REQUEST FOR PROPOSALS OVERVIEW

RFP Purpose The purpose of this Request for Proposals (RFP) is to solicit competitive proposals on behalf of the Waukesha-Ozaukee-Washington Workforce Development Board (“WOW WDB”) to retain a One-Stop Operator to manage services across a regional network of Workforce Development Centers (“Job Centers”). Contracts resulting from this RFP are anticipated to begin on July 1, 2017 and end June 30, 2019. Based on performance, the Board reserves the option to extend the contract for two additional years (through June 30, 2021). Any contract extension will be based on satisfactory performance of defined outcomes as well as other factors. Renegotiation will be initiated by the Board prior to expiration of the current contract.

Applicant Eligibility The Joint WIOA Final Rule requires local Workforce Development Boards to use a competitive process based on local procurement policies and procedures and the principles of competitive procurement in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) at 2 CFR part 200 and 2 CFR part 2900, which may be found at http://www.ecfr.gov. The One-Stop Operator can be a single entity (public, private, or nonprofit) or a consortium of entities. A consortium must include a minimum of three of the required one-stop partners. Such entities may include: governmental agencies or units, eligible local educational agencies, community-based organizations, nonprofit entities, or workforce intermediaries, private forprofit entities, or local Workforce Development Boards, if approved by the Chief Elected Official (CEO) and the Governor as required in WIOA sec. 107(g)(2). Proposals from consortia, partnerships or other combinations of organizations must identify one organization as the lead agency and must specify the roles of all consortium members. Ability to act as a neutral facilitator of diverse stakeholders 4. Ability to make recommendations for continuous improvement of the one-stop system

GENERAL INFORMATION WIOA Overview The Workforce Innovation and Opportunity Act (WIOA) creates a new vision for how America prepares an educated and skilled workforce that expands opportunity for both workers and employers. It is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA brings together, in strategic coordination, the core programs of Federal investment in skill development. WIOA replaces the Workforce Investment Act of 1998 and retains and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. WIOA also authorizes programs for specific vulnerable populations, including the Job Corps, YouthBuild, Indian and Native Americans, and Migrant and Seasonal Farmworker programs as well as evaluation and multistate projects administered by the Department of Labor. In addition, WIOA authorizes other programs administered by the Department of Education and the Department of Health and Human Services.

Local Workforce Development System Workforce Development Area - The WOW Workforce Development Area (WDA) is comprised of Waukesha, Ozaukee, and Washington counties. Along with Milwaukee County, these three suburban counties in Southeastern Wisconsin form the Milwaukee Metropolitan Area, which has the largest population and job base in the state. The retail sector provides the most average annual total openings followed by customer service and food prep/serving workers. The largest industries in the area are manufacturing; trade, transportation, and utilities; and education and health services. All industries with the exception of natural resources and mining are expected to grow between 2012 and 2022, with the largest growth in professional and business services, and construction. Workforce Development Board - The Waukesha-Ozaukee-Washington Workforce Development Board (WOW WDB) is one of Wisconsin’s 11 regional boards authorized by the Workforce Innovation and Opportunity Act to address local economic workforce issues in Waukesha, Ozaukee, and Washington counties. The WOW WDB works in collaboration with local elected officials, economic development corporations, businesses, and the community to address macroeconomic workforce issues in the three-county area. It is committed to finding workforce solutions through long-term planning and timely responses to the changing economy.

National One Stop Delivery System - American Job Centers (also known as One-Stop Centers) are designed to provide a full range of assistance to job seekers under one roof. Established under the Workforce Investment Act, and reauthorized in the Workforce Innovation and Opportunities Act of 2014, the centers offer training referrals, career counseling, job listings, and similar employment-related services. Customers can visit a center in person or connect to the center's information online or, in some cases, through kiosk remote access. The American Job Center System is coordinated by the Department of Labor's Employment and Training Administration. Local One Stop Delivery System - The one-stop delivery system in the WOW Workforce Development Area includes two comprehensive and one affiliate “Workforce Development” Centers. All three Job Centers are located on Wisconsin Technical College campuses. Organizations are required to submit a single proposal to serve all Job Centers in the WOW Workforce Development Area. One-Stop Operator Purpose - A major goal of WIOA is a more streamlined service delivery model, with integrated and coordinated American Job Centers acting as “one-stop” access points for both job seekers and employers. The regulations encourage customer-centered, job-driven strategies, such as career pathways, business engagement systems, sector strategies, and work-based learning.

