Following the success of I-CARE Conferences in past, IBM Research – India in association with IBM India th University Relations, IIIT Delhi and IIT Delhi announces the 5 IBM Collaborative Academia Research Exchange (I-CARE) Conference to be held in Delhi during October 17-19, 2013. I-CARE 2013 brings together an exciting technical agenda with keynote talks from eminent speakers, a competitive and peer-reviewed research track and a technological showcase track. In this year, ICARE introduces a national technical challenge allowing the brightest minds in the country to work in a collaborative fashion on some of the toughest problems of real interest. I-CARE is preceded by two winter schools and a tutorial on doing cutting edge research. IBM has a long-running tradition of research collaboration with our colleagues in the academia. The goal of IBM's Collaborative Research Initiatives is to establish strong partnerships with the university ecosystem and ensure open innovation as a means to respond to our changing world. IBM Collaborative Academia Research Exchange (I-CARE), an annual event initiated in 2009, aims to promote collaborative innovation and learning, and explores new ways of fostering a culture of innovation. Research Showcase October 19, 2013 IIT Delhi I-CARE 2013 brings together researchers and practitioners from academia and industry working on various areas in Computer Science. The workshop provides a forum for both academics and practitioners to share their experience, leverage each other's perspectives, and identify new/emerging "hot" trends in these important areas. We solicit original papers on a wide range of areas in Computer Science. We particularly encourage the submission of position papers that describe novel research directions and work that is in its formative stages, and papers about practical experiences and lessons learned from experimentation. Topics Papers can be submitted in one of the following tracks: Track I : Theory and Applications of Optimization and Machine Learning Optimization is the science of designing and developing systems to take maximum advantage of the available resources. Machine learning is the science of constructing systems that can learn from data and arrive at appropriate inferences and decisions. Clearly -- the two disciplines go hand in hand. Today, techniques from optimization and machine learning are used widely and by choice in almost all aspects of building large, complex systems. In this track, our focus is on both theoretical and practical aspects of optimization and machine learning. On the theoretical side, we invite submissions that study structural, geometric, algorithmic, and complexity aspects of problems in optimization and machine learning. On the application side, We are interested in works that cover one of the following two aspects: (i) scalability for large, complex systems from both computational and data perspectives, and (ii) novel applications that require much more than direct application/replication of known techniques/implementations. We prefer application oriented submissions to focus on the conscious choices in terms of modelling and techniques that were finally used in the work and the impact they made on the state of art in practice. Track II : Information Management & HCI This track invites researchers to submit original research and application papers on all aspects of Information Management and Human Computer Interaction. We solicit papers in the areas of Information Management and Human Computer Interactions. Some Area of Interest include BigData, Data Integration, Data Mining, Information Governance, Business Analytics, Social Media Analytics, Solutions for smarter education, cities, health, traffic & transportation and public safety, Intelligent Interfaces, Interfaces for Citizen Sourcing, Trust & Reliability in Collaborative Networks.

Track III : Programming Languages and Software Engineering Authors are invited to submit technical papers describing original research in all areas of programming languages and software engineering. Papers describing conceptual, constructive, experimental, theoretical or empirical research, new techniques, or indepth case studies are welcome. I-CARE provides a unique forum for exchanging new ideas, fostering long-term innovations, networking and forging long-term collaborations for addressing the most interesting and realistic problems in programming languages and software engineering research.

Track IV : Computer Architecture and Systems The architecture and systems track will bring together researchers and practitioners from IBM and academia for a collaborative exchange of new ideas, trends and developments in the computing systems direction. Computing systems are continuously expanding beyond their traditional roles of desktops, laptops, smartphones, data centers, etc. to Internet of Things for a Smarter Planet. As we progress towards a world with this diverse range of devices inter-operating in an interconnected and intelligent way, the developments lead to numerous systems, storage, networking and architecture challenges at an unprecedented scale, and with increased expectations on reliability, availability, durability and manageability. This track invites proposals from a broad systems perspective in any of the above directions and beyond, which both IBM and academia would be interested in pursuing, and where interesting work is in progress or is already completed. The proposals will be accepted based on technical merit, topical relevance, and likelihood of leading to insightful technical discussions that will influence future systems research.

The complete submission must be no longer than four (4) pages. It should be typeset in two-column format in 10 point type on 12 point (single-spaced) leading, with the text block being no more than 6.5" wide by 9" deep. Submissions that violate any of these restrictions may not be reviewed. The limits will be interpreted fairly strictly, and no extensions will be given for reformatting. If you wish, you may use this LaTeX template and style file. There are no formal restrictions on the use of color in graphs or charts, but please use them sparingly—not everybody has access to a color printer. The names of authors and their affiliations should be included on the first page of the submission. Simultaneous submission of the same work to multiple venues, submission of previously published work, or plagiarism constitutes dishonesty or fraud. I-CARE, like other scientific and technical conferences and journals, prohibits these practices and may take action against authors who have committed them. Authors are free to do multiple submissions in multiple tracks. Thought provoking or controversial work, approaches, or ideas are particularly encouraged. We encourage submissions that represent early work that is not yet ready for submission to a refereed conference or journal. Student and industry submissions meeting these criteria are particularly welcome. By submitting a paper, you agree that at least one of the authors will attend the workshop to present it. Proceedings If accepted, will be presented in the conference and published in the proceedings of the conference with ACM (Approval Pending). The authors will have the choice to have their paper published in the ACM digital library (Approval pending) or keep their right to submit the paper in other conferences. Review Process Reviewing of full papers will be done by the program committee, potentially assisted by outside referees in limited cases. Papers will be selected on the basis of their originality, technical standards, relevance and clarity. Submissions must be made electronically, details will be provided in the conference website. Presentation Authors of selected papers will be invited for presentation in the form of poster, which will take place on October 19, 2013. This session provides an opportunity to present early-stage work and receive feedback from the community. Posters provide a great way to have more in-depth conversations between authors and audience—so much so that we are automatically granting each accepted paper a poster slot.
