DISTRICT ATHLETIC PHILOSOPHY Education in the Boise Public Schools has multiple responsibilities. The challenge is to meet as effectively as possible the needs and interests of all of its pupils. The extracurricular program is designed to enrich the educational experience and has the potential of contributing to the total development of each student in several ways. All educational values of any consequence improve human relations. When the effect of participation in an activity takes place, immediately the meaning of the performance is understood and evaluated and corrections or changes can be made. Considering athletics in the light of these criteria, the following principles are recognized: A.
Participation in sports provides experiences through which pupils learn social values. Athletic assemblies serve to teach students to act favorably in large groups. Knowledge of the game, interpretation of rules, courtesy, school morale, respect for property, and many other values are stressed as desirable social outcomes.
B.
Athletic activities are conducted and regulated as other enterprises in society. The program operates within the rules of the game. Few activities like sports offer the opportunity for parents, students, and other citizens of the community to mingle together with a common bond.
C.
Athletic competition provides situations requiring skilled performance, respect for opponents, acceptance of results determined by officials, and playing the game according to rules. Experiences related to planning, organizing, adjusting and completion of task occur continually and are immediate in effect.
Further, the purpose of interscholastic athletics in the Boise School District is to help each participant: • Develop their potential to the maximum.

ELEMENTARY SCHOOL ATHLETIC PHILOSOPHY It is the philosophy of the Boise School District to encourage participation by all interested elementary boys and girls in the various sports programs offered by the district and community. The specific aim of the elementary school is to provide a program for interested fifth and sixth grade students which will allow them to develop and improve their athletic skills and use these skills in monitored competition with other students. This objective is accomplished by forming and equipping as many teams as personnel and facilities will allow and developing supervised competitive school leagues which are designed to add to the interest and desire of the participants to improve upon their abilities.

ELEMENTARY SCHOOL ATHLETIC OBJECTIVES A.
At the end of the school year every boy or girl will have had the opportunity to participate in at least one athletic or intramural activity.
B.
Each student who expresses interest in a sport be allowed to participate regardless of size or ability.
C.
Sport practices will be organized so that each squad member will be an active participant and have an opportunity to develop skill and improve their level of fitness.
D.
Enough teams will be developed to insure that each squad member will have experienced some actual competition.
E.
Each squad member will be motivated to develop an appreciation and enjoyment for sport.
F.
All squad members will experience learning opportunities in self-discipline, emotional control and sportsmanship.
G.
Every opportunity will be used to educate squad members to be ladies and gentlemen on and off the field. Each contest should be a learning experience for the students.
H.
All participants will be included in group activities so that worthwhile experiences result in the area of human relationships.
OVERVIEW OF ELEMENTARY ATHLETIC PROGRAM The Boise Elementary Athletic program is made available for all fifth and sixth grade students. The basic program encompasses three seasons. The fall schedule is made up of girl’s basketball; the winter schedule is boy’s basketball; and the spring program will be track and field. The girls' and boys' basketball seasons offer activities four afternoons per school week for one and onehalf hours per day. Also included are games with other schools. Concluding the season is a fifth and sixth grade basketball festival or participation in end of season tournament for both boys' and girls' teams. The spring activity consists of a track and field program, which takes place four afternoons per school week for one and one-half hours per day. The season includes several tri-meets, as well as a regional, district, and an all city meet.

DISTRICT POLICIES AND PROCEDURES 1.
CANCELLATION OF CONTESTS Scheduled competitions will only be cancelled when the principals and coaches of the schools involved jointly agree. Cancellations must be made after 1:00 p.m. the day of the scheduled competition. Every effort must be made to reschedule the event.
2.
CHEERLEADERS There will be no elementary cheerleaders at athletic contest.
3.
CHEERING SECTIONS There will be no organized cheering sections during an athletic contest during the regular season. Due to space limitations and lack of supervision, student spectators will not be allowed, unless accompanied by a parent or guardian.
4.
SCHEDULE CHANGES Any changes or rescheduling of contests must be approved by the District Athletic Department one week prior to the events original schedule and the contest rescheduled. No athletic events can be scheduled during school PLC Times.
5.
FIRST AID KIT Schools will have a first aid kit readily available at all events and practices.
6.
IN-SERVICE PRACTICE A. On an in-service or professional activity day, athletic practices must be arranged before school or immediately after students are dismissed, but students cannot return to school at the end of the day. B. No practices on a full day of in-service.
7.
PRACTICE GUIDELINE It is strongly encouraged that students have eight (8) practices prior to the first sport competition. It is important to be flexible with this guideline. *Exceptions can be made – contact athletic representative and/or Darryl Gerber for exceptions. Practices should last a minimum of 1 hour and be held four times a week.
8.
FACILITY USE A. The Boise School District, the City of Boise and the YMCA jointly sponsor city-wide recreation programs. B.

