Frequently Asked Questions Section 1. Administration Related Issues 1.
What is U‐DISE? U‐DISE is the Unified District Information System for Education. U‐DISE has been established through the integration of District Information System for Education (DISE) of the Elementary level and the Secondary Education Management Information System (SEMIS) of the Secondary level. U‐DISE is the primary information source for educational planning and assessing the progress under the education sector in India, especially under the Government funded Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programmes. It collects information on enrolment, availability of infrastructure and teachers and other facilities available in all schools in the country. U‐DISE has the school as the unit of data collection and district as the unit of data dissemination. It is under implementation in all the districts spread over 35 States and Union Territories of the country.

Where can we download U‐DISE software and Data Capture Format (DCF)? The U‐DISE support is available online for assistance to all. It can be accessed at the following web address http://www.dise.in/U‐DISE.html. The support available includes the U‐DISE Setup Software, Database Organization, School Database, Export and Import Utility, U‐DISE Reporter, DCF, DCF Instructions Manual etc. In addition, the District and State Offices of SSA and RMSA may also be contacted for support.

What is the unit of U‐DISE data collection? The unit of data collection for U‐DISE is school irrespective of the stages (primary, upper primary, secondary, and higher secondary) of education it provides.

Who is responsible for providing U‐DISE information at the school level? The responsibility for providing accurate information on the school rests with the Principal/Head Master/ Head Teacher of the school. She/he should take assistance from teachers and support staff of the school to ensure that the accurate information is submitted through U‐DISE in a timely manner. The Cluster Resource Centre (CRC) Coordinator is responsible for providing the necessary support to schools for ensuring accurate collection and reporting of U‐DISE information.

Can U‐DISE information be changed/edited after the completion of data entry to rectify errors? The Principal/Head teacher should ensure that the information provided in the U‐DISE DCF is correct and free from errors. Efforts, through peer review and checklist, should be made at the school level to ensure that the information provided is correct. However, in case something has been reported incorrectly in the DCF, the CRC/BRC Coordinator or District Authorities should be informed about it and the data should be rectified by submitting corrected copy of the DCF to the authorities. However, if there is a change in the situation after filling‐up of DCF, the data should not be modified.

What is the procedure to reassign new Codes in U‐DISE if there is a new district formed? U‐DISE Code is 11 digit code that with the first two digits representing the State and the following two digits representing the District. As change in U‐DISE Code has implication at all levels of U‐ DISE management, data collection, entry, analysis and utilization, it should be managed efficiently so that all measures are taken to ensure its uniformity in all stages of data management. The U‐ DISE State Coordinators of SSA and RMSA are responsible for managing the changes to U‐DISE Codes for Schools in event of creation of the new district. They will be assisted by the Department of EMIS, NUEPA in managing the same before the start of a new U‐DISE cycle.

Can Geographical Levels (Ward, Habitation, Revenue Village, Gram Panchayat, Block, District and Municipality) for a school/schools be reassigned in U‐DISE software? This should only be done in absolute necessary cases. The need of changing any geographical level would arise if there is a change in structure (bifurcation/ merger) which requires change of such geographical entities. Secondly, if the school was earlier attached to some other geographical entity wrongly. In such cases, the District authority will do the needful before printing the data capture format.

If a school does not have U‐DISE Code, How do we get their DCF printed and given to them for filling the data? The newly identified school not included in U‐DISE in previous year needs to be first initialized with the U‐DISE software to generate a U‐DISE Code for the school as well as a blank U‐DISE DCF. The blank DCF will be used to collect information for the first time.

