Local Entitlement The Individuals with Disabilities Education Act (IDEA) is a federal law ensuring services to children with disabilities throughout the nation. IDEA governs how states and public agencies provide early intervention, special education and related services to eligible infants, toddlers, children and youth with disabilities. Infants and toddlers with disabilities (birth-2) and their families receive early intervention services under IDEA Part C. Children and youth (ages 3-21) receive special education and related services under IDEA Part B. http://idea.ed.gov/ IDEA, Part B 5-20, Federal Special Education Local Entitlement The purpose of this federal entitlement grant program is to provide funds to ensure that eligible students with disabilities receive a free and appropriate public education that includes special education and related services designed to meet their individual needs. Individuals with Disabilities Education Act -2004 (IDEA2004) IDEA, Part B 3-5, Preschool Local Entitlement The Federal Preschool Program Local Entitlement Program provides funding for special education services to children with disabilities for ages three, four, and five. The State IDEA grant provides subgrants for State of Maine Local Educational Agencies (LEA).The priority is to serve eligible students with special education services and activities deemed essential for children success in school. Services and activities must ensure compliance with state special education laws and regulations and the IDEA-2004. http://www.maine.gov/education/speced/idea/le.html Local Entitlement funds are to be used for the excess costs of providing special education and related services. Local entitlement funds cannot be used to supplant local and state funds, or to pay attorney fees. In the Cape Elizabeth School system the funds are used for special education materials and equipment, and consultative services from professionals not employed in our system. Funding infomation for 2015-2016 has not yet been released.

The NCLB funding levels for the 2015-2016 school year have not as yet been determined by the State. We will not receive allotment notification until the end of May or June of 2015. After we receive notification we will apply for the funds through the state's application process which is due August 1st. Notification of approval may not be until October. Listed below is an explanation of the NCLB Grants we received this year.

TITLE IA The goal of Title I is to enable participating children to achieve the Learning Results. To meet this goal, Title I programs are required to include components that research suggests are essential to any successful academic program. Programs must: · Be based on effective means for improving achievement of children. · Ensure that planning for participating student is part of existing school planning and instruction. · Use effective instructional strategies that – · Give primary consideration to providing extended learning time. · Provide an accelerated, high quality curriculum. · Minimize removing children from the regular classroom during regular school hours for Title IA instruction. · Coordinate with and support the regular education program. · Provide instruction by highly qualified staff. · Provide professional development opportunities with Title IA and other resources for administrators, teachers and other school staff who work with participating children. · Provide strategies to increase parental involvement, such as family literacy services. Cape Elizabeth's program is to improve reading strategies of first grade students through the Reading Recovery program and other identified supports. Title IA funds pays a portion of the salary and MainePERS cost of a Reading Recovery teacher who provides services at Pond Cove School.

TITLE IIA The purpose of NCLB Title II, Part A as stated in the legislation is “… to provide grants to State educational agencies, local educational agencies, State agencies for higher education, and eligible partnerships in order to: (1) increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools; and (2) hold local educational agencies and schools accountable for improvements in student academic achievement.” Cape Elizabeth's program is to provide high-quality professional development opportunities to district staff.