The scheduling of District facilities must be cleared with the District Coordinator of Athletics who in turn will make the necessary arrangements with the principal of the school involved.
9.
SPORTSMANSHIP All schools will comply with the District Elementary Sportsmanship Policy. Sportsmanship is defined as those qualities of behavior, which are characterized by generosity and genuine concern of others. Further, an awareness is expected of the impact of an individual's influence on other's behavior as well. Sportsmanship should be exhibited by coaches, athletes, and spectators.

AWARDS Ribbons will be awarded in the respective sports: 1. Track - Ribbons are awarded in the tri, regional, district and city meets. Tri-Meet ribbons are provided by the host school. These can be ordered through your building principal, who will initiate a 101-order one month prior to the season. No participation ribbons are needed for any meets.

Recommend the hiring of qualified personnel to adequately staff coaching positions.

Secure the necessary building supervision required on game days to provide a safe environment for students, athletes, patrons, and coaches.
4.
Establish an athletic budget that will provide for the purchase of necessary supplies and equipment to maintain an effective program.
5.
Assess each coach at the conclusion of each sport activity.
6.
With the input from each coach, critique each sport activity at the conclusion of each sport activity.
7.
Provide student/athlete participation numbers to the District office that will be used in the computation of the coaches supplemental compensation salaries.
8.
Frequently observes practice and game situations to insure proper coaching techniques and methods are being used.

COACHES REQUIREMENTS AND RESPONSIBILITIES A.
COACHES REQUIREMENTS 1. All coaches must have a current first aid card/concussion course completion on file in the District Athletic Coordinator's office. 2. Before any walk-on or volunteer coach can attend practices or games the following forms must be competed and on file in the District Athletic office: a. Current application b. Current W-4 c. Current I-9 (with two forms of identification) d. Copy of a current first aid card e. Criminal background check f. Coaches Index Placement Form g. Official college or university transcript h. Signed contract 3. Attend coaches meeting for each sport activity coached. New coaches are required to attend an additional meeting designed for new coaches to the Boise School District. 4. Coaches will be assessed at the completion of each coaching assignment by the building principal. B.
COACHES RESPONSIBILITIES
1. Attend all pre-season meetings. 2. Continue professional growth by attending classes, clinics, workshops and affiliations with professional organizations. 3. To communicate with athletes, parents, and administrators the program goals and objectives. 4. Honor parental medical excuses for limited participation. 5. All concerns about rules, policies, or procedures should be communicated to the building principal. 6. Ensure team members in good standing participate in every regular season contest. 7. Ensure all necessary forms are completed for student eligibility. 8. Ensure each parent receives a spectator/parent guideline form. 9. Be supportive of the administration and the established policies and procedures. 10. Teach and practice good sportsmanship toward opponents, officials, team members, and spectators. 11. Conduct oneself in a professional manner. 12. Responsible for all equipment used in their sport activity as well as maintains an upto-date inventory of this equipment. 11

TEAM SUPERVISION 1. Be present at all practices and contests with the team.
2.
Remain at practice or contest until all athletes have left the athletic areas.
3.
Team members should stay in the appropriate area and conduct themselves properly at practices and contests.
4.
Deferring player confrontations: a. Coaches must instruct athletes to avoid both verbal and physical confrontation with members of the other teams. b.
Coaches must inform team players that should one of their teammates become involved in a physical confrontation; this action does not warrant all other players to become involved even under the guise of trying to break the confrontation up.
c.
The coach must instruct his/her players that if a confrontation does occur on the field or court, he/she and the officials will separate individuals involved.
d.
The coach shall inform those athletes on the bench that they not become involved in the confrontation.
e.
The coach must forewarn all athletes that involvement in a physical confrontation could result in removal from the game that day and possible suspension from subsequent games.
TRANSPORTATION 1. Refer to the Athletic Release and Athletic Policy form item #5. 2. All parent drivers must complete necessary paperwork for a background check and/or transportation permission form prior to driving to an event. Principal and/or administrative assistant will have the necessary paperwork to complete. 3. All travel arrangements to contest will be made by the coach. 4. School Event Transportation Permission Form can be used as an alternative to completing background checks on all drivers. See forms.
STUDENT ELIGIBILITY In order to practice or play a student must adhere to the following requirements: A.

Attendance A student must be in attendance at least half of the school day the day of a contest. Home school students must participate at the school in their attendance area.

Must be under 14 years of age. Only 5th and 6th Graders can participate in the elementary athletic programs.

