OVERVIEW OF THE FUNCTIONS OF THE POST I.

Background

In the context of UNESCO’s work on Global Citizenship Education, the Organization is collaborating with the United Nations Office on Drugs and Crime (UNODC) in the development of guidance, toolkits and capacity building activities for education policy-makers, teachers and teacher trainers that promote a culture of lawfulness. This collaboration is set in the context of UNODC’s Education for Justice (E4J) initiative ), which is part of UNODC’s Global Programme to support key objectives of the Doha Declaration, which was adopted by the Thirteenth United Nations Congress on Crime Prevention and Criminal Justice in 2015. The Declaration recognizes the fundamental importance of universal education for children and youth as key to the prevention of crime, terrorism and corruption, as well as to promote sustainable development. E4J is aimed at building a culture of lawfulness among children and youth through the provision of age-appropriate educational materials on topics related to criminal justice, crime prevention and the rule of law and the integration of those materials into the curricula of all education levels. Within this context, E4J provides stakeholders with tools to support education on crime prevention, criminal justice and other rule of law aspects. At the secondary education level, E4J develops practical and interactive educational materials to help governments and educators teach students to identify, prevent and resolve moral, ethical or legal dilemmas. The ultimate aim is to foster practical understanding and critical thinking on rule of law issues linked to UNODC mandate areas. Within the framework of the E4J initiative, UNODC and UNESCO are jointly implementing activities to strengthen education systems, notably through enhancing the capacity of policy-makers and teachers to plan and undertake education activities that promote a culture of lawfulness. This will be done through the production of guidance materials and educational tools, as well as the organization of capacity building workshops on the basis of the materials produced. This work will be undertaken within the framework of, and in full alignment with, UNESCO’s ongoing efforts to support the implementation of Goal 4 on Education of the Sustainable Development Agenda and Target 4.7, in particular, which focuses on Global Citizenship Education (GCED). Materials to be developed in the context of this agreement with UNODC will support the achievement of the learning objectives of Global Citizenship Education as described in UNESCO’s publication “Global Citizenship Education – Topics and Learning Objectives” (2015), as well as the Doha Declaration (A/RES/70174), which calls for the integration of crime prevention, criminal justice and other rule of law aspects into education systems. In this context, UNESCO is seeking to hire an experienced Senior Project Officer who shall support the UNESCO with this endeavor.

Duties and requirements

The post holder will be coordinating the development and implementation of the project with the assistance of a Project Officer (P3). The post is situated in the Education Sector, and will work under the overall authority of the Assistant Director General for Education, and the Director of the Division for Inclusion, Peace and Sustainable Development (ED/IPS), the guidance of the Chief of the Section of Education for Sustainable Development and Global Citizenship (ED/IPS/ESG), and the direct supervision of the Team Leader for Global Citizenship Education. More specifically, the incumbent will notably undertake the following tasks: 1.

Provide technical leadership for UNESCO’s contribution to the ‘Education for Justice Initiative’ coordinated by UNODC.

Ensure the overall implementation of the activities envisaged in the framework of the partnership with UNODC. This includes: a. Coordinate and oversee the development and production of policy guidance on teaching and learning objectives for a culture of lawfulness; b. Coordinate and oversee the development and production of toolkits for upper primary, lower and upper secondary level educators (formal and non-formal) in cooperation with the technical teams in UNODC [exact role regarding the primary toolkit needs to be defined with UNODC]; c. Coordinate the implementation of (sub)regional capacity building activities for teacher trainers, education policy makers, on the basis of the materials developed in the context of the project and those developed by UNESCO on global citizenship education and the prevention of violent extremism; d. Analyse, evaluate and contribute to the development of strategies to ensure the broader promotion and use of the materials at regional and national levels by education professionals; e. Foster relations with international centres of expertise, partner agencies, national authorities, civil society and UNESCO Field Offices and Institutes in order to facilitate the implementation of activities; f. Identify and document lessons learned and successes; g. Monitor the implementation of activities with a view to their improved performance in relation to UNESCO’s ‘expected results’ and contribute to evaluations as, and when, necessary; h. Prepare regular reports and briefings and other informational materials as necessary and, in particular, in response to donor requirements, in coordination with UNODC/E4J; i. Assist with resource mobilisation, both for global activities and at country-level supporting countries efforts to further implement the guidance.

REQUIRED QUALIFICATIONS EDUCATION • Advanced university degree (Masters or equivalent) in the field of Social or Human Sciences, Education, Law, Sociology of Law, Political Science. WORK EXPERIENCE • Minimum 7 years of progressively responsible experience, of which preferably 3 years acquired at international level. • Experience on issues related to prevention (i.e.: prevention of violence, crime and corruption, violent extremism), or civic and citizenship education, capacity development in education. • Demonstrated experience in project management, monitoring and evaluation.

SKILLS/COMPETENCIES • Very good understanding of education issues and challenges of prevention related work. • Excellent project management skills. • Excellent analytical skills. • Excellent communication skills, including ability to draft clearly and concisely for specialist and non-specialist audiences. • Demonstrated ability to work innovatively to tight deadlines with minimal supervision. • Excellent interpersonal skills, tact and diplomacy. • Ability to multi-task, prioritize and deliver to deadline, as well as to work under pressure. • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners. • Good IT skills, including knowledge of MS software (Word, Excel etc.).

LANGUAGES • Excellent knowledge of English.

DESIRABLE QUALIFICATIONS • •

Experience in resource mobilization. Knowledge of the UN and other inter-agency mechanisms and networks.

BENEFITS AND ENTITLEMENTS UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
