Message from Dena Henricks, CEOE IAEOP President 2012-2013 Another year has come and gone. I hope that everyone was able to take time to enjoy family and friends during your holiday season. I was so honored to be able to present the Distinguished Service Award to Donna Steckling at our fall conference. Donna has kept all of us informed as to the happenings of IAEOP through the IAEOP Beacon. All of her continued service to IAEOP has made her very deserving of this special award. Central Area Professional Development Days is coming up on March 22-23, 2013 in Blue Springs, Missouri. The Missouri ladies have a full-day packed full of professional development from school safety and school law to customer service and association membership and it’s benefits. Hope you will be able to attend Central Area this year. The conference registration information is on the IAEOP website. We have some great things planned for our Spring Conference, so mark your calendars for April 19-21, 2013. Our keynote speaker will be Ms. JoAnne Geigner, communications specialist and Mr. Don Owen, veteran of Urbana SD 116 since 1990. We will also have the installation of our newly elected board members at our

Saturday evening banquet. Please be sure to vote for our candidates on Survey Monkey. The link was sent out through the IAEOP list serve. Please continue to share the benefits of membership to IAEOP with your co-workers. The cost of our conference is very low, and the personal benefits of attending are “priceless.” The friendships acquired and the professional contacts made help all of us in our daily jobs. I can’t wait to see all of my IAEOP friends at spring conference. Time seems to fly by but the time between conferences seems too long. News about IAEOP Members Mary Ann Mulverhill (77) IAEOP Past President (1987-1989 ) passed away Friday, February 8, in Niceville, Fl. Mary Ann was an active member of the Decatur Association EOP; Past President DAEOP 1977-79, Educational Office Professional 1980, 1981 and 1987. She also attended Macon County EOP events.

Elaine Licking, IAEOP retired, has recently shared a 2012 update. Her address is 108 Ridge Drive, DeKalb, IL 60115. Her husband Jim, was hospitalized June 23-20. At the end of that time he was transferred to DeKalb County Rehab and Nursing home for further care. At age 89, with two hip replacements, Elaine could no longer give him the care he needed at home. He will be transferred to the Illinois Veteran's Home when room is available. His movements, even with a walker, are labored. His mind is not as sharp as it was, and he has many times of 'not remembering'. On April 24, daughter Doris, took him on a World War II Honor Flight to Washington, DC. Elaine has been diagnosed with chronic leukemia. So far it has not advanced and she does not require medication. Merry Christmas and Happy New Year, from Jim and Elaine - please remember them in prayer after this difficult year.

Carole Carnaghi, IAEOP Retired, is having a number of health problems; trouble with her legs, and severe arthritis of the spine. She had an MRI on Wednesday of her back and they saw 'something' on or around the adrenal gland. They are scheduling a CT scan for more information.

Rita Wall, IAEOP retired, member of Decatur AEOP, fell before Christmas and broke both knees. This week she had the braces taken off and walked a little during therapy. News about NAEOP Members Butch Bender, NAEOP Past President and President Emeritus of the NAEOP Board of Trustees, has been in our prayers for some time. Following is an update from her daughter, Kay. Mom wanted to wish you ALL a Happy, Safe, and Blessed New Year. She says thankyou for keeping her in your thoughts, prayers and sending her cards. There are so many of you and I love reading her the notes or letters that tell her she was such an inspiration and mentor. I keep telling myself I have to read them to myself first so I don't start the tears as I read them to her. She is my inspiration for sure. Mom is still hanging in there. Mom and I celebrated the New Years with Koot-beer floats!! Ha. A long ways from her Old Grand Dad and seven up! She enjoyed it! She got hooked on them about 2 months ago. Whatever she wants that's what she gets. Christmas Eve I walked into her room and she says: I like that sweatshirt (UNI of

course). When I left her I went to the university bookstore and got her one! She also has her UNI scarf and blanket. I walked her out in the hall with all this purple and gold and she says stop a minute(we were walking by someone) She grabbed this girls arm and says, did you know I was a UNI fan? And she just laughs. We were all there for Christmas except my brother from CO. She has been doing good for the last 2 months but as always gets sore from being in bed or wheelchair all the time. Still after all these years does not complain and makes the best of it. She now is the only original one there from when we started. That's Butch tho, bound and determined to stay with it. LEGISLATION by Mitzy Widebeck The following is a list of bills signed into law by Governor Quinn as reported by the Illinois Association of School Boards. HB 3806 ( Cavaletto, R-Salem) changes the definition of chronic truant in the Juvenile Court Act to be the same as the definition in the School Code. The bill is now Public Act 97-0975, effective August 17, 2012. HB 3826 (Chapa LaVia, D-Aurora), regarding service animals that must be allowed in schools, the bill provides that "service animal" means a dog or miniature horse trained or being trained as a hearing animal, a guide animal, an assistance animal, a seizure alert animal, a mobility animal, a psychiatric service animal, an autism service animal, or an animal trained for any other physical, mental, or intellectual disability. The bill expands the definition of service animal and adds to the types of disabilities that would allow a student to use a service animal in schools. The bill is now Public Act 97-0956, effective August 14, 2012. HB 5212 ( Krezwick, D-Orland Park) provides that a public body may make required notifications regarding revisions in the prevailing wage rate by inserting in the written contract a stipulation that states the revised prevailing wage rates are available on the Department of Labor’s website. The bill is now Public Act 97-0964, effective January 1, 2013. HB 5689 (Lilly, D-Chicago) creates the Eradicate Domestic Violence Task Force to develop a statewide effective and feasible prevention course for high school students designed to prevent interpersonal, adolescent violence. One of the charges of the Task Force is to evaluate the approximate cost per school or

