PUBLIC RELATIONS OBJECTIVES

The Board of Education in an effort to ensure and enhance the possibilities for excellence in the education of our children in a free society, presents and reendorses this statement of policy of school and community relations because of its conviction that: A.

the public schools belong in every sense to the people who created them by consent, and supported them by Nation

B.

the schools are only as strong as the intelligent informed support of the people of the community and never any stronger

C.

the support of the people must be based upon their knowledge of, their understanding about, and their participation in the aims and efforts of the public schools

TELEPHONE COMMUNICATIONS

The Board of Education is vitally interested in maintaining effective communication with parents, members of the community, vendors, and others who have dealings with the District. The Board realizes that although advances in technology provide the possibility of enhancing communications some innovations can also inhibit effective contact between the public and District personnel. The Board directs that incoming calls during regular school hours to the central office and to each school and operations office be answered by a District staff member or volunteer and not by acomputer-generated voice. This will ensure that each caller's concern is dealt with in an expeditious manner. If, under certain rare circumstances it is not possible for a staff member or volunteer to be available to answer a telephone call to a main office number, a computer message may be substituted provided the message instructs the caller how to access a District employee who can take some type of action in response to the caller's need. Telephone calls to extension numbers within the District may be answered by voice mail provided the caller is provided the alternative of dialing 0 and talking to a staff member or volunteer. The telephone system should operate in such a way that a caller is able to talk directly to someone who can be of assistance to the caller. Lack of effective telephone contact could be critical.

PUBLIC'S RIGHT TO KNOW

The Board of Education recognizes the right of the public to information concerning all of its actions, its policies, and the details of its educational and business operations. The Board encourages study, discussion, and active participation of all concerned in the promotion of the best possible program of education in the community. The Board accepts the following basic principles that are essential to a good public relations program: A.

The Board will transact all official business in open meetings which the press, the public, and school employees are welcome to attend, and at which time communications, both oral and written, will be received and considered.

B.

The Board will function as speedily and as efficiently as circumstances will permit, and always with due regard for public interest.

C.

Board members will familiarize themselves with the work of the school system in all areas and shall bring to the professional direction of the schools, the viewpoint, the knowledge, and the wisdom of the community.

D.

The Board urill make provision for recording proceedings of all meetings. Minutes of all Board meetings shall be considered matters of public record.

E.

The Board will keep in mind that maintaining the confidence and respect of the community is of paramount importance to the success of the educational program of the District.

PUBLIC INFORMATION PROGRAM

The Board of Education believes that all reasonable means should be employed to keep the public informed on matters of importance regarding District policies, finances, programs, personnel, and operations. It is the purpose of this policy to provide the ways and means to accomplish this purpose. The Administration shall direct an information program designed to acquaint the citizens of the community and general public with the achievements and the needs of the schools. Toward this end, the Board shall provide parents or guardians and other District residents opportunities for orientation and information regarding State regulations and local school procedures, and will utilize, insofar as practical, all appropriate means and media to achieve this end.

PUBLIC COMPLAINTS

Any person or group, having a legitimate interest in the operations of this District shall have the right to present a request, suggestion, or complaint concerning District personnel, the program, or the operations of the District. At the same time, the Board of Education has a duty to protect its staff from unnecessary harassment. It is the intent of this policy to provide the means for judging each public complaint in a fair and impartial manner and to seek a remedy where appropriate. It is the desire of the Board to rectify any misunderstandings between the public and the District by direct discussions of an informal type among the interested parties. It is only when such informal meetings fail to resolve the differences, shall more formal procedures be employed. Any requests, suggestions, or complaints reaching the Board, Board members, and the administration shall be referred to the Superintendent for consideration according to the following procedure. Matters Regarding a Professional Staff Member A.

First Level If it is a matter specifically directed toward a professional staff member, the matter must be addressed, initially, to the concerned staff member who shall discuss it promptly with the complainant and make every effort to provide a reasoned explanation or take appropriate action within his/her authority and District administrative guidelines. This level does not apply if the matter involves suspected child abuse, substance abuse, or any other serious allegation which may require investigation or inquiry by school officials prior to approaching the professional staff member. As appropriate, the staff member shall report the matter and whatever action may have been taken to the Principal.

B.

Second Level If the matter cannot be satisfactorily resolved at the First Level, it shall be discussed by the complainant with the staff member's supervisor and in compliance with provisions of a collective bargaining agreement, if applicable.

Third Level If a satisfactory solution is not achieved by discussion with the supervisor, a written request for a conference shall be submitted to the Superintendent. This request should include: the specific nature of the complaint and a brief statement of the facts giving rise to it;

the respect in which it is alleged that the complainant (or child of the complainant) has been affected adversely;

3.

the action which the complainant wishes taken and the reasons why it is felt that such action be taken.

Fourth Level Should the matter still not be resolved, or if it is one beyond the Superintendent's authority and requires a Board decision or action, the complainant shall request, in writing, a meeting by the Board. The Board, after reviewing all material relating to the case, shall provide the complainant with its written decision and/or grant a meeting before the Board. The complainant shall be advised, in writing, of the Board's decision, no more than thirty (30) business days following the meeting. The Board's decision will be final on the matter, and it will not provide a meeting to other complainants on the same issue.

If the complainant contacts an individual Board member to discuss the matter, the Board member shall inform the complainant that s/he has no authority to act in his/her individual capacity and that the complainant must follow the procedure described in this policy. Matters Regarding an Administrative Staff Member Since administrators are considered members of the District's professional staff, the general procedure specified in "Matters Regarding a Professional Staff Member" shall be followed.

