Mr. Croteau called the meeting to order at 7:38 PM. The Pledge of Allegiance was recited.

Approval of Minutes

Ms. Frey moved that the minutes of September 18, 2017, be accepted as written. Mr. Sicard seconded. There was no discussion. The motion carried.

Town Plan & By-laws

The Selectboard will hold a public hearing at the Orleans Municipal Building on Thursday, October 26, 2017, at 7 PM. The alternate date will be October 24, 2017. Mrs. Sanborn will e-mail the village clerk to check on availability and ask the Town Clerk to warn the appropriate date. No motions were made.

Memo: re: Olney Loan

The Selectboard will sign the loan documents when they are obtained from the applicants. No motions were made.

Boudreau Lane Access

Mr. Sicard moved to apply for Form 1111 (State Highway Access and Work permit) for Boudreau Lane. Ms. Frey seconded. In the discussion, the width of the ROW was questioned, and the ownership of the road needs to be established to make sure the town is the appropriate applicant. Also, it was noted that Couture Trucking is willing to pay for the improvements in whole or in part for the cost of the upgrade. The motion carried.

Cemetery Commission

Mr. Sicard reported that Jack Parry, a crucial member of the Cemetery Commission, who has been working tirelessly to upgrade the town cemeteries, is retiring effective immediately. Ms. Frey moved that the Selectboard authorize Mr. Sicard to spend up to $50.00 for a gift for Mr. Parry in thanks for his service. Mr. Croteau seconded. There was no discussion. The motion carried.

The date of the next regular Selectboard meeting is Monday, October 16, 2017, at 7 PM in the Conference Room of the Municipal Office at 34 Main Street, Barton.

There will be a public hearing on the proposed Town Plan and By-laws on Thursday, October 26, 2017, at 7 PM at the Orleans Municipal Building. The alternative date is Tuesday, October 24, 2017.
