WHY?
There is a desperate need to renovate, update, and add additional space to Mosinee Middle School and Mosinee High School to provide classrooms that meet the educational needs of our students. We have equipment and fixtures that are failing and are well past its expected useful life.

Student and staff health and safety are critically important. Building systems and components that received priority on our Facility Audit because of a safety, health, or compliance concern include: lack of modern security cameras and secure entrances, cramped and aging electrical panels, indoor air quality in the older sections of both schools (asbestos removal required), and inadequate heating.

Equipment/Materials in Critical Condition Closely related to safety, health, and compliance, the next criterion used to prioritize facility needs was equipment/materials in critical condition. Items with a high probability of failure (electrical, plumbing, flooring, heating and cooling issues) need to be taken care of promptly. Classroom upgrades for all academic and athletic areas are in desperate need of repair.
In addition, Informational Tables with question and answer opportunities will be set-up at many home athletic events and other events throughout our community.

THE PROCESS
Following the April, 2016 failed referendum, the Board of Education went back to the drawing board to reanalyze our next steps for facility planning. Together, they again reviewed the facility audits that were conducted by a team of engineers and the architect and reprioritized the needs we have. Finding solutions for facilities that range in age from 1922 to 1996 is a complex and difficult task. Through a community survey and by holding listening sessions and Board meetings that welcomed the public’s input, the Board heard the voices of community members and went to work on developing a revised facility plan. After a revised facility plan was created, reviewed, and approved by the Mosinee Board of Education, four contractors were invited into our facilities and asked to provide costs to complete the revised facility plan. Those numbers were publicly analyzed at several meetings and weighed against the tax impact to our community. The tax impact of our referendum is lower this year, as compared to last year, because the borrowing amount is less and because the school district made a prepayment on the Elementary School debt. This has caused the total tax impact on a $100,000 home to go from $238.00 in April, 2016 to $196.00 in April, 2017. After reviewing all of the costs and going through the facility issues again, the Board made the final decision to go out to referendum in April, 2017 to ask for your support to fix our school facilities. The Board has divided our facility solutions into four different referendum questions:
QUESTION 1 - BUILDING RENOVATIONS/ADDITIONS • $35 MILLION The first question will ask the community to support renovations and additions to our elementary, middle, and high schools at a cost of 35 million dollars. This cost includes the addition of six classrooms to the elementary school, to accommodate space needs required to integrate fourth grade students into the Board approved K-4 elementary school structure. Our middle school would then house grades 5-8, and our high school grades 9-12. This cost also includes new secure entrances, student service offices, cafeteria/kitchens at both our middle and high schools along with additional new space for technology education, welding, woods, locker rooms/bathrooms, and complete updates to our heating and cooling systems. Our maintenance updates will not only address our HVAC issues, but will also fix our code and handicap accessibility issues. In addition, our science, band, choir, and special education classrooms will all undergo needed updates and renovations.
QUESTION 2 - HIGH SCHOOL GYM ADDITION • $5.2 MILLION The second question asks the community to support the addition of a new three station gymnasium to the high school at a cost of 5.2 million dollars. If approved, the additional gymnasium space would alleviate scheduling issues that force youth and high school athletic teams to begin practices as early as 6:00 am and finish as late as 10:00 pm. Additional gymnasium space would also support simultaneous use by both special needs and physical education classes thus allowing more flexibility for curriculum scheduling.
QUESTION 3 - DISTRICT OFFICE RELOCATION • $1.1 MILLION The third question asks the community to support the addition of a new District Office to be located by the high school where the current portable classroom is located at a cost of 1.1 million dollars. The CESA 10 team recommended demolition of our 1916 Boulevard District Office due to the age of the facility and anticipated renovation costs.
QUESTION 4 - OPERATING COSTS • $159,836 The fourth question asks the community to support additional operating costs the school district will incur annually due to the additional square footage and heating/cooling costs that will occur at a cost of $159,836. All four referendum questions will be on the April 4, 2017 ballot. All four questions stand alone. The work to be done will only occur on the question(s), you the voters of Mosinee, approve on the ballot.
