Executive Summary of the Short Resettlement Plan A.
Description of the Project
Uttarakhand Urban Sector Development Investment Program (UUSDIP) is intended to optimize social and economic development and poverty reduction throughout the urban sector in Uttarakhand. This will be achieved through investments in urban infrastructure (water supply; sewerage and sanitation; solid waste management; urban transport and roads). UUSDIP will also provide policy reforms to strengthen urban governance, management, and support for urban infrastructure and services. The sub-project comprises of Sewerage Collection System of Dehradun to the centrally located Kargi zone. The total length of Sewerage Collection System lines in this centrally located Kargi zone is 158.39 Km. This is a short resettlement plan (SRP) which has been prepared for Sewerage Collection System, Dehradun Contract Package under the Sewerage System sub-project in Dehradun under the Investment Program’s Tranche 1. . B.
Objectives of the Short Resettlement Plan
This Short Resettlement Plan is prepared to deal with impacts of land acquisition and resettlement issues resulting from the rehabilitation of the said Sewerage Collection System. The Plan provides an analysis of the impacts, identifies the nature and types of losses, and establishes an entitlement matrix as a guide to payments for compensation and resettlement benefits. The primary objective of this SRP is to restore the income and living standards of the affected persons (APs), if any, due to the subproject within a short period of time without any disruptions in their own economic and social environment. C.
Scope of Land Acquisition & Impacts
The Project has its objectives of avoiding involuntary resettlement wherever possible, by means of adopting an appropriate technical design, which leads to minimization of the resettlement impact. However to avoid any disturbance to daily business activities, it is proposed that work should be executed during early hours of day in order to avoid inconvenience to public as well as traders and vendors. Even after there will be 96 APs affected temporarily during the construction. This is the Dehradun Nagar Nigam and PWD roads and these 96 APs will be affected on a temporary basis during the laying of pipeline and, the same road will be put into use after the laying of the pipe line. If their livelihood will be affected they will be compensated properly as per the entitlement matrix put in the report, The summary of cost is based on the information collected from the Directorate of Labour Commission, Government of Uttarakhand to hire a labour from the market is Rs. 149/labour/day and secondly in consultation with the APs. The restoration supports to five vulnerable women- headed households are calculated on lump-sum basis. D.
Gender impacts
The Consultants analyzed the potential impact of the Project on women by means of undertaking FGDs during the course of the social assessments. Five woman-headed households were found among the APs. The subproject as per the women groups will benefit them indirectly by means of better sewerage, roads and solid waste management infrastructure.

Resettlement Principles and Policy Framework
The legislation governing the land acquisition is the Land Acquisition Act, 1894 (revised in 1984). In accordance with the Act the legal process for the acquisition of the land, if required, shall be initiated by the Executing Agency (EA) through the District Collector (DC) of the respective district. It also takes into account the entitlement benefits as listed in the National Policy on R&R, (Govt of India) 2007 and the relevant Asian Development Bank’s (ADB) policies and operations manuals, in particular the policy on Involuntary Resettlement (1995), and Operations Manual F2 on Involuntary Resettlement (2006). ADB’s Policy on Involuntary Resettlement requires (i) projects to avoid or minimize impacts where possible through making appropriate design modifications; (ii) consultation with affected people in project planning and implementation, including disclosure of RP and project related information; (iii) payment of compensation for acquired assets at the market/replacement value; (iv) resettlement assistance to be provided to affected people, including non-titled persons; (v) special attention to be given vulnerable people and/groups; and (vi) income restoration and rehabilitation program to be provided. The cut off date for those without titles the cut-off will be the date of the census survey as undertaken on December 2010. People moving into the subproject area after this date will not be entitled for support. Entitlement Matrix for the subproject is given in the main text. . F.
Stakeholder Participation and Disclosure of SRP
Local level stakeholders were consulted in the subproject area while conducting initial social and poverty assessment. Similarly, due consideration was also given for Stakeholder consultations and public participation at different levels during SRP preparation. The SRP will be translated into Hindi and will be made available to the affected people by the implementing agency (IA) for their comments. Copies of the SRP will be made available at the local level public offices. The final SRP will be disclosed on the ADB and UUSDIP websites. G.
Implementation Arrangements
The Urban Development Department (UDD) is the Executing Agency (EA) of the UUSIDIP. The EA has already set up a state-level Investment Program Management Unit (IPMU). A Central Investment Program Implementation Unit (IPIU) has been set up as Implementing Agency (IA) which has further set up the sub-IPMUs to manage implementation of sub-projects in each town. The IPMU is being assisted by Investment Program Management Consultants (IPMC) which is providing program management support, assure the technical quality of design and construction, and provide advice on policy reforms whereas two DSCs have been established for two regions, one for Garhwal & another for Kumaun. All compensation and other assistances will be paid to all APs prior to commencement of civil works. A detailed implementation schedule for the various activities is provided in the main text. H. Grievance Redressal Grievances of APs will first be brought to the attention of the CAPP NGO or the Environment and Social Management Cell (ESMC). Grievances not redressed by the CAPP NGO will be brought to the Town Level Committees (TLC) set up to monitor project implementation in each town. The

