corridor will provide Afghanistan, a landlocked country, greater access to markets in India. It would enable Afghan farmers quick and direct access to the Indian markets for their perishable produce.

Additional information The Agreement provides for a free trade regime between the territories of India and Bhutan.  The Agreement also provides for duty free transit of Bhutanese merchandise for trade with third countries.  The Agreement was last renewed on 29th July 2006 for a period of ten years.  As per its provisions, the new Agreement was to come into force on a mutually decided date. As agreed to by both India and Bhutan, the new Agreement on Trade, Commerce and Transit between India and Bhutan has come into force with effect from 29th July 2017.
