The duration of the military service is 9 months, in the case of the only son for his parents, thei son, and those who suffer chronic diseases or permanent deformity , all these are exxempted of the military duty.(15) 5

The strict opposing factional attacks started, specially Jabhat al nusra, at the beginning in alHasaka countryside in August 2013, before that in Ras al-Ayncountryside in November 2013, later the wars of of the Islamic State Organization in Koubani and Efrin if we return to the beginning of emigration we realize that it actually started in August 2013 in parllel with the attacks made by opposing on al-Hasaka countryside, this excepting that Domiz Camp in Kurdistan of Iraq was established in 2011 under the supervision of United Nations to contain those who escaped from the war in Syria this means it was 2 years before the Protection Units be able to control the region(36)(37) It was astonishing and strange that the report raised the problem of the emigration of 200 to 400 thousand civilians toTurkey, it is a matter thaat doesn't need much argument.The World Public Opinion was a witness on the biggest emigration movement, a city has witnessed because of the inclusive war that the Islamic State Organization announced on 14th of September linking emigration with the compulsory recruitment, is an incorrect accusation, this law has been passed in Koubani in the end of 2015and not in 2014, that means after liberating the city from Daesh before a long time ago.
Making a simple comparison about the number of the refugees who returned to the regions controled by the Kurdish forces with any other city we don't see statistics and information about the return of refugees to the regions dominated by the opposition or by the regime compared with the people who returned to the regions of the autonomous region either Arabs or Kurds and other components. Kurds, through the constitutinal collapse that shake the regime in Damascus , specilly after the explosion of the 18th of July in 2012, tried to fasten the administrative steo and tried to work on establishing local administrations to manage local inhabitants' affairs and the armed Factions were ready to enter Koubani after they they controled Jarabulus and the same happened when the terrorist groups entered Ras al-Ayn(Seri kaniye) from Turkey and they announced that they have targeted all the cities of al-Jazeera province and specially the petroleum cities such as Rimilan. All this has been planned and prepared professionally from 3 sides and from 6 military points. The announcement of was has come as the city was already besieged 12
and exhausted for long. With this, about half million of people has left to Turkey. Kobani was the first city in Syria to announce its refusal for ISIS. About 400 villages and towns were totally evacuated plus that the people of the city itself has refused to stay and fully refused AlBaghdadi’s reign which is far beyond the Kurdish moral values. Daesh’s war was a continuation of the war of Jabhat Al-Nosra and other parties of FSA on the city. Their famous motto was that they will “Pray in Eid in its mosques” and just before the war starts, they exposed a siege on Kobani: Electricity, water were cut down and public transport was banned. They attacked Kurdish villages and towns plus that they arrested hundreds of civilians, employers and children. The attacks on the besieged Kobani were fierce. People started gradually leaving from those villages that were attacked towards the city. With the failure of the defensive frontlines across the 6 points under the fierce attacks after a week of heroic resistance, the Protection Unit decided to take the civilians out of the city. This decreased the number of victims which were facing death by ISIS mercilessly. Thus, the journalist here contradicts himself: At the beginning of the report he has accused the Protection Unit that they recruit civilians and here he accused the Protection Unit that they refused civilians to carry weapons so that ISIS tanks can’t progress. It may indicate of the importance of civilians to join the fighting and confront the heavy weapons. This could mean: to let civilians face a real genocide. In Kobani War, The Protection Unit, according to Pentagon, could make a real achievement: they could quickly save people and find them a path to leave and save them from certain death. They have already done so in Shingal Tragedy on August 2014 when they opened humanitarian corridor for Yazidi civilians. As regards the responsibility of the fall of Eastern Aleppo in the hands of the regime to the Protection Unit: This is scandalous! Aleppo the East was handed over via an agreement between the Turkish Prime Minister Erdoghan and the Syrian regime under a direct patronage of Russia that has taken place in August 2016. As a result, about 15,000 soldiers were transferred to Edlib on the basis of a reconciliation agreement and also on the basis of giving Turkey the “green light” to deeply penetrate into Jarablous. (39) and (40). This accusation can be disappointing to cover the crimes committed by the extreme Syrian opposition parties against Kurds in Sheikh Maqsoud; an area populated with the Kurdish 13
majority. They have fiercely attacked this area to occupy it which were directly supported by Turkey. Messages were directed to its people to evict it and the number (of people) reached 70,000. Half of them were locally displaced from the neighbouring Arab area. In our turn, we ask: Why the Amnesty International Report was ignored which posed accusation to the Armed Groups in the surrounding areas of Sheikh Maqsoud that committed war crimes? (41,42,43,44,45,46,47 As regards the accusations of Non-return of Tel-Abyad people: On the 15th of June 2015, The Protection Unit has completely controlled Tel-Abyad strategic city. This is after the withdrawal of ISIS which has given the opportunity to the inhabitants to stay in their city. No displacement campaigns have taken place like in Kobani. Moreover, the city has not exposed to destruction and homes were safe. Few days later, many people were returning from Turkey; those who fled from ISIS during its control of the city. In its turn, Turkey has closed the border at the face of returnees which was open when it was under the control of ISIS (48). Likewise, the research has totally ignored the “Cleansing” Campaign in Tel Abyad/ Gere Sepi which has taken place on the 21st of July 2013. This is all dine by the FSA, Ahrar Al-Sham and Daesh where at least 500 people (civilians) were arrested; their destiny is unknown until today. As a result, thousands of Kurds were migrated and this is documented and reported on the 21st of July 2015 by the Human Rights Council which is linked to the UN. The Protection Unit directs the Coalition aeroplanes to strike civilians (Example: Pir Mehli village): Pir Mehli village is located on the east North of Aleppo and its residents are a mixture of both Kurds and Arabs. The village was located in a military area that faced military attacks. Coalition airstrikes of this village has led to the death of 64 people into which the majority of them were Kurds. Despite that the Coalition denied the death of civilians due to the strikes, yet Law Centres and local sources had confirmed it. During this, evaluation was made: many videos were checked, confirming that people must evict and leave their villages days prior the airstrike. What’s strange is that the whole area was facing a severe war. It is explained that ISIS has forced people to return but made them as “human shields”, particularly that the largest number of the killed people was because of their presence in one single area.

