ABOUT TATA CENTRE FOR DEVELOPMENT Established in July of 2016, the newly established Tata Center for Development (TCD) in New Delhi, India is a collaboration between the Tata Trusts and the University of Chicago Trust. The TCD is founded on the premise that innovative ideas are not in short supply in governance and development. However there are three key gaps: (a) Implementation bandwidth, especially with world class talent; (b) Even if implemented, knowing rigorously what works, what doesn’t; and (c) Having capacity building that is not grounded. The TCD aims to address these gaps through (a) A Fellowship Program that deploys top talent from India and abroad in teams of 3 to 5 at a government or development actor for minimum 1 year; (b) Rigorous research that evaluates the outcomes of the Implementation; and (c) Executive Education / Training that packages implementation and research insights, along with leadership and change management skills for senior & midlevel policy makers & implementers and grass-root leaders. Thus, TCD aims to create a feedback loop between Research and Implementation through Training. Further, the goal is also to innovate on how Human Capital Development interventions are designed and delivered. The focus of the innovation would be on ensuring that these interventions are not merely ‘events’ called “training”, but rather are carefully crafted “journeys” for the participants, over meaningful periods of time, including a variety of other interventions like follow up coaching, mentoring, project work, action learning etc. Ultimately, the purpose is to (a) move the needle in the sector as a whole, to actually assist in the growth and development of people, in line with how adults actually learn and develop; (b) measure success not just by feedback scores, but by results created by the participants back in their organisations and relationships, with our interventions having served as a catalyst. This is an ambitious goal, and will be strived for in a phased manner. Currently, the Tata Center for Development is working with the Central, State and District Governments in India to build capacity of the personnel. It is also the lead training provider for India’s largest fellowship program, the Zila Swachh Bharat Prerak Programme under Ministry of Drinking Water and Sanitation.

POSITION SUMMARY Reporting to Country Director of the Tata Center for Development (TCD), the Training Program Manager will provide leadership and management on the daily operations of the center’s executive education programming. The Training Program Manager is responsible for quality delivery of trainings offered through the center; ensuring offerings meet the needs of participants and adhere to center standards. In addition, the Program Manager will oversee all marketing efforts for existing programs and conduct ongoing outreach to recruit new partners, empaneled facilitators and coaches, and identify opportunities for expand program offerings. This may also include collaborating closely with various schools at the University of Chicago.

KEY RESPONSIBILITIES Responsible for the day-to-day administration of executive education programming  Manage and implement training programs and projects from initial concept, to implementation, and finally, reporting of metrics and other performance indicators o Review and ensure the quality of all training materials, which may include the piloting of content and delivery  Create efficient internal processes and oversee events logistics for training o Understand strengths of current internal processes and create efficiency where lacking

TRAINING PROGRAM MANAGER

Coordinate event logistics from initial concept to on-site execution; supervise event activities as necessary o Work with vendor partners to ensure smooth running of all center events Oversee the documentation of agreements between TCD and partner organizations o Ensure that agreements are reviewed, approved, and adhered to by all parties o Understand pertinent laws and policies to ensure agreements comply o Cultivate relationships with various partner organizations, both foreign and domestic Collaborate with the Finance Manager for budgetary and evaluation oversight o Provide the Finance Manager with team progress reports, providing regular updates o Monitor program budgets and prepare budget projections for future programs o