Matters Regarding the Superintendent or Treasurer Should the matter be a concern regarding the Superintendent or Treasurer which cannot be resolved through discussion with the Superintendent or Treasurer, the complainant may submit a written request to the Board President for a conference with the Board. This request shall include: A.

the specific nature of the complaint and a brief statement of the facts giving rise to it;

B.

the respect in which it is alleged that the complainant (or child of the complainant) has been affected adversely;

C.

the reason that the matter was not able to be resolved with the Superintendent or Treasurer;

D.

the action which the complainant wishes taken and the reasons why it is felt that such action should be taken.

The Board, after reviewing the request, may grant a meeting before the Board, or a committee of the Board, or refer the matter, if permitted by State law, to an executive session. The complainant shall be advised, in writing, of the Board's decision within thirty (30) business days. Matters Regarding a Classified Staff Member In the case of a classified staff member, the complaint is to be directed, initially, toward the person's supervisor, and the matter then brought as required to higher levels in the same manner as prescribed for "Matters Regarding a Professional Staff Member". Matters Regarding District Services or Operations If the request, suggestion, or complaint relates to a matter of District procedure or operation, it should be addressed, initially, to the person in charge and then brought, in turn, to higher levels of authority in the manner prescribed in "Matters Regarding a Professional Staff Member".

Matters Regarding the Educational Program If the request, suggestion, or complaint relates to a matter of District program, it should be addressed, initially, to the building principal and then brought, in turn, to higher levels of authority in the manner prescribed in "Matters Regarding a Professional Staff Member". Matters Regarding Instructional Materials The Superintendent shall prepare administrative guidelines addressing students' and parents' rights to be adequately informed each year regarding their ability to inspect instructional materials and the procedure for completing such an inspection. See AG 9130A and Form 9130F3. If the request, suggestion, or complaint relates to instructional materials such as textbooks, library books, reference works, and other instructional aids used in the District, the following procedure shall be followed: A.

The committee, in evaluating the questioned material, shall be guided by the following criteria: the appropriateness of the material for the age and maturity level of the students with whom it is being used 2.

The material in question may be withdrawn from use pending the committee's recommendation to the Superintendent.

F.

The committee's recommendation shall be reported to the Superintendent in writing within thirty (30) business days following the formation of the committee. The Superintendent will advise the complainant, in writing, of the committee's recommendation and advise the Board of the action taken or recommended.

G.

The complainant may appeal this decision, within thirty (30) business days, to the Board through a written request to the Superintendent, who shall forward the request and all written material relating to the matter to the Board.

H.

The Board shall review the case and advise the complainant, in writing, of its decision within thirty (30) business days:

No challenged material may be removed from the curriculum or from a collection of resource materials except by action of the Board, and no challenged material may be removed solely because it presents ideas that may be unpopular or offensive to some. Any Board action to remove material will be accompanied by the Board's statement of its reasons for the removal.

CITIZENS ADVISORY COMMITTEE

The success of the school system depends, to a large extent, on open channels of communication between the school community and the community at large. Citizens advisory committees are particularly useful in this respect, both in keeping the Board of Education and administration informed with regard to community opinion and in representing the community in the study of specific school problems. The Board authorizes that citizen advisory committees be used as the need arises; the Board shall form and support advisory committees on an ad hoc basis. In creating a new advisory committee, the Board shall: A.

appoint citizen members who are able and interested in the subject and concerned about the schools

B.

seek the widest range of community interests and backgrounds

C.

approve appointments by the Superintendent of staff members and/or students to the committee

D.

approve the appointment of citizens by the Superintendent

E.

recommend a chairman

F.

appoint the president and the Superintendent as ex officio members of all advisory committees

In charging a new advisory committee, the Board shall: A.

define the committee assignment in writing

B.

set a date for a preliminary and final report

C.

establish a budget, if appropriate but expenditures of district funds by advisory committees shall be made only upon approval of the Board

D.

assign an outside consultant

Recommendations of all advisory committees shall not reduce the responsibility of the Board, which shall be free to accept or reject the recommendations as it sees fit. Meetings of an advisory committee shall not be open to the public.

Bond Campaigns While the Board may, and should provide the public with information on school building needs, it may not use District funds to advocate "yes" on tax levies. It is the policy of the Board to create a Citizen's Advisory Committee to examine building needs in advance of any building program so that the community may make its findings known both to the Board and the public. As the need for bond issue support arises, a Citizen's Committee may be encouraged to form for the purpose of promoting the passage of the Bond issue and the collecting of funds needed for such promotion. The following policies shall govern the appointment and functioning of District advisory committees: A.

Advisory committees may be created by the Board to serve as task forces for special purposes or to provide continuing consultation in a particular area of activity. However, there shall be no standing overall advisory committee of the Board.

B.

If the advisory committee is required by State and Federal Law, its composition and appointment shall meet all the guidelines established for that particular type of committee.

C.

The composition of the task forces and any other district advisory committees shall be broadly representative and shall take into consideration the specific tasks assigned to the committee; members of the professional staff may be approved to the committee as members or consultants.

D.

Appointments to such committees shall be made by the Board; appointment of staff members to such committees shall be made by the Board upon recommendation of the Superintendent.

E.

Tenure of committee members shall be for one year only unless the member is reappointed.

F.

Each committee shall be clearly instructed as to: 1.

