Sydney, the most populous city in Australia declined by two places in the 2o16 Dubai Innovation Index ranking. However, Sydney’s position in terms of new business density (which reflects the number of new business registrations in a city) has improved by one position since 2015. In 2016, Cisco launched its Innovation Central Sydney innovation center in Sydney to facilitate development in Internet of Things (IoT) technology through collaboration between various stakeholders including academic institutions, governments and customers. Sydney is one of several locations in Australia for the Slingshot accelerator, which pr0ides corporations with exposure to innovative technologies through its various innovation programs. Additionally, Sydney is home to a muru-D, an accelerator backed by telecommunications operator Telstra to support innovative start-ups.

Sao Paulo, Brazil’s most populous city maintained its position from the previous year in the 2016 Dubai Innovation Index rankings. Notably, Sao Paulo experienced a decline in manufacturing and value added services from 2015. Sao Paulo is home to the accelerator Startup Farm, which provides support and resources to digital startups, as part of the effort to develop Brazil’s technology startup scene. Additionally, Sao Paulo is home to Mobilab, a partnership between the private sector firms, academic institutions and the city’s public transport and planning agencies, which seeks to develop solutions to address issues in Sao Paulo’s transportation system through public participation and open data. To support the development of startups in Sao Paulo, Cubo provides a collaborative workspace and showcases the latest technologies to increase startup awareness on emerging technology innovations.

Toronto the most populous city in Canada, declined by two places in the Dubai Innovation Index. Notably, Toronto experienced an improvement in new business density and venture capital deals, improving by three places and one place respectively from 2015. Toronto is home to the Toronto-Waterloo Corridor, a technology supercluster that operates in a 100km stretch to develop technical capabilities through its various research institutions and drive innovation. The Corridor is the second largest technology cluster in North America. Additionally, Toronto is home to the MaRS Discovery District which, an incubator for startups and entrepreneurs to translate their innovative ideas into market opportunities. In 2016, the Royal Bank of Canada and the University of Toronto announced an initiative to support innovative entrepreneurs by providing collaborative workspaces and support to take ideas to market.

Shanghai, fell by two places in the 2016 edition of the Dubai Innovation due to a decline in Foreign Direct Investment (FDI) in the wake of the Chinese economic slowdown. In 2016, Cargill inaugurated its ONE Innovation Center in Shanghai, a 22,000 sq foot facility designed to develop innovative menu solutions and incubate future consumer taste. Copenhagen, the happiest city in the world has increased its ranking in GDP per capita growth and happy plant index which includes wellbeing, life expectancy, inequality of outputs and ecological footprint. Fundamental reason of being the happy capital is due to the high taxes that ensure social security, universal healthcare, and a universal pension. The Innovation Center Denmark, helps local startups and corporate entities as a facilitator to connect Danish entrepreneurs with startup hot spots around the globe focused on research, science, technology and commercial innovation. Located at the Ministry of Foreign Affairs in Copenhagen together with Denmark's national investment promotion agency. The strengthening of the Danish labor market continued in the 4th quarter 2016 with an increase in employment by 12,000 persons. Employment has been rising steadily over the last three years, reflecting the upswing in the Danish economy. Employment is expected to increase by a further 75,000 persons or so from the 4th quarter of 2015 to the end of 2018, by which time spare resources in the labor market are assessed to be more or less depleted. The Copenhagen Solutions Lab will be a new governing body for smart city projects across all sectors in the city and will have focus on creating triple helix partnerships. Copenhagen Solutions Lab will lead the implementation of innovation and smart city development in close collaboration with knowledge institutions and companies as well as citizens. Focusing on problems with congestion and flash floods and the ambitious climate targets through the utilization of big data and new technologies.

Paris climbed by eight places in the 2016 Dubai Innovation Index, primarily due to an improvement in funding, notably private investments including venture capital deals and inward FDI, which helped the city generate new jobs. Notable joint venture and strategic alliance deals that occurred in Paris over the past year include the Renault and Nissan alliance in addition to the KLM-Air France alliance with China Eastern Airlines. Paris is home to an innovation cluster named Paris-Saclay, which is home to 19 research institutions and further houses major corporations such as Siemens. The cluster was a designated as one of the world’s eight major innovation clusters by the Massachusetts Institute of Technology (MIT) in 2013. To expand its capabilities in the digital space, Paris is investing in a digital incubator named Station F, which is expected to open in 2017.

