Message from the DOST Secretary Globalization has diffused into all aspects of human society and concurrently demands serious planning and action from all the countries of the world. This is already evident in exchanges in the culture and arts, telecommunications, the medical field, transportation, agriculture and environmental protection. Likewise, globalization greatly affects local trade and industry as trade barriers are reduced and more foreign goods and services flood the Philippine market. This has led to the relevance of innovation as a science-based approach in production, and has ultimately become crucial in ensuring the competitiveness of our local businesses. Contained in this report are the projects, programs and services rendered by the Department of Science and Technology-National Capital Region (DOST-NCR), in consonance with the demands of rapid globalization. Along with the numerous projects implemented and services rendered by the DOST-NCR, I commend the management and staff for continuously providing technical and consultancy support to enable MSMEs to prosper in the country’s business center. DOST-NCR deserves recognition for its pro-active approach in promoting technologies developed by DOST’s Councils and Research and Development Institutes. Undersecretary’s Message
I congratulate and commend the Regional Director and staff of the Department of Science and Technology-National Capital Region for again surpassing its targets for the year 2011. They organized and conducted activities that focused on client requirements. Such activities that should be highlighted include the 2011 Stakeholders Summit, which recognized the inspiring stories of the agency’s SETUP adoptors; and the 2011 Regional Inventions Contest and Exhibits (RICE), held in cooperation with the Technology Application and Promotion Institute (TAPI), which encouraged innovation, especially among the student entries. For 2012, with a bigger budget allocated for SETUP, DOST-NCR faces the challenge of enticing more MSMEs to avail of the Program and to equal, if not surpass, the accomplishments of earlier SETUP adoptors. Further, DOST-NCR faces the challenge of encouraging more company managers and community leaders to adopt a science-based approach in production and project implementation to keep the spirit of innovation alive in the National Capital Region.

Another challenging but successful year has passed and it is with modest pride that I, in behalf of the Department of Science and Technology- National Capital Region, present our 2011 Accomplishment Report. For the year 2011, the DOST-NCR has surpassed its targets by an average of 134%, with its DATBED student beneficiaries .SETUP technological interventions, projects funded and co-implemented garnering the highest percentage of success from 250-209%. DOST-NCR has implemented 13 SETUP funded Innovation System Support (ISS) projects, with 96 technical interventions amounting to P10,160,472.00. This figure raises the number of SETUP funded ISS projects for NCR since 2004 to 70. It has, likewise, given assistance to 9 community-based (Non-SETUP) firms amounting to p1,346,400.00 and 3 other (Non-SETUP) projects amounting to P913,649.00. This raises the number of non-SETUP core funded ISS projects to 36 since 2009. DOST-NCR has implemented 13 SETUP funded Innovation System Support (ISS) projects, with 96 technical interventions amounting to P10,160,472.00. This figure raises the number of SETUP funded ISS projects for NCR since 2004 to 70. It has, likewise, given assistance to 9 community-based (Non-SETUP) firms amounting to p1,346,400.00 and 3 other (Non-SETUP) projects amounting to P913,649.00. In support of continuing manpower and technology upgrading for the improvement of the productivity and competitiveness of local MSMEs and the establishment of empowered communities, DOST-NCR conducted 127 trainings, which benefitted 4,229 participants from 531 firms and organizations; likewise, 46 technology clinics and fora were held for 2,468 participants from 685 firms and organizations. The Regional Office also provided technical consultancy services on Food Safety (20), Cleaner Production Assessments (20) and Energy Audits (11), along with 33 short-term technical assistance It also assisted 20 firms and organizations on packaging and labeling designs. DOST-NCR continued to partner with local government units of Metro Manila by implementing 16 LGU co-funded projects and 45 training seminars and fora. In 2011, it deployed 237 experts to provide 30 firm-based trainings and 84 technical consultancies. A Stakeholder’s Summit, with the theme “Empowering Industries and Communities through S & T”, capped the year with a very optimistic view for DOST-NCR partners and beneficiaries. The summit recognized three (3) Outstanding SETUP adopters, two (2) Community Based Projects and the valuable contributions of partner agencies. The summit also served as a venue to: present new business opportunities through adoption of DOST developed technologies; emphasize the threats and opportunities that come with business globalization; disseminate the Small and Medium Enterprise Development Plan for 2012-2016; and, highlight the benefits from identification, protection and utilization of intellectual property rights. It is with much appreciation and gratitude that I acknowledge the support of the DOST Management, DOST agencies, our 96 linkages and our technical experts, without which these successes would have been very difficult to achieve. Finally, my heartfelt kudos and admiration goes to the DOST-NCR staff that painstakingly labored in the implementation and completion of all the projects, and remained committed in providing unselfish service to our clients. The Department of Science and Technology – National Capital Region (DOST-NCR), an ISO 9001:2008: Quality Management System certified organization, is the lead agency for promoting science, technology and innovation, as well as DOST’s programs and projects, in the Metropolitan Manila area. It was established under the DOST Special Order Nos. 282 and 175 to provide technical assistance, trainings and consultancy services to micro small and medium enterprises (MSMEs), local government units, the academe and non-governmental organizations.
DOST-NCR envisions of becoming the “growth center” for technological innovations and adoption of S & T contributing significantly to enhance productivity and competitiveness of the industry and providing solutions to technical problems in the National Capital region. DOST-NCR provides technical assistance and services to MSMEs and LGUs with the assistance of DOST’s Research and Development Institutes.
The agency ensures that the technology transferred is appropriate to the needs of the clients; likewise, that an improved production process is developed, better products are produced, production costs are reduced and business operations attain a stable status.

