1. The Government of the Democratic Socialist Republic of Sri Lanka has received loans from the Asian Development Bank (ADB) towards the cost of the Greater Colombo Water and Wastewater Management Improvement Investment Program. 2. The Chairman, Project Procurement Committee (PPC) - Major, Greater Colombo Water and Wastewater Management Improvement Investment Program, on behalf of National Water Supply & Drainage Board, now invites sealed bids from eligible and qualified bidders for the above contract. 3. International competitive bidding will be conducted in accordance with ADB’s single stage two envelope bidding procedure (1S2E) and will be open to all bidders from eligible countries as described in the bidding document. To be eligible and qualified for contract award, the successful bidder shall fulfill the requirements as detailed in the bidding documents. Bidders can bid for one Lot or both Lots (separated in to Lot A & Lot B). 4. A complete set of Bidding documents in English language may be purchased by Interested bidders between 9.00 a.m. to 3.00 p.m. on working days from 27 May 2015, on the submission of a written application to the address of “Assistant General Manager, Tenders and Contracts Section, National Water Supply and Drainage Board, 2nd Floor, Galle road, Ratmalana”, and upon the payment of a non-refundable fee of Sri Lankan Rupees Twenty Five Thousand (LKR.25,000.00) plus VAT in cash or USD 230 including VAT in cash or Bank Draft in favour of National Water Supply and Drainage Board up to 3 p.m. on 07 July 2015. The NWSDB will promptly dispatch the documents by registered airmail or by courier service on request with an additional USD 120 but under no circumstances will the NWSDB be held responsible for late delivery or loss of documents so sent out. Bids must be delivered either by registered post or be inserted in the “Tender Box”, addressed to the Chairman, Project Procurement Committee (PPC) - Major, Greater Colombo Water and Wastewater Management Improvement Investment Program, Attn: Assistant General Manager (Tenders and Contract), Contract No: GCWWMIIP/ADB/VEHI/NRW/ICB/08, National Water Supply and Drainage Board, 2nd Floor, Galle Road, Ratmalana, Sri Lanka, on or before 10:00 a.m. on 08 July 2015 together with a Bid Security in the amount as specified in the Bidding Document (Data Sheet) and as per the given format. 7. Bids shall be valid for a period of 119 days and the bid security shall be valid for a period of 147 days from the date of closing of bids. 8. Late bids shall be rejected. The envelope containing Technical Bids will be opened in the presence of bidders’ representatives who choose to attend at the address given in paragraph 5 above, at 10:00 a.m. soon after the closing on 08 July 2015. 9. The National Water Supply and Drainage Board will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
