REQUEST FOR QUALIFICATIONS GEOTECHNICAL ENGINEERING SERVICES The Berkeley Campus of the University of California requests that interested firms submit written proposals to provide design services for the following proposed project: TOLMAN HALL SEISMIC REPLACEMENT BERKELEY WAY Project No. 12629A Estimated Construction Cost: $120,000,000 These projects will consist of the construction of a new 8 story structure with a mechanical penthouse with a cumulative gross area of approximately 328,000 square feet. This building is Type I-B fully sprinklered high-rise, with a raised access floor throughout level 2 through 9. The project will pursue a LEED Gold certification from the USBGC. The project will contain retail and classroom spaces on the first floor and office spaces on the upper floors. This scope will include Design and Submittal Review as well as Field Observation Services. Design and Submittal Review consists of reviewing bid submittals from contractors, responding to requests for information regarding geotechnical aspects of the project, and providing engineer of record review for shoring systems. Field Observation services consists of observing and testing mass excavation, backfilling, and shoring installation. SCOPE OF SERVICES • Review Submittals for:

Onsite sampling and offsite lab testing of proposed backfill material

Observation of trench backfill and compaction testing

Lab testing of import material

o

Meetings during construction phase with the contractor and the IOR

UC Berkeley’s design specifications to be incorporated into bid documents for projects with a construction value greater than $100K.

PROPOSAL CONTENT

Proposal must not exceed 10 pages (excludes the Berkeley Consultant Experience Form) and shall provide sufficient information to allow the University to evaluate the Consultant’s approach, experience, staff and availability. Proposals shall include the following information: •

Discussion of Consultant’s approach to projects of this type.



Description of completed similar projects, including a client contact and phone number for at least (3) projects ranging from $40,000,000 to $120,000,000 in construction value.



Prior experience with the University



Resumes of staff to be assigned to the projects and a statement regarding availability of staff to begin the projects. Responding firms must submit proposal via email to [email protected]. Proposals must be submitted to arrive no later than 12:00 p.m. on August 31, 2016.

SELECTION PROCESS The University will review all proposals then select and rank the three most qualified Consultants. The selection and ranking shall be based on the criteria listed below. The order in which the criterial appear does not indicate the importance, ranking or weighing that will be used in the evaluation. 1. 2. 3. 4.

Proposed approach to the project Personnel proposed for the project including qualifications and experience of sub-consultants Past experience of the firm in performing similar projects. Experience of staff to perform the services required by the Projects.

The University shall negotiate with the highest ranked Consultant of tasks, staffing, schedule and a maximum notto exceed fee. Negotiations may be formally terminated if they fail to result in a contract within a reasonable amount of time. Negotiations will then ensue with the second ranked Consultant, and if necessary, the third ranked Consultant.