They emphasize a commitment to high-quality services for all populations, including individuals with barriers to employment. Under WIOA there is a greater emphasis on local resource coordination and cultivating partnerships for optimum performance and outcomes. The regulations identify six core programs that are required partners in the Job Centers: - (1) Adult, (2) Dislocated Worker, and (3) Youth programs (Title I) - (4) Adult Education and Family Literacy Act programs (Title II) - (5) Employment Service program (Title III) - (6) Vocational Rehabilitation program (Title IV) In addition to the core programs, for individuals with multiple needs, additional partner programs are required to provide access through the one-stop centers. The One-Stop Operator is critical to integrating the services delivered by these partners in a cohesive, coordinated manner. Roles - The One-Stop Operator will provide support to the three Job Centers in the WOW Workforce Development Area by coordinating service delivery among partner agencies, monitoring performance progress and ensuring continuous improvement of the system. Responsibilities include, but are not limited to: 1. Coordinating the roles and responsibilities of Job Center partners and service providers, including managing the implementation of the Memorandum of Understanding (MOU) and making continuous improvement recommendations 2. Managing service delivery across all Job Centers in the WOW Workforce Development Area, including services for individuals, services for businesses, and basic services such as orientations, career and labor market information and resource rooms 3. Managing daily operations across the local Job Center system 4. Ensuring compliance with all applicable federal and state regulations and policies related to the operation of American Job Centers 5. Other activities that support the local area Job Centers in coordination with the WIOA fiscal agent

Funding - The WOW Workforce Development Board does not intend to attach any funding to this request for proposed services. Proposing entities are expected to design a funding model with the capacity to identify and budget for costs necessary to carry out the required roles and responsibilities of the One-Stop Operator, with the understanding that the budget may fluctuate from year-to-year depending on local needs and priorities.

PROPOSAL REQUIREMENTS Proposal Due Date Proposals must be received electronically no later than 4:30 PM on Tuesday, May 16, 2017. No exceptions will be granted. Alternately, the message may contain a link to access the proposal stored on Google Drive, Dropbox or another file-sharing application. Proposals received via the above email address on or before the deadline and that comply with all RFP requirements will be reviewed and considered. All required information must be combined into a single PDF file. In addition, one original and four copies must be provided in printed (paper) format. A representative of Digital Story Weavers will acknowledge receipt of the electronic copy of the proposal and contact the proposer to arrange for delivery of the printed copies. If a representative of Digital Story Weavers does not acknowledge receipt of your proposal within 24 hours, bidders are strongly encouraged to contact Teresa Barch at 262-424-1841.

Required Proposal Sections Each proposal must contain the following sections in the prescribed order: Cover Page - The cover page (Attachment A) must be completed by the proposing organization, or lead applicant if the proposal is from more than one organization, and signed by an officer authorized to bind the organization to all commitments made in the proposal. Proposal Checklist - It is the bidder’s responsibility to make sure that all required elements and forms are included in the proposal. A table of contents may effectively function as the proposal checklist. If no table of contents is included, bidder must complete and include Attachment B. Proposal Summary - Please provide an executive summary of your proposal. A copy of this section may be provided to the WOW Workforce Development Board and/or Board committees involved in the selection process. Required Proposal Narrative Sections Organizational Experience and Past Performance (16 points) 1. Provide a brief history of your organization; describe your agency’s vision and mission and indicate how this proposal relates to your organization’s goals. 2. Describe your organization’s experience and understanding of WIOA and the local workforce system. Highlight qualifications that are related to the proposed roles of the One-Stop Operator. Include experience and/or expertise of individual staff members, if applicable. 3. Describe your organization’s experience managing various state, federal or other government programs. 4. Provide specific examples where your organization incorporated innovative, flexible, and/or evidence-informed approaches to service delivery.

