Presidential Primary: Final Ballot Labels and Titles and Summaries

The public display period for the ballot label and title and summary of Proposition 50 for the June 7, 2016, Presidential Primary Election ended at 5:00 p.m. yesterday, March 14, 2016. There have been NO COURT-ORDERED CHANGES to the ballot labels and titles and summaries as provided to counties on February 23, 2016. Attached are the final English and Spanish ballot labels and titles and summaries for Proposition 50 for the June 7, 2016, Presidential Primary Election. Further translations required by each county will be forwarded separately by e-mail. If you have any questions, you may contact me via email at [email protected] or by phone at (916) 695-1581.

SUSPENSION OF LEGISLATORS. LEGISLATIVE CONSTITUTIONAL AMENDMENT. Authorizes Legislature to suspend Members, including without salary and benefits. Prohibits suspended Members from using powers of office or legislative resources. Provides suspension may end on specified date or by vote of Member’s house. Fiscal Impact: No effect on state spending in most years. Minor state savings in some years.

SUSPENSION OF LEGISLATORS. LEGISLATIVE CONSTITUTIONAL AMENDMENT. •

Authorizes each house of Legislature to suspend one of its Members by two-thirds vote, and to require Member to forfeit salary and benefits while suspended.



Prohibits suspended Member from exercising rights, privileges, duties, or powers of office, or using any legislative resources.



Provides suspension may end on specified date, or upon two-thirds vote of Member’s house.

Summary of Legislative Analyst’s Estimate of Net State and Local Government Fiscal Impact: •

No effect on state spending in most years. Minor state savings in some years.

Spanish BALLOT LABEL SUSPENSIÓN DE LEGISLADORES. ENMIENDA CONSTITUCIONAL LEGISLATIVA. Autoriza a la Legislatura a suspender a sus miembros, incluyendo sin salario ni beneficios. Prohíbe a los miembros suspendidos que usen los poderes del cargo o los recursos legislativos. Estipula que la suspensión puede finalizar en una fecha especificada, o por voto de la cámara a la que pertenece el miembro. Impacto fiscal: Ningún efecto sobre los gastos del estado en la mayoría de los años. Ahorros menores para el estado en algunos años.

Spanish BALLOT TITLE AND SUMMARY SUSPENSIÓN DE LEGISLADORES. ENMIENDA CONSTITUCIONAL LEGISLATIVA. 

Autoriza a cada cámara de la Legislatura a suspender a uno de sus miembros por dos tercios de los votos, y a requerir que el miembro renuncie al salario y los beneficios mientras esté suspendido.



Prohíbe al miembro suspendido que ejerza los derechos, privilegios, deberes o poderes de su cargo o que use cualquier recurso legislativo.



Estipula que la suspensión puede finalizar en una fecha especificada, o por dos tercios de los votos de la cámara a la que pertenece el miembro.
