The Greenfield Township Zoning Board met Tuesday, August 16, 2011 at the Greenfield Township Firehouse, 3245 Havensport Road, Carroll Ohio. Those present were Chairman Bob Paulus, Board members Jim Beiter, Brian Flynn, and Larry Swartz, Zoning Secretary/Inspector Bill Pool, Steve Eversole, and Jim Cox. Bob Paulus called the meeting to order and led the pledge. Meeting minutes for July 19 were presented to the Board. Larry Swartz moved to accept the July 19, 2011 minutes as written, seconded by Jim Beiter. All voted yes, motion carried. The Zoning Permits Report and Fee Collection Basic Report for 7/19 thru 8/15 were presented to the Board. Jim Beiter moved to accept the reports as written, seconded by Brian Flynn. All voted yes, motion carried. Bill Pool passed out zoning resolutions for helipads as prepared for Pleasant Township by Fairfield County Regional Planning to Board members not present at the July meeting. Jim Beiter questioned if the helicopter engines are kept running 24 hours a day. Bill Pool will contact MedFlight and ask if this is true. Bob Paulus recommended that a hearing be held on the addition of the Heliport regulations to the Greenfield Township Zoning Resolutions on the same evening as the hearing for any changes in the sign resolutions. The board desires that the matrix included in Lancaster’s Sign Regulations be included in the proposed changes to Greenfield Township’s Zoning Resolutions. The Board was not ready to go forward with the sign resolution changes as some members need more time to study the proposed changes. Further action was tabled until the September meeting. Steve Eversole presented a plot plan for his property, located behind Meijer. Steve wishes to resolve any issues concerning his development plans. Discussion arose on his parcel # 013006750 which was formerly zoned PUD. The two year time limit has expired for the PUD. The parcel therefore reverts back to the previous zoning classification of (PRB) Planned Rural Business District. Bill Pool informed the Board that Kay and Tom Sullivan, owners of the Coakley Center asked about another Church locating in the center. In 2000 Congress passed the Religious Land Use Act and Institutional Persons Act. The Board’s understanding of this Act is that the Township can not specify what zoning district a church can locate in. Jim Beiter moved to adjourn, seconded by Larry Swartz. All voted yes, motion passed. Meeting adjourned at 8:00 pm.