TLC, acting as a grievance redress committee (GRC) is chaired by the Mayors or Chairpersons with representatives of ward members, the District Magistrate, Commissioner, Uttarakhand Peya Jal Nigam (UPJN), Uttarakhand Jal Sansthan (UJS), Public Works Department (PWD), business, and civil society. As a GRC, the TLC will meet every month (if grievances are brought to the Committee), determine the merit of each grievance, and resolve grievances within a month of receiving the complaint. The IPMU will submit SRP for ADB’s review and approval, and will ensure that affected persons will receive compensation and other assistances prior to commencement of civil works. I.
Budget
The total estimated cost for resettlement operation and management for the Project is Rs. 460092.00 (US $ 100021) (Rupees Four Lacs Sixty thousand ninety two only). J.
Monitoring, Evaluation and Reporting
14. Internal monitoring of Implementation of Short Resettlement Plan by CAPP NGO will be the responsibility of the ESMC and IPIU. Internal monitoring will include: (i) administrative monitoring: daily planning, implementation, feedback and trouble shooting, individual AP file maintenance, and progress reports; (ii) socio-economic monitoring: baseline information for comparing AP’s socio-economic conditions, relocation, salvaging materials, community relationships, dates for consultations, and number of grievances placed; and (iii) impact evaluation monitoring: income restored, and socioeconomic conditions of affected persons. The internal monitoring report will be submitted quarterly to the Asian Development Bank (ADB) by the IPMU. The implementing NGO will report its activity to IPIU on a monthly basis and the IPIU will send it to IPMC for review and then IPMC will forward to IPMU. IPMU will send it to ADB on a quarterly basis. To review the field report of NGO, DSC should help IPIU. The quarterly progress report to ADB from IPMU will be supported and revised by IPMC. An external monitoring agency/Consultant with prior experience in resettlement implementation monitoring and evaluation will be engaged by the EA. The external monitor will monitor and verify SRP implementation to determine whether resettlement goals have been achieved, livelihood and living standards have been restored, and provide recommendations for improvement. The external agency will report its findings simultaneously to the EA and to ADB twice a year.

