FATCA UPDATE Online Registration System On August 19, the IRS launched its online registration system for financial institutions (FIs) registering with the IRS under the Foreign Account Tax Compliance Act (FATCA). The registration system presents itself as a secure, web-based system that an FI may use to register as a participating foreign financial institution (FFI), a registered deemed-compliant FFI, a limited FFI, or a sponsoring entity. The system also allows lead FIs to register branches and members of an expanded affiliated group. Moreover, it may be used by an FI to renew its qualified intermediary, withholding foreign partnership, or withholding foreign trust agreement, if applicable. According to the IRS, the registration system includes the following features:
24/7 accessibility; customizable home pages for FIs to manage accounts; tools to oversee member and branch information; automatic notification of status changes; the ability to designate points of contact for registrations; and security for all data provided.

Account Creation - FI creates a FATCA account online and receives a FATCA ID; Registration - FI completes the registration form; Submission - FI signs and submits its registration form (not until January 2014); and Approval – FI receives approval and is issued a Global Intermediary Identification Number (GIIN).
About FATCA Under FATCA, withholding agents must withhold a 30% tax on certain US-source payments to FFIs that do not agree to register and report certain information to the IRS about their US accounts, including the accounts of certain foreign entities with substantial US owners.