Does U‐DISE cover unrecognized Play Schools and Tuition Centers? No, U‐DISE does not cover schools that do not provide formal education to children between class 1 and 12. Hence, information from Play Schools and Tuition Centers need not be collected under U‐DISE.
10. Is the U‐DISE data mandatory for private schools? Yes, collection and submission of U‐DISE information is mandatory for all schools that provide formal education, including that provided by Madrasas, both recognized and unrecognized. This also includes all private educational institutions that provide formal education. 11. Do we have to provide U‐DISE information for unrecognized schools/Madrasa? Yes, U‐DISE information needs to be collected from private unrecognized schools and Madrasas as well. 12. Does U‐DISE cover National Child Labour Project Schools (NCLP) schools? No, U‐DISE does not cover educational institutions that provide informal or non‐formal education. Hence, U‐DISE information need not be collected from NCLP schools. However, children studying in these schools should be considered as receiving ‘Special Training’ and should be enrolled in formal schools as well. 13. Whether KGBV are included in U‐DISE? Yes, all schools that provide formal school education are to be covered under U‐DISE. Hence, Kasturba Gandhi Balika Vidhyalayas are covered under U‐DISE. However, the KGBVs which only have hostels and do not have a school need not be covered under U‐DISE. Girls in these hostels would be covered in the nearby schools they are attending. 2

14. Do we need to fill DCF for Schools closed by the administration? U‐DISE information should be provided for all formal schools that are presently providing education to children. No, U‐DISE information should not be collected for schools that have been closed. However, it is recommended that such schools should be marked CLOSED in the software while making the data entry. Other‐wise such schools may give a wrong impression of school without enrolment, teachers etc. 15. Is DCF software available in Hindi language? No, the U‐DISE software is not available in Hindi language. But, the DCF and Data Capture Guidelines may be provided in the regional language of the state by the State U‐DISE Coordinators.
16. When should we start printing the U‐DISE DCF? The State U‐DISE Coordinator circulates a U‐DISE Calendar every year which have the timelines for each of the U‐DISE activities and tasks including persons responsible at State, District, Block, Cluster and School level. The U‐DISE DCF should be printed only after the State MIS Coordinator share the final DCF with the districts.
17. What is Educational Block? How it is different from CD Block? Due to some administrative reasons, some states have designated some geographical areas as Educational Blocks that are not synonymous with Community Development (CD) Blocks, or Taluka or Mandal. In such cases, one school may have a different CD Block and Educational Block. 18. How to get U‐DISE code back, if school reopened after 3 years by software? Contact the District SSA or RMSA MIS Coordinator to confirm the availability of the specific U‐DISE Code and utilize the same based on their feedback 19. How can we get U‐DISE code for a new school? U‐DISE School Code will be allotted by the SSA or RMSA Coordinator of the District in the first year. Second year onwards, the code would be pre‐printed on the DCF.
Section 2. Data Feeding Related Issues Section 2.1 School Location and Particulars 20. My State started self‐finance schools this year. What management code should we use for such schools? What school management to be assigned for Adi Dravida Welfare Schools and other similar schools? The School Management code for a specific school is assigned based on its management and provision of Government Aid. This could be either be Government (includes State Government, Local Body and Central Government), Government Aided (Private managed but Government provides aid) and Private Unaided (managed by individual or a group of individuals (trusts, society, or corporation) and not receiving any Aid from Government. All unrecognized (Private) schools needs be reported as Unrecognized. 3

