Marilyn Martino Executive Director The Sudbury Foundation 326 Concord Rd, Sudbury, MA 01776 September 28, 2015 Dear Ms. Martino, On behalf of Assabet Valley Collaborative’s Family Success Partnership (FSP), I extend our deepest gratitude for the continued support from Sudbury Foundation. With the Foundation’s support over the last eight (8) years, FSP has continued to grow and has become a sustainable resource for our districts’ students and their families. The 2014-2015 school year was one of significant transition for our organization, and specifically for our Family Success Partnership (FSP) program. As you know, Nicki Eastburn - our founding program director hired to launch FSP in 2007- left AVC during the summer of 2014 to pursue her career endeavors as a school-based administrator in Newton. Nicki worked diligently prior to her departure to build capacity within FSP and supported by the rest of AVC to sustain and continue to build on her leadership efforts. I am pleased to report that despite the inevitable challenges transition in leadership cause, FSP is stronger today than it has ever been. Sudbury Foundation’s support of our ongoing program evaluation and data analysis work have been vital to our success. In addition, FSP benefitted greatly from exciting changes in the field of public education this year, most notably a shift in the readiness and investment of public education institutions to support mental and behavioral health needs in school. In August 2014, the Massachusetts Budget and Policy Center and the Rennie Center published Uplifting the Whole Child: Using Wraparound Services to Overcome Social Barriers to Learning. This article captured a great deal of the information we had been working with our evaluators to convey in the last few years. We immediately began distributing this article to our stakeholders and colleagues across the state. We also found that our districts, our professional organizations and our state department of education were starting to more fully articulate a commitment to addressing social and emotional challenges through a variety of approaches. The MA DESE began to more cohesively promote the Massachussets Tiered System of Support (MTSS) and Positive Behavior Interventions and Supports (PBIS). The Massachusetts Association of School Superintendents dedicated a full-day of their Executive Institute this summer to the topic of supporting students’ social and emotional needs. As FSP has become more skilled in demonstrating our outcomes and articulating the value our unique services bring to our districts, the field of public education has also become more invested in this domain. It is no coincidence then, that going in to the 2015-2016 school year, FSP has added two full-time social workers to address increased requests for wraparound services in existing and new school districts. Although FSP’s path in addressing the activities funded by Sudbury Foundation have needed to evolve to address both the transition in leadership and the evolutions in the field, we are very pleased to describe our activities and progress below.

Part 1: Full Accounting of All Funds Allocated to the Project: Murphy, Lamere & Murphy, P.C. - Paige Tobin, Esq. $2,000 July 1,2014- September 22, 2014 Tasks Completed Wrap-Around Services – Case Law Summaries Attorney Tobin reviewed state and national legal cases and provided a summary of various legal implications promoting the legal benefits of school-based/school-funded support of wraparound services; most notable findings related to schools providing alternatives to more costly and more restrictive residential settings. Risk-Eraser - Marc Hauser, Ph.D. $3,570 July 1, 2014 – June 30, 2015 Tasks completed  Met with FSP team to define what to measure and develop follow up plans  Met with FSP team to finalize the items/prompts/tools designed to measure  Ongoing data consulting and technical assistance from Dr. Hauser to Kenia Franjul to finalize 3 tools in Risk-Eraser’s Educata Platform: 1. Development and implementation of web-based Satisfaction Survey tool for families and school staff. (Family and School Staff Satisfaction Survey Results) 2. Development and implementation of web-based tool Community Resource Checklist (in PDF) 3. Development and implementation of web-based Pre- and Post-Assessment forms (that addressed feedback and learning from consultation activities provided by Dr. Baker noted below) (School Assessment Form in PDF) Evaluation Services – Anita Baker, Ed. Other products designed or redesigned as a result of our work with Dr. Baker and Dr. Hauser:  Referral Form  Revised Discharge Plan Part 2: Previous and Current Year Operating See Spread Sheet denoting funds expended. *FSP has not finalized brochures and printing at this time – given change in needs for marketing plan, further described below. Thus, $2,000 of the grant funds have not yet been expended. Part 3: Appraisal of Progress in Achieving Project Goals FSP’s work with Dr. Baker and Dr. Hauser yielded significant outcomes relative to our team’s