Facilitate course management activities including the production and dissemination of course resources, faculty recruitment, and oversight of the TCD training team (as it is built out in the future)  Ensure and standardize the production of course materials such as syllabi, course packets, and online sites o Understand latest course management tools and trends, and appropriate utilization with corresponding audiences o Manage and coordinate all marketing in relation to the dissemination of course materials  Work closely with the International Innovation Corps, and Research teams, to understand their work, spot the projects that make good candidates for TCD training/Exec Ed, and collaborate to tease out insights, and package them in training friendly format  Coordinate administrative tasks related to teaching agreements, and faculty and trainer recruitment o Manage recruitment efforts, from initial job posting to interviews and onboarding o Oversee creation of teaching agreements, understanding faculty needs and ensure followthrough  Manage information technology required for efficient operations and program delivery o Maintain understanding of latest technological innovations, ensuring that TCD remains a preeminent center o Oversee IT recruitment efforts, from initial job posting to interviews and onboarding needs o Attend trainings and conferences to give talks and learn new technologies when needed  Oversee training team to ensure effective performance, high engagement, collaboration, accountability and productive work environment o Align team management and culture to unify the center across geographic locations o Manage team in creation of courses and materials, ensuring the quality of all work o Encourage collaboration, shared work-streams, and effective program management tools and methods  Design and delivery of Trainings – for candidates with a passion to do this themselves rather than hire partners, this will be possible (and encouraged); however, this is not a necessary requirement. Lead marketing efforts of new and current programs  Responsible for the creation and dissemination of communication materials; draft and edit communication content o Manage staff to ensure successful completion of campaigns o Work with marketing partners to create materials for dissemination, when applicable  Create a broad range of marketing content such as blogs, social media, and email campaigns o Maintain current knowledge of latest industry standards, tools, and processes o Train staff on the latest innovations, industry trends and leading research

Engage in and encourage activities that promote best practices and the sharing of information including speaking at professional and alumni gatherings, writing articles, and presenting papers

Manage and oversee TCD outreach efforts for training programming  Identify opportunities and strategies for training; understand the needs of participants and create opportunities for participant outreach o Create long-term organizational strategic plans, building a solid foundation for ongoing recruitment and outreach o Collect data on existing training programs, used to improve upon new training efforts o Ensure compliance with new training guidelines; oversee course improvement as needed o Identify various training needs and growth opportunities for the center  Ensure high quality recruitment efforts, guaranteeing that the center hires top-notch talent / partners o Determine competencies and skills needed to successfully hire instructors, leading in the recruitment and hiring process of instructors o Advise on program requirements and monitor performance of instructors and students  Manage relationships with institutional partners and foundations and serve as key interface with various stakeholders o Ensure alignment of approach, priorities and messaging amongst University stakeholders o Include follow-up strategies to ensure long-term relationship development and continuation of momentum EDUCATION AND EXPERIENCE  Bachelor’s degree required  Master’s degree in any of the following preferred - Curriculum Development, Education, Business, Social Work / Public Policy (with a focus on capacity development)  3 to 5 years of experience creating and maintaining training programs  Experience in or familiarity with governments is a plus  Management experience is a plus  Organizational development and operations management experience preferred  Experience developing, leading, and/or managing training programs (i.e., adult education, blended learning, and/or Talent & Leadership Development interventions etc.)  Knowledge of key principles and procedures for analyzing feedback surveys and implementing results  Experience in media creation, communication, and marketing

We recruit and train, global and local, full-time “Fellows / Project Associates” with 2-4 years of diverse experience, after earning their full time degrees from top universities. We look for high impact initiatives, addressing the toughest governance and development challenges, and those that have a motivated champion in the bureaucracy and political leadership. Our teams work onsite on a full time basis, for a year or more, supporting you; An IIC Project Manager is also available for the team (approx. 25% of their time for a project). Our teams tend to be strong at Analytics, Project Management, Communications, Research and offer assistance on policy writing.

We have previously deployed similar teams for a year or more with Delhi Mumbai Industrial Corridor, with NSDC, and with government departments in Gujarat, Rajasthan, Karnataka, Haryana, Andhra Pradesh and Telangana on programs such as Swachch Bharat, Skill India, RTE, Rashtriya Swasthya Bima Yojna (RSBY), Renewable Energy, Education (Implementation of RTE), among others. Typically, government partners only part pay, or not at all (we fund raise from Foundations, CSR, etc.)
