COUNCIL ASSIGNMENTS TO REGIONAL BOARDS AND AD HOC COMMITTEES Updated per Council action of February 23, 2016 CALIFORNIA JOINT POWERS INSURANCE AUTHORITY (CJPIA) (Mayor) Director: Mayor Johnston Alternate: Mayor Pro Tem Weirick Meet: Annually Stipend: None The California Joint Powers Insurance Authority (CJPIA) is a public agency created to provide programs to protect its members, their employees and property, through a selfinsurance pool, against unavoidable losses. The City of Ojai has been a CJPIA member since 1994. General membership meetings are held annually, usually in the Los Angeles area. CITY SELECTION COMMITTEE OF VENTURA COUNTY (Mayor) Representative: Mayor Johnston Meet: As needed Stipend: None This committee serves to recommend appointments for the various regional and county boards when there is a vacancy. COUNTY ANIMAL REGULATION Representative: Council Member Francina Alternate: Council Member Haney Meet: Quarterly, First or second Thursday morning Stipend: $50 per meeting The County Animal Regulation Department is responsible for state mandated animal regulation services. The City of Ojai, under contract agreement, participates with other jurisdictions in having the Animal Regulation Department provide services within our City. Meetings are quarterly and are usually held on the first or second Thursday morning of the month in Camarillo. ECONOMIC DEVELOPMENT COLLABORATIVE OF VENTURA COUNTY (EDC-VC) Representative: Mayor Pro Tem Weirick Alternate: Mayor Johnston Meet: Monthly, as needed Stipend: None The organization is a regional consortium of local government agencies working on economic development strategies for Ventura County. OJAI BASIN GROUNDWATER MANAGEMENT AGENCY (OBGMA) Representative: Mayor Johnston Alternate: Mayor Pro Tempore Weirick Meet: Monthly, Thursday at 7:00 p.m. Stipend: None
This agency was formed by State law at the request of the City of Ojai and several other sponsoring agencies. It is responsible for monitoring and managing the Ojai basin groundwater supply which meets most of the City’s need for water as well as the East End. The board includes representatives from the City of Ojai, Casitas Municipal Water District, Golden State Water Company, the Ojai Conservation District and a representative on behalf of several mutual water companies. OBGMA is funded with a small assessment on well water extractions. This funding is used for ongoing data collection and monitoring of the water resource. OBGMA meets on the last Thursday of each month at 7:00 pm. GOLD COAST TRANSIT Representative: Council Member Blatz Alternate: Council Member Haney Meet: Monthly, first Wednesday, 10:00 am Stipend: $100 per meeting This is a joint powers agency which provides bus service in western Ventura County. Participating jurisdictions include the cities of Oxnard, Ventura, Port Hueneme, Ojai and the County of Ventura. The board generally meets once per month on the first Wednesday from approximately 10:00 am until 12:00 p.m. at the SCAT offices in Oxnard. VENTURA COUNTY COUNCIL OF GOVERNMENTS (VCOG) Representative: Council Member Haney Alternate: Council Member Blatz Meet: 4 times per year, third Thursday, 5:00 pm Stipend: None This is a regional association of the eleven general purpose governments in Ventura County (the ten cities plus the County). Meets four times a year, on the third Thursday of each month from 5:00 pm until about 6:00 pm in Camarillo (Jan, April, July and end of year). The issues VCOG deals with are quite varied and can include virtually any regional governance issue. This is an advisory agency in most respects. VENTURA COUNTY TRANSPORTATION COMMISSION (VCTC) Representative: Council Member Haney Meet: 2 times per month as needed, Friday, 8:00 am Stipend: $100 per meeting VCTC is composed of one representative from each of the ten Ventura County cities, five members of the County Board of Supervisors, two public members at large and one member appointed by the Ventura Government. VCTC allocates significant transportation-related funding to the cities and the County. It provides an overview of all public transportation services via the Unmet Needs Hearing process. The Transportation Policy and Planning Committee (TPPC) serves as the unmet transit needs hearing board, an advisory board to the Ventura County Transportation Commission. Every year the State Transportation Development Act (TDA) requires each County that is using any TDA funds for street and road purposes to hold at least one public hearing on unmet transit needs for the purpose of taking testimony about local and/or regional transit needs, and to assure that all reasonable transit needs are satisfied before TDA funds are allocated for street and road purposes.
VENTURA REGIONAL SANITATION DISTRICT (VRSD) Representative: Mayor Pro Tem Weirick Alternate: Council Member Haney Meet: 2 times per month, first and third Thursdays, 8:00 am Stipend: None This is an independent special district with board members selected from elected city councils of cities within the district’s boundary, which is most of Ventura County with the exception of Simi Valley and Moorpark. The district can undertake a broad range of activities concerning solid waste and wastewater treatment. There are nine board members (eight city council members and one representative of solid waste / sanitary sewer special districts). VRSD meets in Ventura on the first and third Thursdays of each month at 8:00 am until approximately 10:30 am. Board members may also serve on from one to three subcommittees which meet once per month. OJAI VALLEY SANITARY DISTRICT Liaison: Council Member Haney Alt: Mayor Pro Tem Weirick Meet: Monthly, Monday, 6:00 pm Stipend: None The Ojai Valley Sanitary District provides sanitary sewer service for about 20,000 residents of the City of Ojai and the unincorporated Ojai Valley. It collects and transports wastewater for treatment at the Ojai Valley Treatment Plant and disposes of effluent and sludge. The District is a public agency organized under the Sanitary District Act of 1923 and is governed by an elected seven-member Board. The District office, collection system, and wastewater treatment plant are operated by 19 full time employees.
