Position funded by Action ARISTEIA II – 3730 - ENERGYATSEA, “Energy, Law of the Sea, International Responsibility, and International Environmental Law” For the realization of the Action of the University of Athens named ARISTEIA II – 3730 - ENERGYATSEA, “Energy, Law of the Sea, International Responsibility, and International Environmental Law”, which is a component of the Actions undertaken as ARISTEIA II under the scientific supervision of Assistant Professor Mrs. Maria Gavouneli under the Operational Programme “Education and Life Long Learning” of the National Strategic Reference Framework (NSRF) 2007-2013, we are seeking to fill post-doctoral research associate positions for the scientific support of the above-mentioned project. The Action has a budget of 250.000 Euros and is cofounded by the European Union (European Social Fund) and by National resources. The duration of the contract goes from 1/12/2014 to 31/07/2015, and it will be signed with the University of Athens (NKUA/SARF) as a project lease. The present Job Opening is conducted according to decision KYA 679/1996 (GG B’ 826) and to the Guide on Financing and Management of the Special account for research funds of the National & Kapodistrian University of Athens. We ask all applicants to study the short description of the project (see Annex I), to take into account the required qualifications for each specialty as described below, and to express their interest in the position by submitting an offer (see Annex II) which they will deposit or send by post, having attached to it a detailed CV and simple photocopies of their degrees, relevant documents, certificates, letters of reference and anything else is deemed by them to be necessary in order to prove their qualifications, to the following address: National & Kapodistrian University of Athens Secretary of the Research Committee Christou Lada 6, Athens 105 61 The deadline for the submission of the aforementioned documents expires on Friday (20/3/2015) at 13.00

In order to be considered timely, offers ought to be received by the Protocol of the Special Account for Research Funds of the NKUA until the aforementioned deadline at 13.00. If an offer is sent by the post or by courier, the SARF of the NKUA bears no responsibility for the exact time of delivery or the content of the envelopes, and is not bound by the date shown on the postmark. Evaluation of the offers – other conditions: 1. Only those applications, duly and timely submitted, deemed most appropriate shall be considered. Following that, a project lease will be signed with the selected applicants according to the freedom to contract (art. 361 Civil Code). 2. Change of the offer, correction or completion of the supporting documents is allowed only until the deadline. 3. Note that the Job Opening procedure described herein is not a bidding process. The selection of an applicant-counterparty is an acceptance of an offer to sign a contract and not a recruitment. The procedure of the present Job Opening is completed with a draft ranking list, and those who will be selected will be informed by a personal letter. In case of a tie, applicants shall be selected in the following order: a) the applicant with more experience in the scientific field, b) the applicant with the most relevant studies c) the applicant with the most publications. 4. An offer which does not fulfill the required criteria to be selected will not be graded, and will therefore be rejected. 5. For all the duration of the project and according to the contract terms, the contracting authority has the right to proceed to the replacement of the applicant who was selected, in case she/he resigns or in case she/he fails to fulfill his contractual duties. In this case the applicant who was selected will be replaced by another applicant in the context of the present Job Opening and according to the draft ranking list. 6. The Special Account for Research Funds of the NKUA has no obligation to sign a contract, since the conclusion of the contract and the number of contracts is at its sole discretion, according to the needs of the project and excluding in advance any claim of the applicants for any reason and cause. 7. The assignment of the project will be done according to the Guide on Financing and Management of the Special account for research funds of the National & Kapodistrian University of Athens. 8. The certification of knowledge is proven according to art. 1 P.D. 146/2007 “Modification of the provisions of the P.D. 50/2001 Appointment of setting skills in public sector bodies posts as it stands” (GG 185/3.8.2007/vol. ANNEX I- SHORT DESCRIPTION OF THE PROJECT

The proposed research focuses on the legal regime applicable to offshore energy production and energy transfer, since relevant development plans are subject to a complex, highly specialized and fragmented legal

framework. There are three major areas of international law, which apply to offshore energy: first the Law of the Sea, secondly the rules of international environmental law and thirdly the European Union regulations on energy financing, and the taxation of renewable energy sources. Therefore, it is obvious that the management of offshore energy sources requires the study of numerous conflicting demands and concerns, including the deep and serious concerns for the deterioration of the Mediterranean environment and existing and urgent claims for fisheries, tourism and investment in a global environment of ongoing economic crisis. To this end, the research team will use the Aegean and the Eastern Mediterranean as a case study, and at the same time it will also include worldwide and integrated references. The objective of this study is to clarify, explain and bring together in a single regime, a wide variety of different rules, concurrent or conflicting, with the aim of their immediate practical application in what is a topic of absolute priority in the international and regional level. The subject is of extremely topical interest and as such, the final product is expected with great interest by the international community of academics and practitioners of international law as an important tool for the design and implementation of energy policies in the future.
