  12/19/2017  Request   for   Proposal   (RFP):   Wireless   Access   Points   and   Managed   PoE   Switches   Lake   Pend  Oreille   School   District   #84    1.    SUMMARY   AND   BACKGROUND    Lake   Pend   Oreille   School   District   is   currently   accepting   proposals   to   purchase   new   wireless   access   points  and   managed   PoE   gigabit   switches.    The   new   wireless   access   points   will   be   802.11ac   compliant.    The  new   wireless   system   must   be   able   to   accommodate   our   ongoing   1:1   iPad   and   Chromebook   initiatives   in  the   Lake   Pend   Oreille   School   District.    The   new   wireless   system   must   work   with   our   current   system  deployed   at   7  elementary   schools   and   the   Sandpoint   Middle   School.    The   new   wireless   system   is   for  Sandpoint   High   School,   Clark   Fork   Jr/Sr   High   School   and   Lake   Pend   Oreille   High   School.    The   existing   Lake   Pend   Oreille   School   District   consists   of   thirteen   locations:  District   Office  901   Triangle   Dr.  Ponderay,   ID   83852    Facilities   Department  1520   Baldy   Mountain   Road  Sandpoint,   ID   83864    Clark   Fork   Jr./Sr.   High   School  121   E.   Fourth   Ave  Clark   Fork,   ID   83811  Student   Enrollment:   115    Farmin­Stidwell   Elementary   School  1626   Spruce   Street  Sandpoint,   ID   83864  Student   Enrollment:   478    Hope   Elementary   School  255   Hope   School   Road  Hope,   ID   83836  Student   Enrollment:   103    Kootenai   Elementary   School  301   Sprague   Ave.  Kootenai,   ID   83840  Student   Enrollment:   428

  Lake   Pend   Oreille   School   District   #84  Technology   Department   l  901   Triangle   Drive   l  Ponderay,   Idaho   83852  Phone:   208­263­2184   x.   1030   l  Fax:   208­263­5053  [email protected]    2.    PROPOSAL   GUIDELINES    This   Request   for   Proposal   represents   the   requirements   for   an   open   and   competitive   process.    Proposals  will   be   accepted   until   1:00   pm/PST,   January   16,   2018.    Please   indicate   on   the   sealed   bid   envelope,  “ Wireless   Access   Points   &  PoE   Managed   Switches. ”   Any   proposals   received   after   this   date   and   time   will  be   returned   to   the   sender.    An   official   agent   or   representative   of   the   company   submitting   the   proposal  must   sign   all   proposals.    All   proposals   should   be   sent   to   and   titled   accordingly.    Proposals   can   be  delivered   to   the   District   Office   via   mail,   delivery   service,   in   person,   or   by   other   means   as   long   as   it   follows  the   guidelines   and   is   here   on   time.    The   Lake   Pend   Oreille   School   District   is   not   responsible   for   late  delivery   when   the   USPS   or   other   delivery   service   is   used.    Lake   Pend   Oreille   School   District   Office  Wireless   Access   Points   &  PoE   Managed   Switches  Attn:   Clerk   of   the   Board  901   Triangle   Drive  Ponderay,   ID   83852    ● E­rate   does   not   support   the   payment   of   subcontractors.    All   responding   vendors   will   be  responsible   for   the   payment   of   any   subcontractor   under   the   vendors   SPIN.  ● All   costs   must   be   itemized   to   include   an   explanation   of   all   fees   and   costs,   this   includes  installation,   configuration,   and   cabling   infrastructure   for   access   points   and   switches.  ● Contract   terms   and   conditions   will   be   negotiated   upon   selection   of   the   winning   bidder   for   this  RFP.    All   contractual   terms   and   conditions   will   be   subject   to   review   by   the   Lake   Pend   Oreille  School   District   #84  ● All   proposals   must   contain   the   responders   SPIN   (Service   Provider   Identity   Number)   issued   by   the  SLD.  ● Site   visits   are   available   and   encouraged   by   reservation   only.  ● Proposals   shall   be   submitted   by   mail   to   the   District   Office   only.    No   electronic   copies   will   be  permissible.    3.    PROJECT   PURPOSE   AND   DESCRIPTION    The   purpose   of   this   project   is   as   follows:    The   Lake   Pend   Oreille   School   District   wishes   to   install   a  wireless   network   with   802.11ac   compliant  wireless   access   points   at   Sandpoint   High   School,   Clark   Fork   Jr/Sr   High   School,   and   Lake   Pend   Oreille  High   School   with   the   goal   of   providing   one   access   point   in   every   classroom,   office   area   and   other  designated   locations   and   replace   current   access   points   and   switches   which   are   currently   not   owned   by  the   District.    Project   Description:    The   Lake   Pend   Oreille   School   District   is   seeking   a  vendor   to   provide   802.11ac   wireless   access   points   that  are   able   to   work   seamlessly   with   our   existing   wireless   network.    Unless   noted,   existing   PoE   devices   will 