school district to implement and maintain school curriculum aimed at preventing domestic violence. The Illinois Association of School Boards, the Illinois Association of School Administrators, the Illinois Association of School Business Officials, and the Illinois Principals Association each will have representation on the Task Force. The bill is now Public Act 97-1037, effective August 20, 2012. SB 3367 (Garrett, D-Lake Forest) makes significant changes regarding drivers’ education, including:

* requires drivers’ education vehicles used by public high schools to undergo an annual safety inspection if the cars are over five years of age or have over 75,000 miles on the odometer; * requires school districts to post information about mandate waiver hearings on their websites, as well as posting the notice in the newspaper. If the mandate waiver requests an increase in the district s drivers’ education fee, the amount of that increase must be included on the website and in the newspaper notice; * requires school districts requesting a waiver to contract with a private company to provide drivers’ education services, to provide evidence that the commercial driver training school employs instructors who hold valid teaching certificates; * ·requires the ISBE to adopt standards for drivers’ education; and * ·requires the ISBE to annually report the approximate per capita drivers’ education cost for each school district. The bill is now Public Act 97-1025, effective January 1, 2013. *This report was presented at the Fall meeting. Look in the Spring issue for an update after the Spring Conference of IAEOP.

The host hotel for the 2013 NAEOP Conference is the Hilton Alexandria Mark Center. The airport shuttle service is available at no cost (free) as well as free shuttle service to the Pentagon Mall and Old Town Alexandria. You can board tour busses or the subway from these locations.

First Timers' Orientation If you are a first time conference attendee, you are considered a “First Timer.” Attending the First Timers’ Orientation will give you the opportunity to start trading your pins, meet other First Timers and the NAEOP Executive Board members, get the inside “scoop” on the conference activities and most of all have FUN.

Reservations can be made by calling the hotel directly between 8:00 a.m. – 6:00 p.m. at 703-845-1010 or Hilton Reservations at 1-800-445-8667. Please give the Group Code NAE when you call to identify yourself as an NAEOP Member.

NAEOP Choir If you are interested in lending your voice to the NAEOP Choir, be sure to select the briefing for “Choir” rehearsal (note: there are two opportunities) on the registration form. The sessions are rehearsals for the music performed on at least two different occasions during the conference. You can attend one or both sessions. (PSP credit is not given for choir practice even though it is listed with the briefings and there is no charge.)

Shuttle Service Take advantage of the free shuttle service for transportation to the Pentagon Mall or Old Town Alexandria. From these locations, it is an easy transition to a step on tour bus or the subway to take you into Washington, D.C. The shuttle is provided by the hotel and operation hours will be published in the At-A-Glance. The shuttle also provides transportation to and from the airport at no cost.

Briefings are mini-workshops presented on a wide range of subjects. Inservice points may be earned toward your Professional Standards Program (PSP) certification. Saturday Banquet Menu Information – Sirloin of Beef topped with red wine sauce or Chicken Devon— chicken breast with broccoli and cheese sauce. Both served with garden salad, fingerling potatoes, steamed vegetables, rolls, butter, coffee or iced tea and Mint Brownies. Sunday Brunch – Breakfast Buffet: scrambled eggs, bacon, sausage links, breakfast potatoes, assorted pastries, muffins, fresh fruit, assorted cold cereals, milk, coffee, tea, juice, preserves and butter. The IAEOP Conference Task Force has chosen some buffet style meals to keep costs as low as possible and to provide individual selection of food choices. Membership dues cover July 1 through June 30 annually. Active Membership - $25 per year Open to all educational office personnel in any educational system or organization related to education. Members are eligible to vote on association business, serve on committees, hold office, and receive a subscription to The IAEOP Beacon newsletter. Retired Membership - $15 per year Open to educational office personnel who have retired but desire to retain their membership in the Association. Includes subscription to The IAEOP Beacon newsletter and all privileges of an active member. Associate Membership - $25 per year Open to persons not eligible for active membership (i.e., a member no longer engaged in educational office work but one who wishes to retain membership in the association, or those office personnel not in an educational setting).
