Environmental stress factors tend to be interrelated and concentrated in certain geographic areas of Oakland where: • • • •

violent crime, unemployment, residential vacancy, and poverty rates are high; air quality is poor; access to fresh food is limited; liquor stores may outnumber grocery stores.

These environmental factors have a compounding effect on schools located in the most disinvested parts of the city, largely serving students who come from the surrounding communities.

English Language Learners (ELL): decreased from 32.2% to 28.9% since 2014-15, due primarily to increased English fluency reclassification.**

2016-17 overall enrollment in OUSD district-run schools is expected to increase slightly by 0.3%. The Central region will experience a 1.1% increase, while the West region will see a -1.8% decline. Other regions are expected to remain relatively stable, experiencing less than a 1% change. Declining enrollment in district-run schools may reflect growth in enrollment in Oakland charter schools, which experienced a steady four year enrollment growth rate of 38% between 2011 and 2015, with six additional charter schools opening in Oakland in 2015-16. 2014-15 Interim school quality index: NORTHWEST

The SRA requires a set of school quality indicators that are common to both district-run schools and charter schools in Oakland. At this time, these indicators are selected from those reported by the California Department of Education. The 2014-15 Interim school quality index is based on the most recent available annual data reported by the state for a small number of key indicators. Similar Schools Ranking Academic Performance Index (API) Cohort Graduation Rate (High Schools A-G Completion Rate (High Schools

The API, graduation rate, and A-G rate were standardized to range from 1-10 (deciles) like the state’s Similar Schools Rank. The 1-10 range for graduation and A-G rates were based on the performance of a high school relative to other OUSD high schools. An average was taken and rounded to come up with the final score. NOTE: Because the State based Similar Schools Rankings and Academic Performance largely on the California Standards Test (CST) results, and the CST was discontinued after 2012-13, these are the most recent available results. In Fall 2016, the School Performance Framework will replace the Interim School Quality Index.

Dual Language Programs: NORTHWEST Dual Language programs are designed to support student achievement of full bilingualism, biliteracy and crosscultural competency. Content area instruction is provided in both English and the target language, with at least 50 percent of instruction occurring in the target language. Successfully implemented dual language programs facilitate intellectual flexibility and higher achievement for students, as well as a heightened level of multicultural awareness for students and families. There are two types of dual language programs:



One-Way Developmental

Students from one language group (for example, Spanish language background) become fully bilingual, bicultural and biliterate. One-way programs are also known as developmental, maintenance or heritage language programs.



Two-Way Immersion

Balanced numbers of students from two languages (for example, half of the students are from English language backgrounds and half are from Spanish language backgrounds) become fully bilingual, bicultural, and biliterate.

Resource Specialist Program (RSP) conducts educational assessments and provides instruction and special education support services to students with mild to moderate disabilities who are assigned to general education classroom teachers for a majority of a school day. The Resource Specialist Program enables students to remain in the Least Restrictive Environment while receiving the specialized instruction they need to continue the progress academically. Students receiving RSP Inclusion support remain in their general classes for the majority of their instruction day. The Mild-Moderate Special Day Class (MM SDC) is a self-contained classroom that provides Specialized Academic Instruction for students with mild to moderate learning impairments. The Moderate-Severe Special Day Class (MS SDC) is a self-contained classroom that provides instruction with an emphasis on functional and daily living skills. These programs are designed for students with significant physical and cognitive disabilities and those profoundly impacted by Autism Spectrum Disorder. The Technology and Augmentative Communication for Learning Enhancement (TACLE) program provides Specialized Academic Instruction with embedded communication supports for students whose complex communication needs require the use of voice output devices and/or nonverbal communication methods.