  Lake   Pend   Oreille   School   District   #84  Technology   Department   l  901   Triangle   Drive   l  Ponderay,   Idaho   83852  Phone:   208­263­2184   x.   1030   l  Fax:   208­263­5053  [email protected]    not   be   used   and   therefore   new   switches   will   be   installed   with   the   specs   listed   below.    Bidder   will  determine   the   number   of   runs   per   telecom   closet/cabinet   which   will   determine   the   number   and   size   of   the  PoE   switches   required   for   each   telecom   closet/cabinet.  4.    PROJECT   SCOPE    Wireless   Access   Point   Specifications:  The   following   criteria   must   be   met   to   achieve   a  successful   project:  ● Provide   proposal   for   112   Meraki   MR33   or   equivalent   wireless   access   points   that   will   be   placed   in  the   following   areas  ○ Sandpoint   High   School   ­  74  ○ Clark   Fork   Jr/Sr   High   School   ­  21  ○ Lake   Pend   Oreille   High   School   ­  17   ● Software   or   cloud   based   controller  ● 802.11ac   compliant  ● PoE+   compliant  ● Enterprise   grade    Switch   Minimum   Specifications:    The   following   criteria   must   be   met   to   achieve   a  successful   project.  ● Cloud   managed   gigabit   access   switches   with   routing   capability  ○ 1   ­  Layer   2  Meraki   MS225   48   port   or   equivalent   Gigabit   Access   Switch  ■ For   use   at   Sandpoint   High   School  ■ Non­blocking   switch   backplane   with   176   Gbps   bandwidth   support  ■ 48   port   PoE   switch   requires   a  minimum   of   740W   max   power   consumption  ■ Stacking   capability  ■ Minimum   10   Gbps   uplink   capability   ○ 6   ­  Layer   2  Meraki   MS225   24   port   or   equivalent   Gigabit   Access   Switches  ■ 3   for   Sandpoint   High   School  ■ 2   for   Clark   Fork   Jr/Sr   High   School  ■ 1   for   Lake   Pend   Oreille   High   School  ■ Non­blocking   switch   backplane   with   128   Gbps   bandwidth   support  ■ 24   port   PoE   switches   require   a  minimum   of   370W   max   power   consumption  ■ Stacking   Capability  ■ Minimum   10   Gbps   uplink   capability  ○ 6   ­  Layer   2  Meraki   MS220   8  port   or   equivalent   Gigabit   Access   Switches  ■ 4   for   Lake   Pend   Oreille   High   School  ■ 2   for   Sandpoint   High   School  ■ Non­blocking   switch   backplane   with   20   Gbps   bandwidth   support  ■ 8   port   PoE   switches   require   a  minimum   of   124W   max   power   consumption  ■ Minimum   1  Gbps   uplink   capability  ● PoE+   compliant  ● Any   and   all   SFP   modules,   stacking   cables   and   uplink   cables   must   be   included.  ● Appropriate   cabling   specifications   should   also   be   included 

  Lake   Pend   Oreille   School   District   #84  Technology   Department   l  901   Triangle   Drive   l  Ponderay,   Idaho   83852  Phone:   208­263­2184   x.   1030   l  Fax:   208­263­5053  [email protected]      Licensing  ● 3   yr   licensing   with   included   24x7   tech   support    Cable   and   Installation   ● Bidder   will   determine   the   quantity   of   cabling   and   installation   costs   based   on   runs   to  closet/cabinets   connecting   switches   and   access   points.  ● Cable   runs   from   patch   panels   to   access   points   will   be   terminated   to   a  keystone   jack   in   a  box   and  the   access   points   will   be   connected   with   patch   cables.    ● Bidder   will   include   in   proposal   necessary   patch   panels,   patch   cables   and   uplink   cables   to  complete   installation  ● Access   point   protection   will   be   provided   for   high   impact   areas  ● Wall   mounted   racks   must   be   installed   on   backboards.   The   following   enclosures   are   needed:  ○ Sandpoint   High   School  ■ 1   ­  Tripp   Lite   SRW9U   9U   Wall   Mount   Enclosure   or   equivalent  ■ 2   ­  Tripp   Lite   SRW6U   6U   Wall   Mount   Enclosure   or   equivalent  ○ Clark   Fork   High   School  ■ 2   ­  Tripp   Lite   SRW6U   6U   Wall   Mount   Enclosure   or   equivalent  ○ Lake   Pend   Oreille   High   School  ■ 1   ­  Tripp   Lite   SRW6U   6U   Wall   Mount   Enclosure   or   equivalent  ● Bidder   will   include   in   scope   of   work   any   and   all   work,   configuration   or   other   services   needed   in  relation   to   new   or   existing   network   equipment   to   ensure   full   functionality   of   new   switches   and  access   points   at   project   completion.    5.    REQUEST   FOR   PROPOSAL   AND   PROJECT   TIMELINE    Review   of   Proposals,   Timeline   and   Awards:  The   USAC­SLS   Guidelines,   available   at  h   ttp://www.usac.org ,  make   it   clear   that   applicants   must   use   “an  open   and   fair   competitive   bidding   process”   in   order   to   qualify   for   E­rate   funding.    Timeline:  December   19,   2017:   RFP   released   to   bidders  January   16,   2018:   1:00   pm/PST   deadline   for   submissions   and   bid   opening    The   Lake   Pend   Oreille   School   District   will   evaluate   proposals   and   select   a  provider   or   choose   to   reject   all  proposals.    If   a  provider   is   selected,   the   School   Board   of   Trustees   will   be   asked   to   approve   the   successful  service   provider   and   commence   negotiating   a  contract   that   adheres   to   all   Idaho   laws   at   their   next  scheduled   meeting.    6.    BUDGET    All   proposals   must   include   proposed   costs   to   complete   the   tasks   described   in   the   project   scope.    Costs  should   be   itemized   where   possible.   Costs   should   be   broken   down   individually   by   school.