COMMUNICABLE DISEASE PRECAUTIONS 1.
Routine use of gloves or other precautions to prevent skin and mucous-membrane exposure when contact with blood or other body fluids is anticipated.
2.
Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or other body fluids. Wash hands immediately after removing gloves.
3.
The bloodied portion of the uniform must be properly disinfected or the uniform changed before the athlete may participate.
4.
Clean all blood contaminated surfaces and equipment with a solution made from a 110 dilution of household bleach or other disinfectants before competition resumes.
5.
Practice proper disposal procedures to prevent injuries caused by needles, scalpels and other sharp instruments or devices.
6.
Although saliva has not been implicated in HIV transmission, to minimize the need for emergency mouth-to-mouth resuscitation, mouthpieces, resuscitation bag, or other ventilation devices should be available for use.
7.
Athletic trainers/coaches with bleeding or oozing skin condition should refrain from all direct athletic care until the condition resolves.
8.
Contaminated towels should be properly disposed of/disinfected.
9.
Follow acceptable guidelines in the immediate control of bleeding and when handling bloody dressings, mouth guards and other articles containing body fluids.
10.
Refer to the specific sport rules for additional information.

A coach or any responsible member of the school's personnel should accompany the student to the hospital. This person should remain in attendance until the parent or doctor arrives.
3.
If the athlete requires attention beyond minor first aid, the principal will be notified immediately.
4.
Students receiving an injury that may warrant future professional medical care must be transported home by a parent or guardian.
5.
All accidents involving medical attention should be reported on a district Student Accident Report form and turned in to the school nurse or principal within twenty four hours.

SPORTSMANSHIP ANNOUNCEMENT The following announcement will be read prior to all basketball contests by either the principal or coach: Elementary Sportsmanship Policy We would like to remind you that good sportsmanship is a vital part of every athletic event. Sportsmanship should be exhibited by coaches, athletes and spectators to make the event a success. All spectators are encouraged to cheer for their home team, but are asked to refrain from any display of poor sportsmanship towards opponents and officials. Obscene gestures, verbal comments and noise makers are not part of a successful athletic event. We hope you will enjoy the game and support the efforts of all involved to promote good citizenship and sportsmanship in all Boise elementary athletic events.

ELEMENTARY ATHLETIC PROGRAM SPECTATOR/PARENT GUIDELINES Sports activities can offer children new challenges, improved skills, a sense of accomplishment and a great deal of fun. Children who take part in sports are better for it. They learn to take the risk of accepting new challenges while they test the limits of their abilities. They learn to take pride in honest effort and achievement, regardless of victory or defeat. Sports can help children develop and mature emotionally and socially; as well as gain an enthusiasm for an active lifestyle. Therefore, it is the philosophy of the Boise School District to encourage participation by all interested boys and girls in the various programs offered by the school district and community. To ensure both a safe and positive environment for our young athletes, the Boise School District has established the following spectator and parent guidelines. SPECTATOR'S CODE 1.
Remember that children play organized sports for their own fun. They are not there to entertain you, and they are NOT miniature pro athletes.
2.
Be on your best behavior. Don't use profane language or harass players, coaches, or officials.
3.
Applaud good plays by your own team and the visiting team. Never ridicule or scold a child for making a mistake during a competition.
4.
Show respect for your team's opponents. Without them there would be no games.
5.
Condemn the use of violence in all forms.
6.
Respect the official's decisions.
7.
Encourage players to always play according to the rules.
8.
Recognize the value and importance of your child's coach. S/he give of their time and resources to provide positive activities for your child.
9.
Parents are responsible for supervision of younger siblings in attendance at games.
10.
Some behaviors we believe that should be avoided: • Advising the coach on how to coach when it is unsolicited. • Making derogatory comments to coaches, officials or players of either team. • Coaching your child during a contest. • Not addressing inappropriate behaviors from others.

