Room 105/107 Bluemle Building Minutes I. 7:00 Call to order and reading of the Mission Statement by the President Jonathan Broh. Tonight’s meeting will have abbreviated business portion to allow time for the discussion with the Preservation Alliance, immediately following the election.

In Attendance: Jonathan Broh, Lyric Chen, Rick Spitzborg, Tami Sortman, Georgia Faino, Judy Applebaum, Robin Gauri, Nathan Bazzel, Andrew Freedman, Judy Ron, Robert Sher, Michael van der Veen, Katie Low (newly elected). Absent: Robert Taylor, J eff Alexander*, Leo Nemirovsky* *Prior Notice Provide II. Prior Minutes ‐ Motion by Judy Applebaum, to approve the Minutes previously circulated to the Board of the October Board Meeting, Seconded by Lyric Chen and unanimous approval by voice vote. III. Community Comment: Held for later in the meeting. IV. Additions to the Agenda: None V. President’s Report: President spoke on the fund raising and urged all members to give to support Civic initiatives like routine cleaning, graffiti removal, cleanup day and special projects. VI. Treasurer’s Report: Robin Gauri Circulated to the board prior to the meeting and attached to the minutes for reference.

Elections – Jonathan Broh Three candidates were announced for three year terms. They gave short statements of qualifications and interest. The election was uncontested and all candidates nominated were seated on the Board by voice affirmation of the membership of the Civic Association.

Katie Dillon Low – Resident of Jewelers Row, has been attending meetings as a result of the effort to preserve the historic nature of the block. She is an artist and interested in getting more involved with shaping the future of the neighborhood. Tami Sortman – Returning Board Member with eight years of service, intends to continue to help promote the civic on social media and other marketing efforts. Judy Ron – Returning Board Member with five years of service, formerly served as Vice President, interested in continuing to see the neighborhood look cleaner and contributing to the Boards involvement in the community. The President recognized the services of retiring Board Members J Nathan Bazzel and Jeff Alexander. J Nathan spoke advising that he intended to remain active in the Civic and the Zoning Committee and concentrate on safety issues with the community safety meetings. He implored the Board Members to work together to continue to make the Civic an effective voice for the neighborhood. VIII. Cleanup Day – Andrew Freedman WashWest cleanup day is December 3rd, the city will be assisting with pre‐cleanup on Friday Dec. 2. Alternative parking will be in effect from 8:00 am to 1:00 pm on Saturday, cars can be moved Friday after 8:00 pm and should be returned to the regular parking between 1:00pam and ‐ 3:00 PM on Saturday. Whole Foods and Acme are providing food donations for volunteers, Zipcar is providing transportation and the McCall School will assist with student volunteers in the park. Neighborhood volunteers are needed to assist in putting up and removing the parking restriction signs. New maps will be circulated with the city cleanup drivers to address the issues of missed streets that had occurred in previous cleanup days. IX. Zoning / Government Affairs Committee Reports by Jonathan Broh / Judy Applebaum
December Zoning Meeting would have a liquor license to review and time devoted to an informal discussion on the protected bike lane proposal. Judy Applebaum presented the following motion from the Crosstown Coalition regards billboards on city municipal buildings. The motion had been circulated to the Board prior to the meeting. “At our next Mon Nov 21 6 pm board meeting, Center City Residents Assn will move, and Society Hill will second the motion below re. placing billboards on two City buildings, One Parkway (1515 Arch) and the Municipal Services Building . proposal for signs on city buildings elicited a response for two locations, One Parkway (1515 Arch) and the Municipal Services Bldg. Please ask your respective boards what position to take on this motion at the Mon Nov 21 meeting 6 pm at Suite 2500, 1600 Market: MOTION TO BE INTRODUCED BY CCRA AND SECONDED BY SOC HILL Resolved that, in light of their location in the civic heart of the country’s only World Heritage designated city, an area that is one of the most recognizably Philadelphia places in the entire City, i.e., steps from Love Park, Dilworth Plaza, City Hall, and the Parkway, the PCC opposes the erection of any non‐accessory billboards on the Municipal Services Building and/or One Parkway (1515 Arch Street) pursuant to ordinance 130109. [email protected]” Judy Applebaum made a motion to support the Coalitions’ request, Rick Spitzborg seconded the motion and the motion was approved by the Board. Judy Applebaum announced that the Lincoln Apartment renovation was making progress and it is expected that the fence will be removed shortly. X. Presentation by the Preservation Alliance – Patrick Grossi Introduction by Jonathan Broh, Patrick gave an over view of the functions of a Historic District and the levels of historic designation for individual properties. He also spoke about alternatives to districts and pros and cons of a historic designation. He advised that a motion to designate a significant portion of WashWest as a historic district had been previously submitted to the Philadelphia Historical Commission, but that no action had been taken on the nomination and that it was currently dormant. The Civic Association had not been involved in its development or submission but that it could be revived if interest developed in the community. Jewelers Row was not part of the plan previously submitted. Patrick took numerous questions from the community on the topics he presented. XI.
