June Superintendent’s Report, Submitted by Brenda Boeke The Mid Biennial Budget Review Legislation HB487 and appropriations bill HB483 as well as other legislation was passed in committee and await the Governor’s signature. HB 487 Specific highlights School Safety- Revises current law on school safety plans o Changes the name from school safety plans to emergency management plan o Requires plans be submitted to ODE, Attorney General, Director of Public Safety and local emergency agencies on standardized forms Safe Harbor- Prohibits the report card ratings for 2014-15 school year from being used: o In determining whether a school district or school is subject to sanctions o To assign overall letter grades and rankings o To determine teacher dismissal, retention, tenure, or compensation based on value added Student Data o Requires State BOE to establish standards to provide strict safeguards to protect the confidentiality of student data Third Grade Reading Guarantee o Requires students who pass the fall Third Grade Reading Guarantee test to take the new state reading assessment in the spring Graduation Requirements- Changes requirements for a high school diploma beginning with the o Class of 2018-Course requirements stay the same but specifies three paths to a diploma: 1. Seven end of course exams with a cumulative passing score: Algebra, Geometry, English I, English II, American History, Government, Physical Science 2. Remediation Free score on a nationally recognized college admission exam in 11th grade with the state to reimburse the districts for the cost 3. Industry recognized credential or a state license for practice in a vocation and a score demonstrating workforce readiness and employability on a job skills assessment College Credit Plus- Based on recommendations from the Chancellor of Ohio Board of Regents o All public districts and Institutes of Higher Education must participate o CC+ replaces current Post Secondary Enrollment and Dual Enrollment programs o Districts will negotiate local agreements within a range between a funding “floor” and “ceiling” based on state per pupil basic aid- FY 2015- $40 floor. o Students cannot be charged for tuition o CC+ courses must be treated for the purpose of class ranking and grade point average as other AP courses HB 483 Education Highlights Sale of Real Property o Allows school district to use the proceeds from the sale of real property for permanent improvements Ohio Facilities Construction Commission (OFCC) o Allows school districts on the OFCC- Expedited Local Partnership Program list to adjust the districts state share% to post TPP levels Provides additional monies for school security grants HB 362 Teacher Evaluation Modifies the requirements established last year. Our evaluation committee will be meeting in July to determine how the changes affect our plan.