2015 – 2016 BOYS AND GIRLS BASKETBALL SCHEDULE Start time of games vary depending on the dismissal time of the schools involved. Start the game as soon as the team has arrived and has had sufficient time to warm up. BASKETBALL FESTIVAL GUIDELINES The Basketball festivals for sixth and fifth grades are designed to be the culminating activity for the season. Two, four or six teams may get together and play a round robin style series of games. Schools may also want to include self-testing activities such as dribbling and a free-throw shooting contest. Each sixth and fifth grade basketball coach must make arrangements with other schools to ensure all athletes get the opportunity to participate in the festival. The coach will determine the degree of competitiveness, the format for games and activities and the type of rewards and treats to be given. If you need suggestions for a festival format please contact the District Physical Education and Athletic Office or one of the coach's representatives.
OPTIONAL POST SEASON BASKETBALL TOURNAMENT GUIDELINES The Basketball Tournament for sixth and fifth grade is designed to be the culminating activity for the season in a competitive format. Coaches may choose to participate in the post season 3 game single elimination tournament with principal approval. Coaches will select a 12 member tournament team to participate in the elimination tournament. Games will be played under general basketball rules and guidelines. The first 2 games will be played at the elementary site with the final game played at Hidden Springs. Referees and scorekeepers/timers will be provided for all tournament games. Private schools who participate in the tournament will pay for one of the officials per game – $35 per game. Athletes need numbers on the back of their jerseys. SPECIFIC BOISE SCHOOLS BASKETBALL RULES FOR POST SEASON BASKETBALL TOURNAMENT Official high school federation rules will apply unless noted as stated below: 1. Games will consist of four 8-minute periods. Each team will get two 30 second time outs per half. The clock will stop on all violations (whistles) and time-outs. 2. Five seconds in the keyhole. 3. Teams will shoot one and one on the seventh foul in each half. The double bonus will be in affect after 10 team fouls. 4. In case of a tie, there will be a 2 minute overtime period with normal clock-1 time out (30 sec) provided per team. Person-to-person full court pressure defense allowed in last minute of the overtime. 5. In case of a tie in the overtime period, there will be a sudden death play-off. The sudden death period will begin with a jump ball. The first team to score will win. There is no time outs in sudden death. 6. No slam dunking allowed. If done, violation will be charged which will result in team turn over and no points. 7. No 3 point shots-lines are not uniformly identified in our elementary gyms. 8. Coaches should emphasize the fundamentals of person to person defense during game. Person-to-person full court pressure defense allowed in last two minutes of each half. 9. Double teaming-1st time it is a warning.2nd time will be a technical team foul--2 shots with possession of ball at half. *Double teaming allowed in key. 10. Use "possession arrow" to start each quarter. 11. The score clock will be the official scorer. Each school will provide an adult to run the clock or score chart. District's Athletic Director will provide official referees and score keepers for the post season tournament games. 12. When a team gets 20 points ahead in the last quarter clock runs. Also, if a team is ahead by 20 points -- no press by the team who is ahead. If it goes below 20—the clock runs as normal. 13. Each team needs to designate 1 head coach during tournament games. All other assistant coaches are to remain seated during play. 24
ELEMENTARY BASKETBALL RULES All schools will form combo teams (equal ability) of their 5th and 6th grade players. This allows for teams to be placed in neighborhood leagues. 1.
Addititional coaches will be added if teams are larger than 30. Teams under 10 participants will be combined with a nearby team.

Team members are organized according to their skill levels before each contest.
3.
Players are then matched with opposing team members of the same skill level for competitive play.
4.
Scoring will be de-emphasized.
5.
All players will participate in at least two periods per game.
6.
The game should consist of six minute time periods for each squad that plays. A minimum of five minutes can be used if there is a time constraint for teams with large numbers.
7.
All teams will use a man-to-man defense. A full court press is not allowed.
8.
Players are not allowed to double team any player on offense. Double Teaming-Any defensive player that initiates a movement toward an offensive player with the ball outside the key hole that is already being guarded within an arm's length, is considered as a doubleteam player. If a defensive player moves toward an unguarded offensive player with the ball, that defensive player should yell "switch" and the original defensive player will switch to the other unguarded player. If the original player does not switch, it is considered a doubleteam. A player may reach for the ball when another guarded player enters his defensive area. A defensive players' body position will constitute a double-team.

Keyhole area is fair game for double-teams.
10.
Switching defense is allowable if "called" or made to an unguarded player.
11.
Screening is allowable when legally executed.
12.
Offensive keyhole violation is five (5) seconds.
13.
Possession of the ball officially changes when a player of the defensive team has established definite control of the ball; offense then becomes defense and must retreat to the back court.
14.
Defensive players may guard or interfere with any offensive player aggressively only when the ball crosses the ten (10) second line.
15.
After once stopping, an offensive player being guarded has five (5) seconds to pass or shoot the ball, or it is a turnover.
16.
The referee must handle the ball on all situations, except after a basket is made. A player putting the ball in-bounds is entitled to three (3) feet in which to do so. Where space is available, it is a violation if a player putting the ball in play steps over the line. A player is allowed five (5) seconds in which to get the ball inbound or it is a turnover.

