PELIKULTURA 2016 Rules and Guidelines for the Short Film Competition 1. The competition is open to all filmmakers residing in Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon) who have films made from January to December 2015. Filmmakers should submit a proof of residence (cedula, ID indicating address, barangay clearance, etc.). 2. All entries should be original, including the film’s music and all other elements. The filmmaker should secure permission to use all copyrighted materials (music, video clips, etc.) that appear in the film. 3. Entries should be a narrative film and may be shot in live action or animation. There will be two categories in the competition: the student category and the open category for the non-student filmmakers. Running time should at least be five (5) minutes and should not exceed 20 minutes. Longer films may be considered for valid reasons but they should not exceed 45 minutes. 4. A filmmaker may submit more than one entry. 5. The film should have English subtitles in consideration of foreign audience. 6. Filmmakers should notify the organizers if the film contains explicit language and images. 7. Filmmakers should submit a duly accomplished submission form (see the form below), one (1) DVD format and one (1) data file of the film, trailer (both in h.264 mp4 format), and poster stored in DVD. The best film from the Student category will win P5, 000 and the best film from the Open category will win Php 10,000.00. 10. Winners of special awards will also be declared. These awards are as follows: Audience Choice for each film category Best Director Best Screenplay Best Cinematography Best Editing Best Sound Best Production Design Best Performance
11. Shortlisted filmmakers are official delegates to the festival and should attend it on March1-3, 2016 at UPLB. 12. Rules and Guidelines may be subject to change without prior notice. Rules and Guidelines for Special Exhibition Programs (Non-Competition Films) 1. The special exhibition programs are open to all filmmakers, residents of Calabarzon or not. All film submissions should be original feature-length or short films of any genre and format. The films should be made in 2015 although those produced earlier may be considered. 2. Themes and number of film submissions are not restricted. However, there is no guarantee that all film submissions will be included in the program. 3. If possible, film submissions should have English subtitles in consideration of a foreign audience. 4. Filmmakers should submit a duly accomplished submission form, one (1) DVD format and one (1) h.264 mp4 file of the film and trailer, and poster stored in DVD.