21. What is the difference between other management and unrecognized? Unrecognized refers to Schools that have no recognition from the State Government whereas, ‘Others’ category refers to any schools that do not fall in the options given. This should be used when any of the options given in the DCF is not applicable to the school. 22. Provide clarification on the year of Recognition of Schools? The year of recognition for Government schools is same as year of establishment. However, in case of private schools, it may be actual/latest year of recognition. Different sections of a school may be recognized at different point in times, therefore, respective years of recognition needs to be mentioned for each level separately. In case teachers are not aware of the year of establishment/ recognition of a Government school, the teachers should try and obtain this information from school records or District authorities. If the information is not available anywhere, the school teachers should ask the community about the same and then should provide the same in U‐DISE DCF. However, in this case the teachers must maintain the same information in the school records so that the same is not changed year after year. 23. Information on Year of establishment is not available for some schools due to poor maintenance. What to do? The Block and District level officials needs to be approached if the records for Year of Establishment is not available for Government school in the school records. Once information is sourced, records need to be maintained at the school level for all future purposes. In case it is difficult to ascertain the year of establishment of the school, the teachers should ask the community about the year of establishment and shall maintain that for all future purposes. 24. A school was opened as an EGS Centre but later converted to regular school. What would be the year of establishment? The date of establishment will be when the school was converted to a formal regular school. E.g. if the EGS started in 2002 and later it converted into a formal primary school in 2005, the year of establishment would be 2005. 25. Please define habitation. Habitation is the lowest geographical location in rural areas. These are usually few contiguous households in the Village. A village may have more than one habitation. 26. Provide clarification on the highest and lowest classes in the school? The highest and lowest classes for a specific school are determined by the level of the education provided at the respective school. However, the lowest and highest class should remain within 1 – 12 (Formal education). For example, if a school is providing education from pre‐primary to Secondary level, the lowest class would be considered to be 1 and highest would be 10. Similarly, another category of secondary only schools may consist only grade 9‐10 or 8‐10 (as per State’s policy). In such cases, the lowest class would be 8 or 9 and highest class would be 10. There are some schools (called as Junior Colleges) which starts at Grade 11 or lower and also provides undergraduate course. For such schools the lowest class would be class 11 (or lower, as available) and the highest class would be class 12 (and not undergraduate). 4

27. Does School Category require a double digit numeric entry 01 or only 1? The School Category Code is a numeric field, hence, it would accept only numbers. Therefore, if the School Category Code is 1, enter the same as 1 in the DCF. This would not accept preceding 0 to any number. 28. What is difference between SMC and SMDC School Management Committee (SMC) is mandated to be formed as part of the Right to Education Act, 2009 and Sarva Shiksha Aahiyan (SSA). Whereas, School Management and Development Committee (SMDC) are Committees that are formed as per the Rashtriya MAdhyamik Shiksha Abhiyan (RMSA) in Government and Aided schools. They have been constituted to bring about better management and accountability in school management through involvement of various stakeholders, including the community. 29. Clarify on the term Respondent in Q. No. 13 in Section A (i) of the DCF. Respondent in Q3 in Section A (I) refers to the person who is providing the information in DCF, if he/she is other than the School Head. 30. In Year 2012‐13, the school had Classes 1 to 8 and in Year 2013‐14, it was upgraded with Classes 1‐10. How to enter the data? If running standards (Classes) for current year is different from previous year, then how can we print DCF to its revised higher standard? Upgraded schools need to inform the District Coordinator of SSA or RMSA of the information so that the same is revised in the DCF before it is printed and circulated to school to revise information. This will ensure that all Sections applicable to the upgraded school are also included in the printed DCF. The schools are then required to fill in the additional information as per their new status in the new academic year and submit the same. 31. If the middle school is (established in 1970) is upgraded on 17 Dec 2011 to high school and if primary is detached what should be the establishment date for the High school. The Year of establishment for both the schools remains 1970. The Year of upgradation for High School will be 2011. 32. Can a private school with hostel facility considered to be as a residential school? Yes, any school that provide residential facility for students should be considered as a School with a Hostel Facility. 33. Specify current and previous academic year. The current academic year refers to the ongoing academic session at the time of filling‐in U‐DISE format. Whereas, the last Academic Year refers to the last completed Academic Year. For example if the DCF is being filled on 30th September, 2014, the current academic year would be 2014‐15 and the previous year would be considered as 2013‐14. 34. There are some Anganwadi Centers running in Primary Schools. In what School category should we show them? If it is a Primary School with Pre‐primary facility, the school should be considered at par with other Primary schools and the same code should be used. However, to provide information on Pre‐ primary/Anganwadi facility, information should be provided in Q 31 and Q 32 in Section A (i) of DCF. 5

35. Should we maintain separate account for SMC and SMDC? The School Management Committee (SMC) and the School Management and Development Committee (SMDC) require to maintain a separate Bank Account to manage the financial resources provided to them as part of SSA and RMSA respectively. 36. In my State, Primary level is from Classes 1 to 4, Upper primary level is from Classes 5 to 7, and High school level is from Classes 8 to 10. How do we categorize the schools and what code should be given. The categorization of schools – Primary, Upper Primary, Secondary and Higher Secondary – vary across different states in the country. Most States have eight year elementary cycle, whereas, some have seven year elementary cycle. Keeping in view the prevailing elementary cycle the schools could be categorized under various categories as provided in the DCF. The following table explains the various school categories.