Short Resettlement Plan A.
Description of the Subproject
1. Uttarakhand Urban Sector Development Investment Program (UUSDIP) is intended to optimize social and economic development and poverty reduction throughout the urban sector in Uttarakhand. This will be achieved through investments in urban infrastructure (water supply; sewerage and sanitation; solid waste management; urban transport and roads). UUSDIP will also provide policy reforms to strengthen policy reforms, management, and support for urban infrastructure and services. The Investment Program will support the Government of India (GOI) and the Government of Uttarakhand (GOU) in their policy of balanced regional socio-economic development and poverty reduction through improvements in urban governance, management, and infrastructure and service provision in 31 towns in Uttarakhand.2 The Investment Program will support: (i) water supply; (ii) sewerage and sewage treatment; (iii) municipal solid waste management; (iv) urban roads and traffic management; (v) slum upgrading and poverty reduction; and (vi) planning and design, institutional and policy development, capacity building, and awareness raising. The UUSDIP is funded by ADB through Multi-tranche Financing Facility (MFF). This Program will be implemented over a period of 08 years, beginning in 2008. The Executing Agency (EA) is the Urban Development Department (UDD) of Government of Uttarakhand (GOU), which has set up a state-level urban sector Investment Programme Management Unit (IPMU) and Investment Program Implementing Units to execute the UUSDIP. 2. This is an updated version of original Short Resettlement Plan (SRP) approved by ADB for Sewerage System sub-project in Dehradun to be taken in Tranche-1, prepared at the time of BTA. The updated SRP is specifically prepared for the Contract Package – Sewerage Collection System Contract Package WWM02D, WWM03D & WWM04D and Construction of Sewerage Treatment Plant Contract Package WWM01D in Dehradun. . Dehradun city has been divided in to six sewerage zones, The Kargi zone is biggest zone in the city. For the purpose of planning and designing the sewerage system, the Kargi zone has been divided into three sub areas, viz Un-Sewered area (newly developed), Sewered area sub zone E1, E2 & part of A3 and Sewered area sub zone E4(THDC colony). This SRP is for un-sewered area (contract package no. WWM02D), and sewered area (sub zones E1, E2 & part of A3) under the package no. WWM03D, Sewered Area THDC colony (Contract Package no.WWM04DN) and Sewerage Treatment Plant WWM01D. The brief details of these packages are as below

Objectives of the Short Resettlement Plan 3. This Short Resettlement Plan is prepared to deal with the impact of land acquisition and resettlement impact resulting from the rehabilitation of the subproject. The Plan provides an analysis of the impacts, identifies the nature and types of losses, and establishes an entitlement matrix as a guide to payments of compensation and resettlement benefits. The primary objective of this SRP is to restore the income and living standards of the affected households due to the subproject within a short period of time without any disruptions in their own economic and social environment.

C.
Scope of Land Acquisition and Resettlement 4. The sub-project comprises of Sewerage Collection System of Dehradun to the centrally located kargi zone. The total length of Sewerage Collection System lines in this centrally located kargi zone is 158.39 Km. Map of Dehradun displaying the kargi zone of Sewerage Collection System is presented in Figure No.1. Sub-project design minimized land acquisition and resettlement impacts. There are no requirements for permanent land acquisition. However, updating of the SRP shows that for Sewerage Collection System of Dehradun to the Kargi zone, procuring, laying, jointing and commissioning of pipe networks will be undertaken within road rights of way (ROWs), and construction work may have minimal impacts. The proposed pipeline length of 158.39 Km comprises of various diameters from 200 to 1400mm. As per the proposed work new pipeline will be laid with minimum 1m from the crown of the proposed pipeline. 5. The networking of sewerage system solely depends on the coverage of water supply and the quantity of water supply which is essentially 135 litre per capita per day for maintaining the flow in the sewer. In addition, the topography and population density of the area play a major role in planning and designing an economical system. To utilize the city’s topographical advantage different sewerage zones are created, so that the sewers can have gravity flow, and the population density is taken into consideration to have maximum number of house connections by most economical length of sewers. With this concept the coverage of sewerage system under UUSDIP is about 50 to 90% in larger towns and 30 to 50% in medium towns. Accordingly for Dehradun, the largest city of the state, the sewerage coverage proposed is about 90%. However the pipeline has to be done on both the side of the road this will not involve any land acquisition. Only one side will be taken at a time to minimise the inconvenience of the society/community. However, any temporary impact occurs at any phases of the implementation period will be compensated properly. The above points have been discussed with the APs both formally and informally during the census survey and also during the public consultations. The Residents are informed about the proposed pipeline and will also be informed before starting of the work with the help of consultations and IEC activities. In addition to this the IPMU will publish the pamphlets and posters in Hindi to inform the local people about the short term incontinences. 6. Total 96 vendors, squatters and encroachers will temporarily be affected during the construction all along the Kargi zone area within the Municipal Limits of Dehradun Nagar Nigam. The potential temporary impacts on shops/ kiosks/ squatters/ vendors with an estimated 96 APs is counted on the basis of census survey. The census survey conducted by DSC in the month of December 2010. All existing structures, facilities, and land use beside the road and fronting the existing road shoulders or ROW of the Sewerage Collection zone are noted. The survey team (Comprises of 01 Supervisor, 05 Surveyors in close guidance of DSC and R&R Expert-DSC-I, Social & Community Dev. Officer-IPMU) documented the following: current uses of the ROW land or road shoulders (whether for residential, commercial; the type and dimension of structures that will most likely to be affected, its uses (whether residential, commercial or other purposes such as religious, cultural, etc.); the category of APs (formal or informal) who are affected; and whether such temporary impact will adversely affect their livelihood activities and how much is the average daily income generated from the respective livelihood activities. A structured questionnaire was used to collect the information from the affected persons along with the consultation with the affected persons. Moreover, the survey team went around the town municipal area to have a cursory assessment of the entire length of the proposed Sewerage Collection Zone to determine the approximate proportion representing the density of affected areas. 7. A census survey was carried out among these APs to know the type of impacts. These APs are mostly movable and can be shifted to other side of the road with prior information.