BUSINESS ADVISORY COUNCIL

The Board of Education recognizes the increasing importance to the nation's productivity and future well-being of its citizens that students enter the labor market with employable skills and attitudes. The Board and staff of the District also recognize that the necessary educational effort involves close cooperation among interested parties and that decisions regarding the curriculum should not be made without appropriate input from those affected by the educational results. In order to obtain more effective assistance from one group particularly affected by the students' entry-level sl~lls, the potential employer, the Board shall establish a Business Advisory Council to serve as a continuing advisory group to the Board and administration. The Council shall be shall be selected from among the leaders of commercial and industrial organizations operating within the District. The Council shall further provide recommendations to the Board concerning changes in the economy.and the job market, and the types of employment in which future jobs are most likely to be available; and provide suggestions for developing a worl~ng relationship among businesses, labor organizations, and educational personnel in the District. The Board may appoint one (1) committee to function as both the Business Advisory Council and the Family and Civic Engagement Team (Policy 9143). Such a committee must perform all functions required of a business advisory council and a family and civic management team. The committee's membership shall be determined by the Board, but shall include parents, community representatives, health and human services representatives and business representatives as prescribed by statute. The Superintendent shall develop administrative guidelines to provide that the time and efforts of the Council and those of the professional staff are utilized properly to accomplish these educational outcomes and to provide for a continued strong working relationship between the District, the Council, and the larger community of employers.

FAMILY AND CIVIC ENGAGEMENT TEAM

The Board of Education shall establish a Family and Civic Engagement Team to serve as a continuing advisory group to the Board and administration. The Team shall be composed of parents, community representatives, health and human service representatives, business representative, and other representatives from within the District as identified by the Board. The purpose of the Team shall be to: A.

work with the Trumbull County Family and Children First Council (R.C. 121.37) to recommend qualifications and responsibilities to be included in the job descriptions for school family and civic engagement coordinators;

B.

develop five (5) year family and civic engagement plans;

C.

provide annual progress implementation of the plan;

SCHOOL VISITORS

The Board of Education welcomes and encourages visits to school by parents, other adult residents of the community and interested educators. But in order for the educational program to continue undisturbed when visitors 'are present and to prevent the intrusion of disruptive persons into the schools, it is necessary to invoke visitor controls. The Superintendent or principal has the authority to prohibit the entry of any person to a school of this District or to expel any person when there is reason to believe the presence of such person would be detrimental to the good order of the school. If such an individual refuses to leave the school grounds or creates a disturbance, the principal is authorized to request from the local law enforcement agency whatever assistance is required to remove the individual. Except as set forth in District policy or in the case of "service animals" required for use by a person with a disability, no other animals may be on school premises at any time. The Superintendent shall promulgate such administrative guidelines as are necessary for the protection of students and employees of the District from disruption to the educational program or the efficient conduct of their assigned tasks. Rules regarding entry of persons other than students, staff, and faculty upon school grounds or premises shall be posted conspicuously at or near. the entrance to such grounds or premises if there are no formal entrances, and at the main entrance to each school building. In addition, the rules shall be posted in a central location in each school and made available to students, upon request. Individual Board members who are interested in visiting schools or classrooms on an unofficial basis shall make the appropriate arrangements with the principal. In keeping with Board bylaws, such Board member visits shall not be considered to be official unless designated as such by the Board.

The Board member shall be visiting as an interested individual in a similar capacity to any parent or citizen of the community. These visits should not be considered to be inspections nor as supervisory in nature. If, during a visit to a school or program, a Board member observes a situation or condition which causes concern, s/he should discuss the situation first with the Superintendent as soon as convenient or appropriate. Such a report or discussion shall not be considered an official one from the School Board. If the Board member believes the situation or condition serious enough, s/he may wish to also inform the Superintendent.

PUBLIC ATTENDANCE AT SCHOOL EVENTS

The Board of Education welcomes and encourages members of the community to attend athletic and other public events held by the schools in the District. Due to the need to maintain order and preserve the facilities of the District during the conduct of such events, the Board retains the right to bar the attendance of or remove any person whose conduct may constitute a disruption at a school event. School administrators are expected to call law enforcement officials if a person violates posted regulations or does not leave school property when reasonably requested. In accordance with Board Policy 7440 and AG 7440B, administrators may use metal detectors and other devices to protect the safety and well-being of participants and visitors. No alcoholic beverage or other controlled substance may be possessed, consumed, or distributed at any function sponsored by the District or occurring on Board property. Raffles and similar forms of fund-raising by District-related organizations may be permitted by the Superintendent in accordance with Policy 9211 - District Support Organizations and Policy 9700 - Relations with Special Interest Groups. No qualified person with a disability will, because the District's facilities are inaccessible to or unusable by persons with disabilities, be denied the benefits of, be excluded from participation in, or otherwise be subjected to discrimination under any program or activity to which Section 504/ADA applies. For facilities constructed or altered after June 3, 1977, the District will comply with applicable accessibility standards. For those e~sting facilities constructed prior to June 3, 1977, the District is committed to operating its programs and activities so that they are readily accessible to persons with disabilities. This includes, but is not limited to, providing accommodations to parents with disabilities who desire access to their child's educational program or meetings pertinent thereto. If a student or adult is asked to leave or is removed from a school event, no admission fees shall be refunded. Individuals with disabilities shall have an equal opportunity to purchase tickets for events that have been sanctioned or approved by the Board in accordance with the provisions of the Americans with Disabilities Act, as amended.

Further, in accordance with the provisions of the Americans with Disabilities Act, as amended, the Board shall permit individuals with disabilities to be accompanied by their service animals in all areas of the District's facilities where members of the public, as participants in services, programs or activities, or as invitees, are allowed to go. (See Policy 8390) Smoking and/or the use of tobacco and/or tobacco substitute products is prohibited at any time within any enclosed facility owned or leased or contracted for by the Board, and in areas directly or indirectly under the control of the Board immediately adjacent to locations of ingress or egress to such facilities. Such prohibition also applies to school grounds and any school-related event. The Board is aware of the increasing desire of many parents and other members of an audience to make audio and/or video recordings of school events. Such recordings can be made by parents or other members of the audience without restriction if the performance is not of copyrighted material. However, if the performance is of copyrighted material, recording can be made if the appropriate license authorizing such recordings has been secured in advance by the District. If the performance is of copyrighted material and the necessary license has not been secured in advance by the District, the audience shall be advised before the performance begins that audio and/or video recordings that will be re-broadcast or distributed in any way, such as posting on the Internet, are prohibited. The Board authorizes the Superintendent to establish rules and procedures governing the use of nondistrict audio/visual recording equipment at any District-sponsored event or activity. Such rules are to be distributed in such a manner that members of the audience who wish to record the event are aware of the rules early enough to make proper arrangements to obtain their recordings without causing delay or disruption to an activity. Any person or organization seeking to film students or a school activity which is not a public event, must obtain prior permission from the Superintendent.