Small Enterprise Technology Upgrading Program (SETUP)
This program aims to develop entrepreneurship among students, young professionals including out-of-school youths in selected academic institutions and non-government organizations while creating income-generating projects for the involved institution. It functions as the feeder program DOST’s SETUP in supporting the growth of small-scale technology-based enterprises in the countryside.
Supports existing MSMEs by providing the seed fund for the needed equipment acquisition and upgrading, testing and calibration services, and trainings and consultancy services for other aspects of production. Funds are payable over three years without interest to qualified MSMEs.

Technology Incubation for Commercialization (TECHNICOM)
DOST-NCR deploys experts to manufacturers to improve their productivity through energy conservation, food safety and product standardization, as well as, to ensure that cleaner production is applied to processes, products and services to reduce risks to people and the environment.
Accelerates the translation of local technologies from R&D results into marketable products/processes through provision of funding for prototype development, pilot plant production and intellectual property protection and providing valuable linkages with research and development institutes’ facilities, industry experts, prospective technology adopters and potential target markets.
Through the Manufacturing Productivity Extension Program (MPEX), MSMEs in the manufacturing sector can attain better productivity through the implementation of recommended improvements from technical and industry experts.
Regional Grants-In-Aid (GIA) Program
R & D Assistance through MMIERDC
Regional GIA is a funding program designed to enhance the productivity of Metro-Manila based local community groups, academe and other stakeholders through the support of relevant Science and Technology (S & T) undertakings. It provides for the implementation of certain projects identified under the DOST priorities in which S & T interventions are generated and promoted.
DOST-NCR acts as the Secretariat of the Metropolitan Manila Industry and Energy Research and Development Consortium (MMIERDC) and accepts R & D proposals in the areas of energy, food and the environment for endorsement to the appropriate funding agencies. This program aims to harness the S & T capabilities of partner agencies and technical linkages to ensure effective technology transfer and diffusion to MSMEs. Through this program, the technical awareness and skills of the public are also increased.

In CY 2011, DOST-NCR has released a total of P10, 160,472 to fund technology acquisitions and upgrading for thirteen (13) MSMEs under the Small Enterprise Technology Upgrading Program (SETUP), facilitating 96 technological interventions. Since 2004, the total SETUP funded projects in the NCR is seventy (70), 18 of which have been completed, with the total amount of P48.11 million funding 348 technology interventions. Impacts of the SETUP assistance for the companies include 50% average increase in gross sales,60% increase in production output and generation of 60 direct jobs in 2011. Three (3) companies were awarded as the Outstanding NCR SETUP Adoptors during the 2011 Stakeholder’s Summit held on the 9th of December, namely, Danilyn’s Enterprises, Mario M. Guanzon Inc. and Sunlight Foods Corporation.

