The Nigerian Shippers Council Public Private Partnership Projects: The Journey so far. Presented by Alh. B. U. Sumaila (NSC) In his presentation, the Alh. Sumaila stated the following:  That NSC is involve in PPP at two level which are the Inland Container Depots (ICDs)and the Truck Trans Parks (TTP);  The ICDs commence in 2006 with the objective of decongesting the country’s seaports and bringing shipping activities closer to the hinterlands;  That the ICDs project was conceived under the Landlord model but later changed to PPP using BOOT model;  That considering the benefits of ICDs the economy, unsolicited proposals have been received for setting up of ICDs in other parts of the country;  That the TTP was conceived to provide coordinated and conducive parking facilities for trucks drivers at selected locations across the nation’s busy highways;  That based on feasibility studies, the four locations has been selected for the implementation of the TTPs which includes Kohi, Kaduna, Lagos and ObboloAfor in Enugu State with Lokoja to serve as the pilot project;  The ICDs were conceived in three phases namely: Project development/conception, Processing/construction phase and the Operations/implementation phase;  Stressed that the ICD BOOT agreement signed in 2007 has been reviewed in line with the N4P;  Listed the following challenges i. Absence of appropriate Legal Framework that confers ICDs with the status of port of origin for exports and port of final destination for imports. ii. Concessionaires’ inability to source long-term funding for the project. iii. Delays in the documentation process for the release of Certificates of Occupancy. iv. Lack of adequate cooperation from the state governments v. Lack of adequate capacity building for the scheduled staff. Suggested way forward:  Renegotiation of the ICDs BOOT Agreements;  Review of feasibility study to determine viability of the ICDs Declaration of the ICDs as ports of origin and destination for goods
