WORKSHOP SUMMARY
THEME 1

III. Workshop process • Theme 1 members were divided into three sub-themes: Karunungan, Kalinangan at Kapayaan • For the formulation of goals and strategies, each sub-theme were given metacards. The blue metacard was assigned to the education, yellow metacard for culture and pink metacard for peace. Participants were instructed to use colorcoded metacards for their inputs. For easier clasification, blue was used for Question #1 (Goals), yellow for Question # 2 (Strategies/ Actions), and pink for Question #3 (Commitments). Affinity Diagrams was used by the facilitator to cluster together similar goals identified by the participants.

Pagkain, Pabahay at Kaunlaran I. Agencies present: • HUDCC, DA, DAR, PCUP II. Points raised during the feedback session • Basic sector representation should be involved in all government planning especially in housing • Passage of the National Land Use Law • Housing programs for fisherfolk and far flung areas in Tawi-tawi and Basilan • A need for paradigm shift for DA • PCUP must have a reality check if they are really serving the poorest of the poor • Solution to the housing problem should be answering the question on the right to abode over the right to property • Shelter plans be include into each LGU’s Annual Investment Plan (AIP)

Tighter monitoring by LGUs on housing standards to avoid “slumpification” of communities. • No presentation from NFA on achieving food security. III. Workshop process • After presentation of three basic questions, the participants were instructed to use color-coded metacards for their inputs for easier classification. • Groups were requested to prioritize their best responses to each question, posting only the top five best responses for each. • Re-categorization of metacards took place on the 2nd day.

Points raised during the feedback session • Harmonization of the different agencies with overlapping jurisdictions • Updates on the National Land Use bill • Launching of DENR hotline • Transparency and accountability should be present in all new plans and programs • issues on air and marine preservation • modalities for the forest management systems of IPs should be defined and strengthened • check marine and coastal resources

Points raised during the feedback session • Most of the programs and policies presented were centered on the formal sector. • Returning OFWs and possible regulation of “fixers” ? • Trade unions should be deputized by DOLE • Clear guidelines for OFWs • Criticism on the competence of some of the existing training centers in providing the necessary skills for the BPO industry

SOCIAL DEVELOPMENT AGENDA 4. Promote accessible, inclusive, nationalist, all-encompassing and rights-based education; 5. Develop a culture-sensitive development program that advances artistic expression and strengthens Filipino Identity and Nationalism;
SOCIAL DEVELOPMENT AGENDA 6. Encourage continuity of Peace Process and provide development and protection in conflict-related areas in the attainment of lasting peace; 7. Promote government accountability for community empowerment, resiliency, safety and sustainability;
SOCIAL DEVELOPMENT AGENDA 8. Ensure universal health care to basic social services, especially heath care and education; 9. Invest heavily in human capital for health and education systems; and 10.Uphold rights to self-determination of IPs, Bangsamoro and other peoples.

Towards a Sectoral Agenda Phase 3: Sectoral Summits (Sectoral Agenda) • NAPC will take the lead in convening the cluster to hold Sectoral Summits with agreed basic sectors. • Hosting of Sectoral and Thematic summits – Same workshop process should be cascaded and expounded with emphasis on the agreements and decisions made in the Social Development Inititiatives Summit.
Towards a Sectoral Agenda Phase 3: Sectoral Summits (Sectoral Agenda) • Agencies to convene thematic summits on housing, education, health care, culture, rural development, peace building, climate change - among others • OCS will assist and participate in the conduct of the summits. • Endorse the results to NEDA and NSC, incorporate to the Philippine Development Plan 2016-2022 and updated the National Security Policy. • Present to the International community for possible collaboration on key areas. • Present to the local government units
