SPECIAL MEETING OF THE GREEN HILLS AEA BOARD OF DIRECTORS MINUTES August 1, 2017 6:00 p.m.

President Ken Lee called the special meeting to order at 6:00 p.m. Roll call revealed the following persons present or absent. Board Members Present: Randy Brown, Ed Gambs, Ken Lee, Jere Ann “Jake” Powers, Richard Schenck, Raymond Storm, Karen Thomsen and Marland Gammon. Board Members Absent: None Director District 2: Vacant AEA Staff Present: Lane Plugge, Chief Administrator Linda Perdue, Board Secretary Guest: Richard Christie, Ray and Associates Approval of Agenda Randy Brown moved approval of the August 1, 2017, Board agenda; seconded by Karen Thomsen. The motion carried on a unanimous voice vote. Open Forum There were no comments from the public in attendance. Chief Administrator Search Dick Christie, representative from Ray and Associates, provided an update and shared additional information regarding the Chief Administrator search for Green Hills AEA. Dr. Christie led the Board through an outlined agenda to finalize the search process, timelines, advertising, and salary and benefits for the chief administrator position. The approved timeline and advertising are attached to the minutes. A.
Establish a timeline for the Chief Administrator search The online survey link will open 8/07/17 and close at 8 a.m. on 8/24/2017. On 8/29/17 the Board will meet in Red Oak at 6 p.m. to review the survey results and finalize the Chief Administrator profile for the promotional flyer and online application form. By 8/30/17 the promotional flyer will be printed. The flyer and online application instructions will be e-mailed to interested candidates. The deadline for application materials is 11/24/2017. On 12/12/2017 the Board will meet in Red Oak. Ray and Associates Consultant presents the top candidates and assists the Board in selecting finalists for the interview. The week of 1/08/18 the first round of interviews will be held. The week of 1/15/18 the interviews of finalists will be held. If only 3-4 candidates are selected to be interviewed, only one round of interviews may be scheduled.

Determine the input process – who will be involved All GHAEA staff, Board members, and Green Hills AEA Superintendents will receive an electronic survey for input on developing the qualities and characteristics most desired in the new chief administrator. The goal is to achieve 100% participation. The online survey link will open 8/07/17 and close at 8 a.m. on 8/24/2017. Three separate interview teams representing 1) administrative staff, 2) certified and classified staff, and 3) superintendents will be involved in the final interviews. Interviews teams will consist of no more than 8-11 members. Those serving on the interview team must be available for all the scheduled interviews. Dr. Plugge will oversee the process to identify representation for the superintendent team, the administrative team, and the classified/certified staff team, taking into consideration disciplines and regions. Dr. Plugge will work with the GHAEA Education Association leadership to identify one or two representatives from the certified staff. The Board secretary will serve as the hub for copying and collecting documents during the interview process.

Approval of all advertisements The Board considered options for advertising the Chief Administrator position and supported the following: Ray and Associates will advertise in all the free job listings as listed on the handout. AASA Job Bulletin and Website - $640 – Job listing would run for 60 days. Education Week Newspaper and Website – approximately $1,160 per website listing for 30-day posting. GHAEA will post on TeachIowa.gov.

Discussion of the salary and benefits for the position The Board considered salary and benefits for the chief administrator position for the 2017-18 school year. The salary will be in the range of $235,000 plus a comprehensive benefits package. The position will pay at least 20% of health insurance. The final salary for the successful candidate will be negotiated and determined based upon proven experience, qualifications and meeting Board criteria.
The Board Secretary will serve as the Agency contact and Marland Gammon will serve as the Board contact. Time and Place of Next Meeting The next regular meeting of the Board of Directors of the Green Hills AEA will be held on August 22, 2017, at 6 p.m., at the Red Oak Regional Office, located at 212 E. Coolbaugh Street, in Red Oak. As discussed earlier in the meeting, a special board meeting will be held on August 29, 2017, at 6 p.m., at the Red Oak Regional Office, located at 212 E. Coolbaugh Street, in Red Oak. Adjournment With no further business, Board President Ken Lee declared the meeting adjourned at 7:54 p.m.
