Social Risk Index (SRI) 2014 Peel Region and Peel District School Board Introduction The Social Risk Index In 2003, a Social Risk Index (SRI) model was developed by Human Resources Development Canada (HRDC). The model was designed to provide a general picture of socio-economic vulnerability in Canadian communities. The index contains nine Canadian census variables that profile the socio-economic context of communities: average household income, unemployment rate, education level, owner-occupied dwellings, mobility, knowledge of Canada’s official languages, recent immigrants, lone parent families, and government transfer payments. This report presents the 2014 social risk profiles for the Peel Region by Dissemination Areas (DAs), and for each individual elementary and secondary Peel District School Board (PDSB) school by students’ home postal code. The data source for the SRI 2014 calculations was obtained from Environics Analytics. The Environics Analytics, Generation5 Canadian Attributes 2014, contains the 2011 census demographic data that are combined with their Canadian Attributes database to provide socio-demographic information such as education level, income, and family structure by DAs and by postal codes. The database is enhanced through statistical modeling techniques to fill in missing data and correct for the effects of random rounding and data suppression, while still maintaining a close relationship to the original Statistics Canada data. The 2014 release incorporates 2011 data from the Canadian Census and the accompanying National Household Survey. It also includes updated information from Environics Analytics partner organizations, and incorporates the 2011 DA geographic boundary framework. The nine social risk indicators were compared to national, provincial, Peel Region, City of Mississauga, City of Brampton, and the Town of Caledon averages. The report presents the social risk profiles for four points in time (1996 vs. 2001 vs. 2006 vs. 2014), and documents how the social risk indicators have changed over the 18-year period from 1996 to 2014. Mapping files were obtained from Statistics Canada, the Region of Peel Planning Department, and the Peel District School Board Planning Department.

Social Risk Index Variables The nine social risk indicators used in calculating the Social Risk Index were: (1) Average Household Income The average annual gross income reported by households in Peel Region. All households were included in the calculation of the average income figure. (2) Unemployment Rate The percentage of all unemployed Peel Region residents aged 15 and over. (3) Education Level The proportion of Peel Region residents aged 15 and over, who did not complete their secondary school studies (did not receive a certificate, high school diploma, or degree). (4) Owner-Occupied Dwellings The proportion of Peel Region residential dwellings that were privately owned and lived in by the owner. (5) Mobility Over One Year The percentage of Peel Region residents who made a residential move any time within the 12 months prior to 2014. (6) Knowledge of Canada's Official Languages The proportion of Peel Region residents who spoke neither of Canada’s official languages (English or French). (7) Recent Immigrants The proportion of recent immigrants to Peel Region who arrived in Canada between 2010 2014. (8) Lone Parent Families The proportion of Peel Region families with children that were headed by a lone parent of either gender. (9) Government Transfer Payments The percentage of Peel Region gross annual household income that is comprised of government payments (e.g., welfare, child benefits, old age security, unemployment insurance, etc.).
Methodology Calculation of the Social Risk Index 2014
The Social Risk Index was calculated using Enumeration Areas (EAs) in 1996 and Dissemination Areas (DAs) in 2001 and 2006. All calculations in 1996, 2001, and 2006, were based on aggregated results by EAs and/or DAs. In 2014, Environics Analytic calculated projections for the nine sociodemographic variables at the postal code and DA level. These data were used in the calculations of the SRI 2014 for Peel Region and for individual elementary and secondary Peel District School Board schools. Peel Board school results do not represent all residents in the school boundary DAs. Results for each Peel Board school represents the SRI for students who attend the school. For the maps of Peel Region, which represent all Peel Region residents, the calculations of the SRI were done by using aggregate DA level data. Regional Level Methodology The Social Risk Index for the regional maps used data at the Dissemination Area (DA) level from the updated 2011 Canada Census by Environics Analytics Generation5. The aggregate data were provided by the Environics Generation5 DA file. The SRI score for each DA was calculated by comparing the DA’s value for each of the nine variables to the Peel Region averages and assigned either a one, indicating higher risk or a zero, indicating lower risk. These values were summed for each DA, resulting in an SRI score out of 9. The SRI scores for Peel Region range from zero to nine with higher scores indicating increased levels of socio-economic vulnerability. The Social Risk Index for Peel Region and each municipality (Caledon, Brampton, Mississauga) was calculated using weighted averages of the SRI scores for the DAs within each geographic level. The regional level maps represent the SRI for all residents living in Peel Region. School Level Methodology The home postal codes of students attending Peel Board schools were linked to the 2014 Environics Generation5 postal code level demographic data. The postal code’s value for each of the nine variables was compared to the Peel Board average, and assigned either a one, indicating higher social risk or a zero, indicating lower social risk. The ones and zeros were summed for each postal code, resulting in a score out of nine. The SRI score for each school was calculated by summing the weighted postal code scores (i.e., multiplying each postal code’s SRI score by the percentage of students living in a given postal code). The SRI for each Peel District School Board (PDSB) school represents the SRI scores of the students who attend the school. The SRI scores for the PDSB range from zero to nine, with higher scores indicating increased levels of socio-economic vulnerability. Presentation of Social Risk Index Scores – Cluster Analysis Cluster analysis is a tool of discovery. Cluster analysis is an analytical procedure for solving classification problems. Its objective is to sort things like schools, people or events into groups or clusters, so that the degree of association is strong between members of the same cluster, and weak between members of different clusters. Each cluster thus describes members of the cluster as having properties “similar to me.” The clusters in this report were based on one variable, the SRI. Results of the analysis indicated that: Cluster 1 consisted of schools that were low on the SRI; Cluster 2 consisted of schools that were somewhat low on the SRI; Cluster 3 consisted of schools that were moderate on the SRI; Cluster 4 consisted of schools that were somewhat high on the SRI, and Cluster 5 consisted of schools that were high on the SRI. The five clusters represent schools that are “similar to us” based on the SRI.

The clustering technique selected was an agglomerative hierarchical solution utilizing the Average Linkage or Average Distance Method, where distance measures are the Euclidean distances (square root of the sum squares of the distance between variables) which have the smallest distances at each amalgamation step.
