In​ ​both​ ​the​ ​ACE​ ​&​ ​Renewal​ ​Reports,​ ​District,​ ​charter,​ ​and​ ​peer​ ​group​ ​averages​ ​are grade​ ​band​ ​specific,​ ​meaning,​ ​the​ ​averages​ ​only​ ​include​ ​students​ ​who​ ​are​ ​in​ ​the​ ​same grade.​ ​That​ ​is,​ ​a​ ​K-8​ ​school​ ​will​ ​be​ ​compared​ ​against​ ​all​ ​K-8​ ​students​ ​whereas​ ​a​ ​5-8 school​ ​is​ ​compared​ ​to​ ​only​ ​students​ ​in​ ​grades​ ​5-8 2. SY2015-2016​ ​Annual​ ​Charter​ ​Evaluation​ ​&​ ​Renewal​ ​Reports School​ ​District​ ​of​ ​Philadelphia Supplemental​ ​Business​ ​Rule​ ​Documentation Student​ ​Mobility Metric​ ​Description​ ​and​ ​General​ ​Principles ● The​ ​mobility​ ​metrics,​ ​entry​ ​and​ ​exit,​ ​tracks​ ​the​ ​change​ ​in​ ​enrollment​ ​as​ ​of​ ​October​ ​1st ● The​ ​entry​ ​and​ ​exit​ ​rates​ ​include​ ​all​ ​students​ ​and​ ​is​ ​presented​ ​for​ ​the​ ​whole​ ​school ● The​ ​rates​ ​are​ ​displayed​ ​cumulatively,​ ​showing​ ​that​ ​by​ ​the​ ​end​ ​of​ ​a​ ​given​ ​month,​ ​X%​ ​of students​ ​who​ ​had​ ​been​ ​enrolled​ ​on​ ​October​ ​1st​ ​had​ ​left​ ​the​ ​school​ ​and​ ​there​ ​was​ ​an addition​ ​of​ ​X%​ ​of​ ​students​ ​who​ ​were​ ​not​ ​enrolled​ ​on​ ​October​ ​1st.
