The Board first considered a motion to convene in closed session and reconvened in open session in the Board Meeting Room at approximately 6:17 p.m. Closed Session Agenda Call to order Roll call: Christina Kintop, Mary Smith-Johnson, Laura Gapske, Michael Raunio, and President Albrecht present. Robert Morehouse and Craig Peterson were excused. Motion (Kintop) and second (Smith-Johnson) to move to closed session of the Board under the exception of Wis. State Statute 19.85 (1)(e)- Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specific public business, whenever competitive or bargaining reasons require a closed session; and Wis. 2. Communications - none 3. Report of the Superintendent: Update on 2017-2019 Wisconsin Budget: The Senate and Assembly have both passed the budget. The Governor is expected to sign by Thursday, September 21st. 4. Board Committee Reports The Committee of the Whole met on Monday, September 11, 2017. Board members in attendance were: Mike Raunio, Rob Morehouse, Craig Peterson, Christina Kintop, Mary Smith-Johnson, Laura Gapske, and President Len Albrecht. Action taken at the Committee of the Whole meeting is to forward the recommendation for final consideration at tonight’s School Board meeting unless otherwise noted on the Committee of the Whole agenda. The Business Manager provided an updated Preliminary Revenue Limit Worksheet for 2017-18 SY, the Preliminary Revenue Cap/Aid/Levy Worksheet for 2017-18 SY. The estimated Equalized Property Valuation for 2017 is up 1.2% from 2016. (attachment)

Phase III Financing of $6.6 Million for the Referendum sale date is tentatively set for November 13th. Interest rates have remained stable. One more phase remains, estimated for April 2018.

Budget Committee Wraps Up Budget Work: The Assembly passed the state budget bill on Wednesday, September 13th. The Senate plans to vote on the budget bill Friday, September 15th. Among other provisions, the budget bill passed by the Assembly includes a $200/pupil categorical aid funding increase in 2017-18 and $204/pupil increase in 2018-19; increases the low revenue adjustment under revenue limits; and increases funding of Community and Mental Health Collaboration Grants.

Federal Appropriations Bill for Education Gains U.S. Senate Subcommittee Approval: The bipartisan funding bill for federal FY2018 includes $68.3 billion in discretionary funding for the U.S. Department
of Education, $29 million above FY2017 levels. Full Senate consideration of the funding measure began Thursday, September 7. Operations Committee: Action items carried forward from Committee of the Whole meeting of September 11, 2017: none Discussion items from Committee of the Whole meeting of September 11, 2017: none Informational Items from Committee of the Whole meeting of September 11, 2017: Buildings and Grounds: Cafetorium lighting at SMS, flooring replacements, and gym floor recoats are complete. Staff continues to support referendum construction as necessary. Food Services: The Summer Food Service Program was a huge success this year, with 55,000 total meals served to children in the Superior community from June 7th - September 1st. Health Services: 97.32% of Superior students were compliant with WI Immunization law in the 2016-2017 school year. Health Services will continue to work to increase compliance to 99% or higher. Information Technology: The wireless network upgrade is complete. Over a three week period, 215 wireless access points were replaced, resulting in improved connectivity. Transportation: The Energy Efficiency Exemption for the propane busses will be going out to bid this month. Bids will be brought to the Board for approval in October. Preparation for 2017-2018 School Year: The August calendar included several all-day trainings and preparation for the 2017-2018 school year. Building level teams participated in the PLC Institute on August 8th & 9th and Shared Leadership Team members came together for professional development on August 14th and 15th to plan professional development for August 30th. We welcomed approximately 32 new teachers for training on August 16th, 17th, 21st, 22nd & 23rd.

The Hall of Fame induction will be held on Saturday, September 23rd. Long-time staff Joan Parenteau and Kent Bergum will be recognized. Homecoming is Friday, September 22nd. Vice President Kintop recognized the quality of the senior projects from this year’s class. These projects are raising funds for causes such as colon cancer research, the Humane Society’s large animal fund, and the School Forest.
