SURVEY QUORUM RECORD OF PROCEEDINGS A meeting of the Colorado Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors’ Survey Quorum was held Thursday, November 10, 2016, at 1560 Broadway, Suite 1250C, Denver, Colorado. This meeting of the Quorum was publicly noticed in accordance with Division Policy. I.
MEETING - CALL TO ORDER: The meeting was called to order by Michael M. Greer, Chair, at 8:03 a.m.

APPROVAL OF PREVIOUS MEETING MINUTES: A motion was made, seconded and carried to approve the August 12, 2016 minutes as written. Earl Henderson abstained. It was requested that the Board’s opinions regarding the hierarchy of evidence in correct corner determinations and the change of responsible charge of land surveying be posted as reference information on the Board Opinion website pages. SURVEY QUORUM BUSINESS: Election of Officers Elections were held and the following Quorum positions were appointed after a motion, second and vote: Chair: Kelly L. Miller Vice Chair: Earl F. Henderson Secretary: Phyllis J. Widhalm Request for Opinion – Requirement of Easements – Earl Henderson, PLS At the October 2016 meeting, the Board reviewed Mr. Henderson’s email regarding requiring easements in Improvement Survey Plats (ISP) relating to underground utilities. Following review, it was the consensus of the Survey Quorum to discuss the matter with the Assistant Attorney General. Following additional review, it was the consensus of the Survey Quorum that underground easements are only required on ISPs if the surveyor has the title work documentation; if there is no documentation, then there is no requirement. Compliance with Board Order 2015-4548 – Michael S. Chessnoe, PLS Mr. Chessnoe entered into a Stipulation and Final Agency Order with the Board effective October 28, 2015. The Quorum reviewed Mr. Chessnoe’s corrected remedial work. It was the consensus of the Survey Quorum to recommend to the full Board to accept the survey.
IV.
GENERAL BUSINESS: At the June 2017 full Board meeting there will be a Land Surveyor 101 training session. Staff requested input from the land surveyors for this session.