The prior information will be given with the help of implementing CAPP NGO. The survey result revealed that during the construction of the project (lying of Sewerage System Network pipe line) their daily livelihood will be affected which will be compensated properly as per the standards (market rate) or consultation with the APs. These movable vendors/ squatters are selling their goods by occupying one side of the road and this is their daily livelihood. These vendors are mostly related to selling of vegetables and fruit vending (35.5%), Tea stall and small eatery (27%) variety items (8.3%),Pan shop(10.4%) Barber (5.3%), pressing iron (7.2%) Other structure like cattle shed, Boundary, Frontage (7.2%). Also, there is no severance of impacts as far as the livelihood issues are concerned since the amount of impact is so minimal and temporary in nature. Since these vendors are movable, therefore, the ID cards would need to be distributed 30 days before the execution of work. 8. To estimate the temporary impacts of laying the proposed Sewerage System of Dehradun, census survey were conducted along the proposed alignment of Sewer Lines . Based on the census survey and confirmation with detailed designs, there are no expected impacts on permanent structures. Impacts are confined to Squatters placed on ROWs in busy market area or in residential area. Estimated summary resettlement impacts based on census survey conducted in the month of December 2010 by an experienced team of the Sewerage Collection System are in the Table 2. The main livelihood activities in this Sewerage Collection System sub-project ROW are mostly small-scale selling operations and the Income Sources includes fruit, vegetable, and variety items vending will temporarily be affected. APs will be assisted in moving to the other side of the road and returning to their structures/ place after construction is completed. The assistance could be given in case of any damage occurs in their temporary structure or it might be in the form of labour to help them to shift to another side of the road. Where moving is not required, access will be ensured by the contractor. The total execution period of Sewerage System in kargi zone area of Dehradun Nagar Nigam will be finished within a period of 24 months. Hence it is clear from the detail designing of the contract package that there is no issue of land acquisition and very minimal impact of temporary resettlement.

9. 96 private assets are getting affected due to the project will have partial impact are kiosks, ambulatory vendors, temporary shops will have to move backward. These temporary shops and kiosks will experience temporary income loss. The consultation process revealed that all of them are willing to shift backward. All affected households are squatters and they will be considered for assistance as per the entitlement matrix. The extent of impact is depicted in Table-3 as given below:

The census survey identified the primary source of income of the affected households was mainly coming from running small shops and kiosks. The survey revealed that about 54 percent of PAPs are literates, including the functional literates. The details are given in Table-4. The annual income of affected households has been given in Table -5 and the primary occupation of APs is given in Table-6. 40 percent of households have annual income between Rs. 35000-50000.

