A Brief Report on Lessons Learned Workshop

Introduction A Lesson learned workshop was organized at IDB Auditorium, Dhaka on 26 September 2013 on the eve of closing of the pilot phase of BELFORA Project. The pilot phase was started on August 30, 2012. The project was jointly implemented by BNNRC and Radio Pollikontha under financial and technical assistance of the American Center, Embassy of the United States of America, Dhaka.

Objective of the workshop The objective of the workshop was to share the lessons learned of the project so that the findings and feedbacks of the selected participants could be used in future planning of the project on a wider scale.

Participants of the workshop The participants of the workshop included English language experts, American Center representatives, staffs and listeners from Radio Pollikontha and representatives from the organizations like BRAC, BBC Media Action, Daily Ittefaq, Daily Prothom Alo, bdnews24.com, JATRI, ABC Radio, East West University, Radio Listeners Club and Dhaka language Club. Two experts from Nepal English Language Teachers Association [NELTA] joined and shared the lessons learned from implementing similar project in their country [Attached the Participants’ list]. The workshop was moderated by Mr.Jamil Ahmed, Chief Executive of JATRI.

Introductory Remarks The workshop was started at 11 a.m with a brief welcome speech by Mr. Mark Manash Saha, Program Coordinator, of BELFORA.Later, the participants introduced themselves. In his introductory remarks Mr.Bilal Faruqi, Cultural Affairs Officer, American Center, Dhaka thanked all the stakeholders to make the pilot phase of the project a success. He stated that BELFORA proved how English language skill could make the difference even in rural areas. He mentioned that the US aided rural stories broadcasted through this project were also encouraging for the listeners and this could be one of the ways to engage people’s creativity. He stated the newspaper supplement on each broadcasting day and the Teachers’

Manual were also very vital products of BELFORA Project. He congratulated all to make the pilot initiative a success and expected for replication of such model in other areas of the country.

Briefing on BELFORA Mr. Masum Billah, Consultant Radio Episode development made a short PowerPoint presentation on BELFORA which highlighted the Goal and objectives,acheivements,challenges,learning and the way forward of the project.Pl Find some of the extracts from the presentation. 1. Project Results:            

ii. Challenges:       

Consultants have language expertise but no direct radio materials development experience Load-shedding now and then Country-wide strike No such program in the lower secondary level was held before Officials are not well aware of the context of local language The length /covering area could not be guessed because of new program Four language skills and grammar to be arranged sequentially in the radio episodes

iii. Learning:      

Encouragement of the outreach radio audience Mass audience inspiration All English Teachers need to receive training Training duration should be 3 days instead of 1 day During training teachers show interest Campaign through Brochure, Poster, banner, radio promo should be broadcasted at least 3 months before on-Air

iv. Way forward for replication: New project design will accommodate the feedbacks and learning New materials will be developed and extended into other stations Culture to culture/faith to faith beliefs to be considered Each area’s culture proves different , local production also differs which will be considered in the next design  All English teachers will be given guides  English Language Teaching Program will be Continued    

Reflections i. Listeners: Mr. Shariar Jamil, a student of Moulvibazar Govt.College –representing the listeners of the language program in this workshop. He mentioned that the program of Radio Pollikontha-“Au English Hicki” was especially encouraging for whose neighbors and relatives are residing outside of the country. He expected the continuation of the project which would create a tangible impact on the English Language learners in his area. ii. Radio Pollikontho: Mr. Kamaruzzaman Mithu, Program Producer of Radio Pollikontha presented the program production and broadcasting experience .He mentioned that they have 7023

listeners in 600 Listeners ‘Club who regularly listened the programs of Radio Pollikontha.He informed that as broadcasters they were receiving feedbacks from the listeners by SMS and phone call. He mentioned that the long script for newspaper publication was quite challenging for the readers. He thanked all and wished continuation of the Program.

Experience of Nepal English Language Teachers Association [NELTA] Mr. Janak Raj Pant, Training Coordinator cum Script writer of NELTA [Nepal English Language Teachers’ Association] shared the program Experiences of similar project implemented in Nepal entitled “English by Radio program”. His power point presentation highlighted the Goal, objectives, components and coverage of the program. Some extracts from his PowerPoint slides could be coined as follows for the readers. I.

About 75% of the country is covered by the program Two of the FM stations have started rebroadcasting, one FM stations has started airing the program from another location in connection Some other FM stations have shown the interest to broadcast the program

His discussion was supplemented by brief comments from Mr.Damodar Regmi, vice President of NELTA. Remarks from Mr. William Wolf, Senior English Language Fellow (Chicago, USA), Independent University of Bangladesh Mr. William Wolf shared his experience with BELFORA, especially in editing part of the Episode-scripts. He described this as exciting experience. He has suggested incorporating real-life experience in future scripts. He has proposed the idea to make the Migrants’ version [e.g. in Arabic language for the residents in Middle East] of the program. The program should target the low income level people. For such a mass based program, there should be mass based technology in practice. Mobile phone could be an option for democratization of learning .Different options of technology [e.g. blue tooth] can be utilized for the purpose.Mr.Wolf suggested for sharing the lessons learned in other countries of SAARC region.

Question & Answer session All the presentations made the participants informed of the project and aroused queries within the participants which was very efficiently moderated in a lively Question & Answer session by Mr. William Wolf. In this part, Mr. Mehedi Hasan & Mithu [Radio Pollikontho], Ms. Sultana Raihana [American Center], Mr. AHM Bazlur Rahman [CEO, BNNRC], Mr. Janak Raj Pant [NELTA], Mr. Masum Billah & Mr. Harunur Rashid Khan [Episode development consultant] stormed the sessions with raised questions and clarifications. Some important highlights are as below: i.The content should include easy and familiar topics for discussion - start with easy things, with”Real-life Experience”. Should be child-friendly. ii.The target group of the Project is not the children, but for the intermediate level, which means whose English language skill is at lower level. They are not the zero learners; they would have elementary knowledge in English.

iii.Listenrs’Guideline developed by NELTA could be very effective as a self-learning materials for the learners.Alongwith all the scripts of episodes, the guideline contained the context, vocabulary, Grammer and pronunciation of that episode. This guideline can be distributed in CD version as well. iv.At the moment there is no enrollment process in place for the registration of neo-learners in English Language learning course. There is no system of certification as well.These are also absent in case of NELTA Program. This may be introduced for future program. v.Radio is playing a vital role in ELT, Program like “English for Today” [broadcasted through Bangladesh Betar] .In this ground, possible collaboration could be initiated with Bangladesh Betar and this leassons learned might be shared with BB Program personnel. vi.This lesson learned may be shared within other SAARC countries who are implementing this type of English Learning efforts [under USA support] in this region. vii.It would be a good idea if the learning materials could be uploaded as web-materials. viii.Mobile phone may also be an effective tool for the quick learners. ix.The experience of episode development and broadcasting and the interaction with the teachers grew more interests within children and teachers. They should be focused more in next phase. The Participants of the workshop unanimously agreed and remarked that “the success of Basic English Language for Outreach Radio Audience Program has created enthusiasm among the listeners of Radio Pollikontha in Moulvibazar district. This English was helpful to create access to education and job opportunities for them. This type of program by using community radio should continue and replicate in other areas of the country.”

Ms. Raihana Sultana, in closing remarks Ms. Raihana Sultana, the Program Officer responsible for English Language project at American Center conveyed her thanks to all the participants including NELTA colleagues for their valuable feedbacks and opinion. She assured all these to incorporate in future planning of the next phase of the project. The program was ended at 2 pm and followed by lunch. Attachment: i. List of Participants ii.