All notices, signs, schedules, and other communications about school events must contain the following statement: "In accordance with State and Federal law, the District will provide reasonable accommodations to persons with disabilities who wish to attend and/or participate in school events. Such individuals should notify the individual in charge of the activity or event if they require a reasonable accommodation."

PARENT ORGANIZATIONS

The Board of Education supports all organizations of parents whose objectives are to promote the educational experiences of District students. However, in using the name of the District or its schools and in organizing a group whose identity derives from a schools) of this District, the parental organization thereby shares responsibility with this Board for the welfare of participating students. Any new parent organization desiring to use the name or good offices of the District must obtain the approval of the Board as a prerequisite to organizing. Representatives and members of approved school-related organizations shall in all circumstances be treated by District employees as interested friends of the schools and as supporters of public education in the School District. The Board will not tolerate any undue pressure, harassment, or intimidation designed to coerce parents or teachers into membership in one (1) organization as opposed to another. The Board relies upon approved organizations to operate in a manner consistent with public expectations for the schools and reserves the right to withdraw sponsorship from organizations which violate the bounds of community taste.

DISTRICT SUPPORT ORGANIZATIONS

The Board of Education appreciates the efforts of all organizations whose objectives are to enhance the educational experiences of District students, to help meet educational needs of students and/or provide extra educational benefits not provided for, at the time, by the Board. District support organizations are defined as any non-profit entity, group, or other organization formed and operating for the purpose of supporting District programs. Each support organization must maintain and provide proof of general liability insurance coverage. The Board shall offer the opportunity for any authorized school support entity to receive coverage under the District's liability insurance program to protect the entity against claims resulting from damage or injury resulting from any act or omission of any school-support entity. The entity shall pay for such coverage upon written notification from the Treasurer. Because of the connection between support organizations and the School District programs and students, and because of the common use of the School District name in connection with the organization's activities, the public perception may be that the organizations and their activities are school-sponsored and approved by the Board, notwithstanding the fact that such organizations are independent entities, are not agents of the Board, and are not under the control or authority of the Board. In order to prevent disruption to the District's educational programs and injury to the District's reputation by conduct and activities of a support organization which are inconsistent with the District's mission, only organizations formally recognized by the Board will be permitted to use the School District name, as well as any logos or other insignia or emblems associated with and used to identify the District and/or school-sponsored programs and activities.

The following rules and procedures shall govern the working relationships between the Board, administration, and any District support organization. The Board may revoke formal recognition of any support group that fails to comply with these rules: A.

School employees and Board-approved school volunteers may not be directly compensated in any manner by District support organizations.

B.

In addition to parents, membership should be made available to District staff and members of the community.

C.

Each District support organization shall work in cooperation with the Principal and other staff members and shall abide by the policies of the Board.

D.

It shall be the responsibility of each District support organization to monitor its activities to assure compliance with Board Policy. The organization shall permit the Board to review all financial books and documentation upon request, and shall conduct a financial audit upon request of the Board. In addition, organizations must produce the following documents to the Superintendent and/or Treasurer upon request: 1.

A determination letter from the Internal Revenue Service that verifies the organization is atom-exempt organization in good standing as described in Section 501(c)(3) of the Internal Revenue Code (if applicable).

2.

A copy of the Articles of Incorporation or amended Articles of Incorporation on file with the Ohio Secretary of State (if applicable).

3.

A copy of any filing with the Ohio Attorney General (if applicable).

A copy of the support organization's Bylaws and any amendments.

5.

A current list of names, addresses and titles of each officer of the organization. No administrative employee of the School District may be an officer of the booster organization in order for the organization to obtain Board recognition.

A description of the projects or activities the organization intends to undertake during the ensuing school year and the objective and goals of such projects or activities.

Each District support organization is encouraged to set goals that are consistent with those of the particular programs, activities or sports being supported as articulated by the coach/advisor and/or athletic director of such program, activity or sport, to avoid duplication of effort and to maximize the benefit to the organization

or group. F.

The activities of District support organizations shall not involve the use of public funds and the District shall not assume responsibility for any purchases made on behalf of any support organization governed by this policy. The school district tax identification number shall not be used for District support organization purchases.

G.

The time, date, purpose, location and conduct of all fund-raisers on District property shall have prior approval of the administration. District support organizations are encouraged to communicate their preferred activity dates to the administration as soon as possible as consideration for dates and facilities will be given on a first come, first served basis.

H.

Each District support organization must abide by the policies and guidelines established for the use of District facilities and grounds. Projects that require any modification or alteration to District property must be pre-approved by the Superintendent.

I.

All food items and beverages available for sale to students that will be consumed on the school campus (any area of property under the jurisdiction of the school that is accessible to students during the school day) during the school day (the period from the midnight before, to thirty (30) minutes after the end of the official school day) as fund-raisers, including items sold by student clubs and organizations, parent groups, or booster clubs, shall comply with the current USDA Dietary Guidelines for Americans and the USDA Smart Snacks in School nutrition standards. Fund-raisers also include giving away goods or services, but suggesting a monetary donation. All activities must be approved by the Principal, in advance. If approved, fund-raisers that involve the sale of food items or beverages to students on campus must be consistent with regulations established in Policy 8550, Competitive Foods.