The DSC analyzed the potential impact of the Project on women through FGDs, during the course of the social assessments. Five woman-headed household was found among the affected households. The policy framework and entitlements for the Investment Program are based on national laws: The Land Acquisition Act, 1894 (LAA, amended in 1984), and the National Rehabilitation and Resettlement Policy, 2007 (NRRP); ADB’s Policy on Involuntary Resettlement, 1995 and revised 2009; and the agreed Resettlement Framework (RF). G.PUBLIC CONSULTATION, INFORMATION DISSEMINATION & DISCLOSURE 14. SRP has been prepared in consultation with the stakeholders employing various methods of structured questionnaires (Focus Group Discussion, Census Survey) conducted at Sewerage Collection System in Kargi zones area of alignment under Dehradun Nagar Nigam, where laying of new Sewerage Collection System pipeline network will be carried out in roads in the kargi zone area of Dehradun Nagar Nigam started from the month of February 2010. People were apprised of the measures to be taken during construction including scheduling of activities during early morning or less rush hour (details of consultations are presented in Appendix 1 & 2). Also consultations employing various methods (household sample surveys and two-stage consultation workshops and discussion with the line agencies and other stakeholders) were conducted during program preparation (May-August 2006). Informal consultations at the sample sub-project sites involving the public as well as non government organizations (NGOs) were also conducted in November 2006 and March 2007, to understand needs and preferences for basic infrastructure facilities, and social and environmental issues in order to reflect these in program design. This also included consultations and focus group discussions involving 25 participants in Dehradun. Consultations were again undertaken in June 2007 involving 62 stakeholders including 21 from Dehradun to disclose and discuss safeguards documents.
15. The updated SRP for the Sewerage System, Dehradun will be made available to the relevant local government agencies in Dehradun, and in IPIU and IPMU offices. This SRP will be made available in local language (Hindi). The updated SRP will also be disclosed on UUSDIP and ADB’s website. Finalized SRPs will also be disclosed on ADB’s website, and information dissemination and consultation will continue throughout Investment Program Implementation.

H.GRIEVANCE REDRESS MECHANISMS 16. Grievances of APs will first be brought to the attention of the implementing CAPP NGO or the Environment and Social Management Cell’ (ESMC). Grievances not redressed by the NGO will be brought to the Town Level Committees (TLC) set up to monitor project implementation in each town. The TLC will be act as grievance redress committee (GRC) will be chaired by the Mayors or Chairpersons with representatives of ward members, the District Magistrate, Commissioner, Special Area Development Authority, Uttarakhand Peya Jal Nigam (UPJN), Uttarakhand Jal Sansthan (UJS), Public Works Department (PWD), business, and civil society. As a GRC, the TLC will meet every month (if grievances are brought to the Committee), determine the merit of each grievance, and resolve grievances within a month of receiving the complaint by the General Body. The General Body consists of the Chief Secretary as its chairman and the secretaries of the relevant GOU departments and representatives of ULBs and NGOs as its member. If grievance will not be addressed further grievances will be referred by APs to the appropriate courts of law. Records will be kept of all grievances received including: contract details of complainant, date of the complaint received, nature of grievance, agreed corrective actions and the date of these were effected, and final outcome. I.COMPENSATION AND INCOME RESTORATION 17. APs will be provided 30 days advance notice to ensure no or minimal disruption in livelihood. If required, they will also be assisted to temporarily shift for continued economic activity. For example they will be assisted to shift to the other side of the road where there is no construction. The encroached area of Dehradun Nagar Nigam kargi zone roads by vendor/squatters to be affected temporarily due to laying of pipeline will have adequate compensation provisions as mentioned in the entitlement matrix which are: (i) Cash Compensation for the lost income or a transitional allowance for the period of disruption whichever is greater during the disruption period (ii) Advance notice regarding construction activities, including duration and type of disruption and (iii) Restoration of affected roads of Dehradun Nagar Nigam kargi zone back to original position. Similarly the non title holders especially the movable vendors and squatters have been provided with compensation in the entitlement matrix which are: (i) 30 days advance notice regarding construction activities, including duration and type of disruption, (ii) Contractor’s actions to ensure there is no income/access loss (iii) Assistance to vendors/ hawkers to temporarily shift for continued economic activity and (iv) For construction activities involving unavoidable livelihood disruption, compensation for lost income or a transitional allowance for the period of disruption whichever is greater.