Efficient production and, rising safety and quality standards demands that local manufacturers keep up with the advancements in technologies that give marked business advantages to their foreign counterparts and competitors. Continuous improvement of products, processes, price competitiveness, promotions and market placements are crucial choices required for survival in the highly competitive business climate under globalization. In CY 2011, the DOST-NCR conducted eighty-four (104) technical and consultancy services: twenty (20) counts each on food safety, cleaner production assessment and, packaging and labeling. Eleven (11) companies obtained assistance on energy audit. Thirty-three (33) other companies availed of other technical assistance to further improve their products and processes. FOOD SAFETY Majority of the technical training and consultancy services on food safety for the year 2011 involved plant lay-out improvements. Nine (9) companies availed of these services, with a company also availing of technical assistance on Raw Material cleaning and sanitizing procedures. Six (6) companies underwent good manufacturing practices trainings and implementation. The rest of the companies were assisted on process standardization and establishment of SSOPs.

The drive to avail of technological assistance from experts, through the DOST-NCR and its various linkages, is indicative of an entrepreneur’s commitment to provide quality products and services to its customers. It also speaks of the strong desire of the company to grow into a lucrative enterprise that provides more employment.
Committed to bring science and technology to the communities to provide skills and livelihood, the DOST-NCR approved nine (9) community-based projects for implementation. Five of the projects focused on improving productivity and product quality through equipment upgrading, cleaner production assessment, technological trainings and good manufacturing practices. One of the projects was on establishing a livelihood project using the ITDI-DOST developed Accelerated Vinegar Technology, while the remaining two projects were on establishing facilities, one for the Densifier Technology at the Quezon City Integrated Disposal Facility and the other for fish processing. The DOST-NCR also gave other livelihood assistance to members of Samahan ng Mangingisda ng Lungsod ng Taguig (SMLT) through consultancies on packaging and labeling and, trainings on How to Start a Business and Prepare a Business Plan. To finance thirty-two (32) interventions, a total of P1,346,400.00 was released by DOST-NCR , of which P250,000 came from the LGU of Taguig.

For the year 2011, DOST-NCR organized 5 press Conferences, and fora which included the 2011 DOST-NCR Stakeholder’s Summit and the 2011 Regional Inventions Contest and Exhibits (RICE). Through the media, the DOST-NCR arranged 20 interviews for radio,16 interviews for television and released 21 articles for newspapers, websites and magazines. As part of DOST’s thrusts to find solutions to pressing national problems, DOST-NCR in collaboration with the Center for Health Development-Metro Manila (CHD-MM), and local governments in the region deployed the DOST-ITDI-developed Mosquito OviLarvicidal (OL) Traps to 6,071 households in nine (9) barangays from nine (9) Metro Manila Cities to help reduce the population of dengue carrying mosquitoes . CHD-MM identified the nine (9) priority barangays based on their increased dengue incidences as of the first semester of CY 2011. To ensure the proper application of the OL trap kits, DOST-NCR and CHD-MM organized a series of orientation seminars for the city dengue coordinators, sanitation inspectors and barangay health workers (BHW). A total of 304 BHWs were tapped to monitor the OL trap system for six months, with each BHW monitoring 20 households each. DOST-NCR personnel also monitored the anti-dengue project on a weekly basis in coordination with the LGUs. Intellectual Property and Product, Process and Business Development The DOST-NCR Innovation Technology Support Office (ITSO) aims to introduce the intellectual property system to Micro, Small, Medium Enterprises (MSMEs) and how intellectual property assists MSMEs in product and process development, product design, marketing and business development. The intellectual property related services that DOST-NCR ITSO could provide are intellectual property information services, intellectual property trainings, seminars, workshops and fora on intellectual property awareness, patent searching services and patent drafting services. The network of Innovation and Technology Support Offices from 34 universities and 4 support institutions will be formally launched on March 22, 2011 during the high High-Level Forum on Access to Global Technology for Innovation.

Stakeholder’s Summit Culminating the 2011 activities of the DOST-NCR is a stakeholder’s summit that was held on December 9, 2011 at the Heritage Hotel. The stakeholder’s summit was established to recognize the outstanding partners of DOST-NCR in its various S&T and technology transfer activities. Part of the event is an awarding of the best SETUP adoptor and community-based project of the region. The three SETUP adoptor winners were adjudged through their performance as to their increase in sales and employment, raise in asset size, implementation of good management practices, innovativeness, CSR, non-DOST awards/recognition received and on good standing of refund schedule. The winners were Sunlight Foods Corporation and MM Guanzon Inc., food manufacturers of sweet preserves and fruit juice drink respectively, and Danilyn’s Enterprises, Inc. which is on furniture making. On the other hand, two outstanding community-based projects were given recognition based on the impacts of the projects to their surrounding communities. The two frontrunners were Twinville Homeowner’s Association Inc., which is engage in lettuce production through the use of SNAP hydropnics and the Mother Ignacia National Social Apostolate Center that helps which is into homecare production that employs the women in Payatas, Quezon City. A way of also appreciating and strengthening partnership with DOST-NCR’s partner clients is by setting-up an exhibit and trade fair during the summit. This aims to showcase products by the MSMEs and enterprising communities that would harmonize relationships of these industries within the region. Part of the one-day event was a forum with the theme “Empowering Industries and Communities through S&T,” by providing various stakeholders’ knowledge on topics that would give them opportunity to be updated about upcoming policy and global trends that would impact on the competitiveness of SMEs in the Philippines. Topics that were included were on intellectual property rights and its impact to MSMEs by the Intellectual Property office of the Philippines (IPoPHIL) and on ASEAN 2015: Challenges and opportunities for MSMEs which was shared by the Bureau of Micro Small and Medium Enterprise Development (BMSMED).

