SURVEY QUORUM RECORD OF PROCEEDINGS A meeting of the Colorado Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors’ Survey Quorum was held Friday, March 10, 2017, at 1560 Broadway, Suite 1250C, Denver, Colorado. This meeting of the Quorum was publicly noticed in accordance with Division Policy. I.

APPROVAL OF PREVIOUS MEETING MINUTES: A motion was made, seconded and carried to approve the November 10, 2016 minutes as amended. It was requested that the Survey Quorum’s opinion regarding the requirement of easements in Improvement Survey Plats relating to underground utilities be posted as reference information on the Board Opinion website pages. SURVEY QUORUM BUSINESS: Request for Opinion – K. Scott Thompson, PLS Mr. Thompson requested guidance on the deposit of a plat in which the boundary lines were calculated and no monuments were either set or shown. It was the consensus of the Survey Quorum to respond to Mr. Thompson and advise him as follows: The deposit of a plat such as the one stated in your February 6, 2017 email would be in violation of the Board’s statutes, including § 38-51-102(12), 38-51-104, 38-51-106(1)(f), and 38-51-107, C.R.S. It is suggested that you research how the township section subdivision was divided. It appears to have been done using the 3-mile method, but there was insufficient information. It is also suggested that you research what impact your survey will have on the two adjacent subdivisions, as your survey apparently did not take either into consideration. There was insufficient information provided to make this determination. Construction Staking and PLS Application Experience Forms Last year the Survey Quorum directed that a column 6 be added to the experience forms and title it Other NonSurveying Work. It was also directed that construction staking be added to the forms. Staff requested that the Survey Quorum discuss the matter further. It was the consensus of the Survey Quorum that construction staking falls under the experience definition, Measurement/Location and directed Staff to update the experience instructions. PLS Application - Experience Definitions The Survey Quorum discussed the Verification of Experience form, specifically regarding the verification appraisal factors. It was the consensus of the Survey Quorum that the factors may need to be defined with some crossover from the experience definitions found in the experience instructions. Staff will determine the best way to accomplish this and bring this back to the quorum. Discussion Regarding Additional Survey Module to Accompany PS Examination The Survey Quorum discussed NCEES suggestion of expanding the Principles of Surveying Examination to include a module that addresses the Public Land Survey System. It was the consensus of the Survey Quorum to support this. However, the Board would continue to require the state specific exam.

GENERAL BUSINESS: Discussion of Topics for Upcoming PLSC Side Shots Quarterly Column A discussion was held regarding topics for the next quarterly column in the PLSC Side Shots magazine. It was suggested that an article be written regarding the requirements for electronic signatures as well as what types of items the Board can and cannot give an opinion.