On a free-throw situation the defensive team shall fill the first lane space on either side of the free-throw line. After the shooter receives the ball, no movement is allowed by any player until the ball leaves the shooters' hand. However, the shooter must wait until the ball touches the rim. If the free throw attempt does not hit the rim, it becomes the defensive team's ball out of bounds.
18.
It is basket interference when a defensive player touches the rim or net, when the ball is on the rim or in the "cylinder." The basket will be awarded to the offensive team.
19.
Blocking, hindering the progress of a player who does not have the ball, is a foul.
20.
Once the ball has been moved from back court to front court, across the designated center line, it is a violation if the offensive team returns the ball to the back court under control. However, if a defensive player causes the ball to enter the back court, the offensive player may then legally retain control of the ball. The offensive team may throw the ball into the backcourt from out-of-bounds.
21.
Jump ball only at the beginning of each quarter. Each quarter starts a new game. Alternate out of bounds taken at half court on all other jump balls.
22.
On non-shooting fouls the ball will be taken out of bounds at the closest spot on the sidelines or baseline.
23.
No street shoes allowed on gym floors.
24.
Slam dunking and three (3) point shots are not allowed.
25.
If agreed upon by both coaches a team may play a 1 and 1 shooting rule after a team has committed eight (8) fouls in a half.
26.
Official high school federation rules will be used in all other situations.
27.
Players need to remain on bench at all times and display good sportsmanship. Coaches need to enforce this.

Players are to remove all watches and jewelry.

No team scoring Shoes must be worn in all events. No spikes. Shoes that have removable spikes are allowed-make sure the spikes have been removed. (No soccer, baseball, football cleats) Track shoes should be flat bottomed. Volunteer students will be assigned to assist runners instead of starting blocks. The "One False Start" rule will apply. Starting guns should be used for all running events. Start time of meets vary depending on the dismissal time of the schools involved. Start the meet as soon as all teams have arrived and have had time to warm up.

Participants may do three events; one running, one field and one relay. A fourth event may be allowed if there is an opening and all coaches agree.

Recommended Procedures for Severe Thunderstorm 1. During any thunderstorm, delay outside event until thunderstorm has passed.*Remember if you can hear thunder you are close enough to the storm to be struck by lightning. 2. Encourage students, staff, and parents to seek shelter in the school, car or bus. 3. Stay away from seeking shelter under large trees or by metal bleachers or small sheds.

GENERAL RULES FOR DASHES/RELAYS 1. Run in designated lane when one is present. 2. Disqualification if the runner interferes with another runner. 3. In meets prior to the regional meet, good judgment should be used in disqualifying participants who run out of their assigned areas. 4. Combination relays may be run in any order (2 girls, 2 boys). 5. Exchange zones are 20 meters in length, excluding the acceleration zone. 6. The baton must be passed within the designated exchange zone. 7. Incoming runners should stop after the baton exchange. 8. It is recommended to start from the down position. F. RELAYS 1. Stay in assigned lane after handoff. Exchange zone is 20 meters with 10-meter acceleration zone. 2. Maximum length of baton is 12 inches. 3. DO NOT THROW/JUMP CONSECUTIVELY IN QUALIFYING MEETS. 3. Record distances in feet and inches. 4. To place in a throwing event, a competitor must have had at least one legal throw. 5. Breaking ties is determined by distance. When competitors have identical marks the next best throw is used to break the tie. This continues until ties are broken. 6. Procedures for measuring markers-refer to individual event. Several balls (3) needed.

SHOT PUT 1. Construction: solid sphere-6 pound shot a. If a competitor uses a personal implement (legal) this becomes a part of the pool for use by all competitors. 2. No taping of any part of the hands or fingers will be permitted unless there is an open wound that requires it. 3. Gloves are not permitted. 4. It is a foul if: a. The competitor steps across the toe line. b. If the shot is pulled away from the jaw before it is released. 5. Measurements: a. From the nearest edge of the mark made by the shot to the inside edge of the stop board nearest such mark. b. To the lesser ¼ inch 6. Mark off area with sector and flagging. 7. Three trials or attempts per competitor. Safety: remain outside the designated throwing sector. Mark off sectors with cones or flagging.
GENERAL RULES FOR JUMPING EVENTS 1. Each competitor shall be allowed 3 jumps. 2. Record distances in feet, inches and lesser quarter inches. 3. To place in a jumping event, the competitor must have had at least one legal jump. 4. Competitors in jumping events shall not use any weights or artificial aids.
TRIPLE JUMP 1. Scratch line: edge of pit or grass 2. One footed standing start. 3. Standing foot can rock but cannot completely leave the ground when rocking back and forth (can only rock from toe to heel). 4. Non-standing foot can swing back and forth, and can touch the ground behind standing foot. While swinging in air, non-standing foot can cross the plane while swinging. 36