J.

Proceeds from District support organization fund-raisers shall not be commingled with a student activity or other Board accounts. Board employees who commingle such proceeds with a student activity or other Board account shall be subject to discipline.

K.

The Superintendent shall implement administrative guidelines that require each District support organization's fund-raising activities to be in compliance with Board policies and that the funds generated by such fund-raising activities and donated to the District are used for school-related projects that have the approval of the Superintendent and Principal.

District support organizations are encouraged to obtain 501(c)(3) status so that community members may properly take tax deductions for donations to the organization.

M.

Donations from District support organizations must be made in accordance with Board Policy 7230 and any accompanying guidelines. Donations shall become the property of the Board and used in a manner determined by the Board, in accordance with its policies and administrative guidelines.

RELATIONS WITH PARENTS

The Board of Education believes that the education of children is a joint responsibility, one it shares with the parents of the school community. To ensure that the best interests of the child are served in this process, a strong program of communication between home and school must be maintained. The Board feels that it is the parents who have the ultimate responsibility for their children's in-school behavior, including the behavior of students who have reached the legal age of majority, but are still for all practical purposes, under parental authority. During school hours the Board through its designated administrators acts in loco parentis or in place of the parents. The Board directs that the following activities be implemented to encourage parent-school cooperation through: A.

EQUIVALENT EDUCATION OUTSIDE THE SCHOOLS (HOME SCHOOLING)

The Board of Education encourages the enrollment of all school age children resident in this District in public schools or in approved parochial or private schools so that they may enjoy the benefits of awell-planned educational program and the socialization possible in a group environment. The Board recognizes its responsibility for assuring that every resident school-age child is enrolled in an approved school or is offered an equivalent education elsewhere and designates the Superintendent to act in its behalf. If the District operates more than one (1) school that serves the student's grade level (as determined by the student's age and academic performance), the student shall be permitted to participate in the extracurricular activities at the school to which the student would be assigned by the Superintendent pursuant to R.C. 3319.01. If the student elects to participate in an extracurricular activity offered by the District, the student is not allowed to participate in that activity at another school or school district to which the student is not entitled to attend.

Similarly, a student who is enrolled in a nonpublic school is entitled to participate in any extracurricular activity not offered by the nonpublic school in the school district to which the student would otherwise be assigned during the school year. If the District operates more than one (1) school that serves the student's grade level (as determined by the student's age and academic performance), the student shall be permitted to participate in that extracurricular activity at the school to which the student would be assigned by the Superintendent pursuant to R.C. 3319.01. The Superintendent may allow a student who is educated at home and not entitled to attend school in the District pursuant to R.C. 3313.64 or R.C. 3313.65, to participate in any extracurricular activity offered by the District if the district to which the student is entitled to attend does not offer that e~racurricular activity. The Superintendent may allow a student who is enrolled in a nonpublic school and not entitled to attend school in the District pursuant to R.C. 3313.64 or R.C. 3313.65, to participate in any extracurricular activity offered by the District if (a) the nonpublic school in which the student is enrolled does not offer the extracurricular activity, and (b) the extracurricular activity is not interscholastic athletics or interscholastic contests or competitions in music, drama or forensics. Eligibility Requirements In order to participate in any e~racurricular activity as detailed above, a student being educated at home or enrolled in a nonpublic school must be the appropriate age and grade level for the school that offers the extracurricular activity and must fulfill the same academic, nonacademic, and financial requirements as any other participant as specified in Board policy, administrative guidelines, the student handbooks and/or the Athletic Handbook. A student educated at home must meet the following academic requirements: A.

If the student received homeschooling in the preceding grade period, the student shall meet any academic requirements established by the State Board of Education for the continuation of home schooling.

B.

If the student did not receive home schooling in the preceding grading period, the student's academic performance during the preceding grading period shall have met any academic standards for eligibility to participate in the program established by the District.

C.

Eligibility for a student who leaves a school district mid-year for home schooling shall be determined based on an interim academic assessment issued by the district in which the student was enrolled based on the student's work while enrolled in the District.

D.

Any student who commences home schooling after the beginning of a school year and who is, at the time home instruction commences, ineligible to participate in an extracurricular activity due to failure to meet academic standards or any other requirements of the District shall not participate in the extracurricular activity until the student meets the academic requirements established by the State Board of Education for continuation of home schooling as verified by the Superintendent. No student shall be eligible to participate in the same semester in which the student as determined ineligible.

No eligible home schooled or nonpublic school student will be charged any fees in excess of those fees charged to other students for participation in the same extracurricular activity. Issuance of Diploma to Home Schooled Student by Parent, Guardian, or Custodian A student who has completed the final year of home education, and has successfully fulfilled the high school curriculum (applicable to the student) may be granted a high school diploma by the student's parent, guardian, or custodian. Any diploma granted to a student after July 1, 2015, shall contain the official letter of excuse issued by the Superintendent for the student's final year of home education or certification signed by the Superintendent that the student and the student's parent have complied with State law regarding home education. The statement of certification shall read: "I certify that the student named in this diploma and the student's parent have complied with R.C. 3321.04 (A)(2) regarding instruction at home and the related rules of the Ohio State Board of Education."

