Resolution Directing the Chair to create a Constitutional Defense Committee WHEREAS, the State of Utah passed a primary election law requiring political parties to select a path to qualify candidates, and WHEREAS, the Utah Republican Party desires some vestige of our extremely successful caucus/convention/primary system be available to our candidates, and WHEREAS, recent developments in the Utah Republican Party’s efforts to defend our First Amendment freedoms require the party to make a choice under the unconstitutional nomination procedures passed into law by the State of Utah, and WHEREAS, to allow the Utah Republican Party Chairman to fully perform his primary duties of fundraising and managing the general affairs of the Party, a Constitutional Defense Committee should be organized specifically for the purpose of defending the constitutional rights of the Utah Republican Party in its candidate selection process. NOW, THEREFORE, BE IT RESOLVED; by the members of the Utah State Central Committee that the Chairman of the Utah Republican Party is encouraged to appoint a Constitutional Defense Committee of not more than five Utah Republicans with advice from legal counsel. BE IT FURTHER RESOLVED that the Constitutional Defense Committee  shall raise all necessary funds to defend the Utah Republican Party's candidate selection process and shall not use general operating funds of the Utah Republican Party in its legal defense.  shall continue to use current funds designated for legal defense for this purpose.  is hereby authorized to represent the Utah Republican Party in all matters related to defending constitutional rights of the party  shall be appointed no later than thirty days from the passage of this resolution and shall operate until such time as the Constitutional Defense Committee shall deem a threat no longer exists to the constitutional freedoms in the candidate selection process of the Utah Republican Party  shall issue quarterly updates to the State Central Committee, and update the Chair or the Executive committee monthly
