RAFTER J. HISTORY Many years ago the Brown family owned a couple thousand acres of land in this area for raising cattle. When Jake Brown married Alice, he told her she would always have a roof over her head. That's where the brand came from. The 'rafter' J (for Jake) over the 'open' A (for Alice). The ranch was called Rafter-=J= Open “A” Summer Ranch. As the family’s needs changed, they began to sell off some of the acreage. That is how adjacent subdivisions such as Tomahawk, La Plata Vista, etc. came to be. The last portion of the family ranch of about 660 acres was acquired by Mel Reddy, who, first with a partner then with son Mark, developed our present day Rafter J subdivision. The development started in the early 1970’s and was basically finished in the late 1990’s. There are approximately 175 lots in the subdivision, including the last segment called King Mountain. The Reddys built the roads to county specifications though they are still considered private. There were three wells dug on the property that served the simple water system which also included a water storage tower. As the number of residents grew, the water capacity proved to be inadequate and the whole system was transferred to Lake Durango Water Company owned by Bob Johnson. Rafter J has a minimum lot size of three acres or more. Presently about 145 homes exist with a small number of these occupied only as secondary homes. Mailboxes are at the Meadow Road entrances of the subdivision along with the newspaper boxes. The school bus also stops at these corners. The subdivision has a legally constituted homeowners association, which is a not for profit, tax exempt organization. We have articles of incorporation, bylaws, covenants and an elected board of directors. The board develops an annual budget, schedules annual meetings, elections and monthly business meetings. Members are always welcome and participation encouraged. Since the primary effort of the board relates to roads and water, all present and new members are strongly encouraged to become familiar with the issues. It is expected that, both at present and in the future, road and water service-related considerations must be dealt with by the membership.

ANNUAL ASSOCIATION AND MONTHLY BOARD MEETINGS According to the by-laws an annual association meeting is scheduled for the membership. The time, date and location are publicized well in advance. The meeting usually is held at the end of January at the Durango Recreation Center in the evening. Election of board members also takes place at this time. A formal agenda is prepared and a budget presented. Election results are tallied and officers installed. There are five board positions; each year one or two positions are filled. A board position is for a three-year period, but officers are internally elected annually. Monthly board meetings are usually held each month with date, time and location publicized via email to members in advance. Board meetings regularly include time for member input. Agendas and meeting minutes are regularly prepared. The association engages the services of a part time Business Manager who presently is Elesha Kinn, a resident of our development. She maintains our computerized bookkeeping; monthly budgets and prepares financial reports. The manager also prepares and processes billings, collections; maintains membership rosters and performs all other office functions. She regularly attends board meetings.

ROADS We have about 7.3 miles of roads. The roads were gravel until June 2013. In February of 2013, a majority vote (2/3 of the membership) approved to chip seal the roads and for the board of directors to fund the project with a loan from First National Bank. The speed limit on all Rafter J roads are 20 MPH. Some members find it hard to observe the speed limit and the association asks that ALL members observe the speed limit. This is a residential neighborhood where people walk their dogs, children ride their bikes, and an occasional deer (and sometimes a bear) cross our roads. Speeding puts us all in danger.

SNOW REMOVAL AND CULVERTS In the winter the association is responsible for plowing snow. Such a procedure by its very nature results in certain road damage so that springtime brings remedial work. One of the association's rules is the requirement that where necessary the homeowner provides proper driveway grading and a culvert at the point their property meets the road. Water runoff from the driveway damages the roads and causes unnecessary repair expense to the association. As time goes on and some obvious and repeated violations are not remedied, the association will, in the public interest, use its legal power to eliminate the problem. Snow removal on private driveways is often done by residents or by contracted snow plowers.

WATER SYSTEM Rafter J was lucky at the beginning to have the developers include central wells and a water distribution system. As mentioned before, when the number of homes increased both the quantity and the quality of water became inadequate. All original lot buyers paid a substantial amount of “tap fees” to have a water line and meter box installed on the main road in front of their property. These fees started as low as $1500 while the latest new lot owners paid up to $11,000. The development has water lines that greatly vary in diameter and water carrying capacity. (1½, 2½ and up to 6 in diameter). As system problems increased, the Reddys transferred the system to Lake Durango Water Company (LDWC). On July 15, 2009, the system was purchased by Lake Durango Water Authority (lakedurango.org).

MAIL BOXES AND NEWSPAPERS There are three entrance locations to Rafter J. from Meadow Road with cluster mailboxes at each. Originally the association purchased and placed those on concrete pedestals, then the USPS took over jurisdiction, and recently the USPS turned it back over to the association. If a member wants mail delivered here, he/she needs to contact the Rafter J business office. If you purchased an existing home, you should have gotten a mailbox key from the prior owner of the home. The member’s own street address is used on all mail addressed here. Our area has direct newspaper delivery to paper boxes erected adjacent to the post office cluster boxes. Both the Durango Herald and the Denver Post can be subscribed to and delivered daily. Two different individuals do the delivery and both come sometime in the morning. Subscribers must make their own arrangements with the newspaper.

HOME OR APARTMENT RENTALS According to our covenants, rentals are strictly controlled in order to maintain the nature of our development. Homes can be rented if the owner is not present. No part of a home, a “mother-in-law” apartment or an adjacent cabin can be rented on the same property. Prior to setting the rule some homes already had rental space and are allowed to continue. There are about eight such rentals presently. The provision is that once owner abandons renting it cannot be restarted in the future.