Berlin, political home of Germany's Federal Government and the educational center of Germany. A steady GDP growth and inward FDI has attributed to an increase in rank in 2016. They aim to grow innovation champions by focusing on innovation culture and sustainability. Increasing effectiveness of new products, services, processes and businesses through experience and insight. Among InnovationLabs.Berlin there are several other innovation labs in the city focused on the similar goals. Nano Labs are short and intense impulse events to create solutions, learn and experience innovative ideation and problem solving techniques. Micro Labs are hands-on experiences of up to one week which result in a minimal viable prototype and a roadmap. Speed Labs encompass three to six months of business incubation and acceleration leading to a new minimal viable product or service, including soft launch.

Hong Kong, is the city to the most skyscrapers in the word. Hong Kong has decreased its ranking by one place, however is still a top contender at third place. Areas that seem to be neglected over the year are economic growth, expenditure on education. MIT has picked Hong Kong for its first innovation center. The Hong Kong program will be the first one in the world that is focused on innovation, with 5,000 square feet of space that will include a facility equipped with advanced tools and materials for invention and prototyping. The national government subsidizes domestic companies that invest in new technologies and integrate innovative initiatives to their operations as part of its Innovation and Technology Fund (ITF). To also encourage research and development by domestic corporations, the national government subsidies patent applications to protect the Intellectual Property (IP) for new inventions.

Bangalore is one of the new additions to the Dubai Innovation Index, which examines the most innovative cities in the world. Though Bangalore lies at the bottom of the list in overall rankings, the recent development of the innovation culture has rightfully earned Bangalore a place on the index and the name “Silicon Valley of India”. Bangalore is home to local initiatives such as the “Startup Weekend Social Innovation Bangalore”, an annual three day conference supported by Google and “Lift India” to help new entrepreneurs present their ideas and receive funding and support from global technology experts and local business leaders. Over the past few years, a number of large Fortune 500 companies such as Target, Walmart, Lowe's and L Brands, as well as global 'unicorns' such as Uber have set up base in Bengaluru (Bangalore) with more companies are on track to set up tech centers in India in the future. Bangalore is already home to several billion-dollar Indian startups such as: Flipkart, InMobi and Mu Sigma. Among the new innovation centers opened in Bangalore are: Airbus' BizLab, which intends to bring together startups and Airbus' internal entrepreneurs; and Visa, whose new technology center in Bangalore will house 1,000 developers accelerating development of next generation payment solutions.

Milan, Italy’s financial hub has increased in areas of skills and talent, culture, products and service and intellectual capital. Expo Milano 2015 is the Universal Exhibition that Milan, Italy, hosted from May 1 to October 31, 2015. Over this six-month period, Milan became a global showcase where more than 140 participating countries showed the best of their technology that offers a concrete answer to a vital need: being able to guarantee healthy, safe and sufficient food for everyone, while respecting the Planet and its equilibrium. During Expo Milan we EasyJet presented emerging technologies, they will be applying in the aviation sector for the first time; in the form of automated drones. The automated drones will perform detailed aircraft checks to assess damage to aircraft, quickly reporting back to engineers on any damage which may require further attention or maintenance work. Checks that would usually take more than a day to complete can now be performed in a couple of hours and with greater accuracy. Early this year has also marked the entrance for Italy’s finest car manufacturer Ferrari into the Milan Stock Market.

Tokyo climbed by two places in the Dubai Innovation Index, notably having highest the adult literacy rates in contrast to peer cities and has the third highest government expenditure on education per pupil (as a percentage of GDP per capita). Banking giant Mizuho in 2016, opened its innovation lab in Tokyo to develop capabilities in the fintech space and innovative its services in collaboration with local startups. In 2016, automaker OEM Honda announced plans to open a lab in Tokyo in 2017 to pioneer development in Artificial Intelligence (AI) technology. As part of the initiative, Honda intends to collaborate with local universities and startup to develop capabilities in the AI space. Tokyo is home to the Miraikan National Museum of Emerging Science and Innovation that provides visitors with exposure to the latest technologies through its various exhibits and talks.