FINGERPRINTING STUDENTS

The Board of Education recoa17es the advantage to both parents and law enforcement agencies of a means of identifying children who have become lost or been abducted. Accordingly, the Board will cooperate with Liberty Township Police in the voluntary fingerprinting of students enrolled in the schools of this District. The Board will make school facilities available for the fingerprinting of children by law enforcement officers and will notify the parent or guardian of each eligible child that the service is available. The notice will clearly state that fingerprinting is voluntary and that no adverse consequences will result from a parent or guardian's refusal or neglect to consent to the fingerprinting of his/her child. The Board will permit the fingerprinting of only those children who present the written consent of their parent or guardian. An adult student may submit his/her own written consent. Fingerprinting records shall be given to the parent or guardian of the child fingerprinted or to the adult student. No record of fingerprints shall be retained by this Board and no record shall be made or retained to identify those children who were fingerprinted or of those who declined to be fingerprinted. The Board will annually make the fingerprinting service available for newly eligible children.

MEDIA COVERAGE OF SCHOOL EVENTS

The Board of Education believes that radio or television coverage of school events can be beneficial to the District by focusing public attention on school events of interest to the community. The Board authorizes the Superintendent to approve media coverage of school events that does not interfere with such events as planned and presents factual, objective coverage thereof. The Superintendent shall report all media coverage to the Board at its next meeting. Should a fee be offered to the District to cover an event, the Superintendent shall report that fact to the Board for approval and proposed distribution. The Board, in the case of an interscholastic contest, may choose to share the fee with the opposing team, but it is not obligated to do so by the terms of this policy.

The Board believes that the participation of students in interpreting the educational program of the schools to the community should be encouraged with the understanding that: A.

RELATIONS WITH EDUCATIONAL INSTITUTIONS AND ORGANIZATIONS

It is the policy of the Board of Education that strong lines of communication be maintained by the District with other districts and with institutions and organizations which provide District students with programs, training, or services not available in the District. The Board directs the Superintendent to enter into such cooperative ventures with institutions or organizations for the purpose of providing programs which correlate to the District's curriculum and help students better accomplish the educational outcomes established by the Board. Before entering into any agreements, the Superintendent shall keep the Board advised of any arrangements that would affect the use of District resources or require any additional resources of the District. In order to maintain cordial and constructive relationships with private and parochial schools, the Superintendent shall maintain liaison with the administration of all such schools that enroll significant numbers of students resident in this School District in order to be aware of any program changes that may be planned that could affect this District; and to cooperate fully in the implementation of all State and Federal programs administered by this District that benefit, in whole or in part, eligible students attending private or parochial schools.

RELATIONS WITH EDUCATIONAL RESEARCH AND SERVICE CENTERS

The Superintendent is authorized to cooperate as far as possible with colleges, universities, and other recognized research agencies in promoting potentially useful research. The Board believes it necessary to limit the number and establish guidelines for the approval of studies. Decisions in connection with research involving students, teachers, or other employees will be influenced by the following factors: A.

The objectives of the research should be clearly stated and the design should produce valid, reliable results which will then be made available to the Liberty Local Schools.

B.

The research should be expected to contribute to the improvement of education or the general welfare of students.

C.

Data derived from school records, interviews, or questionnaires which have potential for invasion of privacy of students or their families must have advanced written authorization of parents or guardians event though data are to be collected and reported under conditions of anonymity.

D.

Research proposals should be of sufficient scope and depth to justify the time and effort of Liberty students and staff members.

E.

In general, instructional activities will not be interrupted unless there is a clear significance for the educational program of the Liberty Local Schools.

F.

Projects involving student research must have the approval of a faculty member who will assume responsibility to the student's research.

STUDENT TEACHING AND INTERNSHIPS

The Board of Education recognizes its responsibility to improve the quality of teacher training and the contributions student teachers make to Liberty Local Schools encourages and authorizes the Superintendent to arrange for the supervision and training of a reasonable number of such teachers in the District each year. The importance of the teacher training function to the future of education and the need to assure high quality performance in our school requires student teachers to be placed with experienced teachers of demonstrated competence. While no staff member of the Liberty Schools will be required to supervise practice teachers, it is felt that professionally interested teachers will volunteer to do so from time to time. Teachers new to the District and those having three (3) years or less of teaching experience normally will not be asked to undertake such responsibilities. Only exceptionally strong teachers will be permitted to take responsibility of supervising student teachers for more than one semester in a school year. Recognizing the special skills and expertise of the teacher training institution and their staff, the Liberty School Board -authorizes the Superintendent to honor the reasonable rules, regulations, and training guidelines of the teacher training institution. The teacher training institution will be expected to provide liaison personnel who will discuss with the building principal and with the teacher to whom the student is assigned the broad objectives which the institution believes should be sought for the student. Such personnel are free to visit the classrooms to observe the practice teacher at work. It is expected that the teacher training institution will arrange the schedule of the student teacher to provide sufficient time in the classroom in order that continuity of experience for the practice teacher and the students are insured.

PARTNERSHIPS WITH BUSINESS

The Board of Education is well aware of the role that education will play in increasing the nation's productivity and future well-being. To ensure success requires the combining of talent and resources within the region between business and education. It also recognizes that schools of the District need to operate as an integral part of the economic community if students are to receive the type of education and training they will need to function effectively in the twenty-first century. The Board will seek to establish not only partnerships between the District and individual companies but also, if possible, consortia involving several companies and/or school districts. The purpose will be to seek opportunities for students and staff to share in new strategies and technologies being created in the business world and offer, in exchange, the knowledge and skill of District personnel in creating more effective continuing education for employees and members of the community. Properly planned and implemented, such partnerships or consortia could have significant impact on the nature and content of the curriculum as well as on the manner in which students are taught to learn. The Superintendent is authorized to actively seek such partnerships with the understanding that the Board shall review and approve each specific plan prior to its finalization with the potential partners.