Section 2.2 Infrastructure/Facilities Related Issues 37. If the school building is used by 2 schools and has only 1 toilet block, where to include the availability of toilet? Normally, in such cases, where the facilities like Drinking Water, Toilets etc. are being used by more than one schools, the facility needs to be reported by both schools. Both the schools report that they have the toilet and drinking water facilities. Similarly, in case of Shift schools, where the building is used by two schools running in different shifts, the facilities including the classrooms should be reported by both the schools, as per usage. 38. What is the difference between book bank and library in school? Normally, in Upper Primary or Secondary schools a Library is available, whereas, in a Primary school, library as such may not be available. In order to bridge the gap some schools are provided with the Book Bank which is not a full‐fledged library but works the same way. Therefore, if the

school has either a Book‐bank, Reading Corner or Library it should be considered as having a Book‐ bank/Reading Corner/Library. 39. A school building which is used by two schools in different shifts and has 12 classrooms, which school should provide information on classrooms. If two DCFs are being filled by the school for different shifts, both the schools (both shifts) will have to provide information on classrooms being used by them, even if they are shared. The idea is to know the Student‐Classroom Ratio of the schools and not as such knowing how many classrooms exist across schools. 40. What information should be provided, if the available computers in school are not in use? U‐DISE asks information on computers being used for instructional purposes. If the computers are not being used, it should not be reported under the respective item. 41. In My State, RMSA funds school building & additional rooms are not provided directly to school. Should the school include the same financial information as receipt in its SMC/SMDC account? The information on receipt of grants should only be provide if the financial resources have been transferred to the School Management and Development Committee Account. If the same has been provided to other agencies for completion, do not include the same in receipts and expenditure of the SMDC. 42. Water connection is available in the school, but the water from it is not drinkable. How to fill the data? If the drinking water available in the school has been declared as unsafe by the competent authority, the school should not report having a drinking water facility in the school. 43. If the Civil work is sanctioned, but the work has not started, what do we report? The information on the availability of school infrastructure should be made on its present availability, and not in the process of it being made available in future. Hence, the same should not be included in the U‐DISE DCF. 44. Define Pucca and Kuchcha in condition of classrooms? Pucca refers to a construction that has concrete roof and walls made of brick and cement. Kuchcha refers to a construction which has temporary roof made of sheets or thatched roof and walls not made of bricks/stone and cement. 45. Is computer room treated as other rooms or instructional rooms? Normally, a computer room/lab should not be counted as Classroom. A computer room may be counted as classroom, if regular classes are being held in the computer room. In which case the school should report that the school do not have computer room. 46. An upper primary school is upgraded to secondary school and the secondary school is functioning in the same campus using existing facilities like drinking water and toilet. The newly upgraded school has no own building built so far. How to enter the data? In such cases, the number of classrooms should be reported as per usage by different sections like Primary, Upper Primary and Secondary. For example, if the school has 7 classrooms, out of which 3 are being used by Primary and 2 each are being used by Upper Primary and Secondary level (though they belong to Elementary school), the school should report 5 classrooms at

