What is the purpose of strategic planning? The purpose of strategic planning is to encourage thinking about our school system’s "big picture"-- its broad goals and priorities, and how well they are being achieved. We take the position that there is value in regularly scanning our organization's *internal and external publics for significant changes and trying to understand the implications of these for programs, organizational structures, and staffing, etc. The document only exists as a guideline and should change as our environment changes. What will a strategic plan do for our schools? A strategic plan will serve as a guide to the district’s activities from 2017 through 2021 and beyond. It sets a core purpose for the district and identifies the governing values this community holds for its schools. It identifies specific steps that this school district will take to reach the core purpose. The plan summarizes the best thinking of not only participants in the process but also those they represent. What is the District’s core purpose? A core purpose is a broad, fundamental, and enduring reason for the organization’s existence. A visionary organization continually pursues but never fully achieves or completes its purpose. Core Purpose: Success for All Students Why does the District have a core goal? A core goal is clear and compelling and serves as a unifying focal point of effort. It has a clear finish line, so the organization can know when it has achieved the goal. Core Goal: At least 90% of students pass Language Arts/English & Mathematics on state assessments. What are core values? Core values are the beliefs and values that an organization holds dear. They are not consciously created but are part of the fabric of the organization, probably as a result of the views of the founders. Core Values: Character has been – and will always be – the keystone of our school district. Character results from a series of wise decisions. Choosing wisely requires not only knowledge of right and wrong and an accurate appraisal of the situation, but also the discernment of what principles to bring to bear and what they conclude. It also requires the fortitude to do what ought to be done, no matter how difficult it is. We will continue to be an institution guided by ethical strength. Students are the reason that each SMCSC employee has a job. impact the student?” We will continue to put students first in our priorities and our decision-making. Servant-leadership encourages collaboration, trust, foresight, listening, and the ethical use of power and empowerment. We have enjoyed success because of the willingness of our people to serve. As we serve others, we usually reap the rewards, not because our motive for serving is to receive. That, however, is usually the end result. We believe that those who wish to become great must be willing to serve. We will continue to be an organization known for its “servant spirit.” A steward is someone who is enlisted by an owner and charged with the management of the owner’s possessions. We believe that all the things we have at our disposal are on loan. We cannot take them with us, but we can use them wisely while we are here. We also believe that we are accountable for all that has been entrusted to us – our time, talents, relationships, and the district’s financial resources. We will act accordingly. We will continue to embody the qualities of stewardship. *Definition of internal and external publics – Internal publics consist of stakeholders within the organization: secretaries, custodians, food service workers, cafeteria aides, bus drivers, teacher assistants, teachers, administrators, and school board members, etc.; external publics consist of stakeholders outside the organization: parents, community members, local business people, media, members of the clergy, and senior citizens, etc.

GOAL1: ALL STUDENTS MEET HIGH STANDARDS OF PERFORMANCE. Objective 1.1: School Improvement teams will collect and analyze a variety of student achievement data to identify areas for improvement in order to develop strategies and activities to increase the percent of students who meet or exceed achievement performance levels in all content areas. Objective 1.2: School improvement teams will develop strategies and activities to increase the percentage of low-income, special education students, and students with limited English proficiency attaining higher proficiency on state assessments than in the previous year in language arts and mathematics; and to annually increase the percentage of at-risk students participating in Advanced Placement and high ability programs. Objective 1.3: School improvement teams will develop strategies and activities to increase the percentage of middle level and high school students’ taking more rigorous courses and accelerated diploma tracks in order to achieve college and career readiness. Objective 1.4: District and school initiatives will be directed to attaining an Average Daily Attendance (ADA) of at least 97% for all schools and to meeting or exceeding a high school graduation rate of 91%. GOAL 2: THE TEACHING, LEARNING AND WORKING ENVIRONMENT IS CARING, SAFE AND HEALTHFUL, AND FOSTERS RESPECT FOR OTHERS. Objective 2.1: The district leadership team will promote a safe, responsible, and healthful school climate that supports a positive teaching and learning environment. Objective 2.2: The district management team will ensure all facilities and vehicles meet code regulations in regards to health, safety, and environmental quality. Objective 2.3: The district management team will ensure all students have access to nutritious lunches, which are appealing and attractive to students and adults.

GOAL 3: FAMILY AND COMMUNITY ENGAGEMENT ARE FOCUSED UPON IMPROVED STUDENT ACHIEVEMENT. Objective 3.1 District and school leadership will develop and maintain strong school and community partnerships tied to improved student achievement and college and career readiness. Objective 3.2 District and school leadership will increase the opportunities for parent involvement tied to improved student achievement and college and career readiness. Objective 3.3 District and school leadership will develop opportunities for community service for all students.

GOAL 4: FACULTY, STAFF, AND ADMINISTRATORS ARE MOTIVATED, HIGHLY QUALIFIED, AND HIGHLY EFFECTIVE. Objective 4.1: The district leadership will recruit, hire, retain, and support highly qualified faculty, staff, and administrators who demonstrate the qualities of highly effective educators. Objective 4.2: The district will provide ongoing professional development support for employees, and the use of data will drive professional development efforts.

GOAL 5: THE ORGANIZATIONAL SYSTEM IS ALIGNED, INTEGRATED, EQUITABLE, AND FISCALLY SOUND. Objective 5.1: School improvement teams will align school improvement plans with district goals and school needs in order to maintain systemic integrity. Objective 5.2: The district and each school will receive a satisfactory audit by the State Board of Accounts. Objective 5.3: The district will maintain technology services that best support the needs of students and staff. Objective 5.4: The district and each school will participate regularly in external performance review and evaluation by educational agencies in order to maintain district and school accreditation (Indiana Department of Education).

Commitment to Continuous Improvement: South Madison Community School Corporation is committed to continuous improvement through the development of district and school improvement plans with measurable outcomes. Using a systems approach, SMCSC will align district, school, classroom, teacher, and student efforts with parent and community engagement in order to achieve its Core Goal, Success for All Students.
