The issue of placement of GraduateEngineers(Drawing) joined railways prior to . cameup for discussionin the separatemeetingheld betweenthe Federationsand the 0110911998 During the meetingfollowing key pointswere emerged:Board(MS/FC) on 1910512015. o

In a ProductionUnit like ICF, there are I I GraduateEngineers.Thesewere recruited prior to 1998in the pre-revisedScaleof Pay of Rs. 5500-9000.

TheseEngineerswere promotedto the pre-revisedScaleof Pay of Rs. 6500-10,500 throughnormal promotionand a few throughLDCE.

SinceLDCE quota for promotionto pre-revisedScaleof Rs. 6500-10,500was very and the remainingpersons very limited, only a coupleof personswere accommodated were promotedthrough normal promotion againstpromotion quota.

o Federationalso desiresto highlight a peculiarcaseof Shri Karthikeyan.N of ICF. He was working as JE-II in the pre-revisedScale of Rs. 5000-8000(required entry qualificationis Diploma in Engineeringonly) during the period 1992to 1996.Since recruitedagainstDR Quota he was holding EngineeringDegreehe was subsequently Howeverhe was treatedas in the V CPC Pay scaleof Rs. 5500-9000on 1111211996. holder of entry GradePay Rs. 42001-only from the dateof his appointment. Although in the meeting held on 19/05/2015with the Railway Board (MS & FC) the discussionswere inconclusive,the Federationdid mention that those Drawing cadre staff recruitedwith the entry qualificationof B. Tech were allottedincorrectlythe pay Scaleof 55009000(6tr CPC/GP 42001,insteadgrantingthem the 5'hCpC pay Scaleof 6500-10;0-0(d, gi,b GP 4600/-). To remedy this anomalous situation, it was suggestedthat in the case those EngineeringGraduates(Drawing), they be reckonedas holdersof entry Gp 4600/- -pB-Z for the limited purposeof MACP duly appropriatelymodiffing the Board's ietter dated20tr June201I for coveringall suchcases. As anothermeetingdatehasnot yet beenfixed, the issuecontinuesto remainunresolved. It is also relevantto place on recordthat while someEngineeringGraduatesbenefitedon account of inductionagainstLDCE quota,the similarly placedEngineeringGraduateswho got appointed againstpromotionquota vacanciesof Rs. 6500-10,500(5thCPC) have not beencovered-forthe purpose MACP on the pretext that they were not inductedin pay scaleof Rs. 6500-10,500 "of Quota.This anomaloussituationneedsto be rectifiedfor ensuringequal againstLDCE treatment to all the EngineeringGraduatesof Drawing cadrewhetherreachedpay scaleof Rr. 6500-10500 throughpromotionor throughLDCE quota. NFIR, therefore,requeststhe Railway Board to reconsidertheir decisionand seethat all EngineeringGraduatesof Drawing cadre are granted MACP duly treating them as holders of entryGradePay of Rs. 4600/-(PB-2).
