CHRONOLOGY OF EVENTS (i)

GSA{FIR urged up on the Railway Board to determinethe fitment factor as "3" in the caseof Running Stilf foiganting Zt" Ci'C pay fixation with effect from 01.01.2016with adequate justificationin his letteraddressed to Board dated13.07.2016. of Railway Board vide RBE 9312016dated02.08.2016issuedpay fixation formula/procedure . RunningStaff as per illustrationgiven in Annexure'C' of the aboveletter. NFIR vide leuer dated04.08.2016,took up with the Railway Board, that the aboveorder of Railway Board doesnot comply with the Resolution(Point l2) circulatedby the Ministry of Finance(Dept of Expenditure),on 25rh July 2016, where in it has been mentionedthat in respectof Railway employeesto whom Running allowanceis admissible,it will be ensured thatthe actualraisein pay atthetime of initial fixation is about 14.29%as recommendedby the PayCommission. In the same letter GSAIFIR pointed out that some of the Running Staff did not get the minimum benefit of l4.29Yowith illustrationsand pointed out that the order issued by Railway Board vide 9312016is clear violation of Point 12 of the above mentionedGazette Notification.

to the Railway Board, once again insisted GSNFIR vide letter dated23.08.2016addressed that Railway Board should issue separatefitment table for Running Staff as was done vide order dated 12.09.2008,when the VI CPC Pay Band and GradePay was to be implemented, ensuring14.29%hike in pay on fixation with effectfrom l" January,2016. A statementshowingthe pay rangeof RunningStaff,who did not get the minimum benefitof 14.29%hike, was also enclosedalongwith the saidletter.

Railway Board vide their reply dated 14.09.2016did not accept the contentionof NFIR, is not an absolutepercentageof raise which has lo be stating that ihe figure of about 14,29o/o ensuredand therefore communicatedthat pay revision of Running Staff has been done in terms of approvedformulation and no separatefitment table can be issued. On receivingBoard's reply, NFIR vide its letter dated 30.09.2016wrote back that Railway to the valid pointsput forth in NFIRis earlierletter' Boardhad failed to give due cognisance NFIR. in the above letter, also clarified the meaningof the word "About" which means Dictionary).FurtherNFIR maintainedthat justice hasto be done almost (Source-Cambridge to eachand everyRunning Staff by ensuringthe minimum benefitof about 14.29%pay hike, which has to be ensureJduring initial pay fixation, on implementationof 7'h CPC pay structure. NFIR also pointed out that the Pay element of Running Staff is different from NPA of Doctorsin that Pay elementis a componentof pay and not any allowanceand urgeduponthe Railway loard to review its decisionand rectify the injusticedoneto RunningStaff.

2016at Rail In theNFIR PNM meeringheld with RailwayBoardon 22"d& 23 rd December, Bhavan,New Delhi, GS/ NFIR raisedthis issuein his openingaddressas follows: "Pursuantto July 25,2016 Resolutionof Ministry of Finance,the RunningStaff shouldhave been granted pa-yhike of I4.29o/o,but unfortunately,the same has not been done. He urged upon ihe MS to seethat Resolution of MoF is implementedin toto for ensuring 14.29ohhike in 7th CPC Pay Matrix for Running Staff. In this context, the NFIR General Secretaryalso . pointed out that when the 6th CPC Pay Band/GradePay structurewas introduced,a separate fitment table was given for Running Staff (2.118 multiplier factor), whereasthis time it was not done,consequentlythe RunningStaff are losingnot lessthan Rs. 2,0001-p.m. dueto nongrantof 14.29%hike". NFIR has also madethis as PNM agendafor meetingwith Railway Board vide subjectNo 0512017dated20'nFebruary,2017.

Pursuant to NFIR's continued representation,the Railway Board has sent Office Memorandumto Joint Secretary,7thCPC implementationcell, Ministry of Financedated acceptingthe contentionof NFIR that the existingmethodologyadopteddoesnot 06.01.2017, satisff the criteria of 14.29%pay hike for Running Staff as mentionedin the Resolutionof Ministry of Financeand in rnuny car.s, the rise in pay at the time of initial pay fixation is only aroundl2o%. In the OM, the Ministry of Railwaysrequestedthe MOF to considerthis issueand provide appropriateguidelinesto resolvethe matter.

the Running Staff and reported GS / NFIR vide his messagedated08.08.2}77congratulated that the MOF hasclearedthe proposalsentby the Ministry of Railwaysas a resultof NFIR's continued efforts, for hiking the Pay of Running Staff by a minimum of 14.29%oand conveyedthat Railway Board will soonissueordersin this regard. Railway Board acceptedour genuinedemandand orders were issuedvide RBE 9912017 dated 21.08.2017,reviewing the methodology for pay fixation for Running Staff on implementationof 7'nCPC Pay Structure.