skills to collect, interpret and display outcomes data as well as to use outcomes data to inform improvements in our practices. Originally, a major motivator for the project was a continued need to “sell” or “market” the value that wraparound services can bring to public school districts. Originally, this need was driven by the transition from fully grantfunded wraparound programming to the need for districts to begin paying for that service. Throughout 2014-2015 and especially going into 2015-2016, school districts are more informed about the value of wraparound programming (thanks to shifts in our field). As we approach 2015-2016 we have hired two new full-time FSP social workers to address a significant increase in requests from our districts – including a new contract with Marlborough Public Schools. Our FSP staff express feeling far more confident in their data analysis process, our satisfaction survey results show our districts and families find significant value in our work, and our stakeholders report that our tools are now much more user-friendly to fill out and to communicate. We have strengthened our data collection skills, our data collection tools, and have developed a plan to sustain our outcomes reporting independent of external evaluators. We have not yet fully executed our marketing plan identified in this grant; this will be further described below. Part 4: Project Results As noted in the introduction, a major focus of our work in cost avoidance and risk avoidance reporting have been to help make a case to districts for why they should fund and support wraparound services. With the publication of the Massachusetts Budget and Policy Center and the Rennie Center’s Uplifting the Whole Child: Using Wraparound Services to Overcome Social Barriers to Learning, we have found that we can utilize this report as part of our ongoing outreach and marketing without needing to commit our limited marketing and printing funds for the purpose of making that case. Instead, we hope to leverage this report and our data to promote FSP’s efficacy in providing wraparound. It is also important to note that as we began our work with Dr. Baker and Dr. Hauser this year, the data audit revealed that the work of developing a data plan and sustainability plan was far more complex than either of our consultants anticipated. Dr. Baker in particular devoted far more time to the project than she originally projected, and when the complexity of the project resulted in a different timeline, she developed a ‘no cost’ extension to AVC to continue to work on the project at no additional cost beyond the original project timeline.

In addition to the shifts in the field and the transition within our program, it is also important to note that the timeline for activities was significantly altered by unanticipated events. In particular, several meetings/trainings and presentations were disrupted by severe winter weather – particularly in January and February when our independent evaluator was scheduled to come to MA from NY for face to face consultation. When the weather improved, our evaluator experienced personal tragedy that required her to take leave time from the project – returning to finalize projects in the late spring of 2015 – nearly five months later than the original plan. For these reasons, we have not yet updated the FSP brochures and materials as planned during the grant period. With the remaining unexpended $2,000 funded by Sudbury Foundation, we hope to fund Marketing Studios to design and print 500 copies of a twopage (front to back) “slick sheet” that will capture important data from our data efforts 2012-2015 (outcomes, satisfaction, etc) and will also include references to the Rennie Center report and our Cost-Avoidance and legal review work. We have determined that we do not need the full text of the ‘four pager’ as written in our previous grant, but also have determined that we need to streamline the work of promoting FSP within the overarching work of our communications plan for AVC, which is still underway. This has delayed the final product – with a new deliverable date of November 2015 for the FSP slick sheet. Marketing Studios is in the process of proposing a slick sheet design and proposed copy for FSP. Part 5: Efforts to Inform the Community FSP continues to convene stakeholders from our region – including participants from schools, state agencies and other community partners. Our annual outcomes report is distributed widely to our districts and our other stakeholders; this will continue independently now that we have a data system and template for reporting. During 20152016, we will finalize print, web-based, and other communications activities – culminating in a video project at the end of 2015-2016 as the organization (AVC) celebrates our 40th anniversary. Through our video projects, we will ensure that student, family and community voices are celebrated and that we acknowledge our champions and community supporters for their contributions to our various programs’ successes.