J. INSTITUTIONAL ARRANGEMENTS/ FRAMEWORK, RESETTLEMENT BUDGET/ COSTS, AND IMPLEMENTATION SCHEDULE 18. The Urban Development Department (UDD) is the Executing Agency (EA) of the Investment Program. The EA has already set up a state-level Investment Program Management Unit (IPMU). The Implementing Agencies (IAs) has set up district-level Investment Program Implementation Units (IPIUs) to manage implementation of sub-projects in their districts.6 The IPMU is being assisted by Investment Program Management Consultants (IPMC) who are providing program management support, assuring the technical quality of design and construction, and providing advice on policy reforms. IPIUs is being assisted by Design and Supervision Consultants (DSC), who are designing the infrastructure, managing tendering of Contractors and supervising the construction process. Construction Contractors (CC) has been appointed to build elements of the infrastructure. The CCs are being managed by the IPIUs, and construction is being supervised by the DSC. 19. An ESMC has been set up within the IPMU to address environmental and social issues of the Investment Program staffed by an Environmental Specialist and an SDS. The ESMC is assisted by the IPMC (staffed with a Resettlement Specialist) to provide guidance to the ESMC ensuring timely and effective implementation of SRPs and to provide internal monitoring. The DSC has resettlement specialists who will work closely with the ESMC and will be responsible for updating existing SRPs, preparing new SRPs for future sub-projects, and support monitoring and grievance redress. The EA and IPMU are implementing SRPs through CAPP NGO. The responsible agencies, resettlement costs, and implementation schedules are provided in Tables 8, 9 and 10 respectively. Details on institutional arrangements, flow of funds, and implementation schedules are in the Resettlement Framework (RF). K. MONITORING AND EVALUATION AND REPORTING
21. Internal monitoring will be the responsibility of the ESMC and the implementing NGO. Internal monitoring will include: (i) administrative monitoring: daily planning, implementation, feedback and trouble shooting, individual AP file maintenance, and progress reports; (ii) socioeconomic monitoring: baseline information for comparing AP’s socio-economic conditions, relocation, salvaging materials, community relationships, dates for consultations, and number of grievances placed; and (iii) impact evaluation monitoring: income restored, and socioeconomic conditions of affected persons. Monitoring and evaluation reports documenting progress on resettlement implementation and RP completion reports will be provided by the implementing NGO to the IPIU and after reviewing the report IPIU will submit the report to IPMU on monthly basis. The internal monitoring report will be submitted quarterly to the Asian Development Bank (ADB) by the IPMU. Monitoring will also ensure recording of AP views on resettlement issues; AP understanding of entitlement policies, options, and alternatives; site conditions; compensation valuation and disbursement; grievance redress procedures; and staff competencies. The implementing NGO will report its activity to IPIU on a monthly basis and the IPIU will send it to IPMC for review and then IPMC will forward to IPMU. IPMU will send it to ADB on a quarterly basis. To review the field report of NGO, DSCs should help to IPIU. The quarterly progress report to ADB from IPMU will be supported and revised by IPMC. 22. An external monitoring agency/Consultant with prior experience in resettlement implementation monitoring and evaluation will be engaged by the EA. The external monitor will monitor and verify RP implementation to determine whether resettlement goals have been achieved, livelihood and living standards have been restored, and provide recommendations for improvement. The external monitoring will undertake monthly monitoring and impact evaluation on a sample basis during mid-term and project completion. Monitoring will also ensure recording AP views on resettlement issues; AP understanding of entitlement policies, options, and alternatives; site conditions; compensation valuation and disbursement; grievance redress procedures; and staff competencies. The external agency will report its findings simultaneously to the EA and to ADB twice a year.