RELATIONS WITH SPECIAL INTEREST GROUPS

Any request from civic institutions, charitable organizations, or special interest groups which involve such activities as patriotic functions, contests, exhibits, sales of products to and by students, sending promotional materials home with students, graduation prizes, fund raising, and free teaching materials must be carefully reviewed to ensure that such activities promote student interests. It is the policy of the Board of Education that students, staff members, and District facilities not be used for promoting the interests of any nonschool agency or organization, public or private, without the approval of the Board or its designee; and any such approval, granted for whatever cause or group, shall not be construed as an endorsement of said cause or group by this Board. A.

Politicallnterests All materials or activities proposed by outside political sources for student or staff use or participation shall be reviewed by the Superintendent and/or Principal on the basis of their educational contribution to part or all of the school program and benefit to students, and no such approval shall have the primary purpose of advancing the special interest of the proposing group. The Board shall not permit the use of any type of educational material, program, or equipment in its curricular, co-curricular, or extra-curricular activities or at any time during the school day if such materials, programs, or equipment contain partisan political or commercial messages. Professional staff may, however, utilize political materials or those provided by special interest-groups in adopted courses of study with the approval of the principal. School facilities or equipment may not be used as a means of producing or disseminating to the community any materials that advertises or promotes a political party, a political cause or the candidacy of an individual for public office. Students and employees of the Board shall not be used to distribute campaign literature within the schools or on school grounds. Outside speakers representing commercial organizations will be welcome only when the commercial aspect is limited to naming the organization represented and the subject matter advances the educational aims of the District.

Contests/Exhibits The Board recognizes that contests, e~ibits, and the like may benefit individual students or the District as a whole, but participation in such special activities may not:

prohibit the use of the District or the school mail system is not used by the community, students or staff for distribution of nonschool-related materials unless authorized by the Superintendent;

prohibit distribution of materials from any profit-making organization to students to take home to their parents unless authorized by the Superintendent;

5.

permit flyers and notices from outside non-profit organizations to be made available for students to pick-up at the literature distribution rack/table by the school building's office, under the following circumstances: a.

the flyer/notice publicizes a specific community activity or event that is age-appropriate for the students that attend the school;

b.

if the event or activity is religious in nature, the flyer may not contain a proselytizing message (i.e., a message that promotes and/or advocates the benefits of the specific religion);

c.

the organization submits the number of copies of the flyer that it wants placed in the literature distribution rack/table;

d.

the organization shows the building principal its 501(C)(3) or other proof of non-profit status, and the principal confirms that the flyer/notice does not overtly advocate or entice support for any religious organization;

No student shall be required to take any of the flyers/notices placed in the literature/distribution rack/table, and the rack/table shall contain a clear notice that the Board does not support or endorse any of the organizations and/or activities/events identified in the flyers/notices.

establish and clearly communicate the time, place, and manner restrictions concerning the distribution of all nonschool-related materials.

Solicitation of Funds Any outside organization or staff member representing an outside organization desiring to solicit funds on school property must receive permission to do so from the Superintendent. Permission to solicit funds will be granted only to those organizations or individuals who meet the permission criteria established in the District's administrative guidelines. Solicitation must take place at such times and places and in such a manner as specified in the administrative guidelines. In accordance with Board Policy 5830, no District student may participate in the solicitation without the Superintendent's approval.

The Board disclaims all responsibility for the protection of, or accounting for, such funds.

Solicited funds are not to be deposited in any regular or special accounts of the District.

3.

A copy of this policy as well as the relevant administrative guidelines shall be given to any individual granted permission to solicit funds on District property.

This policy does not apply to the raising of funds for District-sponsored or school-sponsored activities.

Prizes/Scholarship The Board of Education is appreciative of the generosity of organizations which offer scholarships or prizes to deserving students in this District. But, in accepting the offer of such scholarships or prizes, the Board directs that these guidelines be observed: 1.

No information, either academic or personal, shall be released from the student's record for the purpose of selecting a scholarship or prize winner without the permission of the student who is eighteen (18), or the parents of a student who is younger in accordance with the Board's policy on student records.

The type of scholarship or prize, the criteria for selection of the winner, and any restrictions upon it shall be approved by the Superintendent and/or Principal.

The principal, together with a committee of staff members designated by the principal, may be involved in the selection of the recipient and, if agreeable to the sponsoring organization, the selection shall be left entirely to the principal and staff committee.

Sale of School Supplies In determining the appropriateness of the sale of school supplies by organizations other than the School District, the Board requires that: the organization have a purpose which will benefit the School District and its students; 2.

the organization's planned activities are clearly in the best interest of the School District and its students;

3.

the organization has submitted the following information and assurances on the form provided by the District: a statement noting the purpose of the organization, financial accountability assurances, and use of facility assurances.

All funds generated by the sale of such school supplies shall be kept separate from other activity funds or other transactions of the Board. G.

Surveys and Questionnaires Neither District-related nor nondistrict-related organizations shall be allowed to administer a survey or questionnaire to students or staff unless the instrument and the proposed plan is submitted, in advance, to the Superintendent. If approved, a copy of the results and the proposed manner of their communication are to be provided to him/her for review and approval before they are released.

Students shall not be required to complete surveys to provide marketing information to vendors, or distribute to vendors any personal information of students, including but not limited to names, addresses, and telephone numbers, except as may be required by law. In addition, the District shall not enter into any contract for products or services, including electronic media services, where personal information will be collected from the students by the providers of the services. ADVERTISING AND COMMERCIAL ACTIVITIES

The purpose of this policy is to provide guidelines for the appropriate and inappropriate use of advertising or promoting of commercial products or services to students and parents in the schools. "Advertising" comes in many different categories and forums and is defined as an oral, written or graphic statement made by the producer, manufacturer, or seller of products, equipment, or services which calls for the public's attention to arouse a desire to buy, use or patronize the product, equipment, or services. This includes the visible promotion of product logos for other than identification purposes. Brand names, trademarks, logos or tags for product or service identification purposes are not considered advertising. The Board of Education may permit advertising in school district facilities or on school district property in the following categories or forums in accordance with the guidelines set forth herein: A.

