The BAC shall draw up the short list of PSPs from those who have submitted eligibility documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (IRR) and not falling under any exclusion criterion set in the international agreement between the Government of the Philippines and the Government of Italy. The criteria and rating system for short listing are: Track record of professional service provider 30% Qualification of the team 50% Current workload and absorptive capacity 20% Bidding will be conducted through open competitive bidding procedures using nondiscretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to Filipino citizens, public or private entities or joint ventures with at least 60% interest or outstanding capital stock belonging to citizens of the Philippines as well as to foreign bidders. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. Bids whose technical proposal passes the minimum technical requirement of seventy five (75) points shall have its financial proposals opened and evaluated. The technical proposal shall carry eighty percent (80%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. The contract shall be completed within the period stated in the Bidding Document. The DARRO-ARMM reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
