DIRECTIONS Sift sugar, meringue powder, and cream of tartar into bowl of stand mixer. Add water and flavor to sugar mixture Mix on low speed until you achieve desired consistency (10-20 mins) To gauge consistency, run a knife through the mixture and count the seconds it takes for the knife line to disappear (10 seconds for 10 count icing, 20 seconds for 20 count icing.)