Mother Ignacia National Social Apostolate Center (MINSAC) Livelihood Center The Mother Ignacia National Social Apostolate Center (MINSAC) is the social development arm for the poor of the Congregation of the Religious of the Virgin Mary (RVM). It is a non stock non-profit organization duly registered by Securities and Exchange Commission and recognized by the Department of Social Welfare Development. It operates as a social work agency implementing community based services for children, youth, women and their families. One of the projects of MINSAC is the provision of livelihood to women and parents of their scholars in Payatas, Quezon City. The livelihood project includes sewing program and homecare products manufacturing. The DOST-NCR provided assistance for the upgrading of the production of homecare products specifically detergent powder, fabric conditioner, disinfectant and bleaching agent, dishwashing liquid and liquid hand soap. Initially, during the production the workers are doing the mixing of their products manually. But with the assistance of DOST-NCR through its Grants-in-Aid project, MINSAC Livelihood Center was provided with a mixer, pen type PH meter and a product testing for their powder detergent. Also, they have been provided with a free label design to enhance marketability of their product. Upon the intervention of DOST-NCR, the total sales of their product increase by about 55% and they had also provided more opportunities for livelihood to their parent recipients by adding more workers to their production as well as they had increased also wages for staff. To date the livelihood center ‘s market includes the congregation centers all over the Philippines, schools, retreat houses and small retailers usually being sold to the households within the area or in Quezon City. Their product is also available in some of small groceries in Quezon City.

The mantle for spearheading scientific and technological advancement in the Metropolis rests on the DOST-NCR, which is at the forefront of the Department of Science and Technology in the urban and business center of the country. The DOST Secretary, Hon. Mario G. Montejo, announced a further increase in SETUP funding for the whole country during the 2011 Stakeholders Summit. This ushered in more opportunities to help the MSMEs in the DOST-NCR. For 2012, the agency is committed to double its efforts. and provide better services under its mandate and its targeted plans and programs. Targets include strengthened SETUP implementation and impact monitoring to ensure the success of all funding for technology transfer. More technology based livelihood programs to create more employment at the grassroots, as well as, facilitate more solutions to pressing national problems such as the provision of ARGs, rescue boats, bioreactors, complementary foods, OL trap, water purifier and other DOST developed technology. The agency will continue facilitating adoption of appropriate technologies to spur growth among MSMEs by upgrading the facilities and machining capabilities of SUCs, fabrication of processing equipment, provision of funds for applied research and support to Technology Based Enterprise Development (DATBED). More technical interventions will be harnessed to improve industry competitiveness of MSMEs through IP management, localization of processing equipment for MSMEs, capability upgrading and strengthening of S & T consultancy services on Food Safety, Energy Audit, MPEX and Cleaner Production. Ties with the NGOs, Industry Associations and other partner agencies, will be strengthened by proper coordination for complementation and extensive support for the establishment of community based projects. Ingenuity and creativity in the Metropolis, will be encouraged through co-sponsorhip of the conduct of the Invent School Program, promotion of IP management and the conduct of the annual Invention Contest (NICE/RICE). The delivery of Government and S & T services will be enhanced through the establishment of testing facilities for jewelry, electronics and other sectors, the creation of common service facilities for food processing and the utilization of Social Networking for SETUP promotion and implementation, and the conduct of trainings and fora. Finally, for 2012, the DOST-NCR will again host the S & T Roadshow and the 2012 Stakeholders Summit, and continue to promote DOST plans and programs thru the multi-media (TV, Radio, Print, Cyber).
