WI-IEREAS, Article l, Section 2 of the Republic Act 8504 or the Philippine AIDS Prevention and Co,rtrol Act of 1998, states that The Department of Education, Culture and Sports (DECS,, the Commission on Higher Education (CHED), and the Technicei Education and Skills Development Authority (TESDA), utilizing official information provided by the Decartment of Health, shall integrate instruction on the causes, modes of transmission and ways of preventing HIV/AIDS and other sexually trans.'nitteC diseases in subjects taught in public and private schools at internrediate gracles, secondary and terriary levels, including non-formal and indigen,rus learning systems: Provided, That if the integration of HIV/ AIDS education is not aopropriate or feasible, the DECS and the TESDA shall design special modules on HIV/AIDS prevention and control: Provided, lurther, That it shall not be used as an excuse to propagate bifi,r control or the sale tr distribution of birth control devices: Provided, finally, That it Cce; not utilize sexually explicit materials. WHEREAS, Sectr,: r 8 of the amended City Ordinance 1053 states that STl, :-!iV AN] AIDS EDUCATION including topics on confidentiality and reduction or eliminatior-r oi stigma and discrimination shall be provided in the workplace, academic and trainlnl institutions and con:munities in Quezon City. WHEREAS, Baseo on the 2010 Census, there are 277,131 males and females between 1 5 to 19 years old in Quezon City , comprising 1 0% of the city's total population. WHEREAS, in 2C'. j lntegrated HlV Behavioral and Serologic SLrrvey (IHBSS) done in Quezon City showe d that there is plateauing HIV prevalence anrong Males who ha'.'e Sex with Males (lvlljM) 20 years old and above who practice anal sex. However, HiV prevatence is increesing among young MSM between 15 to 19 years old who praciice anal sex. WHEREAS, in the ;ame survey, that HIV risk start when key 26".1"0 populatlcns are still minors, yet pra:tice of protective behaviors start later. Among young Maie having Sex with other iv'ialc (MSM), the median age of first sex is 16 years old but condom use only start at 1B yea'; old.
WHEREAS, access lo HIV services among the 15 to 19 year old MSIVI is low. Only 14% nave been reached by the Social Hygiene Clinic or peer educators; and only 12oh have been tested for HIV in the past 12 months.
WHEREAS, only 24ok had comprehensive knowledge

prevention and
transmlssion and mc,st of these young MSM are in schools.
WHEREAS, with therse information, the Quezon City Health Department has taken the lead to establish a Strategy on HIV lnterventions for Young Key Affected Population -fhe (YKAP) in the city. objective of this strategy is to increase HIV and STI knowledge among YKAP, increase YKAP access to condoms and lubricant and increase YKAP access to HIV and STI diagnosis (testing) from 9% to B0% by 2019. WHEREAS, in May 12016, a joint technical working group from Quezon City Divisions of City Schools, MAPI:H Teachers, Guidance Counsellors from public high schools in Quezon City, Deparrment of Health and Quezon City Health Department was created to develop a reference teaching material on HlV, AIDS and STI for high school students. NOW, THEREFORE, BE lT RESOLVED, AS lT IS HEREBY RESOLVED by the Local Health Board in its second regular meeting, to enjoin School Division of Quezon City
and all High schcol MAPEH Teachers in Quezon City to adopt the use of "REFERENCE MATERIAL ON HIV, AIDS AND STI FOR HIGH SCHOOL STUD ENTS IN QUEZON CIry" RESOLVED FURI-|'ER, that the QC Health Department, being the Secretariat of the Local Health Boarcj shall furnish the Quezon City Division of City Schools.and Local School Board , a ccp y of the resolution. APPROVED UNAN{VIOUSLY and ADOPTED, this 2'lstof June 2016 during the second joint meeting for the year at the Local Health Board held at Bulwagan Amoranto, High Rise Building, Quezcn City