Elementary level and 2 in Secondary level. Similarly, the facilities like drinking water, toilet etc. cannot be segregated for different levels and should be reported as available. 47. Toilets were provided but are not functioning. How to provide the same U‐DISE form? In the U‐DISE DCF the option is there to report the number of toilets available and number of toilets functional out of total available. Therefore, the information on available and functional toilets may be entered separately. 48. What is difference between Elementary and Secondary school? The sections of a secondary school (Classes 1 to 10) may be divided into three categories as under:
Classes 1 to 5 – Primary Section Classes 6 to 8 – Upper Primary Section Classes 1 to 8 – Elementary Section Classes 9 to 10 – Secondary Section
49. For private primary schools with Pre‐primary classes, what is the entry level? Whether LKG or Grade I? The lowest class (entry level) for any school can be Class I and now LKG, UKG etc. The information on Pre‐School should be given only for those specific questions where it is asked. 50. How to enter 0.5 Kilometer (500 meters) in the Q. No. 19 ‐ Distance to Government/Aided higher school? In distance in kilometers should only be entered in full kilometers and not using the decimal places. The distance should be rounded off while reporting in the DCF. For example, distance of 3.4 and 3.7 kilometer should be reported as 3 and 4 kilometer respectively. 51. If the school is converted from Gujarati medium to English medium (as new), Then, What should be the year of establishment ‐ should be the original date of establishment or the date when the English medium was started. The Year of Establishment for the school refers to when the school was established, irrespective of the medium of instruction. Hence, the Year of Establishment should be when the school was started. 52. Clarify on Special school for Children. Special Schools are Schools established for Children with Special Needs. These are either run by Government, NGOs or Private Schools. They provide special education for children with special needs. 53. What information should be provided for Q. No. 28 in Section A (i), if the school is semi English medium? Q. 27 in Section A (I) refers to the Mediums of Instructions followed in the respective school. A School may have multiple mediums of Instruction. Hence, provision for giving multiple Medium of Instructions (upto 4) is given in the DCF. If the School has only one Medium of Instructions, provide the same in Option ‘a’ and leave the others as blank. Similarly, if the School has two Mediums of Instructions, provide the same using Option ‘a’ and ‘b’. In case of more than one Medium of Instruction in a school, the schools also needs to provide

the information in Section G (i) where information on number of children by gender and class needs to be provided by each Medium of Instruction. 54. Our school has started Standard I &VI in English medium during the current year. Do we have to fill Table ‐ G (By medium of instruction) Information in Table G needs to be provided if the school has more than one Medium of Instruction. If your school has added another Medium of Instruction making it more than one Medium of Instructions in the school, then you need to provide information in Table G. In this case, your school should be considered having multiple medium school. 55. What do you mean by medium of instruction? Sometimes we use Dogri, sometimes Hindi, and English as well. Should we write all 3 as medium of instruction? Medium of Instruction is the one in which the Textbook (Mathematics and Science) are being used by children and also the language in which they write exams for subjects (except language subjects). It is possible that in order to explain things better more than one language is used in classes but the medium of instruction would remain the one in which textbooks are available (Mathematics and science). 56. Can we provide coordinates generated through Google Earth for the school? The coordinates generated through Google Earth can be provided in the U‐DISE DCF, only if alternative is not available. 57. We belongs to an Aided School, how do we provide information on SMC/SMDC and MDM? As per the RTE Act, the School Management Committee is supposed to be constituted in all Government and Aided Schools. Similarly the Mid‐Day‐Meal to children, through Government support, is also supposed to be provided in all Government and Aided Schools. However, as an exception, in case, it is not provided in your state, you should choose the option as the Mid‐day meal is not provided.
Section 2.3 Teachers Related Issues 58. Do we need to include the remedial teaching classes conducted before or after the class hours in total study hours? No, remedial teaching hours should not be included while calculating School Hours for the school. School hours should typically be counted from the start of school when all children come to school to the end of school when all children leave the school. For example, if all children are supposed to reach school at 08:00 AM and they leave the school at 02:30 PM, the total School Time would be 6 hours and 30 minutes. 59. What is the basis for sanctioned positions for Non‐Teaching and Support staff? The information on sanctioned positions is normally available with the School Principal, Block and District level officials. If the same is not available in the school records, approach the Block and District level officials for Government Schools. For Private Schools, this information should be available with the Principal. In case this information is not available, total number of teachers/staff in position may be entered in teachers/staff sanctioned as well. 60. In case of transfer of teacher, is it possible to move data of teacher from one school to another. No, there is no provision to move information on teachers from one school to another in the U‐ DISE software. The changes to teacher information (in case of teachers transfer and retirement) 9