Remarks about the Report: -
The Report has mainly depended on the statements of a number of people who have suspicious relations with Daesh. They are well-known of their hatred towards the Protection Unit. They’ve worked with political and military organisations. Some of them belong to the Syrian Mukhabarat and one can easily go back to their CVs to confirm this.

The Research has been published in Anadol Agency in many languages, Arabic as an example, simultaneously with its publication in the American Newspaper “The Nation”.

The published text in Anadol Agency considered that the newspaper confirmed all charges. The Agency has not mentioned that these are charges based upon meetings that have taken place with persons nor is there any documentation or confirmation and that they are under “Personal Views”.

Journalist Rodi Gotman is well-known for his animosity towards the Protection Unit and he has relations with the Islamic factions and with their activists from Al-Nosra and others. He adopts their statements as if belonging to secular and civil activists. He has already published a report which was full of fabrications and errors. In that report, he has accused the Protection Unit that they forced Arab civilians to kiss the flag of the Protection Unit. When he (Rodi) was asked later, after the proof of lying the incident, he started to publish a bad photo which was proved later that it was in Iraq. In the report, Mr Rodi talks about the processes of “cleansing” and “displacement” in Tel-Abyad. He brings into light a witness statement of a Sheikh who is from Der Al-Zor and who also leads 16,000 troops (fighters) and that the Protection Unit has forced him to go to Badia (Desert) which was proved later that it was a mere lie (50).

The Syrian Human Rights Net: is a close network to Muslim Brotherhoods in Syria and its headquarter is in Qatar. It is funded and supported by Qatar. This Net has already published some malicious reports against Kurds; it was full of errors and all the information inside it was taked from facebook pages. (51) (52)

The witness statement that journalist Rodi Gotman has adopted was based upon a statement of a person who remained a judge in one of the courts Al-Hasaka until 2013. He is also a member in a suspicious association which is well-known for its hatred 15
towards the Protection Unit. It was founded in Turkey and under the auspices of the Turkish intelligence. It has already waged campaigns of deformation against the Protection Unit. Some of its members are military faction leaders belong (partner of) to Jabhat Al-Nosra that has attacked Kurdish cities in Al-Hasaka and Aleppo and committed war crimes. The judge himself was clear in his statement distributed on his page (54), discovering that journalist Rodi depended on his speech in documenting all the charges about Kobani battle alongside with other details especially the relationship of the Protection Unit with the Syrian regime and with Iran. Worth mentioning, he (Rodi) never paid a visit to Kobani nor was he from Kobani. Despite this, the judge has confirmed that Mr Rodi was telling lies and fabricating reports under his name.