Kuala Lumpur, Malaysia’s commercial and transportation hub has observed a decrease in GDP growth, government debt and ease of getting credit. A reason for the decline can be traced to Malaysia being China’s largest trading partner in Southeast Asia, which two-way trade topped $100 billion in 2014. Malaysia now faces economic challenges far beyond the impact of the slowdown in the Chinese economy, as well as international investors’ growing fear of emerging markets. The Global Symposium on Innovative Financial Inclusion was held in September 2016 in Kuala Lumpur, Malaysia. The event is co-organized by the World Bank and Bank Negara Malaysia. Financial inclusion is recognized as critical to reducing poverty and achieving inclusive economic growth. Financially included individuals and firms can smooth their cash flows, meet unexpected expenditures or losses in income, or invest in their skills, health, assets, or new business. Innovation in financial services has the potential to enhance financial inclusion in terms of access, quality, and usage in a cost-effective manner. Another effort for improvement is The Social Innovation Lab that works with local partners to design new products, services, and interventions to address challenges facing Malaysia’s most vulnerable children and young people. The Social Innovation Lab is part of a global network of UNICEF-established Innovation Labs The Lab collaborates with NGOs, the private sector, and government organizations, to support the design and testing of new approaches to addressing children’s issues.

Mexico City has increased investment on research and development financed by the government and also a significant improvement in ease of getting credit which attributes to the improvement in overall ranking. Venture capital investments in Mexico surged to $978 million in the first half of 2015, up from $403 million for first half of 2014. Mexico is emerging as one of the fastest-growing tech hubs in Latin America, with more than $1 billion in investments last year and more than 500,000 IT professionals. An example of the research and development financed by the government includes, the mayor of Mexico City had launched the “Laboratoria para la Ciudad”, which is an experimental program to foster civic innovation and urban creativity. An example of the thriving economy is a new air transport agreement between the United States and Mexico just went into effect and it could be great news for Delta's $1.5 billion joint venture with Aeromexico.

Doha, the capital of one of the world’s richest nations is supported by consistent high numbers of graduates in science and engineering, profiting from an increase in knowledge intensive jobs. Qatar Science & Technology Park (QSTP) has been funded by the government to house international technology companies and act as an incubator for startups. “Technovate” is a project undertaken by the QSTP that brings distinguished speakers with startup experience to educate people on areas such as product development, innovation and commercialization. QSTP is located in Qatar Foundation's Education City and has access to the resources of its cluster leading research universities The World Innovation Summit for Education (WISE) was founded in 2009 based in Doha, which is an international initiative aimed at transforming education with innovation. This is one of the many initiatives taken up by the Qatar foundation that is assisting to put Doha on the map in terms of innovation. Powergreen is a company of Innovations Unlimited ME, the Renewable Energy System Integrator and EPC Contractor founded in Qatar in 2009, and is now expanding from there into regional markets. Powergreen is built on the dedication and to shape the renewable energy landscape of the markets in which it operates.

Moscow, home improved in PES, funding and culture however, has maintained its rank in the Dubai Innovation Index. In terms of funding, Russia spent 18.4 percent of its reserve fund in a single month to plug deficits in the federal budget. The country's reserve fund fell from $38.18 billion to $32.2 billion during the course of August 2016, shrinking to just over a third of pre-crisis levels. Showing that in times of energy price crisis the government is stepping in. On the other hand Moscow Agency of Innovations was founded by the Department of Science, Industrial Policy and Entrepreneurship to serve as a one-stop shop for participants of Moscow's innovation ecosystem. Open Innovation is for technology entrepreneurs, start-ups, leaders of the scientific community, managers of venture capital funds and the financial sector, heads of Russian and foreign corporations, and government representatives to exchange ideas on upcoming technological agenda and its impact on our future. The practical focus of the Forum is to assist technology entrepreneurs in the search for new opportunities for development, and facilitate meetings between investors, clients, partners and government officials.