This public consultation meeting was organised on June 7, 2007 at Dehradun Nagar Nigam (DNN) meeting hall. The meeting was arranged by the DNN on the request of the Executing Agency (EA) of Uttarakhand Urban Sector Development Investment Program (UUSDIP). The DDN has invited the elected representatives, prominent persons of the city, non-governmental organisations (NGOs), community based organisations (CBOs), general public and also invited were the technical staff of the various government agencies. Twenty-one participants were present in the meeting (Photo 1). The objective of the meeting was to inform the stakeholders on the environmental and social impacts of the proposed program and the safeguards provided in the program to mitigate the impacts, and elicit stakeholders’ opinion to further improve the measures recommended. In the specific context of Dehradun, the environmental and social impacts of the proposed sub-projects under Tranche 1 in Dehradun were discussed. A detailed presentation was made on: (i) objective and benefits of UUSDP, (ii) proposed subprojects and investments thereof in Dehradun, (iii) selected sub-project sites, (iv) mandatory environmental and social assessment requirements of sub-projects, i.e. Government Regulations and as well as ADB policies on Environment, Involuntary Resettlement and Indigenous People salient features of these three key safeguard polices were presented, (v) key social safeguard features in the program to avoid social impacts, (vi) draft resettlement framework (vii) IR impacts of Tranche 1 sub-projects in Dehradun, (vi) environmental sub-project selection criteria to minimise the negative environmental impacts of sub-project implementation and, lastly, (vii) identified environmental impacts and mitigation measures through sample sub-project IEEs (Photo 2 and 3). Draft resettlement framework (RF) and summary initial environmental examination (SIEE) documents of UUSDP, translated in the local language – Hindi, were displayed in the Notice Board of DDN and also distributed during presentation to the participants of the meeting. The copies of documents are also available to all the interested parties through the DDN. The EA has distributed these documents to the project implementation agencies, the DDN, Uttarakhand Pey Jal Nigam (UPJN) and Uttarakhand Jal Sansthan (UJS) etc., prior to the meeting. The comments, suggestions of the stakeholders are presented below: (i)
The meeting was chaired by the deputy Mayor (elected representative) of DNN in the absence of the Mayor.
(ii)
The meeting started with a briefing by the UUSDP Project Co-ordinator followed by safeguard specialist presentation.
(iii)
All the stakeholders were supportive of the project and indicated their willingness to participate in the program to make it successful. They were of the view that program will benefit all sections of people by improving water supply, sewerage, roads and solid waste management infrastructure.
(iv)
Stakeholders enquired whether any carrying capacity study was conducted prior to proposing infrastructure expansion in the city. The team explained that although specific carrying capacity studies are not conducted as part of this assignment, the proposed infrastructure improvements invariably takes consideration of these issues. Specific to Dehradun, the tranch 1 sub-projects proposed involve only optimisation of existing system and therefore no new development is anticipated. However, for future sub-projects in the Program, the sub-project implementation will strictly follow the approved land use plans. The city land use plan/master plan is the basic document that defines the carrying capacity of the city. This is one of the important selection criteria for the sub-projects to be implemented under UUSDP.
(v)
Stakeholders were of the view that a proper state-level study shall be conducted before taking up any slum improvement project. The team explained that at the outset State Slum Policy will be developed and the slum improvement will be as per the policy.

A participant indicated that population projections made for Dehradun sub-projects are on lower side and needs to be revised. It was explained that these issues will be looked into if required during the detailed design.
(vii)
People were impressed by the ADB Policy that the “absence of formal legal title to land is not a bar to ADB policy entitlements”.
(viii)
The EA appraised that UUSDP is designed to minimise the IR impacts. In unavoidable cases, the LA and R & R will be handled through the Resettlement Framework (RF) of UUSDP. Stakeholders were satisfied that all possible IR issues are included in RF, however, indicated that this shall be implemented in letter and spirit.
(ix)
Few stakeholders requested for the copy of RF and SIEE (in Hindi). EA has provided the copies through DNN.