Design (28 points) Provide a detailed strategy for carrying out the proposed roles and responsibilities of the One-Stop Operator. Where possible, include proposed staffing design, timelines, and expected outcomes. If the bidder represents a consortium, be specific as to what each member's role is and which Job Centers are involved. Specifically: 1. Describe how you will coordinate the roles and responsibilities of Job Center partners and service providers. As part of the description, please address how you will: a. promote maximum integration of service delivery and reduce duplication of services for program participants across the local workforce system; b. collaborate with partner agencies to identify and address any gaps in service; c. ensure that input and feedback from all partners is received and implemented equitably. 2. Describe how you will manage the daily operations of the Job Centers in the WOW Workforce Development Area. As part of the description, please address how you will: a. manage hours of operation, including alternative hours of operation if necessary to ensure there is adequate access to customer services; b. provide access to services through the use of technology or other means. 3. Describe how you will manage service delivery across the Job Centers in the WOW Workforce Development Area. As part of the description, please address how you will: a. ensure the availability of basic services such as orientations, labor market information and resource rooms; b. manage services for individuals; c. manage services for businesses; d. develop a referral process for services within and outside the Job Centers. 4. Describe how you will assist in the development of appropriate mechanisms to collect information and report on progress and performance related to operations, partners, and programs across the local workforce system. 5. Describe how you will ensure high quality service delivery and continuous improvement. 6. Describe how you will ensure compliance with all state and local policies and procedures related to One Stop Centers, including but not limited to Section 188 of the Workforce Innovation and Opportunity Act (WIOA) and the Americans with Disabilities Act.

Relationships and Collaboration (20 points) 1. Describe the partnerships necessary to support your organization in its role as the OneStop Operator as well as the current status of these partnerships. 2. Provide evidence of your organization’s success in working with and facilitating diverse stakeholder groups. 3. Describe how your organization will promote a positive and inclusive culture across the local Job Centers. 4. Describe how your organization will act as a neutral facilitator in managing mandated partner responsibilities and support implementation of the Memorandum of Understanding (MOU) among partners. 5. Describe how your organization will work to resolve grievances or complaints filed by program participants, Job Center partners, service providers or other interested parties affected by the local workforce system. Outcomes and Indicators (8 points) 1. Describe at least 3 outcomes/goals for the One-Stop Operator . 2. Describe the success indicators that will be used to measure your progress toward the stated goals. Staffing and Funding Model Design (8 points) 1. Describe your staffing plan for carrying out the proposed roles and responsibilities of the One Stop Operator. Include position title(s), duties/responsibilities, qualifications, full-time equivalencies, and salary range. An attached job description may satisfy all or part of the response to this item. 2. Please describe how you will identify and budget for the costs associated with carrying out the roles and responsibilities of the One Stop Operator. Include how costs will be determined for staffing, physical space, equipment, technology and other allowable expenses. If the bidder is a consortium, please provide a breakdown of the budgeting responsibilities by member and indicate which member will act as the fiscal agent. Identify any proposed shared costs or in-kind contributions from Job Center partners. The purpose of this section is to demonstrate how a budget will be developed, not how much the budget will be. Proposers are not required to submit an actual budget.

Evaluation Criteria Proposals must meet the minimum proposal requirements outlined in the attached Sample Proposal Scoring Guide (Attachment D). Proposals that do not meet all minimum requirements will be considered non-responsive and will not be reviewed by the evaluation team. Responsive proposals submitted by the deadline will be evaluated using the criteria below. Qualified outside evaluators will read and evaluate each proposal independently. The WOW Workforce Development Board has the right to request additional information from any bidder, request oral presentations from bidders, or conduct site visits to a bidder’s physical location before a contract is awarded. If no proposal adequately addresses the services and outcomes requested, the evaluation committee may recommend that no award be made.