Riyadh climbed three places in the 2016 Dubai Innovation Index. Despite volatility in oil prices in, Saudi Arabia was able to achieve stable economic growth. In 2016, the Saudi Basic Industries Corporation (SABIC) launched its “Home of Innovation”, a 3,400 sq metre innovation hub with the aim of developing sustainable downstream business in Saudi Arabia’s petrochemical industry. 3M’s Innovation Center (which opened in 2013) is based in Riyadh with the purpose of developing innovative solutions to address the needs of regional customers using 3M’s technology platforms. Riyadh’s Al Yamamah University is home to the Microsoft Innovation Center (MIC), a series of state-of-the-art facilities designed to foster collaboration between government, industry and academic stakeholders to develop innovative technology and software solutions.

Although Singapore declined in the overall Dubai Innovation Index rankings, it scored well in the government pillar component of the index due to its efficient business markets, well-structured tax rates and favorable tax environment. In 2016, the Monetary Authority of Singapore opened its fintech innovation lab to experiment with fintech solutions among financial institutions, start-ups and technology vendors. The launch of the lab reflects Singapore’s ambition to establish itself as a global fintech hub. Singapore’s national Innovation Cluster Programme encourages collaboration between corporations, the government and academic institutions to translate innovative ideas to market across various sectors. To develop capabilities in Intellectual Property, the national government launched its Intellectual Property (IP) Hub Masterplan in 2013 to make Singapore a global hub for firms to register and develop IP for new products and services.

Johannesburg, Africa’s fastest growing city has increased in rank due to improvements in skills & talent, growth in revenue generation and technology readiness. An example of developments is IBM opening its second IBM Research laboratory in September 2016, a $61-million 10-year project, in Braamfontein a suburb in Johannesburg. The lab will collaborate with the country's Department of Trade and Industry and Department of Science and Technology on data-driven healthcare, digital urban ecosystems and astronomy. Johannesburg is also home to the Healthcare Innovation Summit for a second year. The summit deals with access to facilities and medication, lack of skills and chronic disease care continue to place demands on existing healthcare resources in Africa, while economic turbulence propels governments to scrutinize healthcare budgets more closely. JoziHub is a co-creation space in Johannesburg dedicated to creating sustainable change in Africa. South Africa has the most developed telecommunications industry on the continent where there are more sim cards than people. Johannesburg continues to be the engine room of the African economy and the perfect location for an incubator, created to kickstart & accelerate innovation in the tech and social scopes.

Although Seoul declined by four places in the 2016 Dubai Innovation Index, it scored well in terms of education, having the highest university enrolment in addition to the third highest government expenditure on education per pupil. Three universities based in Seoul including: Seoul National University, Sungkyunkwan University and Yonsei University were featured in Reuters Top 75 Most Innovative Universities list, which profiles academic institutions that develop new technologies, advance science and contribute to the global economy. Seoul’s Innovation Park, is an 843 sq metre facility designed to foster collaboration between various stakeholders including citizens to address domestic social issues through social innovation. Seoul has further reiterated its commitment to drive social innovation by providing a platform for its citizens to contribute to innovative thinking through the Seoul Innovation Bureau, which was established in 2013.

Madrid, the highest capital city in Europe has had a significant improvement over the year. The most improved pillar is funding which includes increased value of greenfield investments, venture capital deals and ease of getting credit. An event that helps Madrid push the envelope in terms of innovation, is in an expanding industry with an annual growth of 17%. Madrid being the reference in Europe in consumer robotics, professional robotics and medical robotics. The Global Robot Expo is the definitive trade show to measure the current state of robotics in every single field. Zurich declined by one position in the Dubai Innovation Index from 2015. Zurich enjoys a highly stable political environment, which can be attributed to high scores in absence of violence, strong rule of law and high government effectiveness (which is an indicator of the quality of cities’ public and civil services). Zurich is home to the ieLab initiative which supports the development of young, innovative students through mentorship from experienced with the program’s experience business and industry partners. The Park Zurich innovation park, provides a collaborative space and technical facilities for corporations and research institutions to engage in research and development towards innovation initiatives. Nairobi features for the first in the Dubai Innovation Index and is home to a number of initiatives to support innovation. In 2016, Nairobi hosted its Innovation Week which brings together stakeholders from the public sector, private sector as well as research institutions to showcase new innovations and encourage collaboration and knowledge sharing. The next edition of Nairobi Innovation Week is expected to take place in 2017. Nairobi is additionally home to iHub, an innovation community that connects stakeholder across the innovation ecosystem including: developers, engineers, technologists, entrepreneurs and investors. iHub’s facility boasts an open community space in addition to the iHub User Experience (UX) lab to stimulate design-thinking. Furthermore, Nairobi is home iBizAfrica, a business incubator that provides support to entrepreneurs in the development of innovative ICT solutions and businesses which provide solutions which benefit society.