need to be made in the DCF and submitted for revision in U‐DISE software for the subsequent year. 61. What Option should be used for showing Professional Qualification of BP Ed in Section C? Code number 3 of format (reads as ‘B. Ed. or equivalent’) should be used in case there is a professional qualification which is equivalent to B.Ed. 62. What is the meaning of Teacher code? Example AQ2669 or 23000631 Use of teacher code is not uniform and varies and depends on State. Some States do not use, while some states use it as per their state‐specific codes. In case the teacher code is being used by the State, the DCF will mention what code is supposed to be entered (it may vary from state to state). If there is no specific direction to fill Teacher Code in the DCF, it may be left blank. 63. Is there are validation for Teacher information to cross‐check information provided in Q. No. 35 in Section A (i) and Section C of the DCF? Yes, there is a validation check available in the software to match information in Section A (i) Q. No. 35 and details provided in Section C of DCF.
64. What is the basic difference between regular and contract teacher? Regular Teachers are those who have been appointed by the Government on permanent basis (normally retires at attaining 58/60 years of age) and for whom all Employment Rules of the Government apply. Contract Teachers are those who have been employed for a fixed term (short‐ term) and are provided consolidated salary.
Section 2.4 Enrolment Related Issues 65. What information has to be provided in Section E (Enrolment in current Academic Session by social category and minorities) and what do we have to do if there is more than one section in a class? The information in Section ‘E’ is related to the number of children (boys and girls separately) enrolled in each available Class (1‐12) in the school. It has two parts. Part 1 requires information on children (boys and girls separately) enrolled in each available Class (1‐12) by social category (General, SC, ST, OBC and Total) as per State‐specific recognition of these categories. It must be validated that the total of all the categories is correct. However, the information on minorities is to be provided out of the total children enrolled as per the National Minorities. It may be noted that it is possible that a certain religion may not be minority in a State, however, considering that the religion is considered as minority at the National level, it must be reported in the table. The total of all the minorities may not match the total, which is fine. 66. What is new admission in Grade I? New admissions in Grade I refers to new admissions took place in Grade‐I in the current year, where it is available in the school. Information on new admissions refers to Grade‐I, and not at Pre‐primary level. 67. Define Repeaters. Repeaters are students who are studying in the same Class for more than one year for various reasons. This could be due to long absenteeism, re‐admission in same school and same class after a gap of around one year or failure in examinations etc. 10

68. Please explain ORC in Social category. ORC refers to Other Reserved Categories – other than General, Schedule Caste, Schedule Tribe and Other Backward Class. The ORC category is being used for classification in some States. 69. Do certificate of minority is required to consider children under minority groups? No, Certificate on Minority status is not required to consider a child under the Minority Category. Mostly, Minority groups in India are based on religion. If we know the religion of the child, we can categorize them accordingly. 70. Minority schools do not get Development Fund from Government. What information should be provided? Minority Schools are not required to provide information on the Development Fund. The information on Receipts and Expenditure for SMC and SDMC need to be provided for only Government and Aided schools receiving grant from the Government. 71. Our School has not admitted any children under RTE quota of 25% as there is Government School nearby. What information to be provided in U‐DISE? Provide information on the number of admissions undertaken as per the RTE Act’s provision for admitting children from the disadvantaged group and weaker section. If you have not done so for any reasons, provide ‘zero’ as the information. 72. In Section A (ii) Q. 3.1 of DCF‐ private schools are providing information on LKG enrollment (25% reservation) details instead of Grade I enrollment. RTE is emphasizing 25% at grade I, but private schools are willing to provide only LKG enrollment. Kindly clarify us. The entry level referred to in the Right to Education (RTE) Act is lowest class (Class I or lower) in a school where admissions start. Hence, information on 25% reservation to children belonging to disadvantaged section needs to be provided in the lowest class of the school.