MOSQUITO CONTROL A number of homes have lagoons that treat wastewater after initial treatment in a septic tank. These lagoons are basically round, open ponds of 25 to 30 feet in diameter. Mosquitoes simply love to use the lagoons as an egg hatchery. The association encourages and partially underwrites the cost of pellets to treat the water and kill the eggs. These pellets can be obtained from spring to mid summer from one of our members. The usual dose is 10 pellets applied once at the beginning of the season at a cost of approximately $45.00. In 2004, the Board of Directors mandated that all property owners with lagoons purchase pellets from the Association and was invoiced for the pellets with the annual homeowner association fee. Pellets purchased from Rafter J are better quality and more effective than those purchased at stores in the area. This mandate was placed due to the concerns of West Nile Virus.

WEEDS AND WEED CONTROL The State of Colorado along with many states in the West during the past decades has developed a devastating invasion of noxious weeds. Many of these weeds appear as beautiful flowers. Both the State of Colorado and La Plata County have regulations making owners of land responsible for control and eradication of the invaders. Our covenants also require property owners to control foreign weeds. While the association budgets and engages a company twice annually to spray public road right-of-ways, individual owners are required to do the same. Neither state nor local enforcement is very strong, but in face of the ever-increasing problem the association will in the future more aggressively enforce the rules. In order to help both newcomers and present owners we make available a variety of helpful colored brochures to inform and educate about weed control. Please do your duty to help keep our natural environment free of these noxious intruders. Wild animals will also be thankful for your effort.

FIRE PROTECTION All lot owners, but particularly newcomers, need to be aware that our geography and climate puts non-urban residences in potentially great fire danger. The Rafter J area is full with oak brush, dense ponderosa pines and cedars which are easily ignitable. Adding to this condition we often have strong winds, and the land is dotted with deep valleys. In order to maximize home protection the homeowners are encouraged to follow expert professional advice and create protective zones around their homes. Various pamphlets are available from official sources. There are two local firms that have the professional knowledge, experience and equipment to help the homeowner. Many existing homes can serve as an example on how to achieve the best possible protection. Rafter J is fortunate to have a firehouse in the midst of our development. Fire truck(s) are parked here permanently. They belong to the Durango metro fire district encompassing Hermosa, Durango and the Animas Fire departments. Fire hydrants are also available in the development to fill up our tanker trucks that support the pumper trucks. The Department is staffed with full time fire fighters, but they always need many volunteers.

LOOSE DOGS AND CATS In homes with three acres domestic pets can be of great pleasure, but Association covenants want to assure the residents that they can enjoy their environment without undue harassment and annoyance. Owners of dogs must keep their pets in fenced areas. Many of the residents walk, jog, ride bicycles on our roads, and dogs running loose can be problematic. Cats also need mentioning. A study in Britain showed that cats in the open kill as many as 100 birds per year. In Colorado where the bird population is not as dense as in other parts of the country, unduly large numbers of cats can decimate our bird population. It is also important that feral cats and other wild animals not be fed. This is wild nature we live in, even if it appears to us as civilized living. Feeding can do more harm than good. It is a state law to have both dogs and cats protected against rabies. A bite or a claw by an animal where the owner cannot provide proof of vaccination could be quite costly and painful for both the victim and the owner.

BEARS AND GARBAGE The Rafter J area has numerous bears. Once they are out of winter hibernation they are all over the neighborhood. It is important that garbage containers be kept in the garage or in locked storage. Put out garbage containers only in the morning of garbage collection days. In order to discourage bears from visiting you on your porch or in your open garage, keep dog and cat food properly safe in bear proof containers. If you feed dogs and cats outside, bring in dishes after feeding. Hummingbird feeders and other bird feeders are also tempting feasts for bears. Bring them in at night.

WASTE AND RECYCLING PICKUP Household waste pickup is handled by three companies in Rafter J - Waste Management, Baker, and Phoenix Recycling. They will provide at least one large plastic container, which needs to be put on the side of the road on the established day of the week. Community covenants require that any other time the containers be removed from the road. The companies will bill you. All items must be placed in the container provided. Phoenix Recycling also picks up recyclables on the same day as the waste pickup. They supply 3 containers to keep the recyclables separate with a minimum extra charge. The county maintains a recycling center in the Durango Tech Center. It is located just west of the Double Tree Hotel on the north side of Highway 160. All kinds of glass, metal and paper, including cardboard can be deposited free of charge. In 2013, the recycling center is updating their equipment and they will begin charging a small fee. Larger amounts of ruble and construction waste can be deposited during business hours for a fee. Please make an effort to recycle and help our environment.

EXCESSIVE ILLUMINATION In this part of the country it isn’t necessary to have bright lights on outside the home during the evening or at night for safety. Excessive illumination will reduce everybody’s ability to enjoy the sunset and the millions of stars a city dweller never imagined existed. So please be considerate to your neighbors. A motion sensitive perimeter illumination might provide a greater sense of security.

POSTING OF NOTICES It is against covenants to post notices in Rafter J. Realtors are permitted to place only one for sale sign. It is also important to remember that posting any notices on the cluster mailboxes is against not only our covenants but also against postal regulations. Please abide by this rule. Violations will result in board members removing your signs.

If you find a topic that should be included in this informational packet, please call the Rafter J business office. Kathy Hall and other good neighbors took upon themselves to organize twice a year garbage pickup along Wildcat Canyon road (Hwy 141) from Hwy 160 to Meadow road. A sign on the road indicates our adoption of this stretch of the road. Adequate notice will be given by the organizers about the scheduled dates. It is a fun community affair with 20 to 30 participants. Meet your neighbors and do some good when you volunteer. Board meeting attendance is strongly encouraged. While board members welcome your phone calls or visits when you can express your thoughts and needs, it is even more effective if members attend the monthly board meeting(s) and participate in the proceedings. The Rafter J Business Office does a lot of communication via email.