Format Requirements Please answer all questions in the order listed. Clarity and conciseness are critical. Where possible, use specific details to describe activities, tasks, knowledge, skills, results or resources. Charts may be inserted to communicate data, as appropriate, within the prescribed page limit. The proposal narrative must not exceed 15 one-sided pages with one-inch margins on all sides. Text should be single-spaced with a minimum 12-point font. Adequate spacing should be provided between sections and paragraphs to ensure readability. Please limit the use abbreviations or acronyms within the proposal. Evaluators may not be familiar with these abbreviations or acronyms, which could negatively impact their understanding and lead to point deductions.

OTHER INFORMATION Appeals/Complaints All appeals for non-award must be made in writing and must fully identify any contested issues. Subjective interpretations by evaluators are not grounds for protest or appeal. Appeals/ complaints will be reviewed and investigated by the WOW Workforce Development Board. Provisions and Disclaimers 1. This RFP does not commit WOW WDB to award a contract. 2. The contract awarded through this RFP is for 2 years and is renewable at the discretion of the WOW WDB. 3. WOW WDB reserves the right to accept or reject any or all proposals received and to negotiate with any and all bidders on modifications to proposals. 4. WOW WDB reserves the right to waive informalities and minor irregularities in the proposals received. 5. WOW WDB may select a service provider based on its initial proposal, without discussion of the proposal. Accordingly, each proposal should be submitted on the most favorable terms that the bidder can submit to WOW WDB. 6. WOW WDB retains the right to request additional information from any bidder, request oral presentations from bidders, or conduct site visits to any bidder location before a contract award. 7. No costs will be paid to cover the expense of preparing a proposal or procuring a contract for services or supplies under WIOA. 8. All data, material, and documentation originated and prepared by the bidder pursuant to the contract shall belong exclusively to the WOW WDB and be subject to disclosure under the Freedom of Information Act, Right to Know Law, or other applicable legislation. 9. One-stop operator activities must be consistent with, and operated according to, the federal WIOA legislation, all applicable federal regulations, State of Wisconsin policies, and WOW WDB policies and procedures. 10. Expenditures for one-stop operator activities must comply with the following, as applicable: U.S. Department of Labor (DOL) regulations 20 CFR Part 652; 29 CFR Parts 96, 93, 37, 2, and 98; and 48 CFR Part 31; Office of Management and Budget (OMB) Circulars A-21, A-87, A-110, A-122, and A-133 OR 46 CFR part 31, whichever applies. 11. Contractors will be expected to adhere to WOW WDB procedures to collect, verify, and submit required data. 12. WOW WDB has a right to fund a lower ranked proposal over a higher ranked proposal because of valid policy considerations. 13. WOW WDB is required to abide by all WIOA legislation and regulations. Therefore, WOW WDB reserves the right to modify or alter the requirements and standards set forth in this RFP based on program requirements mandated by state or federal agencies.

14. All contractors must ensure compliance with the State of Wisconsin Department of Workforce Development (DWD)’s Civil Rights Compliance plan and expectations and provide equal opportunity to all individuals. No individual shall be excluded from participation in, denied the benefits of, or subjected to discrimination under any WIOA-funded program or activity because of race, color, religion, sex, national origin, age, disability, or political affiliation or belief. 15. All contractors must ensure access to individuals with disabilities pursuant to the Americans with Disabilities Act. 16. Contractors must ensure equitable access to clients with limited English speaking, reading or writing ability. 17. Contractors will allow local, state, and federal representatives access to all related records, program materials, staff, and participants. In addition, contractors are required to maintain all contract-related records for the period required by State of Wisconsin DWD record retention requirements, beginning on the last day of the program year. 18. The contract award will not be final until WOW WDB and the successful bidder have executed a mutually satisfactory contractual agreement. WOW WDB reserves the right to make an award without further discussion of the proposal submitted. No activities may begin prior to final WOW WDB approval of the award and execution of a contractual agreement between the successful bidder and WOW WDB. 19. WOW WDB reserves the right to cancel a contract immediately if new state or federal regulations or policy makes it necessary to substantially change the program purpose or content, or to prohibit such a program. 20. Applicants are advised that most documents in the possession of WOW WDB are considered public records and subject to disclosure. 21. According to WIOA sec.107(g)(2) if a local workforce development board is selected to be the One-Stop Operator, such selection must be approved by the local Chief Elected Official (CEO) and the Governor.