Dubai, home of the Dubai Innovation Index has increased its ranking by one place over the year. Areas of improvement include the recommendations from last year’s innovation index report which consist of education and research and development. However, the adult literacy rates, number of libraries and graduates in science and engineering have improved. The gross domestic expenditure on R&D by the private sector has also increased. The Center for Entrepreneurship & Innovation (CEI), established under the University of Dubai's umbrella, is a research and consultancy platform operating in tandem with San Diego State University's Center for Information Convergence & Strategy (CICS). CEI offers a platform for students, alumni, and faculty to network, collaborate, & develop their ideas and support entrepreneurs through various stages of the entrepreneurial and innovation process. In October 2016, Dubai launched its AED 1 billion Future Accelerator Program, which seeks to develop innovative solutions across eight sectors including: education, health, infrastructure, transportation, security, and energy and finance through collaboration between the government authorities and the private sector. In November 2016, the Sheikh Mohammed bin Rashid Al Maktoum Fund to Finance Innovation was launched. The AED 2 billion fund provides support to resident individuals and companies in the UAE that offer innovative ideas in the form of products, services and processes.

New York City leads the 2016 edition of the Dubai Innovation Index, primarily due to an increase in the number of joint venture and venture capital deals. New York City is home to Digital.NYC, an innovation center which provides support and resources for startups to innovate through information and resources. Digital.NYC additionally offers a platform to connect residents to the city’s technology landscape. New York City’s Partnership Innovation Council seeks to ensure that the city’s regulatory landscape remains relevant in the everchanging technology landscape, through its panel of industry experts. Additionally, New York City’s Department of Education (NYCDOE), launched its iZone initiative in 2010, an incubator to support innovation in local schools.

San Francisco, improved its position in the Dubai Innovation from 2016, rising two places from 2015. San Francisco’s movement in the rankings was attributed to a significant increase in Foreign Direct Investment (FDI) inflows from 2015. Under the mandate of the San Francisco Center for Economic Development (SFCED), the Innovation Hub (iHub) provides a collaborative platform for stakeholders in the city’s innovation ecosystem such as startups, government entities and venture capitalists to drive innovation initiatives and create jobs in the State of California. San Francisco is the home of Pilot44, a digital incubator aimed at supporting startups in the acceleration of their digital innovation through the use of emerging technologies. In 2016, San Francisco inaugurated Superpublic, a 5,000 sq foot space aimed at fostering collaboration between the federal government, state government, private sector and academic institutions to develop innovative solutions to complex issues facing the city.

The capital of China, Beijing is one of the world’s most populous cities. Beijing has been the global leader in GDP growth averaging 10% growth over the last 10 years, however in 2015 the growth slowed down to 6.9%, due to a number of reasons. The economic slowdown has effected the number JV strategic alliances and labor force participation rates. These factors have caused Beijing to decline in rank by three places in the 2016 Index. However Beijing retains its position as the IT capital of Asia. Z-parks listed companies Microsoft, Novartis, Yahoo and many more are aiding the local environment through a combination of digital media and live summits, providing organizations with cuttingedge insights to drive growth in the constantly changing business environment. Z-park has seen a growth of 18% over the year in profits reaching $902Billion. Beijing Bohai Innovation City represents a new model of compact, environmentally enhanced urban design for the rapid development of satellite cities along Chinese high-speed-rail corridors. The plan leverages the economic and lifestyle assets of the Beijing-Tianjin corridor by centering the new environmentally friendly district along the high-speed-rail line linking the national capital to the port city of Tianjin.
