TECHNICAL COOPERATION CONSULTANT

* MDGs, SDGs and Partnership Inclusion in Project Plans for 2016-17 TC cycle: Guide PMOs on incorporating MDG targets and SDG indicative targets into project concepts and designs, with focus on low-income countries (LIC) and least developed countries (LDCs); Review 2016-2017 project concepts to identify and recommend appropriate partnerships and programmatic integration; Work directly with project teams during design to develop the partnership strategy.

Profile:
Within TCPC, the Strategy and Partnership Section seeks to provide analytical, advocacy, communication and operational support for partnership building with UN System Organizations, TC Regional Divisions and IAEA Technical Divisions. Beginning in mid-2013, TCSPS initiated a process for strengthening the analytical content of the Country Programme Framework (CPF) by providing analysis, engagement and advocacy for potential partners relevant to the priorities of each draft CPF submitted. This process has resulted in 10 CPFs with partnership frameworks providing strong programme integration with operational, technical and financial partners. The process also incorporates OIOS and other oversight conclusions and reviews past programme achievements, elevating the CPF to the status of accountability document for country programme management. Partnership building within the CPF planning process has been identified by the Working Group on Financing Technical Cooperation as making a potentially important contribution for expanding the funding base for the TCF. There are currently requests for 5 analytical CPF reviews (Palau, Madagascar, Cameroon, Uruguay, and Venezuela) that will not be undertaken without the support of a consultant. Description of Duties/Deliverables:
• University degree in international relations, economics, public administration, or social science. • Minimum of two years of proven, hands-on working experience in conducting research, providing analyses and assessments and reporting to ensure that tangible results are achieved. • Familiarity with IAEA procedures, the political environment in which the IAEA operates, the image the IAEA conveys to external stakeholders, the work of the Department of Technical Cooperation and, more specifically, the partnership initiatives of TCSPS • Communication skills: Proven ability to independently draft highquality, clear and concise written documents. • Planning and organizing skills: Ability to ensure timely delivery of results and to organize own work amid conflicting priorities. • Interpersonal skills: Ability to establish and maintain good relationships with internal and external counterparts, and to work as a team player in a multicultural/multidisciplinary environment with respect and sensitivity for diversity. • Excellent knowledge of written and spoken English.
* Analysis and Review of TC CPFs: Provide analytical inputs to first draft of CPFs, including a MDG, UNDAF and partnership matrix; review of past achievements and Counterparts; and OIOS/EA recommendationsconclusions. * Operationalize and maximize partnerships based on existing partnership agreements and initiatives: UNCCD: Continue linking IAEA CPs with UNCCD NFPs at country level through relevant TC projects. * Establish and maximize new partnership opportunities: UNEP: Support drafting of project concepts for 2016-17 TC cycle in cooperation with TC Regional Divisions, IAEA TDs, IAEA CPs and national/regional UNEP representatives as appropriate; UNICEF/SUN: Support drafting of project concepts for 2016-17 TC cycle in cooperation with TC Regional Divisions, IAEA TDs, IAEA CPs and national UNICEF representatives; UNFCCC: Finalize PA and implementation plan for project cooperation; CGIAR: same as above.
Remuneration:
The remuneration for this post is a daily lump sum fee of up to €200 per day actually worked based on qualifications and experience.
