Purpose:
To provide employees with an explanation of the types of compensation during their employment with Appalachian District Health Department.
Policy:
Appalachian District Health Department will compensate employees according to each type of compensation as defined below.
Bonus 1.
If a bonus is granted/approved by the Board of Health, full-time employees who have worked the 12 months prior to the month in which the bonus is paid will receive 100% of bonus amount.
2.
Part-time permanent and/or probationary employees who work 50% or more will receive a bonus on a pro-rated basis according to the average percent time worked for the 12 months prior to the month in which the bonus is paid.
3.
Full-time or part-time permanent and/or probationary employees who have not worked the entire 12 months prior to the month in which the bonus is paid will receive a bonus on a pro-rated basis according to the number of months worked and/or the average percentage time worked.
Longevity 1.
Creditable service for longevity with Appalachian District Health Department will be granted for the following prior service:
a.
any NC agency subject to the State Personnel Act as defined by the Personnel Listing of Creditable Service Agencies of the State of North Carolina
b.
service with Alleghany, Ashe and Watauga County governments
2.
Employees meeting creditable service must be working 50% time or more.
3.
Longevity will be paid in a lump sum in the employee’s month of hire or anniversary date that includes prior service.

Length of service will be recognized based on annual gross pay according to the following schedule: 10 but less than 15 years 15 but less than 20 years 20 but less than 25 years 25 years or more

Longevity pay for part-time employees working one-half time or more will be prorated based on the percentage of time worked in the previous 12 months.
7.
Longevity will be prorated for retirees based on annual gross pay on date of retirement if retiring before anniversary month.
8.
Those resigning will not receive longevity unless they are in active pay status and have worked half the working days of the month that the employee is eligible for longevity.
Pay Plan Appalachian District Health Department will provide a standardized pay plan for employees according to job classification. Job classifications will be in accordance with the North Carolina Office of State Personnel subject to the State Personnel Act, Section 5-1.
Reallocation In the event an employee is reallocated or the District pay plan grade changes resulting in a higher classification or higher grade than present position, the employee will receive at least a 2 ½% pay increase subject to the Health Director’s approval. In the event that an employee is reallocated or the District pay plan grade changes resulting in a lower classification or lower grade than present position the employee’s pay will not be changed. This excludes demotions related to disciplinary action.