Product Sales: product sales benefiting a district, school or student activity (e.g., the sale of beverages or food within schools);

exclusive agreements between the District and businesses that provide the businesses with the exclusive right to sell or promote their products or services in the schools (e.g. pouring rights contracts with soda companies);

3.

fundraising activities (e.g., short term sales of gift wrap, cookies, candy, etc.) to benefit a specific student population, club or activity where the school receives a share of the profits;

signage and billboards in schools and school facilities;

corporate logos or brand names on school equipment (e.g., marquees, message boards or score boards);

ads, corporate logos, or brand names on book covers, student assignment books, or posters;

ads in school publications (newspapers and yearbooks and event programs);

5.

media-based electronic advertising (e.g., Channel One or Internet or web-based sponsorship);

6.

free samples (e.g., of food or personal hygiene products).

Indirect Advertising: 1.

corporate-sponsored instructional or educational materials, teacher training, contests, incentives, grants or gifts;

2.

the Board approves the use of instructional materials developed by commercial organizations such as films and videos only if the education value of the materials outweighs their commercial nature. The films or material shall be carefully evaluated by the school principal for classroom use to determine whether the films or materials contain undesirable propaganda and are in compliance. with the guidelines as set forth above.

It is further the policy of the Board that its name, students, staff members and District facilities shall not be used for any commercial advertising or otherwise promoting the interests of any commercial, political, nonprofit or other non-school agency or organization, public or private, without the approval of the Board or its designee.. Any commercial advertising shall be structured in accordance with the General Advertising Guidelines set forth below. General Advertising Guidelines The following guidelines shall be followed with respect to any form of advertising on school grounds: A.

When working together, schools and businesses must protect educational values. All commercial or corporate involvement should be consistent with the District's educational standards and goals.

B.

Any advertising that may become a permanent or semi-permanent part of a school requires prior approval of the Board.

C.

The Board reserves the right to consider requests for advertising in the schools on a case-by-case basis.

D.

No advertisement shall promote or contain references to alcohol, tobacco, drugs, drug paraphernalia, weapons, or lewd, vulgar, obscene, pornographic or illegal materials or activities, gambling, violence, hatred, se~tal conduct or se~ally explicit material, X or R rated movies, or gambling aids.

E.

No advertisement shall promote any specific religion or religious, ethnic or racial group, political candidate or ballot issue and shall be non-proselytizing.

F.

No advertisement may contain libelous material.

G.

No advertisement may be approved which would tend to create a substantial disruption in the school environment or inhibit the functioning of any school.

H.

No advertisement shall be false, misleading or deceptive.

I.

Each advertisement appropriateness.

J.

Advertisements may be rejected by the school district if determined to be inconsistent with the educational objectives of the school district, inappropriate, or inconsistent with the guidelines set forth in this policy.

K.

All corporate support or activity must be consistent with the Board's policies prohibiting discrimination on the basis of race, color, national origin, religion, sex, disability, or age, and must be age-appropriate.

L.

Students shall not be required to advertise a product, service, company or industry.

M.

Advertising will not be permitted on the outside or the inside of school buses.

N.

The Superintendent or designee is responsible for screening all advertising.

The inclusion of advertisements in school district publications, .in school district facilities, or on school district property does not constitute or imply approval and/or endorsement of any product, service, organization, or activity.

Final discretion regarding whether to advertise and the content and value of the materials will be with the Board.

In addition to the guidelines set forth in this policy, the Superintendent shall prepare administrative guidelines addressing the Criteria for Commercial Messages and the process by which advertising shall be accomplished. (See AG 9700B.) Accounting Advertising revenues must be properly reported and accounted for.

MAIL AND DELIVERY SERVICES

A mail service system shall be maintained within the District in order that in-district communications and communications from outside sources may be delivered to the intended recipient in the most practicable way. The use of District mail facilities and personnel for the distribution of materials and communications shall be restricted mainly to those materials and communication that further the educational purposes of the District. The Superintendent may, by regulation, authorize certain exceptions without defeating the intent of this policy. Political materials shall not be distributed through District mail boxes or school mail systems unless received through the United States mail.

HIGH SCHOOL DIPLOMAS TO WORLD WAR II, KOREAN CONFLICT, AND VIETNAM CONFLICT VETERANS

The Board of Education recognizes the service provided to the country and the individual sacrifices made by veterans of World War II, the Korean Conflict and the Vietnam Conflict. Since many of these veterans left high school in order to fight for their country, the Board wishes to recognize their efforts by awarding them a high school diploma. Similarly, the Board wishes to recognize the efforts of women who left high school during World War II, the Korean Conflict, or the Vietnam Conflict prior to graduation in order to join the workforce to support their family or to join the war effort or left due to family circumstances and subsequently joined the workforce or war effort by awarding them a high school diploma. To be eligible for a diploma, all of the following criteria must be met: A.

The individual is a current resident of the State of Ohio or was previously enrolled in any high school in this State.

B.

The individual either left a public or nonpublic school located in any state prior to graduation: in order to serve in the armed forces of the United States; 2.

due to family circumstances and subsequently joined the workforce or war effort, or entered the armed forces of the United States.

C.

The veteran received an honorable discharge from the armed forces of the United States.

D.

The individual has .not been granted a high school diploma, a diploma of adult education, or a diploma under this provision.

If the individual is deceased, the Board will award a diploma to the veteran posthumously and present that diploma to a surviving relative of the veteran. The Board may award a high school diploma after receiving the application and appropriate verification of eligibility from the Governor's Office of Veterans' Affairs.
